00:11:28and Herzegovina is in a pre-election campaign, national themes, war
00:11:32heritage, fear and identity are once
00:11:36citizens on October 4th decide who they will give
00:11:39their trust to. Is the strengthening of the right-wing a European trend that will spill over to
00:11:43Bosnia and Herzegovina and why are war criminals today
00:11:46used for political mobilization? Can the pre-election
00:11:49campaign once again be a campaign of fear and division? We discuss
00:11:53this with Vedran Džihić, a political
00:11:55researcher from the Institute for International Politics in Vienna, good morning and thank

00:12:06after the death of Ratko Mladić, we saw his glorification,
00:12:09rallies, denial of war crimes. What does that
00:12:13tell us, Mr. Džihić, about the society we live in today?

00:12:19central messages, three central
00:12:22factors, that can be seen from these events
00:12:26uh in the last few days,
00:12:29the first thing is that here we see a
00:12:32clear, uh, continuity uh, of a
00:12:35nationalist Serbia which
00:12:39has roots in the 80s, at
00:12:42the beginning of mobilization,
00:12:45nationalist mobilization by Slobodan Milošević, extends through the entire
00:12:4990s, then with a brief
00:12:52exception of the phase when Zoran Đinđić was
00:12:56prime minister, it extends to today, meaning that

00:13:04used to mobilize voters and

00:13:32of course authoritarianism or autocracy, is really
00:13:36concerning, as it has been going on for almost 40
00:13:39years since Slobodan Milošević took power
00:13:42in '86, '87 onwards, uh, the second factor

00:14:37government, uh, or the current regime, is ready, uh, to
00:14:41for the sake of political power, leave all those civilizational values aside,
00:14:44uh, in that way show an inhuman,
00:14:48inhumane, uh, character, meaning there is nothing
00:14:52holier or more important than human life, uh... "and
00:14:55of course, to celebrate someone who is responsible for
00:14:58so many, uh, lost human lives
00:15:02is truly an overstepping of all civilizational values and that
00:15:06cannot go without consequences, uh, the third, the third
00:15:09factor, to conclude, is about
00:15:13the character of Aleksandar Vučić's regime, of course, with
00:15:16Aleksandar Vučić himself we have a continuity of glorifying
00:15:20Ratko Mladić from the 90s onwards, we remember 97,

00:16:33uh, behind the scenes, uh, to officials in the European Union,
00:16:38I send a message, I can't do it any other way, I have to
00:16:41do this, because the pressure from the right-wing is enormous, I
00:16:45am the one who is pragmatic and who will find some
00:16:48kind of a way out of all that, so all of that, what
00:16:52he has been doing for a long time,
00:16:54tactics so that in the next elections, which are,
00:16:58which will happen a few weeks after our elections in Bosnia and
00:17:01Herzegovina on October 25th, to again win
00:17:05the victory, here's a comment. How do you comment on yesterday's moves by the Minister
00:17:09of Foreign Affairs of Bosnia and Herzegovina, Elmedin Konaković, regarding the
00:17:12expulsion of two officials of the embassy
00:17:16of Serbia, they have 48 hours to leave
00:17:19Bosnia and Herzegovina, and now on the other hand, there was a reaction from the Serbian
00:17:23embassy and they actually say that
00:17:26Konaković's move does not contribute to good neighborly
00:17:30relations, they remain committed to peace, dialogue in

