00:03:35Police officers of the Ministry of Internal Affairs of Republika Srpska
00:03:38handed over three people to the Prosecutor's Office of Bosnia and Herzegovina yesterday
00:03:42arrested as part of the Amadeus operation. Milutin, Mića Danilović,
00:03:46Aleksandar Nikolić, and Vladimir Grubačić were handed over.
00:03:49They are suspected of a serious criminal offense of organized
00:03:53crime, in connection with unauthorized trade, narcotics,
00:03:56as well as unauthorized trade in weapons, military equipment,
00:04:00and dual-use items. After the handover, the acting prosecutor
00:04:03of the Prosecutor's Office of Bosnia and Herzegovina should decide on further measures against the

00:05:10under one, I hereby call elections for national deputies for

00:05:17Under two, deadlines for performing electoral activities
00:05:21begin to run from the date of entry into force of this decision. Under
00:05:24three, elections for national deputies shall be conducted by electoral

00:16:24The election campaign in Bosnia and Herzegovina has begun, and with it
00:16:27promises, party rallies, political messages, accusations of
00:16:31misuse of public resources, premature campaigning, vote
00:16:35buying, and citizens will elect authorities on October 4th.
00:16:38Political parties have a few more weeks to convince them why they
00:16:42should vote for them. What are politicians offering us, how realistic are their
00:16:45promises, how much is the campaign again based on fear,
00:16:48divisions, national tensions? Where does the regular work of the government end,
00:16:52and the election campaign begin, and what does the current course of the campaign tell
00:16:56us about that? I'm talking to journalist
00:16:59Elvir Padalović.
00:17:10the campaign officially started a few days ago. Now, when
00:17:14we look at what the parties have offered citizens so far, what
00:17:17would actually be the main message of this campaign?
00:17:21Well, the election campaign officially started on
00:17:24September 4th, right? However, it has been going on, so
00:17:28we live in a sort of permanent election
00:17:31campaign. This date merely formalized their
00:17:35entry into the field, the date. So that the
00:17:38election law is respected. However, we saw during almost
00:17:42the entire year 2026
00:17:46that they were all on the ground, with their
00:17:49sleeves rolled up from white shirts, so because of the heat,
00:17:53they walked through all possible
00:17:55municipalities, uh, doing the things
00:17:58that are usually done in a campaign, but it was supposedly not
00:18:02a campaign. So we witnessed their
00:18:05permanent appearances on social media,
00:18:08on TV shows,
00:18:11in mosaic shows, in, I don't know,
00:18:14Sunday afternoons. So they were omnipresent throughout this
00:18:18year, so nothing new has happened since this
00:18:21September 4th. That beginning,
00:18:25that official beginning of the election campaign was
00:18:28quite boring, uninteresting. These five or six
00:18:32days of the election campaign, purely related to
00:18:36uh, to the elections in Bosnia and Herzegovina, are quite
00:18:39quite boring. I don't see any interesting
00:18:42messages, no programs, no, no what is offered
00:18:46to voters, to voters. You said somewhere
00:18:49in the introduction, they will have three more weeks to convince
00:18:53someone. I wouldn't say they want to convince anyone. I think
00:18:57they are addressing their voters who already,
00:19:00who already know who they will vote for. So that is one, one characteristic
00:19:03of our politicians, so they exclusively address
00:19:08uh, on the ground where they are safe, so their
00:19:11voters, their constituents. I don't see
00:19:15them trying at all to invite
00:19:18abstainers, or God forbid, to convince
00:19:21someone from another political spectrum, so to speak, to
00:19:25vote for them. So here, everyone addresses
00:19:29their own, their own voters. So that's, that's for me, somehow,
00:19:32that's it, summarizing everything we've seen
00:19:35since that fourth of September. And now citizens are
00:19:39again being promised higher salaries, pensions, new jobs.
00:19:43Transparency International Bosnia and Herzegovina warns of more than
00:19:462,200 potential cases of abuse
00:19:50of vote buying. There is also talk of 68
