00:05:29in the Canton of Sarajevo, there were about
00:05:31153,000 employed people,
00:05:34some 58,000
00:05:37unemployed people. So, I took that period before before Corona so that there

00:05:45it is mm 12,000 difference, so in favor of
00:05:48employed and in favor of unemployed people, fewer
00:05:52unemployed, so that new, but employers often
00:05:55claim that they lack qualified labor, while on the other hand,
00:05:59young people uh claim that it is actually very
00:06:03difficult for them to get a job without
00:06:05experience. How to break that vicious circle, can it be done
00:06:09through this program? Well, it can, so I think there is such a deficit now. The market, especially
00:06:13in the Canton of Sarajevo, that mm employers
00:06:16are looking for workers who can also be trained, so for long-term,
00:06:20so not a finished product on the one hand, on the other
00:06:23hand, these programs give financial
00:06:26opportunities to employers to draw for a certain period,
00:06:30whether it's six months for secondary vocational
00:06:33education or 12 months for higher vocational
00:06:36education, so it's a symbiosis that has
00:06:39mm shown results, results would be much
00:06:43greater if there had been an amendment to the federal law
00:06:46on mm
00:06:49employment mediation. So, that current
00:06:53federal law ties the hands of all cantonal governments
00:06:56because uh there is no distinction between real
00:06:59job seekers and
00:07:02fictitious ones, so at this moment in Canton Sarajevo
00:07:05we are dealing with a figure of approximately 47,000
00:07:09people who are on the unemployment registry, but the real number is between... 13
00:07:12and 15,000, the rest are fictitious due to some social
00:07:16benefits on the one hand, and on the other hand because people are abroad,
00:07:19telling their life story
00:07:22abroad. So, that law prevents us from
00:07:25creating mm programs that will directly target
00:07:29these 13 or 15,000. Yes, but when
00:07:32programs are made, generally those who are really looking for a job apply. Anyone who is not
00:07:36looking will not apply for anything similar, that's right, but
00:07:40there is room, so there is room and capacity and
00:07:43finances through the employment service, and I am
00:07:46sorry that this law in the Federation has not changed in
00:07:49recent years. That is a political question for which
00:07:52I really don't know why this is such an
00:07:56important topic, especially for parties that
00:07:59come from Herzegovina, i.e.,
00:08:02HDZ, which, a few months ago, practically
00:08:06overturned that law, or rather, there was not enough support for the amendment of that
00:08:10law. So, I don't see anything there that has some kind of eth... precedent, it's just
00:08:13operational that can establish for all
00:08:16employment services of all cantons in the Federation of Bosnia and Herzegovina to
00:08:20differentiate those who really want to find a job, to
00:08:23invest money in them, maybe even through retraining, not
00:08:27like this, through the fog, blindly, to talk about
00:08:3048,000 unemployed, 47 unemployed in
00:08:33Canton Sarajevo. This is really not a figure that is
00:08:37real, but it is just a fictitious figure based
00:08:40on that bad law. We are talking
00:08:44the purchase of the first property is somewhere presented as
00:08:48help to young people, is that help enough
00:08:51considering this dizzying increase in property
00:08:54prices, not only in Canton Sarajevo, but in the whole of Bosnia and

