Google Cloud Speech-to-Text API (Chirp) + Gemini 2.5 Flash Non-Thinking. Treat it as a searchable index of what was broadcast, not a quotation record.

00:00:00of that, therefore, blocking questions through the violation of the constitution, which is the highest
00:00:03act of the federation, so this disgrace from the House of Peoples happens,
00:00:07then we have these excuses that don't hold water, which, it seems to me,
00:00:10only serve to mislead the public with some story, some
00:00:13procedures, and how the proposer says it won't
00:00:16pass, let's not talk about what kind of feeling that is, where it says that, so the constitution
00:00:20clearly said no, not based on a feeling that something won't pass, not by voting,
00:00:23not by some kind of opinion or interpretation, but
00:00:27it will be clearly included on the agenda. So the April
00:00:30session was the last instance, we are now in
00:00:33September, and there were a few more extraordinary sessions, and another regular
00:00:37session, this issue was never allowed to be discussed, and I just want to know
00:00:41why, what is the problem with all of this, why are they so afraid of this
00:00:44discussion, is it non-transparency and
00:00:48the practice in which patients have been for decades without
00:00:51witness protection during childbirth
00:00:54the main reason? Well, we cannot claim
00:00:57who is responsible, who is behind this resistance, but what... It is certainly clear and visible
00:01:01to all of us that after a year of trying for something so simple, where everyone
00:01:05says they support this issue, it is obvious that there is resistance, and
00:01:09I think the answer to the question of what the resistance is precisely these questions about
00:01:12who is bothered by companionship, who can be bothered, who is bothered that
00:01:16a woman in labor has someone next to her, who is bothered that we have a witness in the
00:01:19delivery room, who is creating this resistance that we can now call systemic
00:01:23resistance, because this really goes beyond all measure, we are now talking about a draft
00:01:27law that implies public discussion and we have so much
00:01:30resistance to public discussion on this topic, which is already standard in the world, and believe me, I'm
00:01:34tired of hearing from our doctors, and rarely does anyone
00:01:37express themselves on this issue, only when they are forced to,
00:01:40"I support companionship, but what if
00:01:44you support companionship, do something about it," so there's no "I support,
00:01:47but," we're just talking about excuses all the time, then the politicians took all that talk,
00:01:51everyone has some kind of support that is verbal, on the other hand, they are
00:01:55practically fighting against
00:01:58that, uh, you want your ultimate goal
00:02:02is, uh, the complete abolition of
00:02:04obstetric violence, corruption, which we all hear about,
00:02:08everyone has at least one case in the family where this happened,
00:02:12true, so demands are not sent to we can't lie that it has been eradicated
00:02:15in our health institutions. What does
00:02:18practice from the region and Europe show?
00:02:22How much does presence change
00:02:24precisely those bad aspects of childbirth for
00:02:28women? Absolutely drastically changes, so the change is...
00:02:31the most visible, the most obvious and the biggest when we talk about companionship during childbirth.
00:02:35For this reason, we focused on this topic precisely because we have a
00:02:39great aspect of prevention of obstetric violence and corruption in
00:02:42maternity wards. When you have a person next to the woman in labor, she is not alone, and she cannot be,
00:02:46even someone who openly and clearly commits obstetric violence, verbal violence
00:02:49against a woman in labor, cannot behave in the same way, must be much
00:02:53more considerate, because the woman in labor is no longer in a position, you know how a woman in labor thinks about
00:02:56her child then, she doesn't think about herself, you simply don't have an automatic defense mechanism
00:03:00from in... in that context of some attack, whether verbal or emotional conditioning, but the person
00:03:04who is with her protects the woman in labor, so she also supports
00:03:07the woman in labor. You have recorded very moving testimonies
00:03:10throughout all these years of your fight for presence during childbirth,
00:03:14yes, there is a lot of trauma, there are many things that are not adequate at all,
00:03:18and you know what else, not all traumas, but even those experiences that someone
00:03:21evaluates as positive have a very large number of omissions in the context of patients' rights.
