00:16:29Dictionary of the Bosnian Language is the most complex, the most intricate,
00:16:32the most comprehensive scientific research, publishing,
00:16:36lexicographical project being carried out in Bosnia and
00:16:39Herzegovina, which refers to the fundamental element of the cultural
00:16:43identity of Bosnian language speakers. On this occasion, our
00:16:47guest Emir Zlatar, Secretary-General of VKBI. Good morning
00:16:50and welcome. Good morning to you and the viewers. Um, in the coming
00:16:54period, you have chosen several cities in Bosnia and Herzegovina
00:16:58in which you will hold the promotion of the 12th volume of
00:17:00the Dictionary of the Bosnian Language, from Zvornik,
00:17:04Banja Luka, to Stolac, Mostar, Goražde.
00:17:07What message are you sending by promoting
00:17:10this national project in cities, in environments
00:17:14where the issue of language is still being
00:17:17politicized? Well, that is a political question,
00:17:20so the attitude towards the language of a
00:17:24people, so that does not essentially
00:17:27concern or interest us, because language is a permanent category that is
00:17:31present in every nation. Our obligation after
00:17:34the team of experts who worked
00:17:38on this project is to present it to
00:17:41the widest possible audience, to the citizens of Bosnia and Herzegovina, to the speakers of
00:17:45the Bosnian language, first and foremost to the
00:17:48Bosniaks for whom it is their native language. Yes, Academician Dževad
00:17:51Jahić laid the foundations for this work. The 12th
00:17:55volume is signed by Dr. Haris Ćatović
00:17:58under the supervision of an eminent editorial board. How
00:18:02did this sensitive, shall we say,
00:18:05handover go, how challenging was it to
00:18:09preserve the scientific level you had
00:18:12from this 12th edition and
00:18:14the methodology that Professor Jahić, if I'm not
00:18:18mistaken, established back in 2001? Well, that
00:18:21was a big challenge, as they say, or rather
00:18:25a problem that we faced after
00:18:28the death of Academician Jahić, which was how
00:18:32to continue and when you look at
00:18:35it chronologically, we practically had a break of about a year because
00:18:39there was a uh a kind of, let's
00:18:42say, fear of how to continue the
00:18:45project, to maintain the methodology that
00:18:49Jahić established, which was practically unique, because
00:18:52this is the first project of this kind being done in the history of Bosnia
00:18:56and Herzegovina, and usually in all countries in the
00:18:59world, this is done by state academies,
00:19:03lexicographical institutes, and so on. Since we don't have anything like that at
00:19:07the state level, nor is there any prospect of something similar
00:19:10being formed, then VKB took over that institutional
00:19:14framework from the 7th volume.
00:19:17The associate of the late Ahić was
00:19:21Dr. Haris Čatović, who was also
00:19:24his doctoral student, I believe, so
00:19:27we decided in consultation with
00:19:31prominent linguists and philologists, so the editorial
00:19:35board you mentioned includes academician Kasnija Tuna
00:19:38Tegić, Professor Turbić, Dr.
00:19:41Jasmin Hodžić, Alenka Lajdžija, Professor Remzija Parić from
00:19:45Zagreb. So, truly people who dedicated their entire
00:19:48lives to linguistics, so we
00:19:51then, in consultations, decided that
00:19:54Haris should produce that 12th
00:19:58volume, that he should do it, and that was a full
00:20:01success. There were certain corrections and directions,
00:20:05as that was the task of the editorial board. We got the 12th volume, and what is
00:20:09most important, this project has now gained a future,
00:20:12the methodology has been retained,
00:20:15and we believe that by the end of this
00:20:19project, that is, up to the 23rd volume, which is approximately the
00:20:22estimate of how many dictionary volumes there will be,
00:20:26this team will be retained, and what is very
00:20:29important to point out is that the Institute for Language of the University
00:20:33of Sarajevo, which we hope will, that is one of my
00:20:36questions, will also get the prefix "Bosnian," that
00:20:40they will, they are already the publishers from the 13th volume, that volume is
00:20:43also in preparation, and that is
00:20:46a big, big step forward for a public institution, that is, the most
00:20:50representative one in Bosnia and Herzegovina, to include it, because after all,
00:20:53VKB has the status of an association in Bosnia and Herzegovina,

00:21:29have through this dictionary?