00:19:53million one-time payments since
00:19:56the announcement of the elections. Where is the line
00:19:59now between some legitimate help to citizens and indirect
00:20:03vote buying? Can a citizen who, before the elections,
00:20:06receives a one-time payment, really view that money
00:20:10as a social measure and not as a political
00:20:12message? Well, first of all, it's not a social
00:20:15measure at all. Social measures are something that is done systematically. So
00:20:19this is not a systemic solution, this is ad hoc,
00:20:22one-time. So the intention is very clear, so
00:20:26uh, it is about uh,
00:20:29buying voters in a way, so
00:20:31their co-opting, as they
00:20:35say, this helping
00:20:38before the elections. We saw here in Banja Luka,
00:20:41in Republika Srpska, there are one-time payments to pensioners,
00:20:45pensions are higher than these August pensions they recently received.
00:20:49Then, mm... children from elementary schools, high
00:20:52schools, students, so everyone receives some one-time
00:20:55aid. It seems to me that the Central Election Commission on several
00:20:58occasions uh, whether it applied
00:21:01to that one-time aid now, I'm not sure, but somehow that
00:21:05attitude is that, uh, if, if it's already in
00:21:09the budget, in Republika Srpska it was done by a budget
00:21:12rebalance, so it went through some
00:21:15certain procedure, so they won't deal with it, even though it's
00:21:19obvious what it's
00:21:22about. So, here these days we have a break
00:21:25due to high temperatures, a break in elementary schools.
00:21:29Our teachers from early morning are doing what?
00:21:32They are collecting data,
00:21:36so from parents about the method
00:21:39of payment of one-time aid
00:21:42to schools, or to students. So here we
00:21:45are, we are in that break, so this is an excellent example of how
00:21:49it works. The break started on that
00:21:53September 4th, and lo and behold, just on the day when
00:21:56the official election campaign begins, our teachers
00:21:59are preparing for the official start, which will begin
00:22:03on the 10th, right? Then they will probably start
00:22:06collecting data from parents. So that's all,
00:22:10uh, there is no such boundary. We saw
00:22:12what politicians did over
00:22:16the summer. So they reduced all of that to their regular
00:22:19party activities. So suddenly there were meetings
00:22:23of the municipal board with 500, 600 people.
00:22:26So I don't see any boundary at all between
00:22:29before the start of the election campaign and this and this
00:22:33pre-election period and and this period before
00:22:37the election campaign. I mean, how should I say, I myself am confused.
00:22:40So I, I don't really know how the voters
00:22:44who, who supposedly had to adapt to new conditions
00:22:48from September 4th. That we are in an election campaign, but
00:22:52actually it's been going on, almost, I think it's been going on since last year, since
00:22:56these snap presidential elections for the president of Republika Srpska. So
00:23:00that's, and generally, I think we are
00:23:03non-stop in some kind of campaign, campaign, yes.
00:23:06The Central Election Commission has already punished political
00:23:09entities for this premature campaign,
00:23:12but also for the misuse of public resources. Now, are the penalties strong
00:23:16enough to stop such practices or
00:23:19simply are they calculated into the campaign
00:23:22costs for political actors?
00:23:25I think they somehow have, every, every
00:23:28appearance has somewhere that budget reserve item
00:23:32for such situations, like "penalties" in brackets,
00:23:36so those are miserable penalties for them, truly.
00:23:39I mean, even though they were, I don't know, two or three times
00:23:43those penalties were around 20 thousand marks,
00:23:46individual, this, I think that means nothing to them.
00:23:49So they, they calculated all of that in, and I think
00:23:52it paid off many times over, that those
00:23:55trips to the field and whatever. The problem here
00:23:59is that the larger political parties have
00:24:03greater opportunities, they have more money,
00:24:05of course. They can calculate with those
00:24:09things. However, the problem arises when the Central
00:24:12Election Commission approaches, and of course it