00:03:25Every woman in labor will find at least one sentence that was not
00:03:29right. That is verbal violence, so we absolutely have a
00:03:33situation where our system is so bad that we are surprised by a pleasant
00:03:36situation, that we are trying to present what was not ideal
00:03:40as ideal because it was not as traumatic as the stories we hear. So we must not
00:03:43wait for traumas, we must not wait for consequences, we must do something,
00:03:47prevent. I am aware that there are many doctors who support this issue,
00:03:51but they do not support it publicly, so they do not dare to speak, because we also have
00:03:54many who do not want this to be implemented so easily,
00:03:58they talk about excuses, rooms, about protecting the profession, we heard in parliament,
00:04:02in parliamentary benches, doctors talking about protecting the profession when
00:04:06talking about patients' rights, so we heard how the right cannot be
00:04:10defined until the conditions are met, what are we talking about, we are twisting things, so the right is
00:04:13the basis, first the right is defined legally, then we talk about the conditions, we
00:04:17absolutely have so many problematic ways of talking about
00:04:21this topic that it is unbelievable, and it is so simple, so trivially
00:04:24recommended by the profession, all professions, there is absolutely
00:04:28not a single argument against it.
00:04:30"But we have so much resistance, which is really ironic and alarming
00:04:34and terrifying for us as citizens, what will we do when we start talking about
00:04:37obstetric violence, when we start talking about some serious situations
00:04:41and serious changes in the health system, when we can't solve
00:04:44something so simple and trivial, and that talk about privacy
00:04:48that they talk about, we can't do it because of the privacy of women in labor, privacy is guaranteed
00:04:52by law, how does a woman in labor not have privacy now, why are three women in labor delivering in
00:04:56the same room, they use their violation of the law as an excuse for
00:04:59not respecting further recommendations, it is absolutely
00:05:02unbelievable to what extent we are reaching, and this kind, this criminal
00:05:06complaint is practically a last attempt by the NGO sector to do something,
00:05:10because you have a situation where the top of the House of People openly violates
00:05:13the constitution, and it gets away with it, it's an election
00:05:17year, we're in a pre-election campaign, no one cares,
00:05:20it's tireless, it says that we as a nation are disappearing from these
00:05:23areas, pro-natalist policy is
00:05:26something that parties promote before every
00:05:29election, unfortunately we have them every two years and
00:05:33we hear a lot about it, even if it's not in their
00:05:36jurisdiction, what does politics say,
00:05:40here, government, opposition, you
00:05:44have been in the House of Peoples many times, in the House of Representatives of the Federation Parliament, I met you at
00:05:46recordings, talked to those
00:05:50delegates, those representatives, what do they tell you?
00:05:54You see, most of them will not openly say anything negative, they are all for it, but
00:05:58somehow, everyone is generally now I will
00:06:01ask you about many women in labor and talk about family allowances and so on, we are
00:06:04really for natality, of course, which is inevitable and that is one aspect
00:06:08of this story, our research shows that women in labor give birth to
00:06:12more children because they are afraid to return to the maternity ward, as they say, that slaughterhouse,
00:06:16and so on, so we have that consequence of natality directly, how much
00:06:19companionship during childbirth affects natalist policy, and we drew attention to that because it is something
00:06:23that politicians talk about, however, is there a real
00:06:27political will besides that talk that means nothing to us?