00:21:33The importance of the dictionary, so we have over, I think, a hundred dictionaries of the Bosnian language,
00:21:37and I learned that information from
00:21:40people at the Institute for Language. So, that is a richness that has been going on for
00:21:44more than two and a half to three centuries, from the first
00:21:47dictionary by Uskufi from 1600 something until
00:21:50today, the Bosnian-Turkish language, as it was called then. So,
00:21:54over a hundred dictionaries, however, this kind of
00:21:57dictionary uh is an unknown
00:22:01fact that an individual embarked on such
00:22:04a project. And its importance
00:22:08is that it preserves,
00:22:10presents, and practically serves for everyday
00:22:14use in all segments of society, that is, in
00:22:18education, in media, and in administration,
00:22:22and for people who have the will and desire to improve
00:22:25their expression or to define
00:22:28a certain segment in what they do
00:22:32and where language is necessary for them. So,
00:22:35it preserves the complete history of the people of
00:22:39Bosnia from its first written traces to
00:22:42today. Its most significant feature,
00:22:46as experts emphasize, is that it lists
00:22:49hundreds of
00:22:52writers of Bosnia and Herzegovina through examples of the words
00:22:56used. That is the authenticity that we did not have
00:22:59until now with these dictionaries that have been
00:23:03published so far, and that multi-volume dictionary
00:23:06uh presents the speakers of the Bosnian language in
00:23:10a new dimension, not only in the countries of the region, but also in
00:23:13Europe and the world, and this dictionary should find
00:23:17its place in all Slavistics departments in the world, of which there are
00:23:20137. So, it is practically a written
00:23:23history of the country of Bosnia, because everything that has been written
00:23:27has been preserved through language. That is why language
00:23:30is one of the fundamental identities of any nation, so in
00:23:33this case, of Bosniaks who have that as their mother tongue,
00:23:37although according to the 2013 census,
00:23:4050.1% of the citizens of Bosnia and Herzegovina declared
00:23:44themselves to be Bosniaks, in the section provided for language,
00:23:4854% declared. Which means that those
00:23:513.9% of citizens of Bosnia and Herzegovina who did not ethnically
00:23:55declare themselves, these are
00:23:57Bosnians, Serbs, Croats, or whatever
00:24:01other way they declared themselves, their mother tongue is Bosnian. This actually
00:24:05represents that integral component in Bosnia and
00:24:08Herzegovina for anyone who feels Bosnia is their country, their
00:24:11homeland, the foundation is language. Yes,
00:24:15it contains a series of proofs of the existence
00:24:18of the Bosnian language. Is that the best scientific answer
00:24:22to those who deny the Bosnian language and its existence? So,
00:24:25this denial of the language itself
00:24:28is complete nonsense, it is, therefore, impossible. However, by denying
00:24:31the Bosnian language, you deny the country, you deny the state. These are, in fact,
00:24:35the goals of those who are trying to primitively
00:24:39deny the existence of a language that,
00:24:42according to writings
00:24:44from the Middle Ages until today, is one of the oldest languages. So,
00:24:48in scientific literature, you will see that, for example, Vuk
00:24:51Karadžić, the restorer of the Serbian language, relied on and took
00:24:55his basis from the areas of Bosnia, Hum lands, as the foundation
00:24:59of his dictionary, not "rečnik" as our
00:25:02neighbors say today. So,
00:25:05it is quite clear that the Bosnian language was, in fact,
00:25:09that center of South Slavic languages, and in the end,
00:25:12all linguists at the
00:25:15beginning of conceptualizing the Croatian language used
00:25:18Bosnia as a basis, and the purest form of that language was spoken
00:25:22in that Štokavian dialect, and therefore, these are
00:25:25clear facts, however, language is, of course, also a means.
00:25:29for political manipulations, so we even had a situation
00:25:32where a Novi Sad convention in the 60s, when
00:25:36the Serbo-Croatian language was introduced in Yugoslavia, I mean
00:25:39the language itself should not create a barrier
00:25:43between peoples or speakers, it should actually
00:25:46represent the culture and history of a...
