00:01:26we continue with Live Day after the incident that marked
00:01:30the visit of Serbian President Aleksandar Vučić to Bugojno. The focus of the public
00:01:33was on questions of coordination of police agencies, adherence
00:01:37to security procedures and the entry of members of the Ministry of Internal Affairs of Republika
00:01:41Srpska into the territory of the Federation of Bosnia and Herzegovina and vice versa,
00:01:44the Federal Minister of Internal Affairs. Ramo Isak is with us in the continuation, good day
00:01:48and welcome, good day to you, good day to your viewers.
00:01:52It has been, well, more than seven days since this event,
00:01:56however, this topic is still dominant in Bosnian-Herzegovinian
00:01:59and... regional public, considering everything that has
00:02:02happened, uh, you said that members of the Ministry of Internal Affairs
00:02:05of Central Bosnia Canton did everything in accordance with
00:02:08the law, on the other hand, your colleague, the Minister of Internal Affairs
00:02:12of Republika Srpska, Željko Budimir, says that it was not
00:02:15the intention to carry out illegal activities, that an oversight
00:02:19occurred, do you believe his explanation, considering
00:02:22everything that happened that day? Well, you see, if we take into
00:02:26account the situation that was happening and the situations that have been happening for
00:02:30about 15 years in Bosnia and Herzegovina, that
00:02:33is, the Federation and Republika Srpska, we cannot believe
00:02:37the thesis put forward by the esteemed colleague,
00:02:40but if we consider that on the same day or
00:02:44the next day, the director of the RS police contacted
00:02:48the director of my Federal Police Administration and contacted
00:02:51the director, uh, the director of, pardon,
00:02:54the commissioner of Central Bosnia Canton and said the same
00:02:58thing, let's say. "We can understand it,
00:03:01we can understand it as an attempt to justify
00:03:05the actions they took, but in fact, which may have had something else
00:03:09as a goal, I at this moment really have to congratulate
00:03:12the commissioner of uh, Central Bosnia Canton, that is,
00:03:16the police of Central Bosnia Canton and the director of the Federal
00:03:19Police Administration, I was informed on the same day, I was involved on the same day,
00:03:23the actions they took, the police
00:03:26of Central Bosnia Canton, we can
00:03:30congratulate them, they did it professionally, qualitatively, and showed that
00:03:33there is coordination between police bodies when it comes to
00:03:36the Federation, that means Canton 10, uh,
00:03:40Central Bosnia Canton and the Federal Police Administration, and
00:03:43I think maybe it's even good that something like this happened,
00:03:47so that those who have something completely different as a goal, see
00:03:50that the police in the Federation do their job qualitatively and professionally
00:03:54and showed at this moment great professionalism
00:03:58and quality. And you see this, it certainly had something
00:04:01else as a goal, some incident, maybe some
00:04:04some undercurrents that could have
00:04:08ended up differently if there was a different reaction. You see, who would have been
00:04:11responsible for such a situation? Of course, those who came to the territory without
00:04:15consent, without proper
00:04:17notification, would be responsible. Why? You see, the police of Republika Srpska
00:04:21could have simply informed the Federation
00:04:25that they had certain activities in the territory of Republika
00:04:28Srpska, and we would have given them support and it would have been done jointly, there would have been no
00:04:32problems. No, they tried to show some strength, some
00:04:35strictness, and in the end they showed shortcomings,
00:04:38lack of quality, they showed ,
00:04:41ultimately, that Bosnia and Herzegovina has its
00:04:44institutions, that the federal, that the federal
00:04:48police in the Federation work qualitatively in accordance with
00:04:51the law, that their goal is the safety of citizens, that their
00:04:55goal is a qualitative solution to problems, not that their
00:04:58goal is to provoke conflicts. At this moment, it would be most interesting, that
00:05:01means for politicians, because this is an election year and so
00:05:05on, if a person who wanted to create politicking, not to deal
00:05:09professionally with his work, was in the position of Federal Minister of Internal Affairs
00:05:13and had caused conflicts there, that they had arrested
00:05:16someone, maybe probably someone and
00:05:19many actually somewhere point out as a
00:05:23complaint to the federal police, that is, the police
00:05:26of the Central Bosnia Canton, why they did not identify all those
00:05:30persons who were at that moment in that group. Everything that was necessary,
00:05:34they did. All persons were identified, vehicles were
00:05:37identified, persons were removed from the scene,
00:05:41uh escorted in accordance with
00:05:45the law and in accordance with procedures. That means there are procedures when it comes
00:05:48to such matters. It was not just ordinary citizens,
00:05:52it was not some activity that happened somewhere, these are
00:05:55serious, these are serious matters. This was done qualitatively, we had
00:05:59a problem with Potocari, you know well and you know well that it was determined
00:06:03despite some Bosniaks that some Serbian services
00:06:06participated in what happened and they are just waiting to
00:06:10create such a situation so that something would happen in the Federation, that
00:06:14is, Bosnia and Herzegovina. Their mistake is that every time they embark on such
00:06:17activities, they are met by professionals who work in accordance
00:06:21with the law. You see, you remember Dodik, who played and
00:06:25sang in the Presidency of Bosnia and Herzegovina while those governments were
00:06:29in power, now they are criticizing something, so if they were capable, why didn't they solve it?