00:06:31Well, last year, when we were discussing this, it seemed to us that we had it because they were saying
00:06:35and talking about how it would be very easily and clearly resolved within two or three
00:06:38months, the law would be completed under an accelerated procedure, but
00:06:42when the law was submitted as such, resistance began. First, the ministry never
00:06:46submitted an opinion on that law, so absolutely, you directly
00:06:49accused some parties from the ruling coalition of
00:06:53obstructing the adoption? Well, you see, we always followed what was happening
00:06:57in parliament, our votes were the basis of all that, what happened in the House of Peoples was precisely
00:07:00the avoidance of those votes, because when we published who voted how, some
00:07:04parties stood out in that context because they were the ones who obstructed it, but
00:07:08essentially, the accusations came directly from citizens, and then some
00:07:12party representatives were even angry in the context of how we
00:07:15organized resistance and similar things, no, that is democracy, so it is the right of citizens to
00:07:19ask why you, for whom I voted, voted against
00:07:23this issue, why are you obstructing what women need, what women demand, what is a necessity
00:07:27for citizens, what are those parties? Well, HDZ and SDA are the two parties that most
00:07:30obstructed this issue in the context of that aspect in
00:07:33the House of Representatives while we had, well, now regarding the House of Peoples, we cannot even get
00:07:37a vote in some aspect, because believe me, when there was a proposal for a vote and when
00:07:41individual declarations were requested, practically the entire House of Peoples
00:07:44turned around and said no, no, that kind of public
00:07:48calling out cannot be prevented, because the reason why we have such a blockage, I am sure, is because
00:07:52no one dares to stand by their beliefs against companionship during childbirth, so no one dares to
00:07:56vote against, especially not in an election year, so that women will not call them out tomorrow,
00:08:00because it is not about calling out women from Sarajevo, it is not about
00:08:02calling out, meaning that someone is focused, no, the entire
00:08:06Federation and even Republika Srpska are involved in this issue, women are asking why,
00:08:10how, so this is also calling out and demanding accountability
00:08:13from those who are elected there, that is what I think is the most important thing in this whole difficult
00:08:17story that came out that people need to understand that those who
00:08:21sit in parliament are not divinely appointed, that they are there because someone elected them and that
00:08:25they have a responsibility towards citizens, that is what they forget
00:08:29first, they simply do not feel that they should be held accountable, we submitted
00:08:32petitions with 5, 10,000 signatures, so there is no effect from that,
00:08:36so it means nothing to them what their citizens are telling them, they are only now talking to
00:08:40citizens, they are talking for this month and I... That's why I'm calling on citizens now, ask all
00:08:44your candidates, have you followed, will you support them, but
00:08:47not just verbally support, what will you do about it, if you are
00:08:51elected tomorrow and sit in the parliamentary benches, because this is the moment when
00:08:55you can ask, after October no one will ask you anything anymore, what
00:08:58after October, given that it is very
00:09:01likely there will be no more sessions,
00:09:05uh, after this criminal complaint, what are your next steps,
00:09:09are you perhaps considering protests or...
00:09:12some other form of pressure on the authorities? Well,
00:09:16the biggest problem is precisely the current situation, considering that the House of Peoples will not be formed
00:09:19so quickly, given the process and when the first session will be, realistically we cannot
00:09:23expect it before the end of the beginning of next year, we will continue to fight
00:09:27for this issue at all instances, so the criminal complaint is one aspect
00:09:30with which we will continue to seek and demand accountability, we will strive to work,
00:09:34we will not stop in the context of waiting for that session, so we
00:09:38are still working, we will still try, now I call on all candidates who
00:09:42are willing to support this issue, who are willing to be a full
00:09:46support tomorrow to work on this issue, to contact us, to express it publicly, we will organize
00:09:50some of our pre-election campaigns, as I like to call them, and street actions
00:09:53and similar things, to try to put this topic where it belongs,
00:09:57because this is such a simple, essential issue, an important
00:10:00issue, and so simple to solve, and I think it should be the focus while no one
00:10:04talks about it in some pre-election campaigns, because the focus is on some big
00:10:08state policy, and we are not solving the basic needs of citizens, which are so
00:10:11simple to fulfill. We will continue to work, we will work with hospitals and
00:10:15with ministries, we will try to solve this issue from multiple
