00:08:59to that location. Modrac was a tourist attraction

00:09:06was bustling with guests and swimmers. Today, a completely
00:09:09different picture, tourists, passers-by in boats.

00:10:37fairs in the region, where people ask us about our lake and
00:10:41say the most beautiful things about the lake. So we
00:10:44somehow have our own negative perception,
00:10:47people from outside say very nice things about our lake,
00:10:50and the hardworking women from the coastal settlements also help with this,
00:10:55who, through their traditional cuisine and local products, present the Lukavac
00:10:58region in the best light. at the same time, we are promoting
00:11:02our beautiful Modrac lake shore
00:11:06and we really need to take care of preserving
00:11:09such areas in our canton, and throughout Bosnia and
00:11:12Herzegovina. In order for the lake to reach its full potential,
00:11:16to be more concretely utilized for tourism, the problem of the legal
00:11:19system that regulates the operation of the lake, i.e. the lake
00:11:23boundaries that are regulated in several ways, must be solved,
00:11:27according to local community officials. The initial
00:11:30level when the lake was built, the water level we
00:11:34have now on the ground, the water level according to Proxima 2014.
00:11:37year, so, the water level according to the federal law on
00:11:41protection of water resources, so we
00:11:44are simply trapped and we cannot do much,
00:11:48I appeal at this opportunity, a new spatial plan for the
00:11:51canton is being developed, must be changed.
00:11:54Those who have spent their lives at the lake say they do not
00:11:58consider it polluted. I was born here, grew up here,
00:12:01I live here, I ate fish, I grew up eating this
00:12:05fish, swimming here, so,
00:12:08nothing ever happened. I can say from my
00:12:12experience that the lake is not polluted, that
00:12:14something needs to be done, and work needs to be done

00:13:53are being revived, which are increasingly popular, because
00:13:57it seems people, due to the economic situation,
00:14:01but also, it seems to me, due to some need and trend to increasingly
00:14:04relax where temperatures are more acceptable, and they
00:14:07have long ceased to be at sea,
00:14:11they are looking for alternatives, what do you see in the
00:14:14field, are people flocking to lakes, to rivers,
00:14:17to pools, to those natural refreshments we have in Bosnia and
00:14:21Herzegovina? First of all, I will say that I am glad to see that more
00:14:25and more of our citizens are deciding to, I would say, explore
00:14:28the natural beauties of Bosnia and Herzegovina, because we were
00:14:32witnesses up until a few years ago, I would say until the corona,
00:14:35only during the corona did the exploration of our beauties begin,
00:14:38we were not aware of everything we have, now we see
00:14:42a trend where more and more of our citizens visit
00:14:45these natural beauties, in fact, they are discovering something
00:14:49that they absolutely did not know existed with us, and they were looking
00:14:53in Montenegro, so what about us?
00:14:59How many of those swimming areas are there, are they more safe or unsafe, and what is people's most common perception when it comes to a lake
00:15:02and when it comes to a river? Well, it's hard
00:15:05to generalize, there are safe locations, there are
00:15:09risky locations, potentially dangerous locations and
00:15:12so on, what
00:15:16it all depends on the individual, what kind
00:15:19of swimmer he is, how he manages in those locations, and the safest
00:15:23option is definitely public, regulated swimming areas, they should be
00:15:27the safest, because if it is a public regulated swimming area,
00:15:30there should be some lifeguards there who can react
00:15:34in a situation, how many such are there, which are the most popular? You are most often
00:15:38in Herzegovina, you say, right? Well, I am somewhat connected to
00:15:41that part of northern Herzegovina, I spend a lot of time there, especially on
00:15:45the Neretva river, right? But we have a problem that the law
00:15:49does not clearly define and prescribe how a public
00:15:53swimming area should be regulated. There are some regulations
00:15:56that, unfortunately, are mostly not respected. Where they are most
00:16:00respected are private pools, swimming areas
00:16:04that people, people have built, made, opened. for
00:16:07the public, in order to protect themselves, they simply
00:16:11sent a certain, so everything else is on the responsibility,
00:16:14more or less yes, with the fact that the risk is much
00:16:18lower if we swim in a public swimming area where there are many
00:16:21more people who can eventually react, what is that public swimming area,
00:16:25what is that lake? Well, for example, I would take Boračko Lake, which
00:16:29is a beautiful lake, for tens of hundreds of years, people
00:16:33use it, swim there, unfortunately, accidents
00:16:36happen. However, it is a beautiful swimming area
00:16:39in a natural environment where the danger is, I would say, minimal,
00:16:43if certain rules are followed again, yes,
00:16:47and the river, the river is specific, specific
00:16:51in terms of safety, I will take the Neretva river as
00:16:53an example again, in its course there are calm
00:16:57parts where the water is up to your ankles, where you can wade,
00:17:00let the children splash around,
00:17:04swim, fish, camp by the river. That is more
00:17:08or less harmless, in some middle course,
00:17:11for example, when you enter the canyon of the Neretva river, it
00:17:15becomes a completely wild river and here certain specific
00:17:18technical knowledge and
00:17:21skills are required that people must have in order to be able to cope there,
00:17:25mm, if you want to experience that part of the river, the best recommendation
00:17:29is rafting, mhm, where you hire professional
00:17:33rafting guides who take you down the river canyon
00:17:36and... you have the opportunity to experience something that you otherwise
00:17:40cannot from the road, from the highway. Many mention
00:17:43Trebižat and increasingly often decide to
00:17:46cool off in this river, what makes it specific and is it
00:17:50for the more experienced or for
00:17:53everyone? Well, to be honest, I don't have much
00:17:56experience with Trebižat, I visited it a couple of times and
00:18:00I was really impressed by its beauty, and that's probably what attracts
00:18:03people, its beauty which, uh...
00:18:07of course, the nature that surrounds the river itself and the opportunity
00:18:11to swim there, cool off, I think
00:18:14it's much, much more comfortable for staying and for
00:18:18that recreational option than other rivers like
00:18:22Neretva, Una, Tara, which are much, much faster and larger rivers.
00:18:26In which lakes or rivers would you not recommend
00:18:28swimming? Well, again, because of all the factors,
00:18:32generally speaking, when you take into account maybe the temperature
00:18:36of the water and... the current and the flow and the flora
00:18:40and fauna, everything sort of as a whole, it's hard
00:18:43to generalize again. The Neretva is a beautiful river and you can
00:18:47swim in that calm part, but as soon as you pass that calm part, it's
00:18:51no longer recommended for swimming, so
00:18:54there are parts, exactly, most rivers have a natural riverbed,
00:18:58right? There are rivers that have a regulated artificial riverbed, that's a slightly different
00:19:01situation, that is absolutely not recommended, but it's pointless for me to now
00:19:04tell people, citizens of Sarajevo, "Don't swim in it," no one
00:19:08swims in it anyway, so people used to swim in the Bosna, people used to

