00:14:32If cement factories will handle this waste, they must explain to Croatian
00:14:35citizens what kind of waste they
00:14:39can handle at all. From Holcim, which
00:14:42takes over half of the waste, they say it is
00:14:45about 300 tons of non-hazardous waste that will be
00:14:48utilized as part of regular cement production. The material that
00:14:52will be taken over does not differ in its properties from the fuel
00:14:56from waste that Holcim uses in everyday cement production,
00:15:00it does not pose any danger to employees or the local
00:15:03community, emissions will remain below the limit
00:15:07values. The government also announces the establishment of an expert team that should
00:15:10explain to the public expert opinions, findings and reports
00:15:14on the consequences of pollution. The opposition
00:15:16responds that the findings published by USKOK are already clear
00:15:20enough. We have USKOK's expert opinion

00:16:15remove and dispose of the buried waste in
00:16:19Gospić within three months. My latest information is that there were no
00:16:22complaints, and I expect that the buried waste
00:16:26will be covered as soon as possible. After a year and a half, it seems
00:16:29that Gospić will finally see the first trucks that will
00:16:33take away the waste, but there is still no answer to the question of when

00:19:56have a limited lifespan, European rules require less
00:20:00and less landfilling of waste that can be dealt with
00:20:02differently. If all member states of the European
00:20:06Union have incinerators, that is, Malta is now building one,
00:20:09if there are 500 in the European Union, 400 non-hazardous and
00:20:13100 hazardous waste, are we
00:20:16the smartest or is there some other
00:20:19issue at hand? It is very
00:20:23important when building incinerators to say that Croatian
00:20:26companies are today building incinerators across
00:20:29Europe, from Iceland to us, Belgium,
00:20:33Scotland, Iceland and so on.
00:20:37If we can do that for the whole world, I think we
00:20:40should do it here. In such
00:20:44facilities, waste is incinerated, and the generated energy
00:20:47is used for electricity and heating. Incinerators are not
00:20:51a substitute for recycling, but a way to dispose of part of
00:20:54the waste that remains after that. Their construction in
00:20:57Croatia has faced resistance for years. Citizens are concerned about
00:21:01emissions, impact on health and the environment, and the disposal of
00:21:04residues after incineration. The Minister
00:21:07of Environmental Protection says that at this moment she does not see a way to achieve
00:21:11the set goals without energy plants, which she
00:21:15says are an important penultimate part of waste management.
00:21:19Would I accept an energy plant
00:21:22in my neighborhood, if the environmental impact assessment
00:21:25showed that it is acceptable, if
00:21:29the conditions from the permits are regularly controlled, i.e.,
00:21:32the conditions from the impact assessment and from the construction permit, from
00:21:35the operating permit, from the environmental permit that such
00:21:39facilities will have to have, of course
00:21:42the supervisory system must function completely, so
00:21:46there is no reason not to have an energy plant in your neighborhood.
00:21:50That's not the question, I told you that at the beginning, why? Because if we
00:21:53don't have a control system, if dangerous waste could be
00:21:57brought into Croatia without anyone noticing or taking any
00:22:00action, how will we know what is being burned in those
00:22:04incinerators, where it is coming from, what the byproduct
00:22:07of that burning is, where that byproduct of that burning
00:22:11ends up? So if you don't have a system, this is
00:22:14a question of the non-functioning system and corrupt
00:22:18people in key positions. Not this or that
00:22:21model, and if we are going to talk about the model, I
00:22:25am not sure, if we want to meet all the goals, that is
00:22:28set before us by the European Commission in terms of waste
00:22:32separation, how that aligns with incinerators.
00:22:36Interest in building such facilities has been shown by
00:22:39Šibenik, Osijek and Rijeka, and Zagreb
00:22:42is also considering building an energy plant. The profitability projection was made
00:22:45back in 2024. The study showed that such
00:22:49facilities are profitable. The city SDP
00:22:53still advocates for the construction of
00:22:55an energy plant, let's not call it an incinerator,
00:22:59because it is an energy plant that
00:23:02would burn fuel from waste and thereby
00:23:06create thermal energy.
00:23:09In fact, the city assembly already in 2024
00:23:11adopted a conclusion by which it started
00:23:14the preparation
00:23:17of the documentation for the
00:23:20construction of the energy plant. It started, but also realized. If
00:23:24incinerators become part of Croatia's waste
00:23:27solution, the question remains whether the need for waste disposal
00:23:30will outweigh the resistance to incinerators.

