00:00:00megawatts of electricity, production capacities for electricity,
00:00:04of which 2.00 MW in hydro, 2.
00:00:07MW in thermal, but production in thermal power plants
00:00:11was 60 to 70%, because they
00:00:14work more hours than hydroelectric power plants, mm-hmm,
00:00:18depending on the hydrological year, what it's like, what the
00:00:21precipitation is, uh uh, so that went up to
00:00:2570% from thermal power plants, in good hydrologies,
00:00:2850 something. Mm-hmm, after
00:00:31the war, the private sector built
00:00:341600 MW of new capacities, 300
00:00:38MW of thermal power plants in Stanari,
00:00:41then over 900 MW of solar power plants
00:00:44on the transmission and distribution
00:00:47grid, about 300 MW
00:00:50of wind farms and 100 MW of small
00:00:53hydropower plants, so most of the solar are 900 MW,
00:00:57most of it, well, privately owned.
00:01:01Built, and the state public sector, I mean, the electric power companies
00:01:04did not build a single kW of
00:01:07solar energy, but only production of existing and
00:01:11consumption of existing capacities and work on existing capacities, there are
00:01:14also, for example, wind farms, uh
00:01:17the electric power company built Podveležje, the electric power company in Mostar
00:01:21built Mesihovina and the electric power company in Mostar
00:01:24built two hydroelectric power plants, Mostarsko Blato and
00:01:27Tihaljina, these other capacities. They were not, even though they were
00:01:31projected, even though all the preconditions for building them exist, they
00:01:35are still not being built today. After all, what does that
00:01:37mean, Mr. Bičakčić, in conditions when we are moving towards solving dirty
00:01:41energy, when we will pay penalties for CO2, when our
00:01:45thermal power plants are being shut down, uh, did we
00:01:49start shutting down something from which we get energy
00:01:52too early? Ah, we have completely given up
00:01:56on thermal power plants, i.e.,
00:01:59on the mines in the area that provide coal, so that
00:02:02production from four years ago has been reduced from 6 million
00:02:06tons to 3 million tons and
00:02:09lower. We will not achieve production of 3
00:02:13million tons this year in the mines in the Federation. What does that mean?
00:02:16And it means that the electric power company in Sarajevo
00:02:20is an importer of electricity and one terawatt,
00:02:23that's a million kilowatts,
00:02:26uh, a thousand - GWh of electricity is imported
00:02:30annually, the Sarajevo electric power company, the Sarajevo
00:02:33electric power company imports 500,000 from Trebinje,
00:02:37the Mostar electric power company is approximately
00:02:40balanced at zero, so
00:02:43we are now importers from exporters, we have become importers
00:02:47of electricity, absolutely, that, that is a phenomenon that
00:02:51happened, although when we look at Bosnia and Herzegovina as
00:02:54a whole with the private sector, we are still
00:02:57exporters of electricity, it's one of the few in the
00:03:01Southeast Balkans, because these new
00:03:05facilities, which all go for export, are producing, although
00:03:08export is difficult, but for example, on Friday, prices on
00:03:12the stock exchange for daily uh purchase were
00:03:15230 euros per megawatt, that is four
00:03:19times more than standard, and if
00:03:22you sell it in the evening when solar power plants
00:03:25are shut down, then the price goes up to 500 euros per
00:03:28megawatt, that's... um, that's a jump, the stock exchange
00:03:32reacts immediately and you have to buy
00:03:35expensive electricity which practically
00:03:39doesn't exist, not enough. At what prices do we
00:03:42buy when we import? Look at the Sarajevo and Trebinje electric power companies, if you
00:03:45say that, so that we can clarify for
00:03:48our viewers, that energy that we sell at
00:03:52high prices is sold by private companies, i.e.,
00:03:55those made on their own initiative, those 1600 MWh that they
00:03:58made since the war. And
00:04:02actually, uh the public sector, which has not built these
00:04:06installed capacities, imports for the needs of its
00:04:09citizens of Sarajevo, Trebinje, through these
00:04:12electric power companies, at what price then? I hope
00:04:16that they realized that import before these drastic
00:04:19jumps on the stock market, in
00:04:22the first half of the year, that price on the stock market was from 50 to
00:04:2580 euros per megawatt, it was relatively
00:04:29good. And in those circumstances, it could be profitable,
00:04:33today, whoever is forced to import, he will
00:04:37pay dearly for it, I believe that
00:04:40they can still produce
00:04:43that amount of electricity today,
00:04:46they can also buy all
00:04:50the offered quantities that
00:04:53the private sector offers them, but
00:04:56especially the electric power company in Sarajevo for
00:04:59this... year rejected small
00:05:02producers with the explanation that
00:05:05it was a complicated contract, that it was not
00:05:08profitable for them, and they only took some large producers
00:05:12with whom... it is easier and simpler for them to work, and
00:05:15they refused to buy energy that was offered to them at
00:05:19the doorstep at prices that are lower than market prices, which are
00:05:22produced in the country, which are produced in the country. This is a
00:05:26catastrophic policy, this is responsibility, someone once
00:05:30asked me,
00:05:31uh,
00:05:34"is that even possible?" Well, you see it's possible. Who, Mr.