00:06:33And you remember the moment when by order of the Prosecutor's Office of the Court of
00:06:36Bosnia and Herzegovina, Dodik had a warrant in the Federation,
00:06:40he did not move until he reached an agreement with the Prosecutor's Office to allow
00:06:44him to come to the court, the Prosecutor's Office, he did not move.
00:06:47That means these people work professionally. Here, now these incidents
00:06:50and many other incidents that maybe citizens don't know about, which happened in
00:06:54the territories of both the Federation and Republika Srpska. What is
00:06:57happening? We do our work professionally, I say the police work
00:07:01professionally and qualitatively, and I congratulate the police on that
00:07:05way, it is the only way we can resist all these possible,
00:07:09especially now there will be even more because this is an election
00:07:12year. Someone wants to create a crisis, just like those in
00:07:15Herzegovina who are creating a crisis with these fans, so they also
00:07:19tried to create some crisis where it would
00:07:21escalate, lead to some problems, lead to arrests, maybe
00:07:25even lead to the use of weapons and so on, then they would send a message, "Look,
00:07:28the Federation is unsafe," that is Bosnia and Herzegovina. No,
00:07:32it has been shown that the Federation is safe, that it is working
00:07:35in the way that is prescribed and the procedures that are
00:07:39necessary, meaning all persons are identified, it is known who
00:07:42is what, how, to which unit, who belongs from all these people and
00:07:46so on, but we shouldn't burden the public
00:07:49with that. Important point, the public knows and I received a large number
00:07:53of messages from citizens, congratulating on the professionally done job.
00:07:57I mean, to be honest, I was involved in all of that, but it's not me
00:08:01who should be congratulated, it's the commissioner
00:08:04of Central Bosnia Canton and all the police officers who were involved
00:08:07in that action. You mentioned Milorad Dodik, in one interview you
00:08:11said that you had put Dodik in his place,
00:08:14considering that, regardless of the fact that Dodik is no
00:08:18longer the President of Republika Srpska, uh,
00:08:21he still controls almost all political processes, you will agree with
00:08:25me on that, not only in Republika Srpska, but it seems
00:08:28in Bosnia and Herzegovina through his representatives. Is Dodik
00:08:32eliminated from political life? You see, we must
00:08:35be honest, Dodik is truly eliminated from political
00:08:38life, these are the last gasps where
00:08:41certain structures that currently sit on the political
00:08:45scene, who are naturally in those positions thanks
00:08:48to Mr. Dodik, they still have some kind of relationship with
00:08:52Dodik, so does the HDZ of Bosnia and Herzegovina, We saw
00:08:56recent meetings, and you see, the HDZ of Bosnia and Herzegovina, the HDZ of Bosnia
00:09:00and Herzegovina is a political option that looks after its own
00:09:03interest, they don't care about Dodik, for them Dodik was an ideal partner at
00:09:07the moment while they were poisoning the public with the idea that Croats
00:09:10were endangered. Croats fared best in the Federation of Bosnia and Herzegovina,
00:09:12in Bosnia and Herzegovina. In Bosnia and Herzegovina, Bosniaks,
00:09:16Bosniak Muslims are endangered, so it's best for Croats to draw the
00:09:19line, there are very few of them at this moment,
00:09:23you see, there are very few of them in the state of Bosnia and Herzegovina, very
00:09:27many of them are in state, federal and cantonal
00:09:30institutions, they account for 40% in
00:09:34the Federation thanks to those policies that were in place before, they account
00:09:37for over 40%, we can say even 50% of the people who
00:09:41are not there, how many are currently in the Federation, some censuses supposedly
00:09:45were not published because there are not even 10% of them in the Federation,
00:09:49that is, Bosnia and Herzegovina. People manage
00:09:52all possible resources, someone enabled them to do that and
00:09:55talked about being
00:09:57threatened. Currently in Bosnia and Herzegovina, the most threatened
00:10:01are Bosniaks, Bosnians, Muslims, people whose
00:10:05politics led and we were not threatened by either the HDZ or Milorad
00:10:08Dodik, we were threatened by our Bosniak politics which
00:10:12continues, you see what it is doing just to keep