00:09:29it happened, because in those neither regional nor European
00:09:33countries was that policy based in that way. I think it is a very
00:09:37important pillar, whether it is enough, it is not, so today we are talking about
00:09:40the price per square meter in Sarajevo of... 5,000 convertible marks, and when
00:09:44you take this 50-square-meter apartment with
00:09:48interest and so on, it really takes a whole lifetime for a young person or
00:09:52anyone to pay it off, so on the one hand
00:09:55this law will be introduced, so we are working and are nearing
00:09:59the end of that law on taxing additional properties in Canton Sarajevo, which
00:10:02will reduce the bubble of those prices, so it will reduce
00:10:06and somehow it will perhaps affirm other
00:10:09markets for investment, so not only that citizens.
00:10:12private individuals and other people invest by buying
00:10:16apartments and keeping them locked, so we want those apartments to be
00:10:19unlocked, to be rented out, then other taxes will be
00:10:22paid, and we will also have to change the paradigm
00:10:26of housing, so, that you tried at one point with that
00:10:30support for young people, and then there was a problem, and then they
00:10:33went for a program of building affordable apartments, if I'm not mistaken. Has
00:10:37that program ever been completed or is it ongoing? Construction is ongoing. This
00:10:40year, I expect the start of 300 new apartments,
00:10:44some of which are in Sokolović kolonija, so right next to the
00:10:48tram line that will be opened in the coming
00:10:50weeks. There will also be a beautiful building, citizens of Canton
00:10:54Sarajevo can see the conceptual solution. At this moment, all
00:10:57permits are being collected so that that location can be started, not
00:11:01yet certain locations in Vogošća
00:11:04and in the municipality of Center Šip, so
00:11:07that in that way we can attack the market, change the paradigm
00:11:11of thinking about housing, that's what I wanted to go back to,
00:11:14so this is in Western Europe. Housing is not exclusively
00:11:18about buying apartments, so we must open up
00:11:21the thinking of our fellow citizens about affordable rents.
00:11:25mm apartments, it is not something common in these
00:11:28Eastern cultures that, yes, but here the
00:11:31installment comes to almost the same as the rent for a month, so
00:11:35then people logically think that it is actually better
00:11:39to pay for something, even for a longer period, and in the end
00:11:43have that something, than to give money for rent, which you are right
00:11:46about, but we must change that concept of rent, so
00:11:50there must be subsidies for renting those apartments, either through financial
00:11:54means. Municipalities of the canton, or through
00:11:57rents of already existing mm
00:12:00housing stock of both the canton and municipalities to
00:12:03a certain population. These must not be commercial prices, and
00:12:07I think that the example of Vienna, which
00:12:10is an ideal example that is very difficult to
00:12:13replicate not only in Bosnia and Herzegovina and Sarajevo,
00:12:17but also in many developed countries, but to strive for that
00:12:20similar example and open up the way for that
00:12:23social... "rent of apartments to all
00:12:27interested parties, in this case in Sarajevo. Yes, you mentioned
00:12:30earlier the conceptual design of the building, uh,
00:12:34for young people, the conceptual design uh, actually
00:12:38of a new university campus
00:12:40uh, behind which stands Canton Sarajevo.
00:12:43Now many remind that the construction of some university
00:12:47facilities, which started a long time ago, was never completed, and then
00:12:50how can we actually believe that this project will be brought
00:12:54to an end if... since it has been going on for decades, it has
00:12:57never been completed, and why
00:13:00actually start one, or rather another, when the first one is still
00:13:04not finished? Well, citizens are right about that, so, but one just needs
00:13:08to see why some buildings were not built and who
00:13:11participated in creating such ugly
00:13:15narratives, which follow this government. We are talking, I suppose, about the
00:13:19building of the Academy of Performing Arts, which was started
00:13:22about 20 years ago. Yes, it was
00:13:26started and it surely should have been visited on several occasions and deadlines given.
00:13:29That building of the Academy of Performing Arts will be completed
00:13:33during this year as
00:13:36lost on that building, let's say, ten
00:13:40years uh of the lives of all
00:13:43Bosnians and Herzegovinians, ten years of opportunities,
00:13:47for example for the film industry, which is current in the coming days due to the
00:13:50film festival. How much more advanced would we be now, how much
00:13:54more competitive, how many of our students and
00:13:57professors might be more active in the cinematography
00:14:00market if they had adequate conditions. We lost out due to various
00:14:04criminal activities on that object, surely some would say
00:14:08that even those who are educated and profiled today
00:14:11unfortunately don't have much work, especially in recent years in
00:14:15that industry, I agree, so this is
00:14:21the level of the Federation of Bosnia and Herzegovina, precisely because
00:14:24of that mm... "the government of Canton Sarajevo and the Ministry of Culture and
00:14:27Sports has established a fund for cinematography
00:14:31of Canton Sarajevo, allocated a budget enough for it, considering that only the canton
00:14:34allocates, that there are no, so from other levels of government. No, no, so, so this is

00:15:25ministry and the government of Canton Sarajevo, but these are processes that happen independently
00:15:28of us. My insistence to Minister Magoda and
00:15:32Minister, Minister Magoda regarding the
00:15:35film fund is that that call must be
00:15:39announced as soon as possible. The money that is planned in the budget for 2026
00:15:43must be uh
00:15:47pumped into the film industry

