00:17:49Institute of the Zenica-Doboj Canton, pardon me, not only of that
00:17:53canton, but also of other cantons, I said that to the director, I am
00:17:57a child of the Health Insurance Institute from Tuzla Canton, because that was my first
00:18:01job and I absolutely understand the way of
00:18:05thinking, it is also part of the state apparatus, part of the state
00:18:08system that offers health care to insured persons,
00:18:12for that reason, I absolutely support efforts towards a systemic
00:18:16solution, but this cannot be done with only one
00:18:18ministry, we have cantons that are absolutely responsible for
00:18:22the Health Insurance Institute of Tuzla Canton, because health
00:18:26care is divided between cantons and the Federation, we have the Federal Ministry
00:18:30of Health, within which is the Health Insurance and Reinsurance Institute
00:18:34of the Federation of Bosnia and Herzegovina, we have the Ministry of Labor and Social Policy. So
00:18:37that is a wide circle that needs to be included in the systemic
00:18:41resolution of this problem, this cannot be done in
00:18:44one month, and I think that the director of the Health
00:18:48Insurance Institute is aware of that, and of course, we now have
00:18:52uh the definition of a systemic solution because neither
00:18:55our citizens should be left without health care, contributions for health care are
00:18:59paid exactly what I want to ask you, what and how
00:19:03does that definition of a systemic solution look like because
00:19:05for many, I believe, viewers and certainly mining
00:19:09families, perhaps especially, that
00:19:12term "systemic solution" does not mean much, if there is a threat that
00:19:15a similar problem will be repeated after these 30 days, absolutely,
00:19:19well, one of the first and short-term, so to speak,
00:19:23solutions is that our mines start
00:19:26paying a higher amount of contributions to the health insurance
00:19:29institutes in the cantons where we have our mines, and we agreed on

00:20:27that cannot be broken over the backs of miners, mhm, what is
00:20:31most important to define for now for these coming months for the beginning of
00:20:352027? Absolutely, already the
00:20:38for health insurance institutes, for health care contributions, that is
00:20:41the first and foremost thing we must do, that in order to be, we come into a
00:20:45situation where we have to increase coal production, which, thank God, has been
00:20:48rising to good levels of coal production in recent months, I also told
00:20:52the director of the Health Insurance Institute of Zenica-Doboj
00:20:55Canton, if you stop, if you stop certifying
00:20:59our miners' cards, automatically there will be no coal production, the consequence is
00:21:02no coal in the thermal power plant in Kakanj, the consequence of that
00:21:05is no electricity, the consequence of that is that

00:21:12market, the consequence of that is that the Kakanj mine will not receive
00:21:16funds again for that is a vicious circle that cannot be broken
00:21:20only at the expense of the miners, meaning we must turn to a systemic solution, and I think that

00:21:27that should solve certain
00:21:30problems of miners, you are talking about the sale of non-perspective assets,
00:21:34mm, how do you assess its fate, it's not the first
00:21:38time that something like that has been discussed and it didn't pass, will it,
00:21:41can it now, in what phase is it? Well, I think that all those who did not vote or who were
00:21:45abstaining, or did not understand or were very wrong when
00:21:49they... voted that way, I call on all of them this time when they come to parliament not to
00:21:53play with the fates of miners but to solve it together, because we have
00:21:57reached a systemic proposal from the ministry and the government of the Federation, I think that

00:23:01auction, a completely transparent process where we gain many
00:23:05benefits, miners go into retirement, deservedly, all their
00:23:09contributions are paid, non-perspective assets go to the development
00:23:12of local communities in cities, municipalities and cantons where
00:23:16where we own them, and on the third hand, we come to a situation where...
00:23:20We have in the funds public revenues that
00:23:24have increased, I think this is one of the best solutions
00:23:27that has been offered in the last, I can surely say, ten
00:23:31years, and I think we should no longer play with this, what was the reasoning for those who did not

00:25:45to go into the hands of private capital, that decision was not
00:25:49good... These are the consequences of that decision, unfortunately we are in
00:25:53a situation where the Steelworks may go into bankruptcy,
00:25:56I sincerely hope that this bankruptcy will not
00:25:59completely stop steel production
00:26:03in Bosnia and Herzegovina, but rather that other
00:26:06perspectives will open up. We also had two discussions with
00:26:10the management and owners of Zenica Ironworks, the majority
00:26:13owners. We tried to ask that we move in the direction that the company does not go into
00:26:17bankruptcy, that we all get involved, because by going into bankruptcy
00:26:21all workers immediately get their employment contracts terminated. There
00:26:25we have 1500 jobs, that's 1500
00:26:28families who will at that moment lose their jobs. This
00:26:32is a huge blow to the entire industry. Of course, on the other
00:26:35hand, we are preparing everything we can to help those
00:26:39workers if that scenario happens,
00:26:42but we must understand one thing, that it is not in the hands of the Federation
00:26:46of Bosnia and Herzegovina. 8% is not enough to turn things around
00:26:50the way we would like. After all, we tried with
00:26:53the law, we will finish the procedure to the end, we will not give up
00:26:57when it comes to the ironworks, but we must be realistic, 92% is
00:27:01a private company, mhm.
00:27:03Excuse me, the new owners say that at the last meeting, which happened two days
00:27:07ago, you proposed something that
00:27:11the courts have already rejected, will there be new meetings
00:27:14in the coming period or will you wait, for appeals, you said the Supreme,
00:27:18no, we will not stop with uh with communication. That
00:27:22communication, I'll tell you, has never stopped, at least from my side, from
00:27:25the side of the owners. So we constantly communicate to reach
00:27:29a solution. We have owners, so the Federation
00:27:32of BiH with 8%, private capital with
00:27:3592%, we have workers, these are three
00:27:38partners who must make the maximum in this agreement.
00:27:41However, the Federation and the workers are at this
00:27:45moment not asking so much for our wishes and
00:27:48priorities are not those priorities that are currently with
00:27:52the private owner, because we offered not to go into
00:27:54bankruptcy, and a priori they immediately rejected it, that they