00:10:15their chairs. Two days ago, one day ago,
00:10:19some portal published a political option that gives
00:10:22instructions to its members on what to do,
00:10:26to badmouth me. Now imagine what kind of politics gives instructions to its members to
00:10:29badmouth me and my family in order to build something for itself. Well, I
00:10:33will not badmouth them, I will just tell them one thing, all those who
00:10:37sat in positions and held
00:10:40positions while they were in power, are all at
00:10:43the prison gates. That means that, but here, Bakir Izetbegović accuses
00:10:46the "troika" of handing over very important ministries
00:10:49and institutions, of agreeing to political concessions to
00:10:53both the HDZ and the SDA.
00:10:55Well, you see, if the HDZ, if the troika did that, it should be held accountable for
00:10:59it. All of us, the Federation, all those who
00:11:03hold positions, should be held accountable for their
00:11:06part, if they did that, they should be held accountable. But if, but if
00:11:10we take it mathematically, I will answer you now, if we take it mathematically, the positions
00:11:14that were held and the positions that are now held, that is not true.
00:11:18The SDA, that means, I am speaking openly in your studio, the SDA gave
00:11:21everything to everyone just to stay in power, and to this day they would
00:11:25give everything to return to power, only thank God they will not be
00:11:28in power because you see, the citizens of Bosnia and
00:11:31Herzegovina, of Bosnia and Herzegovina, have recognized the
00:11:34policy they are pursuing. You cannot pursue a policy
00:11:38of mudslinging, I never do that. Mudslinging politics is not good
00:11:42politics, politics is about deeds. The ministry I manage was brought
00:11:45to the point of being shut down by them, personally by them. Not by me. That ministry is
00:11:49now the most qualitative, most stable, with the best salaries, with the best equipment,
00:11:53and it was on the verge of being... its budget, I don't know exactly, but what
00:11:56belongs to the ministry, not to other levels of government, was about
00:12:009 million. That same budget with 29 million, what do I want to say
00:12:03and the same goes for the Federal Police Administration and so on and so forth,
00:12:07equipment, nothing, wherever they are,
00:12:11whatever they did, they conceded. I was
00:12:14sitting in parliament when there was a question
00:12:17of appointing certain people and those from the SDA said, "Okay,
00:12:20come on, take us into power, we will vote on it on the same day." That means,
00:12:24you see, I am sitting. I know all those people, we know each other, I have been sitting in
00:12:27parliaments, houses of peoples and so on since 2006, I know how they
00:12:30thought, now they are calling out someone there, they were with me in 18. 22 in
00:12:34power, this, take everything they conceded to me then when I was in power,
00:12:38take what I have now, that means all that they conceded to me, they are now calling out
00:12:41others and blaming others, no, they did that and another
00:12:45thing, this that they are doing now, this politics, this, you know,
00:12:48"spit, insult" and so on, well, wait, we don't need to spit or
00:12:52insult. We just need to take what they did, and believe
00:12:56me, that party after the death of the late President Alija Izetbegović
00:12:59turned into a
00:13:02some lobby of personal interests, it is not
00:13:06anymore a lobby of this state of Bosnia and Herzegovina, of the Bosniak people, no, they
00:13:10are, they are the most, what Dodik is doing to the people in
00:13:14Republika Srpska, that is, to Serbs and the damage he is causing to those
00:13:17people, these ones have caused us even greater damage. So you say you were with one,
00:13:21now you are with another, I was in power with
00:13:24one. Line - who was more effective
00:13:28specifically in the field of economy, Izetbegović claims that the
00:13:31results of the Troika are a humiliation of Bosniaks and an economic
00:13:35collapse? And you see, you see, I would be
00:13:38ashamed, I would be ashamed if I were
00:13:42a person who managed systems for 30 years
00:13:45and so on, brought this country to where
00:13:49it is now, and then I blame others. I cannot
00:13:52blame Izetbegović as Izetbegović, but I blame
00:13:55all those around him and all those he appointed to positions.