00:16:33by Transparency International. Minister Šteta, in his reaction, claims
00:16:37that the ministry still acted according to the law, so then
00:16:41we come to a collision of these two statements. Should the interest
00:16:45of a public, uh, or rather private company, be placed above
00:16:48the interest of the public that wants to know where and how citizens'
00:16:52money is spent? So, I haven't read the verdict
00:16:56of the Cantonal Court, I was also informed by colleagues
00:16:59and by the
00:17:02media that the Cantonal Court
00:17:06sent it back for first-instance
00:17:10decision, and I think there is no fear on my part
00:17:13or on the part of Minister Šteta or the Ministry of Transport's representatives
00:17:17that they will respect the Cantonal Court's
00:17:20verdict in the way it is written in the operative part
00:17:24of the decision,
00:17:28i.e., the verdict itself. Minister Šteta participated in the government of Canton Sarajevo, not only
00:17:31this one but also the previous one, which can truly be said to
00:17:35be a transparent government, and we have established excellent mechanisms regarding
00:17:38it, but if the talk
00:17:42of transparency is actually hidden from the public,
00:17:45if it is hidden, that there is no private reason why a
00:17:49minister or an employee or a member of the government does not want
00:17:52that to happen. I ask the specific question, can
00:17:55the interest of a private company actually be above
00:17:59the interest of citizens, if an obligatory relationship has been established with, for example,
00:18:02a private company or with EBrd, the financier
00:18:06of the project itself. That relationship must be
00:18:09respected, so at that moment, was it actually the canton, or
00:18:13a certain ministry, that should have agreed to such a contract, given
00:18:17the laws on access to information? Well, I'll tell you, many of these international
00:18:20agreements, we won't take the EBRD example, but other international
00:18:24agreements, with other banks and so on, this is a standard
00:18:28agreement, and wherever we tried, regardless of this part, to change
00:18:31some things, we encountered a wall
00:18:35that is difficult to jump over. They say it's take it or leave it
00:18:39regarding those standard parts of the agreements, so we're not talking about the price, we're not
00:18:43talking about the content of the same, so
00:18:46already standard agreements say these are agreements we work with
00:18:50governments, we work in Montenegro in Slovenia, and so
00:18:53on, take it or leave it, so it's very difficult now to say, I don't like
00:18:57the clause, I won't, and the court in
00:19:01London will not be competent for that agreement, we want to say that it's the municipal court
00:19:05in Sarajevo, so don't or... is the official version in one language or in
00:19:09another more relevant than the other? So, many of these things are
00:19:13difficult to negotiate, almost impossible
00:19:17in cases where I participated for some things, because they are like
00:19:21this, take it or leave it, and also in this part,