00:10:19aspects, multiple ways, multiple sides, we don't have to wait for
00:10:22the law for this to be defined as companionship in
00:10:26hospitals. Every hospital can currently, so that there is companionship in the delivery room,
00:10:30if we are talking about current legal provisions, we have the right to privacy, the right to dignity,
00:10:33we have a legal obligation to work according to modern procedures, according to modern
00:10:37recommendations, so from the interpretation of the law, we already have obligations in
00:10:40hospitals, the idea of the law was to make it a
00:10:44direct, clear obligation, no one can say that it is not true, but we also have
00:10:48the ignoring of these obligations from the health system,
00:10:50absolutely, yes, absolutely, and generally we have a problem that the
00:10:54law is as it is, we would not have problems with companionship either, but
00:10:57unfortunately we are aware that even when the law is passed, we will probably have to continue fighting
00:11:01some who may not be so much in favor, but I hope it is clear to everyone that women in labor want
00:11:04this, they demand it, regardless of whether Baby Steps is there or not, that women in labor will not stop, and that
00:11:08is what I think is the key to change, that women are
00:11:12the key to new changes in our
00:11:15society. Thank you very much for your time and effort
00:11:19and work on this very important issue. Thank you for your support
00:11:22very much. Amila Tatarević, President of the Baby
00:11:26Steps association, was our guest.

00:19:27It was awaited for more than 40 years, and it is being adopted by the caretaker
00:19:30government, which submitted a new urban plan to the parliamentary procedure
00:19:34for the next two decades. Instead of a vision
00:19:37of a green, modern city, the public is shaken by accusations of
00:19:41favoring the construction lobby, continued concretization, and
00:19:44permanent destruction of air corridors. Prime Minister
00:19:48Nihaduk, in resignation, claims that a historical
00:19:51document is being adopted, while the opposition, environmental activists,
00:19:54experts, and citizens warn of the systemic
00:19:58destruction of Sarajevo under the guise of development. Who is shaping
00:20:02the fate of Sarajevo for the next decades? We ask Nihad Vuk. Good
00:20:05morning and welcome. Good morning. Thank you for the invitation and good morning
00:20:09to the viewers. Before your guest appearance, I said it was a difficult
00:20:12topic, you said it was a nice topic.
00:20:16The urban plan was adopted by the government you
00:20:18lead, a document that directs hundreds
00:20:22of millions of marks and the fate
00:20:25of construction in Sarajevo for the next 20 years.
00:20:29With what legitimacy did you adopt that document, given that we know it
00:20:33is a caretaker government at this very
00:20:37moment, is that disputed? Absolutely not,
00:20:41so the government legally works regardless of being in resignation,
00:20:44any questioning of that means we are on the wrong track, not specifically on
00:20:48the issue of urban planning, but all other
00:20:51decisions, so the government has been functioning since my resignation
00:20:55and we waited for a new government to be appointed, we did not want the system
00:20:59to stop functioning and it did not stop, in fact, quite the opposite,
00:21:03things that waited 40
00:21:06years, this from the last
00:21:10adopted one or from 2015 when it
00:21:12expired, we in this period adopted
00:21:15that act, an act that was started long before,
00:21:19so... "It was inevitable that it had to be passed, it would have been passed if there hadn't
00:21:23been various malicious obstructions that
00:21:26happened, which exactly and why right now before
00:21:30the elections, it seems like you're rushing, maybe you're not
00:21:33rushing, so this document was supposed to be
00:21:37adopted last year, however, mm Mr. Mayor
00:21:40Efendić of Novi Grad initiated a constitutional appeal,
00:21:44the Constitutional Court considered it and ruled in favor of the Canton of Sarajevo, so that
00:21:47we... but it's not the only local community and the only controversial
00:21:51uh, we are not talking about initiating a constitutional appeal, when
00:21:55the proposal was adopted, uh
00:21:58when the public discussion was over, that
00:22:02document went to the municipalities and the city, that is a completely
00:22:05different step which is only for
00:22:09giving opinions by local communities, so I'm coming back to
00:22:13the beginning, a very high-quality document,
00:22:16a document that was adopted by the profession, so it was not adopted by the government in resignation
00:22:20mm or or politics, this document was adopted by the profession,
00:22:24at the head of the council of the urban plan was
00:22:27and still is emeritus uh Jelena
00:22:30Žuljić, the profession that you chose,
00:22:33that's right so that's a procedure
00:22:36that also cared about this city getting its
00:22:40modern appearance so that it does not disrupt what is
00:22:42the basis of living in every
00:22:46European center addressed you.