00:13:59Do you want me to tell you the story about Novalić, how
00:14:03Novalić became prime minister, what he did
00:14:06privately, where he was, how they physically removed him from the position
00:14:09he was appointed to, yes. But what I want to say is that I
00:14:13can tell you about every SDA cadre, meaning
00:14:17uh, those people looked after their personal interests. You see if there are
00:14:20such people in these circles, I won't go into that, I can
00:14:24answer for myself. When I received information that a
00:14:28member of my political option, who is part of our
00:14:31story, was involved in some activities that were not in accordance with the law, I
00:14:35personally went to the Federal Police Administration and reported that person,
00:14:39me personally, because I believed that a person who engages in illegal activities
00:14:42cannot be next to me. Mr. Izetbegović, the Troika, and everyone
00:14:46else should have done that, but they are not doing it. I do not
00:14:49want, I do not want to engage in politics, to cause
00:14:53harm, to work against the people. It would be the same as if during
00:14:56the war we turned our weapons and started shooting at each other,
00:15:01letting go of our lines. Don't let's do that. You mention
00:15:04weapons, uh, when there was uh talk of
00:15:07arresting Milorad Dodik, you asked the competent judicial
00:15:11institutions for an order to arrest
00:15:13him. Do you today believe
00:15:17that action would have been smart and realistically feasible
00:15:20or would it have jeopardized, say, the security of
00:15:23police officers? Well, and the citizens themselves. Well, you see, I have to be
00:15:27honest, I worked in the service for about 20 years, it was my job to
00:15:30apprehend people for whom there were warrants, for criminals and so on. Never.
00:15:34postoje potjernice, za kriminalce i tako dal nikad.
00:15:41Not quite so high-ranking, but there were, we apprehended politicians
00:15:44and then also those who were in high
00:15:47positions. What I want to say is, uh, then
00:15:51when I took over that job, I was, that means,
00:15:54ready to sacrifice my life to do the job I do, because
00:15:58every police officer sacrifices their life every day. Yes, but you wouldn't
00:16:01just sacrifice your own, or endanger, but maybe someone else's. I agree,
00:16:05I agree with you, you see, it's about estimates. Based on estimates, we get
00:16:09information whether an action can succeed or not. We then made all
00:16:13the necessary estimates, we then had information that we could carry out
00:16:16that action, perform it. You see,
00:16:19whether something would have happened or not, it would be incorrect for me to say
00:16:23"Oh, the action would have succeeded 100%, no one would have been harmed on either side,"
00:16:27that would be unprofessional, because there are
00:16:30unforeseen circumstances, and those unforeseen circumstances cannot
00:16:33be known until the moment happens. We, that is,
00:16:36the authorities, not me, the authorities made all the estimates. They informed
00:16:40me that they were ready and could carry out the action with
00:16:43minimal problems, or as they say, to achieve
00:16:47a minimum of minimums. And then we
00:16:51naturally, when we received all that information from relevant persons,
00:16:54asked to be allowed to carry out that action. That
00:16:58action would have been carried out, it would have been successful, Milorad Dodik would have been
00:17:02arrested 100%. Now, what else would have happened, that's the problem,
00:17:06those are the unforeseen things. Things that we wouldn't be able to
00:17:09influence. I think, I think from this perspective, and I must be
00:17:12absolutely honest, that certain institutions did their job well,
00:17:16that this way it was done
00:17:19is better than the way we would have done it then, but you see, we were
00:17:23then forced to offer to do it
00:17:27because at that time everyone was silent and everyone at one
00:17:30moment, we can be honest, worked against
00:17:33the interests of the state. No one should be allowed to endanger the state.