00:19:34or private interest, but I'm talking about the obligatory
00:19:38relationship that has been established by that contract. When we talk
00:19:41about traffic, there have been visible investments
00:19:45in recent years in Canton Sarajevo, but despite
00:19:48all that, it definitely hasn't solved the traffic jam problem.
00:19:52Now you were coming to us, I suppose you saw what a traffic jam there was
00:19:55on the main city thoroughfare.
00:19:58Uh, is there a way for Sarajevo to solve
00:20:01that problem somehow, or will we live with it regardless of these
00:20:05investments in public transport? Well... "I arrived very
00:20:08quickly, but that doesn't mean there are no traffic jams in Sarajevo, but it's
00:20:12holidays in kindergartens and schools, so
00:20:14much better, much better flow
00:20:18in the city. So, the adaptive center for adaptive traffic management,
00:20:22a project that is being established, a project that
00:20:25we expect to speed up traffic by at least 30%,
00:20:29so if someone went from point A to point
00:20:32B in 30 minutes, we expect
00:20:36that to decrease." Yes, but we are still talking about, therefore, individual
00:20:40vehicles. Is there a way for citizens, therefore, to
00:20:43leave their cars at home, to rely on
00:20:47public transport, for it to be better organized, for it to be. Is
00:20:50it more precise, is it, therefore, with fewer crowds so
00:20:54that we reduce crowds in that way? Yes, absolutely. So, what
00:20:57we have bought now, that is a small revolution in the region, not to
00:21:01mention in Bosnia and Herzegovina, of trams, trolleybuses, buses,
00:21:04minibuses, that is just to
00:21:07cover those lines. However, the policy and
00:21:10changing the paradigm of citizens' awareness will happen in the
00:21:14next, next steps. For example, recently there was news
00:21:17that a camera was installed in a part
00:21:20of the Marshal Tito thoroughfare that will penalize
00:21:24citizens who drive uh on the yellow lane, so on the
00:21:28tram track side. This somehow
00:21:31divided the public, saying why it is being done, so it was
00:21:34already forbidden to drive on that side. At this moment, only rules are being introduced
00:21:38to penalize reckless drivers who
00:21:41drive on the right side, i.e., the side where the
00:21:44tracks are. In this way, public transport will be accelerated,
00:21:47in this way, tomorrow citizens who are used to
00:21:51driving their vehicles, there are over 165,000 registered
00:21:54vehicles in Canton Sarajevo,
00:21:57will be convinced that it is much nicer, much easier,
00:22:01cheaper to use public transport, which at this moment is
00:22:05punctual, which you also have via an app, clean,
00:22:07tidy, mm, which is air-conditioned, than to sit
00:22:10in cars and traffic jams. So
00:22:14that is the paradigm that is not happening exclusively in our city,
00:22:17but must happen in the minds of our fellow citizens. Just like it happened in
00:22:21other major cities, so streets were closed,
00:22:24roads were closed in that way
00:22:27mm citizens of Ljubljana and I don't know other
00:22:31world cities were forced, motivated to use
00:22:35public transport more. The fast road uh that is
00:22:38being discussed in Sarajevo caused, I can freely say, political conflicts. Semir
00:22:42Efendić, mayor of Novi Grad, says that instead of
00:22:46a highway, a road of the rank of a main road should be built.
00:22:49You are with free access, or rather
00:22:52a road like a boulevard from Idiđ to the center
00:22:55of Sarajevo, can the citizens of Sarajevo afford another
00:22:59postponement of this project while political options or
00:23:02municipal mayors or authorities somehow agree? No, they can't.
00:23:06So, that is a lifeline that was planned in the planning documents of our city
00:23:10five or six decades ago when the
00:23:13city highway was drawn here, and it was drawn for
00:23:16a reason, and I am sorry that due to...
00:23:20interests, not the municipality's, so we are not talking now about the interest of one municipality,
00:23:24but about Mayor Pendić in this case, but we are talking about
00:23:26the interest of a small group, perhaps even a local
00:23:30community, to lower the category of that road
00:23:33and to further slow down traffic in
00:23:36that area. So, we, the city of Sarajevo and
00:23:40Canton Sarajevo, must not view it through local communities or through
00:23:43municipalities, so we must view it as one urban entity.
00:23:47which says that this city really needs to have. a city
00:23:51highway that will speed up traffic in that area,
00:23:55mm, I can only imagine, for example, here in the 70s in
00:24:00in what way and what interests existed and if someone had said
00:24:04we will not build that périphérique where Paris would be today,
00:24:08so I think that the profession should lead
00:24:11the main word that political points or
00:24:14votes of a certain street local community must not
00:24:17prevail over the interests of the city of Sarajevo.
00:24:21Arsaevi is also a project that has been announced for a long time, it has entered
00:24:25the construction phase. You say that it will be completed, if I'm not mistaken, in
00:24:28two years. And now,
00:24:32some fears have appeared for the safety of the historical museum
00:24:36of Bosnia and Herzegovina due to the works. Can it be
00:24:39guaranteed, therefore, that there will be no problems in that part? So, nothing can be
00:24:43guaranteed in life, but that the contractors, supervision
00:24:46and financiers, among others, the Canton of Sarajevo. that they have
00:24:50undertaken all relevant activities to
00:24:53protect the historical museum which is
00:24:57very significant for us, that has been done, so
00:25:00at every meeting, one of those meetings was in September last
00:25:04year, the director of the historical museum was also there, where they established
00:25:08roadmaps, this method of protection, the contractor even
00:25:10issued a guarantee regarding
00:25:14the safety of the works,
00:25:16the works are carried out according to much stricter criteria and
00:25:20standards than if the Canton of Sarajevo or some city
00:25:24municipality were doing it, given that the essential investor is
00:25:27UNESCO, the Municipality of Novi Grad issued the building permit, so
00:25:31there is no fear in that regard, our
00:25:34concern regarding the historical museum, we have shown it in a concrete
00:25:38way, together with the remaining six institutions at the level
00:25:42of Bosnia and Herzegovina we have recognized and
00:25:45we finance it from the budget of the Canton of Sarajevo, so that is the obligation of the state of Bosnia and
00:25:49Herzegovina. which Bosnia and Herzegovina, for political
00:25:52reasons, does not want to uh finance, the Canton of
00:25:55Sarajevo took it and thanks to this government
00:25:59mm, the same museum was financed its cold
00:26:02operation. Likewise, we are aware of the situation of
00:26:06the infrastructure of the museum itself, the facade and so on, we allocated
00:26:09one million and
00:26:12700 thousand convertible marks which
00:26:15are available to the Municipality of Novo Sarajevo and the Municipality of Novo Sarajevo
00:26:19is issuing a public call which I think is in the final phase, if it's not already
00:26:22completed, and will start with the adaptation of the historical