00:05:38Bičakčić, based on your long-standing professional experience and looking
00:05:42at these... trends now, who will pay
00:05:45the highest price, first of the open market, second
00:05:48of that import of electricity, where could
00:05:52these prices go and how likely is it that social peace
00:05:55will be able to be bought in the future, as has been done
00:05:59until now, where is the limit when the public
00:06:02sector will no longer be able to buy social peace, but we will
00:06:06go according to market prices to acquire energy and citizens will
00:06:09pay for energy? That should have been done
00:06:13a long time ago. It was moving in that direction, but
00:06:16it was quickly abandoned, because
00:06:19it requires a responsible approach, responsible work, and responsible
00:06:23management. People do not want to manage responsibly, they
00:06:26want to be sure that they will not make a mistake, they will not
00:06:30make a mistake if they do nothing, that's what it comes down to, and where has
00:06:34that led us, that story? Well, it has led us to the point that
00:06:37the electric power company in Sarajevo will show this
00:06:41year several hundred million
00:06:44in losses, that it has uncollected receivables
00:06:47that are measured in billions, billions. Who are the biggest
00:06:51debtors? Mm-hmm, who are the biggest debtors? And they are not
00:06:54from the highest debtors are
00:06:58again the public sector, there cannot
00:07:01be
00:07:04a consumer who does not pay for electricity
00:07:07for two months, he must be disconnected and
00:07:11resolve that issue in the future, otherwise
00:07:14the substance is eaten which has already been largely consumed
00:07:17in a way that coal was paid
00:07:21in advance but was never delivered, and that on
00:07:24that basis there is that dubious situation that the government
00:07:28needs to resolve, and coal purchases are below market prices where the mines
00:07:31are brought into a situation where they are not profitable, that pricing relationship also needs to be regulated
00:07:35in Bosnia and Herzegovina in such a way that every
00:07:39kilowatt-hour of uh every
00:07:41ton of coal delivered to
00:07:45thermal power plants is paid at market prices, and that electricity is also sold at
00:07:49market prices. This cut, whoever takes it on,
00:07:52someone will have to, and as far as I
00:07:55can see, they are leaving it for the new government, in addition to a series
00:07:58of other collective dubious issues, they have
00:08:01that and this is why I believe
00:08:05that they will move in that direction, but now it's a good time when the price
00:08:08is 230 euros per megawatt, so it pays off many times over.