00:17:53almost daily, emphasizes that he advocates for peace,
00:17:57for regional peace, for reconciliation, that he
00:18:00is a pragmatic politician, at the same time five sentences later, 10
00:18:03sentences later, he uses the most
00:18:07derogatory words for political opponents and again, of course,
00:18:11incites them in every possible
00:18:14way, not to mention concrete political
00:18:18steps, so it is completely cynical in this case
00:18:21for the Serbian government to emphasize that they
00:18:24advocate for peace and reconciliation in the region if someone who was
00:18:28responsible for the destruction of the entire
00:18:32region and for the aggression on Bosnia and Herzegovina throughout the 1990s
00:18:36is glorified. Pure political cynicism, it
00:18:39has nothing to do with any principles of diplomatic and political
00:18:43life that apply in the normal world, uh,
00:18:46the move of the Minister of Foreign Affairs, uh, is
00:18:50of course, uh, morally and ethically and
00:18:53politically correct, of course
00:18:56that will, uh, lead to a worsening of regional
00:18:59relations between Serbia and Bosnia and Herzegovina, which then
00:19:03somehow fits into the picture of a region that is, for example,
00:19:07some twenty years ago, during
00:19:10the 2000s, uh, during
00:19:14the presidency of Serbia, Boris Tadić,
00:19:17in the time of Josipović, in the time of some
00:19:20more flexible coalitions in BiH, there were many steps towards
00:19:24reconciliation, towards trying to find a common language, all of
00:19:28that, uh, seems from today's
00:19:31perspective to be a distant past, we have returned to
00:19:34a period of animosity, incitement,
00:19:37"mobilization of totally disrupted regional
00:19:41relations, so what is happening between Bosnia and Herzegovina and Serbia,
00:19:45of course politically correct, on the part of the Ministry of Foreign
00:19:48Affairs, uh, but again it will be instrumentalized by
00:19:52the Serbian authorities, similar tensions in
00:19:55continuity we have between Serbia and Croatia, there
00:19:59of course these tensions are produced in Zagreb, in Belgrade, not to
00:20:03mention the relations between Belgrade and Priština which de
00:20:06facto do not exist. There is also tension on the line between Montenegro and
00:20:10Serbia, so the entire region is in a way
00:20:13in 2026, so many years after
00:20:16the wars, uh, in a, uh, vicious
00:20:19circle from which at this moment I see no
00:20:22way out. Yes, uh, and
00:20:25now, we mentioned the election
00:20:29campaign when it comes to Bosnia and Herzegovina, but elections have
00:20:32been called in Serbia, do we have
00:20:36reason to expect that politicians in this
00:20:39campaign will talk more about the past than about the economy, youth emigration,
00:20:43salaries, healthcare, education?
00:20:47Well, we now have two different questions. The question of elections in Bosnia and
00:20:51Herzegovina, the question of elections in Serbia, this, which are in some way connected,
00:20:55right, they condition each other, but
00:20:58we still have to look at them separately, as far as the elections in Bosnia and
00:21:02Herzegovina are concerned, uh, unfortunately we have, as they say
00:21:06in English, more of the same, meaning we don't have any particularly new dynamics,
00:21:09we have old faces on the lists,
00:21:12electoral lists of political parties, we have a
00:21:15political scene that is very sluggish, that does not
00:21:18refresh itself, there are no... these new young
00:21:22ambitious progressive politicians,
00:21:25almost on any list with a few
00:21:27exceptions, meaning here we have the same political
00:21:30setup, we have uh, the same, the same
00:21:34grouping of themes, meaning that what is
00:21:38unfortunately in some way inscribed in the
00:21:42core of Dayton Bosnia and Herzegovina appears, that ethno
00:21:45national, ethno political moment of competition where
00:21:48it comes. to the phenomenon of communicating
00:21:52vessels, meaning one conservative people, political
00:21:55parties, uh, use, uh, in
00:21:58some way demonizing another political party from another
00:22:02conservative people to uh, get votes,
00:22:06that negative dynamic of ethnopolitics, ethnonationalism, ethno
00:22:09nationalist mobilization is seen in
00:22:13this election campaign, uh, of course, since Bosnia and Herzegovina
00:22:17is a fragmented society, then of course. the election
00:22:21campaign is very fragmented, we have a multitude
00:22:23of interesting
00:22:26specific dynamics, whether it is now the election for uh
00:22:29the presidency of Bosnia and Herzegovina, whether it is the question of how
00:22:33the assembly of the Republika Srpska will look, where we have
00:22:36however one kind of political battle between SNSD
00:22:39and the opposition bloc, whether it is the question of how this
00:22:43big battle between SDA and other political
00:22:47parties in the Federation of Bosnia and Herzegovina will be resolved. it is of course also the
00:22:50question that HDZ often
00:22:53emphasizes, of legitimate political representation and
00:22:56the battle for the Croatian member of the presidency of Bosnia and Herzegovina, these are all now separate
00:23:00dynamics that we could really talk about for a long time, as for
00:23:04Serbia, just briefly, uh, two, two sentences,
00:23:07uh, these elections in Serbia, unlike the elections in Bosnia and Herzegovina, are

00:23:14mark them as historical, uh,

00:23:21a potent, potent opposition movement with student
00:23:25lists, we will see how that dynamic will unfold in the next few

00:23:39domestic institutions and citizens will allow

00:24:02there can be some tectonic changes in Serbia which would
00:24:05of course, if they were to happen, if Aleksandar Vučić's regime were to fall,
00:24:08which would perhaps have positive
00:24:11repercussions for Bosnia and Herzegovina. Yes, when
00:24:15we are already talking about Serbia and you mentioned Europe, does it seem to you that
00:24:18somehow, uh... "Europe's attitude towards
00:24:21Serbia is lenient, can there be some sanctions against Serbia, and even
00:24:25Milorad Dodik, is it realistic for Vučić's
00:24:29party to be expelled from the European People's Party, the largest
00:24:33group of parties in the European
00:24:35Parliament?
00:24:37Well, you are certainly right, the European Union's attitude towards Aleksandar Vučić and
00:24:41the SNS regime in Serbia has been extremely
00:24:44lenient, there is that expert term
00:24:47'stabilocracy', where simply the European
00:24:51Union for many years, not only the European Union, but also high-ranking
00:24:54officials of certain countries, like former Chancellor Angela
00:24:57Merkel, where they saw in Vučić a possible reformer
00:25:01and pragmatic politician who can ensure peace and stability in
00:25:05the region, I think that, uh, simply that
00:25:08illusion, that image of Vučić, uh,
00:25:11has long since become very transparent
00:25:14and everyone in the European Union, in Brussels, in Germany and
00:25:18anywhere in the capitals knows that Vučić is not that
00:25:22pragmatic politician who will deliver
00:25:24changes, but to some extent, that
00:25:28lenient stance towards him continues
00:25:31to be prolonged, we still have it today, meaning we have voices in
00:25:35the European Union that are very clear, and on this
00:25:38occasion of the funeral of war criminal Ratko Mladić, we had

00:26:47some uh representatives of political parties in the European Parliament, and
00:26:51some representatives of the capitals of the European Union
00:26:54are considering uh to de facto
00:26:57put Serbia on a side track of the European integration
00:27:01process. To deny all financial support
00:27:05to Serbia, to put it de facto on the same
00:27:08level as Turkey, which is an official candidate for membership in the European
00:27:12Union, but that candidacy has been de facto frozen for a very long
00:27:16time, so we have quite a few interesting,
00:27:19interesting moments and we need to see what will happen in the next few
00:27:22weeks. And now Mr. Džihic, to conclude, let's comment,
00:27:26at the same time we are seeing the strengthening of the right
00:27:29across Europe, in Germany the AfD won 40.4%
00:27:33of the votes. Now, how can we interpret