00:23:39Mechanical Engineering and Naval Architecture in Zagreb and former Minister of
00:23:43Environmental Protection and Energy, Slaven Dobrović,
00:23:46stated in a guest appearance on New Day that the system has been managed for years
00:23:50transparently and according to particular interests.
00:23:53He says that as minister he encountered strong resistance when adopting
00:23:57the waste management plan, and that he even had to personally
00:24:00intervene with the then Minister of Economy, Martina
00:24:03Dalić, so that the plan could even be put into procedure. According to him,
00:24:07interest groups associated with waste
00:24:10management were strongly organized, and
00:24:13he particularly opposed pressure when he
00:24:16proposed reducing the capacity or abolishing certain
00:24:20waste management
00:24:21centers.
00:24:25It's incredible what kind of resistance I encountered, from
00:24:29group operating in Siena is permeated, interwoven
00:24:33into all spheres of governance, you have
00:24:36people in the fund, especially in the ministry, they have
00:24:40their own groups, groups in HGH, a group of
00:24:43waste management centers, look, as if that's
00:24:47something particularly valuable. "These are centers for
00:24:51waste treatment with no prospects for
00:24:53success, and what, when you realized that people from Siena
00:24:57were in the structures, well nothing, I
00:25:00used all my strength, for example, what
00:25:03officials of the faculty normally resolve, I
00:25:07pardon, of the ministry, I myself, as
00:25:10minister, had to go to the cabinet of the government to
00:25:14Minister Dalić, to convince her to let it go, because she didn't want to
00:25:18let it go a couple of times, what was it?"
00:25:20"She didn't want to let the plan go into procedure, aha, okay, then
00:25:24I came and said that it was why? Because
00:25:27the clientele is extremely well organized and they acted on all
00:25:31sides.
00:25:36So, the prefects, especially of these southern counties,
00:25:40mostly HDZ all of them, so they were
00:25:43particularly interested, and when I announced that we would
00:25:47reduce the capacity of the centers, some of them... It was
00:25:51as if I told them, come on, we have to cut off an arm, a leg,
00:25:54I don't know what. With the amendments to the Sustainable
00:25:58Waste Management Act from 2019, the obligation
00:26:01to inform the inspections three working days in advance
00:26:04about planned waste shipments was abolished, while the new Waste Management Act
00:26:08from 2021
00:26:10abolished a special register of waste importers and exporters
00:26:14that is not subject to
00:26:17notification procedure. At that time, the Minister of Environmental Protection and
00:26:21Energy was Tomislav Ćorić, and
00:26:23in 2021, when a new Waste Management Law was
00:26:27adopted, he was the Minister of Economy and Sustainable Development.
00:26:31The Ministry has already reacted to the accusations of a part of the opposition and environmental
00:26:35protection associations that accuse the government of weakening
00:26:38the supervision over the import and movement of waste with these changes, and now Minister
00:26:42Ćorić himself shared his
00:26:44thoughts.
00:26:47Well, it wasn't a mistake, at that time, you had
00:26:51the opportunity to hear the relevant ministry on that
00:26:53topic, the competent services have
00:26:57reacted to the fact that we have introduced the so-called e-waste
00:27:01in the meantime, primarily to further relieve
00:27:04the economy, the system does not rely on
00:27:08whether someone will report or not report the arrival of a shipment
00:27:12three days before, namely, the new digital system that was
00:27:15introduced a little earlier, more precisely,
00:27:19more thorough, more detailed than the one that existed in the earlier
00:27:22phase in that context, looking for reasons why
00:27:25someone is involved in crime is completely
00:27:28wrong, it is completely clear to me. It is also clear
00:27:32that some stakeholders in the Croatian political space want to
00:27:36exploit situations like the one we are in
00:27:39in every possible way, however, it
00:27:42is actually bizarre to even refer to
00:27:46that provision, or to that amendment to the law.
00:27:49I will just remind you once again of one more
00:27:53important thing, and that is that those amendments to the law passed the procedures in
00:27:57the Croatian Parliament, and that not a single representative in
00:28:00the Croatian Parliament and no one during the public consultation
00:28:03even commented on that administrative relief that was then
00:28:07planned and actually implemented within that provision.
00:28:24One more person died from severe injuries
00:28:27sustained in the catastrophic fire in the Omiš area.
00:28:31Thus, the number of victims due to the fire rose to three. The fire
00:28:34broke out on August 13 in the forest area near Lokva Rogoznica,
00:28:38due to strong winds, the fire spread rapidly towards
00:28:42Omiš. The fire affected an area about 23
00:28:45km long, and approximately 100 hectares burned. The first
00:28:49victim was a 34-year-old citizen of Bosnia and
00:28:52Herzegovina. At the end of August, a 79-year-old man
00:28:56who was treated at KBC Split died
00:28:58from severe injuries. And from Zagreb,
00:29:02KBC said that the health condition of three
00:29:05patients is still severe, one is in the most critical condition and
00:29:09requires mechanical ventilation, medications to maintain blood pressure, and
00:29:12dialysis, while the others also depend on a respirator, and one
00:29:16has shown improvement as he occasionally breathes spontaneously with
00:29:20antibiotic therapy and regular surgical procedures to remove
00:29:24dead tissue every two to three
00:29:26days.
00:29:28The femicide case in Slatina once again raised the question of
00:29:31the effectiveness of the system for protecting women
00:29:34from violence, especially when victims previously report threats or
00:29:38violence. A woman was killed on the evening of September 8 in
00:29:41her family home, and the police suspected a 40-year-old man
00:29:44of aggravated murder, i.e., femicide, whom they found
00:29:47at the scene of the incident. Now it is being investigated
00:29:51whether the woman had previously called the police and, if so, how the Slatina
00:29:54police station reacted to her call. The Ministry of
00:29:58Interior is checking all circumstances of the police's actions,
00:30:02in response to the question of whether the tragedy could have been prevented,
00:30:05it is still being determined.

00:30:13two, after which the police
00:30:16directorate will report on all established facts
00:30:20and answer the public's questions.