00:08:12Additional production can be organized and
00:08:16encouraged in some way, but no one is going in that direction. Who
00:08:20will deal with the miners, how will they deal with those people who
00:08:24in the Raspotočje pit, nine of them refuse to
00:08:27come out, uh their
00:08:30lives are threatened, in fact, people
00:08:33cannot function on a daily basis, they are not receiving their
00:08:37salary, three remaining salaries, or rather, three overdue salaries, have not
00:08:40been paid to them. They were
00:08:42promised uh a pension and
00:08:46care under quotes, uh
00:08:49and severance pay also has not been honored, and how
00:08:53realistic is it that anyone will honor that plan that these people need
00:08:56to be retrained, that they still have something to give in their
00:08:59working life? Well, the question
00:09:03of retirement or, for example,
00:09:07the health care of miners are some priority issues
00:09:10that need to be resolved. So that people can simply
00:09:14exist, and all further
00:09:17and that, that, that issue facing the
00:09:20government, the government has possibilities, ways
00:09:23to make certain
00:09:26moves to calm the situation,
00:09:30and therefore, uh
00:09:33but future coal production must be market-based
00:09:37and that needs to be set up immediately
00:09:41and then clean up the accounts. Move forward, without that
00:09:44it won't work, it won't end well, and
00:09:48chaos will ensue, some may even manage well,
00:09:52but the vast majority will indeed be harmed.
00:09:55Yes, uh, when you talk about plans for
00:09:58mines and what awaits us, 2050 is that ultimate deadline,
00:10:02or rather, the limit when CO2 emissions should be completely
00:10:06stopped. That's right, although we then have
00:10:082026, Mr. Bičakčić,
00:10:12have we given up too early, due to our
00:10:16own lack of ideas, on some of
00:10:19the largest energy producers in Bosnia? You are absolutely
00:10:21right. In 25 years, every
00:10:25piece of machinery can be paid off. Machinery
00:10:29digs coal and hides and
00:10:31removes overburden. We used to be able to do that with
00:10:35Alija Sirotanović's shovels, today we can't do it with
00:10:39the most modern excavators in the world. It just needs to be
00:10:42done in an organized way and things will
00:10:45start moving. We have coal, but we don't
00:10:48mine it. So, there are no reserves, it's true there's
00:10:52overburden now, we need to prepare for that. But
00:10:55with an organized and honest approach, it can be quickly
00:10:59and easily resolved. After all, by 2050, we will
00:11:03have a problem with heating in Tuzla
00:11:07because those
00:11:09blocks are combined and they heat
00:11:13a large number of residents. In fact, that
00:11:16system is being expanded and an alternative needs to be found. Are these
00:11:20gas power plants that will come as
00:11:24a new energy source? Or are they perhaps even modular
00:11:27nuclear reactors? We need to seriously work on this now and
00:11:30prepare these alternatives so that we are ready to
00:11:34welcome the year 2050.
00:11:37In addition, if it's a combined cycle, then the
00:11:40efficiency of that uh use is
00:11:4470%. If it's only electricity production, it's
00:11:47a maximum of 40%.
00:11:50So, we have justifications before the European
00:11:53energy community for such things, but when I say we
00:11:56are doing that transition, so
00:11:59it must, that's why we are now exposed to this CBAM
00:12:03additional taxes on electricity exports,
00:12:07that again affects this private sector and exports and
00:12:10success, we must create an ETS system
00:12:14in the domestic system, we tax it so that it goes into
00:12:17the revenue of our budget, so that it doesn't go into
00:12:20the European budget, and no one forbids us from doing that immediately.