00:26:29it is a targeted approach of this government for... all cultural

00:26:52the infrastructure by investing one million 700 in the same
00:26:56object, so everything else is spinning
00:26:59fishing in troubled waters politically, I don't know. for what reason
00:27:03this post came into the public air, when
00:27:06you say political fishing, even though officially it is not, the pre-election campaign is
00:27:10uh, how much will
00:27:14it affect you personally and our party and
00:27:18the impact of what happened on February 12, that is, what
00:27:21followed after that, your resignation which
00:27:24uh practically was not because you remained in a technical
00:27:28mandate, so you will be in that mandate until the end of the mandate.
00:27:32that is, until the elections until a new government is elected, how
00:27:36do you think the citizens will perceive that?
00:27:39Uh, so, I don't want to suggest, so it's very difficult
00:27:42now, to isolate that event
00:27:46that happened at the beginning of this year to be a decisive
00:27:50factor positively or negatively but they
00:27:53see it as a turning point in your mandate and you experienced it that way as soon as you
00:27:57resigned after that, so yes, this, I think that the image
00:28:01of the successes... of this government or failures of this government will be taken
00:28:05a little wider, that is, for a period of four years or maybe even longer given
00:28:09that the troika

00:28:47some kind of deception given that you submitted it, but you remained in office, you
00:28:51and the other ministers, so deception or not,
00:28:54essentially the Assembly of the Canton of Sarajevo dismissed us and the next
00:28:58step is the Assembly of the Canton of Sarajevo, all parties, so
00:29:01we are not talking... the parties in this case of the troika have
00:29:05the right and obligation and the possibility to
00:29:07delegate signatures in order to appoint, you were the majority
00:29:11and you had somewhere the possibility, I hope, with those
00:29:15coalition partners, and there was that competence and talk about how

00:29:21happen, can citizens reasonably
00:29:24suspect that they were somehow deceived,

00:29:32My resignation itself and the vote of the Assembly of the Canton of

00:29:43my desire, your party and the other parties of the troika
00:29:47Canton of Sarajevo, so if there
00:29:50was a sincere desire, then the matter could have been brought to an end, you will agree with me, you
00:29:54are right about one thing, on the other hand, you remember, maybe
00:29:57the accident, the opposition in
00:30:01for a long time that this majority
00:30:04did not have a majority, so that the troika did not have a majority in the Assembly of the Canton
00:30:08someone else has that majority,
00:30:12that obligation was also on the shoulders of
00:30:15SDP, NIP and our party as well as on the shoulders of
00:30:19other parties that claimed that we did not have a majority, so
00:30:22that the parliamentary majority is mathematics, 18 votes
00:30:26which can at one point, well, that happened now I don't know in USK,
00:30:30this, at one point to change.
00:30:33The paradigm, to decide we want to go in another direction,
00:30:36unfortunately that didn't happen, I still emphasize, unfortunately because it was
00:30:39my sincere wish to show and I showed
00:30:43by personal example that politics can be conducted