00:19:38longest. Or rather, the first longest, deepest canyon, the Rakitnica
00:19:41River, its canyon is the second longest in
00:19:44Europe. And also in world statistics,
00:19:47so we learned something this morning. Now, listening
00:19:51to you, I mention rivers that come to my mind,
00:19:54and I think that there is a lot of potential,
00:19:58but unfortunately we haven't regulated any of it, and that people
00:20:02could definitely look for and find alternatives to swimming
00:20:06in these hot summer days, if they were
00:20:09sure that children and adults were
00:20:12safe. Exactly, I would like our
00:20:15rivers and lakes not to be an alternative, but a primary choice, and the sea
00:20:19to be an alternative, because you can really
00:20:23enjoy it, it's really beautiful on those rivers,
00:20:26maybe I'm subjective because I spend a lot of time on the river, but I prefer
00:20:30to swim in the river and have that
00:20:33active vacation option compared
00:20:36to the sea. What happens on the river, unfortunately, besides enjoying
00:20:40the rivers, you often intervene, why
00:20:43most often, what do people carelessly do to
00:20:46put themselves in danger?
00:20:50Well, as in most other situations where people
00:20:53are in danger, very often that danger arises
00:20:57from underestimating the environment and overestimating their
00:21:00own abilities, mhm, uh, we must be
00:21:04aware of our abilities,
00:21:06we must be aware of the environment we are in, nature is something we must not
00:21:10underestimate in any sense, be it a mountain, be
00:21:14it a river or some easy picnic spot near
00:21:17the city, mm, all of that is...
00:21:20I would say something that a person who has
00:21:23spent most of their time in the city is not used to. What do we
00:21:26overestimate about ourselves?
00:21:29Uh, well, specifically,
00:21:33depending, if we focus on the river, on
00:21:36this aquatic
00:21:37biome,
00:21:41uhm, the quality of a swimmer, for example, how capable
00:21:44a swimmer we are. We think we are a good swimmer if we swim well in an
00:21:48Olympic pool or the sea. Which absolutely doesn't have to mean that if you
00:21:51find yourself in a river, a river is something that is active, something that
00:21:55that that carries, that's right, it carries, it has its
00:21:59currents, it has other obstacles and dangers, whether they are
00:22:02siphons, whether they are some fallen, fallen trees across
00:22:06its riverbed, whether it is some rock, the river changes its
00:22:09direction of movement, you must be ready, capable, know
00:22:13the minimum of hydrology to know how to cope,
00:22:16do swimmers enter the water suddenly?
00:22:20Well, it happens, yes, yes, yes, heated, so yes, it happens,
00:22:24especially on these hot summer days when temperatures are high, we can't
00:22:27wait to jump into the water, to cool down, and then
00:22:31there's that shock when people jump into the river, hot.
00:22:35How dangerous is that, actually, and how much awareness

00:27:37danger, what is important to emphasize is that
00:27:41a parent must still keep a cool head and let the professional do the
00:27:45job, if the child accidentally fell into fast water,
00:27:48that rafting guide will surely react in the best way
00:27:51he can in that situation, so as not to endanger himself and
00:27:54other participants in that rafting, to help that
00:27:58child and any other person who is
00:28:02unrelated... Rafting, here, swimming area, lakes, rivers, when
00:28:05we see a person drowning, what is
00:28:08the right thing to do and what should never be done? The most
00:28:12important thing is not to endanger yourself, you must
00:28:14include some healthy logic at that moment
