00:14:14all our proposals. The opposition asks the same question: to say
00:14:17that this is a lightning-fast reaction is, to say the least,
00:14:20ridiculous. This is just proof that the Croatian government has absolutely
00:14:24no plan for remediation, that they are still not coping, that this is
00:14:28wandering and remediation of political damage.
00:14:32If cement factories will handle this waste, they must explain to Croatian
00:14:35citizens what kind of waste they
00:14:39can handle at all. From Holcim, which
00:14:42takes over half of the waste, they say it is
00:14:45about 300 tons of non-hazardous waste that will be
00:14:48utilized as part of regular cement production. The material that
00:14:52will be taken over does not differ in its properties from the fuel
00:14:56from waste that Holcim uses in everyday cement production,
00:15:00it does not pose any danger to employees or the local
00:15:03community, emissions will remain below the limit
00:15:07values. The government also announces the establishment of an expert team that should
00:15:10explain to the public expert opinions, findings and reports
00:15:14on the consequences of pollution. The opposition
00:15:16responds that the findings published by USKOK are already clear

00:16:26will be covered as soon as possible. After a year and a half, it seems
00:16:29that Gospić will finally see the first trucks that will
00:16:33take away the waste, but there is still no answer to the question of when

00:19:14incinerators. While Europe has more than 500 of them, Croatia is the only

00:19:22Gospić, the question of energy plants again comes to the fore. Would politicians

00:19:29build them, can Croatia at the same time, increase

00:19:39After the problems with improperly disposed waste in Gospić,
00:19:42the question is no longer whether Croatia can avoid thermal waste
00:19:46treatment, but where it will carry it out. Croatia is the only
00:19:49member of the European Union without waste incinerators, while the
00:19:52rest of the Union has more than 530. Landfills
00:19:56have a limited lifespan, European rules require less
00:20:00and less landfilling of waste that can be dealt with
00:20:02differently. If all member states of the European
00:20:06Union have incinerators, that is, Malta is now building one,
00:20:09if there are 500 in the European Union, 400 non-hazardous and
00:20:13100 hazardous waste, are we
00:20:16the smartest or is there some other
00:20:19issue at hand? It is very
00:20:23important when building incinerators to say that Croatian
00:20:26companies are today building incinerators across
00:20:29Europe, from Iceland to us, Belgium,
00:20:33Scotland, Iceland and so on.
00:20:37If we can do that for the whole world, I think we
00:20:40should do it here. In such
00:20:44facilities, waste is incinerated, and the generated energy
00:20:47is used for electricity and heating. Incinerators are not
00:20:51a substitute for recycling, but a way to dispose of part of
00:20:54the waste that remains after that. Their construction in
00:20:57Croatia has faced resistance for years. Citizens are concerned about
00:21:01emissions, impact on health and the environment, and the disposal of
00:21:04residues after incineration. The Minister
00:21:07of Environmental Protection says that at this moment she does not see a way to achieve
00:21:11the set goals without energy plants, which she
00:21:15says are an important penultimate part of waste management.
00:21:19Would I accept an energy plant
00:21:22in my neighborhood, if the environmental impact assessment
00:21:25showed that it is acceptable, if
00:21:29the conditions from the permits are regularly controlled, i.e.,
00:21:32the conditions from the impact assessment and from the construction permit, from
00:21:35the operating permit, from the environmental permit that such
00:21:39facilities will have to have, of course
00:21:42the supervisory system must function completely, so
00:21:46there is no reason not to have an energy plant in your neighborhood.
00:21:50That's not the question, I told you that at the beginning, why? Because if we
00:21:53don't have a control system, if dangerous waste could be
00:21:57brought into Croatia without anyone noticing or taking any
00:22:00action, how will we know what is being burned in those
00:22:04incinerators, where it is coming from, what the byproduct
00:22:07of that burning is, where that byproduct of that burning
00:22:11ends up? So if you don't have a system, this is
00:22:14a question of the non-functioning system and corrupt
00:22:18people in key positions. Not this or that
00:22:21model, and if we are going to talk about the model, I
00:22:25am not sure, if we want to meet all the goals, that is
00:22:28set before us by the European Commission in terms of waste
00:22:32separation, how that aligns with incinerators.
00:22:36Interest in building such facilities has been shown by
00:22:39Šibenik, Osijek and Rijeka, and Zagreb
00:22:42is also considering building an energy plant. The profitability projection was made
00:22:45back in 2024. The study showed that such
00:22:49facilities are profitable. The city SDP
00:22:53still advocates for the construction of
00:22:55an energy plant, let's not call it an incinerator,
00:22:59because it is an energy plant that
00:23:02would burn fuel from waste and thereby
00:23:06create thermal energy.
00:23:09In fact, the city assembly already in 2024
00:23:11adopted a conclusion by which it started
00:23:14the preparation
00:23:17of the documentation for the
00:23:20construction of the energy plant. It started, but also realized. If
00:23:24incinerators become part of Croatia's waste
00:23:27solution, the question remains whether the need for waste disposal
00:23:30will outweigh the resistance to incinerators.

00:29:54police station reacted to her call. The Ministry of
00:29:58Interior is checking all circumstances of the police's actions,
00:30:02in response to the question of whether the tragedy could have been prevented,