00:17:37Milorad Dodik at that moment endangered both the state and
00:17:41the security of the state, the order and everything that is in
00:17:44some way impermissible, we who work in the positions we
00:17:48worked in had an obligation
00:17:50to ask to do what we asked and I am glad that
00:17:54we were ready, because you see this, you must understand,
00:17:58prevention is the strongest weapon, we acted preventively
00:18:01in a way that he was not allowed to move around the territory of the Federation, because he
00:18:05knew that he would be deprived of his liberty, that
00:18:08which we did, joint coordination
00:18:11of both cantonal and federal police forces and so
00:18:15on, in a way forced Mr. Dodik because at that moment
00:18:18he saw that it was no longer "you know, I play the accordion in
00:18:22the presidency, I insult the former president, his son
00:18:26there on the other side with that strongest political option
00:18:29does nothing," now some people have come who don't allow you to
00:18:33set foot on this Federation territory, let alone play anything
00:18:37there... We forced him to offer himself
00:18:40to the intelligence agency OSA, as well as
00:18:43the Prosecutor's Office and the Court of Bosnia and Herzegovina to come
00:18:46to court to do what he did, and you see, that
00:18:50means we have a way that we did it by action, okay,
00:18:53we have a way that we did it in this way,
00:18:57to be honest, I must be honest, uh, it was not
00:19:00only the Federal Police Administration and the Federal Ministry involved,
00:19:03it was not only the cantonal police involved, but also our
00:19:07intelligence agency, which I would like to thank on this occasion,
00:19:11because it played the main role in all these actions. You commented
00:19:15just now on the pre-election campaign which has not officially started yet, but
00:19:18definitely, when things are looked at realistically, it is in full swing,
00:19:22this raising of national tensions,
00:19:25uh, how do you comment on
00:19:28this vandalism in Međugorje, that incident that
00:19:32happened, is it actually part of that
00:19:35story? Yes, it is precisely part of that story. Yes, it is precisely part of that
00:19:38story, you saw my reaction, I reacted
00:19:41immediately, regardless of who it was about, I reacted,
00:19:45even though we immediately had information that, I mean,
00:19:49we had information, you had information about the perpetrators, yes, in what way? Well,
00:19:53simply certain police forces immediately reached
00:19:56the perpetrator, or rather the possible perpetrator. They informed
00:20:00us, we just asked for everything to be expedited. I congratulate the police
00:20:04who worked on that case.
00:20:07"Because with qualitative work by the police, I am glad that
00:20:11in a way, the police are slowly moving away from those
00:20:14negative politics and when it comes to certain things, they try to finish their
00:20:18job professionally. Many say the police work, but the
00:20:21judiciary works. Well, you see, I have to be honest, I always
00:20:25tried not to be, we have people in the judiciary
00:20:29who work qualitatively and professionally, and we congratulate
00:20:33them, the majority or the minority? Well, the problem is that it's
00:20:36somewhere in the middle, that's the biggest problem. If they were the majority, I would be
00:20:39satisfied, we wouldn't have a problem, the state would function
00:20:43when you have a majority that works, but I must be honest, it's not
00:20:46like that, we have a large number of people who work in the judiciary.