00:12:23We are the only country that has not created
00:12:27a stock exchange, we need an agency that will
00:12:30certify green energy, because today all energy from Bosnia and
00:12:33Herzegovina we pay taxed as
00:12:36if it were a mix with a thermal power plant. Those who
00:12:40produce from sun, wind, water, they can get a green
00:12:44certificate and that
00:12:47without exporting immediately, but
00:12:50now there is a need for energy on the stock market, so now people are looking the other
00:12:54way. Looking the other way, we have launched
00:12:57an activity, it has been acknowledged that this
00:13:00CBAM will be significantly softened and that they
00:13:04will take into account the real mix that currently exists in Bosnia and
00:13:07Herzegovina, where the share of thermal power plant production
00:13:10has decreased, it has decreased due to a lack of coal, due to
00:13:14malfunctions and due to the entry
00:13:16of these uh uh renewable
00:13:19producers. Can we get, can we get into a situation, here, mm,
00:13:23where we are reliant on larger electricity producers so that
00:13:26somehow we bring ourselves into
00:13:29a position like the one Hungary has brought its
00:13:32citizens into, relying on nuclear reactors,
00:13:36that they have to make restrictions so that
00:13:39a period that is very uncertain uh can be
00:13:43colloquially speaking, overcome? Because uh
00:13:45if
00:13:48if we run out of sufficient electricity production during
00:13:52energy, during droughts such as extreme
00:13:55droughts, and at the same time we are already getting rid
00:13:58of thermal power plants, what is left for us? How likely is it that in
00:14:02the future we will come to a situation where we do not have
00:14:06uh good enough diversification that can drive, we must take
00:14:10into account that electricity consumption is growing, a large
00:14:13number of air conditioners are being massively installed today, heat
00:14:17pumps are being installed and everything that has an electric motor
00:14:20drive, this reflects
00:14:24an increase in lower electricity consumption
00:14:27that needs to be met with new
00:14:30production, and for these reasons there will be these
00:14:34restrictions, for now, thanks, I say, uh, first
00:14:37and foremost, to the good hydrology this year,
00:14:41it's true there isn't any now but that's these two months, who knows what
00:14:44autumn will be like, but still, I ask you about extreme droughts,
00:14:48our reservoirs are full when you drive towards
00:14:51Mostar, you drive past full ones, when you see that the
00:14:55reservoirs are rapidly emptying, you will see that it means that
00:14:58a crisis is coming, that this next measure is when
00:15:02we use up those reservoirs, the next measure is reductions,
00:15:06I hope that won't happen, there's
00:15:09no real reason for it to happen, but
00:15:12if you do nothing, it's inevitable. After
00:15:15all, already for the third quarter, the price of gas is
00:15:1914% higher, and it's announced to be even higher in the autumn, so
00:15:22even those who were still using
00:15:26gas are switching to electricity in the meantime,
00:15:29which is again a jump in electricity consumption,
00:15:32there is no new production
00:15:35and... the connection of these
00:15:39private producers is very slow and difficult,
00:15:41the electric power companies treat them as
00:15:45some kind of competition, but that has
00:15:48proven to be completely wrong, they could
00:15:51now connect much faster and more, because people
00:15:55have been waiting for years, not months, years, what
00:15:58can be done immediately, not only companies and larger electricity producers
00:16:02who are outside the public sector, but
00:16:04individuals,
00:16:06you saw how much we waited for everyone. That's right, for for some small solar panels that could
00:16:09provide electricity, they haven't even
00:16:13started, and the law from 23 years
00:16:17ago exists, that's right, we are absolutely
00:20:46skip that, Minela, we also saw shameful
00:20:50scenes at the match in Banja Luka at the city stadium, the name
00:20:53and surname of the convicted war criminal Ratko
00:20:57Mladić were chanted, after which the match was interrupted for half an hour, the stand
00:21:00where the most passionate fans of Borac were had to
00:21:04be emptied, referee Admir Musić warned,
00:21:07that is, the people who were involved in uh
00:21:11the organization of the refereeing at that match and where they were dispensing justice,
00:21:14warned that if it continued the match would be registered
00:21:183:0 in favor.
00:21:20Indeed, these are scenes that should
00:21:24not happen at sports events, and
00:21:28but, unfortunately, we can talk as much as we want, but sport
00:21:31is, that is, politics is deeply incorporated into sport. Here,
00:21:35there is a platform for these ugly
00:21:38scenes and ugly images to be sent. 30 years after the war has passed,
00:21:42we are still talking about something that is, as clear as
00:21:45day, something that should not be re-examined. Uh
00:21:48we continue to witness uh such things. One might even unfairly say that it's not
00:21:52politics indoctrinated, but the indoctrination of evil
00:21:55hatred, well, yes, certainly absolutely the ugliest form of
00:21:58nationalism that exists, here on the field
00:22:02it is, and I hope that we will not talk about these topics,
00:22:06because this is still football, here goals are counted,
00:22:09points are counted, so in the end, it is really
00:22:13ugly when you represent a country and when you deny
00:22:16international judgments, so this is in a way a denial, right... an attempt
00:22:20to deny, of course, it can never be denied and international
00:22:23judgments and everything that, unfortunately, we have been talking about
00:22:27for 30 years after the war, we know that sport, what's worst, some