00:25:50people, and that's like a flower in a garden
00:25:53of diversity in this world that has its own scent, its own
00:25:56color, and practically it beautifies that garden, language cannot be the one that
00:26:00will create obstacles, barriers or... supervision among people.
00:26:03Yes, uh, you mentioned that the Institute for Language
00:26:07of the University of Sarajevo is included
00:26:10in the project. How important is that to you for the stability of this project,
00:26:13given that there are still 11 volumes ahead of you and about ten years
00:26:17of work on them? Well, the most significant fact lies
00:26:20in the fact that the institute has gathered,
00:26:22uh, people, that it is a public institution,
00:26:26where all the experts in that field are gathered as scientific
00:26:30research associates with... advisors, uh, in
00:26:34that institution. What uh we expect in
00:26:38the coming period is that this
00:26:41oldest institute dealing with language issues will get that
00:26:45prefix "Bosnian", but that it will be a center not only for
00:26:48other faculties, universities in Bosnia and
00:26:51Herzegovina, but throughout the region, because you have speakers of Bosnian language
00:26:55or Bosniaks in Serbia, Montenegro, Kosovo,
00:26:59Slovenia, Austria, diaspora,

00:27:13orthography, dictionary. Who is in charge from Bosnia and
00:27:16Herzegovina to provide these people
00:27:19with what we would call some standardization? These are
00:27:23indeed institutes like ours, however, the constitutional and legal
00:27:27arrangement of Bosnia and Herzegovina, where these
00:27:30competencies are at the cantonal level, has completely destroyed
00:27:33the educational system, then these scientific research
00:27:36institutions, in this way, still have a public
00:27:40seal, so for this dictionary, just as we have
00:27:43a monumental project published
00:27:46by the Institute for History, also of the University of Sarajevo,
00:27:49which is the first written multi-volume history of Bosnia in six
00:27:53volumes, so there were no new researches, but
00:27:56a sublimation of all those researches in the previous 40
00:28:00years, uh, unfortunately... "people who
00:28:03manage institutions at all levels of government either
00:28:07do not know or do not want to know the significance
00:28:10of these monumental projects, because that actually represents our
00:28:14country. What is their significance
00:28:16on the international
00:28:19stage? Well, that's probably undisputed, they probably
00:28:23don't know, so let's see. Take Hasan Ginac, for example, I don't know
00:28:26the writing of perhaps the greatest
00:28:29writer of that period GT on that one." which
00:28:32therefore, uh, determines the identity of an entire
00:28:36people and presents it in the most beautiful and best way, or take Sidran
00:28:40Ibrišimović, so all those writers, Dizdar, Selimović and so
00:28:44on. That is the fundamental culture of a people, that is,
00:28:47what is expressed through language, what we inherited from our
00:28:51fathers, grandfathers, ancestors and so on. Mm, unfortunately,
00:28:55realpolitik almost doesn't
00:28:57recognize that, which is a defeat for society, because, uh,
00:29:01with these... "economic parameters, military and so
00:29:05on, those are some rules that are dictated by the big ones, but
00:29:09small countries, small countries, small
00:29:12states, those that have such a rich culture as Bosnia, and which has, after all,
00:29:16shown not only through these segments
00:29:19of culture, but also through many others, that there is such a
00:29:22richness that should be presented
00:29:26to all those who know almost nothing about us,
00:29:29know very little, because we saw in the period of aggression..." what
00:29:33was the position or setup towards Bosnia, that that people
00:29:36was reduced to some religious component, in fact
00:29:40that national or national
00:29:43identity, faith is there in the segment of a
00:29:46traditional value, we have today in Bosnia and Herzegovina

00:30:03with a large number of professors and academics from the fields of social
00:30:06and humanities sciences that citizens actually, there is a
00:30:10confusion in that context what is a Bosniak, what is a Bosnian, what is
00:30:14a Muslim, which is not surprising because practically
00:30:17the name of the people and its language was suspended for 200 years
00:30:20in the areas of Bosnia and former Yugoslavia. Now everything
00:30:24needs to be presented, but based on scientific
00:30:27methodologies, based on documents, facts, to the public so that