00:20:50They will come, and for sure, in the near future, there will be cases
00:20:53of certain investigations, that means, follow me, there will surely be cases
00:20:57of certain investigations, because you see, we need to stop
00:21:00dealing with political cases and we need to stop
00:21:04dealing with those unimportant things, we need to
00:21:08start working in the interest of our state, you see,
00:21:11if a person commits a certain criminal offense,
00:21:15if that criminal offense through preventive
00:21:17action, that is a... In what way,
00:21:21that the sentence should be maximum, that means not that he can go to the prosecutor,
00:21:25agree there for a year probation, six
00:21:28months probation, the court confirms, well, stop, you are sending
00:21:32a message to all other perpetrators of criminal offenses, come, we will
00:21:35agree, this is not a problem, it cannot
00:21:38be like that, if the sentence is prescribed from one to three years,
00:21:42impose a three-year sentence, and believe
00:21:45me, when those perpetrators of criminal offenses see
00:21:49that maximum sentences are imposed, they will not be tempted to
00:21:52commit them again, they will not commit a new criminal offense or
00:21:56repeat it, and also people will not be
00:21:59tempted to commit such acts, but they will say, wait a minute, we have to
00:22:03think, you see, institutions
00:22:06do their job, because when a state's transition is happening, especially when
00:22:10you see, it's sad that our transitions are not yet finished, 30 years
00:22:13have passed since the war, these transitions are done immediately after the war,
00:22:17then the courts, take a look at that old state. Then
00:22:20look before that, then the courts issue such rigorous
00:22:24sentences that in a way
00:22:27they scare the perpetrators
00:22:30of those illegal acts, so that they do not
00:22:33commit such an act, not with us, everything is somehow, someone is making
00:22:36deals with someone, I mean, it's ridiculous, then you see
00:22:39arrests, well, these kinds of arrests should be forbidden, you see, I say
00:22:43responsibly, it's just masks jumping in, jumping out,
00:22:46taking people out there and what happens in the end. Nothing,
00:22:50he says, cases are still falling, he says, they apologize there,
00:22:54this, well, stop, how are you sending a message to citizens,
00:22:57that means, make assessments, do it. In my time, it was
00:23:01done like that, there was never a spectacle when it came to something
00:23:05small, but here, for example, now when it was happening, uh, this
00:23:09two shootings in Eastern Sarajevo on the
00:23:12entity line, there was a noticeable presence of federal
00:23:16police armed with long barreled weapons. "What
00:23:20was, what was the goal of that action? To prevent
00:23:24the perpetrators from crossing into the other entity or? No, no, no, no,
00:23:27you see, that means, you see, there was a presence of both
00:23:31RS police and federal police, much more federal police than
00:23:34Republika Srpska, so you see, that means
00:23:38they do their job better then, if there was a greater presence, even though I
00:23:42crossed this our
00:23:45administrative line and I saw a large number of police officers on one side,
00:23:48and a large number of police officers on the other side,
00:23:52and that is normal, that means that is a normal
00:23:55police procedure in moments when those clashes that are happening
00:23:59are taking place, and how do you comment on that, of course, it is not within your jurisdiction,
00:24:03especially since it is in another entity, but that reaction
00:24:06of the police in Eastern
00:24:09Sarajevo, so many assess it as weak, that
00:24:13attempt to negotiate with one of the perpetrators
00:24:17of attempted murder.
00:24:19You see. You see, it would be incorrect for me to comment
00:24:23because, but as someone with long-standing police experience,
00:24:27I assume you have an opinion on that, but of course I have an opinion, but
00:24:30you see, we must understand one circumstance,
00:24:34we don't know everything
00:24:38that happened, that means we, citizens, well, I can
00:24:42say as a citizen, not just a minister, I normally don't have all the information about what
00:24:46happened. If it happened in Sarajevo, in your area of responsibility,
00:24:50would the police reaction be more rigorous? Well, I can only,
00:24:53I can only answer that simply, briefly: the persons who committed
00:24:57that act would be deprived of their liberty. I think that's correct of me.
00:25:01I can say that it has been proven in many cases. You
00:25:04know very well where we had similar or identical situations
00:25:08in the Federation, we can say that all persons who were
00:25:12participants in such or similar criminal acts
00:25:15were deprived of their liberty. For the rest of the jurisdiction, again, we return to the same
00:25:19prosecution and courts where we cannot interfere, that
00:25:22means citizens must understand that the police do their
00:25:26job, everything else is the responsibility of someone else. At the moment when
00:25:30I was working in our time, it wasn't like that. We,
00:25:33police officers, actually 90%
00:25:37did and our proposals that went towards, then there was no
00:25:40uh, then there was an investigative judge, if you remember, he
00:25:44led the investigation, he mainly acted on our
00:25:48proposals. Now it's quite a bit different.
00:25:51Mm, do I agree with this? As
00:25:54a person who dealt with these matters, I think
00:25:58this is not quite adequate. I think it can be done much better, much
00:26:01more effectively. And
00:26:04I think there should be stronger, more
00:26:07effective coordination,
00:26:10communication, a way of functioning
00:26:13between police
00:26:15agencies, judicial institutions and, of course,
00:26:19citizens, because citizens are our most important coordination. Did this incident in Bugojno
00:26:22disrupt the coordination of police agencies in Bosnia and Herzegovina? Did it disturb
00:26:26it in some way and, you see, endanger it? Well, you see,
00:26:29did it cause an incident?
00:26:33Yes. Did it endanger it? No, because there was an immediate reaction from both sides,
00:26:37we must be honest. That means their director immediately
00:26:40contacted our officials.
00:26:43Measures were taken as they should be in accordance with,
00:26:47in accordance with procedures, in accordance with the law. They will
00:26:51initiate their procedures, we have initiated our part, we have sent everything that was needed
00:26:54to the competent institutions. So it's not, maybe it's
00:26:58good that this happened and that it went this way, to
00:27:02send a message that such things cannot happen,
00:27:05that there are police agencies in the
00:27:08Federation that will act according to the law and do everything
00:27:12necessary to not endanger the safety of citizens. So that means
00:27:15we can say that maybe, you see, as they say, in every
00:27:19evil there is something good. In this evil, it's good that we
00:27:23sent a serious, professional, high-quality message. If I had been
00:27:26the Minister of Police when this happened in Potočari, if my
00:27:30people had coordinated then, it wouldn't have happened, I responsibly
00:27:33claim, it wouldn't have happened, because everything can be coordinated,
00:27:37communicated, and appropriate measures taken, because
00:27:40you see, an important point is to take a measure that will not
00:27:44lead to an incident. At the moment of communication with
00:27:48directors, with commissioners, I
00:27:51normally, with my colleagues, ministers, we looked at how to do it
00:27:55so that it would be in accordance with the law. One is your
00:27:58perspective, the other is the perspective of police officers who are in the field, who may
00:28:02be. You see, they are, no, no, they are professional, they have shown their
00:28:06professionalism, and they have shown that quality. I tell you,
00:28:09I officially praised
00:28:12these police officers who participated, of course, and
00:28:15the commissioner. I personally called him after our calls, conversations, everything
00:28:19was finished, to personally congratulate him, because
00:28:23you see, we must uh, as we know how to criticize certain
00:28:27things that are not right, you know well when there are omissions, both police and so
00:28:30on, so we should also praise
00:28:32those who do their job well, so that people see
00:28:36that someone notices that quality, that no one, that their
00:28:40training which they do every day, when they conduct it well
00:28:42in the field, that it is not a useless exercise, that it is an exercise
00:28:46that this country needs, and believe me, I must be
00:28:50honest, police agencies in Bosnia and
00:28:53Herzegovina as a whole are certainly on a high
00:28:56task. Please, here, please, I always criticize and then
00:29:00some people come to me, begging me, "Don't, Minister, you are causing
00:29:04revolt and they are thinking about what they will do to you, what they will do to you." They can't do anything,
00:29:08I am not afraid of anyone or anything. Here, I ask the judicial
00:29:11institutions to pay a little more attention to the work of police
00:29:14agencies, to give them a little better support, because
00:29:18quality support for police agencies, because that
00:29:21police officer, he has a feeling, he
00:29:24assesses the situation better than you there somewhere in the cabinet when you get
00:29:28it, so respect their proposals, and you will see how
00:29:31we will have an even better, even higher quality situation." Our time is slowly running out, and there are
00:29:35still a few topics that I would like to discuss. In recent
00:29:39days, you have been present in the media regarding the topic of
00:29:42legal regulation of sex change,
00:29:45and then it was speculated whether it was your proposal or not
00:29:49your proposal. You somehow reacted sharply to that
00:29:52information as if you were afraid to stand behind a proposal that
00:29:56is not yours. What is controversial? Well, you see, I am not afraid of anything.
00:29:59People are really strange. I am a person who never... injustice
00:30:03but you see, my
00:30:06colleagues from this political, no, my
00:30:09colleagues from that political option who initiated it, you know,
00:30:13that means my colleagues from that political option who are currently in opposition who
00:30:17initiated it and who, you see, but they didn't make any mistake, to
00:30:20cut a long story short, it's their obligation in accordance with the law, they had to
00:30:24do it, and they did their part of the job, and when they finished their
00:30:28part of the job, when it was announced that they had finished that part of the job,
00:30:32not me, they finished, then those colleagues started criticizing
00:30:36me, then they started spreading falsehoods. They, they claimed that
00:30:39I initiated that someone can change
00:30:43sex, well, I can initiate that someone can change something, I am neither
00:30:46authorized nor can I do that, that means they tried to
00:30:49manipulate citizens as if I want children to change
00:30:53that, well, I mean, you understand, but these are
00:30:55sick people, you see, imagine how much you need to avoid that.