00:22:50"The Association of Architects sent a series of its
00:22:53demands, I received information from them that you did not
00:22:56respond to those demands, mm, why, mm, that's not
00:23:02the cabinet, mm, the Institute for Planning is the one who
00:23:06works on the urban plan and all other similar documents, and
00:23:10their demands, I assume, went to the Institute for
00:23:13Planning, not
00:23:16to the cabinet, policies, government, and ministries.
00:23:20I don't believe they were not answered, given that in the explanation
00:23:23of the entire document, which is a thousand pages long, all the answers were
00:23:27given in the public debate, and I don't see why you wouldn't have adopted some of
00:23:31their demands, uh, some of the demands were adopted,
00:23:35those that were, so the council adopted the demands,
00:23:38so the council consists of professionals, members of
00:23:41the association, so these are people who were professors,
00:23:45probably to some of those you
00:23:48are now talking about.
00:23:50and I'm talking about more people within the Association of Architects
00:23:54and an independent citizens' association, that's right, that's right,
00:23:57we have very good relations, well, we have another project we're working on together,
00:24:00that's the impression, but let me continue, experts,
00:24:04although associations have been warning for years that the
00:24:07new plan continues brutal concretization, we
00:24:11have seen that many times, you have seen it in our program, especially
00:24:14environmental associations that try to draw attention
00:24:18to air corridors. We have been hearing about this
00:24:22for years, and we see
00:24:25with our own eyes what happened after the closure of certain
00:24:28in the capital of Bosnia and Herzegovina along the main road,
00:24:32especially. Have you saved Sarajevo with this plan, or have you perhaps
00:24:35capitulated before the construction
00:24:39lobby? Mm, so there is no construction lobby, there is only
00:24:43the profession, the profession exists in every country in construction, no, but in this document it does not
00:24:46exist, so in this document there is a profession, and I can say... and
00:24:50one environmental association that is the loudest on this issue, they are
00:24:53aware that in the new urban plan, so
00:24:56there is no increase in building plots
00:24:59in the new urban plan that the
00:25:02government adopted last week, there are rules that did not
00:25:06exist, if those rules had existed in 2010,
00:25:092015, 97, we would not
00:25:12have these mastodons that are there today, so therefore
00:25:16a limitation is sought - from the coefficient of built-up
00:25:19area of the plot to a maximum value of three
00:25:23and construction up to a maximum height of 20 m. You say we wouldn't have
00:25:26these buildings in the Sarajevo valley that choke
00:25:30us, does that mean we won't have
00:25:34any more construction of buildings
00:25:38higher than 20
00:25:40m in that area, which would directly worsen the quality?
00:25:44So, in the UP, the height of buildings was not
00:25:47the subject of debate, but rather
00:25:50urban rules that were adopted, among other things,
00:25:53urban rules define coefficients of built-up area,
00:25:57these are unique rules certainly
00:26:0010 times better than it was. And what will be clear in the next period
00:26:04has been abandoned from the construction of a building
00:26:0750 meters high in Novi Sarajevo, how do you think,
00:26:11it has been abandoned, has it been abandoned, I ask you, the urban plan does not
00:26:15define the regulatory plan,
00:26:18quadrant C, if we are referring to quadrant C that was at the city
00:26:21council, mm, the voting on
00:26:25that regulatory plan was abandoned, or it was not put to a vote, if we are thinking
00:26:29about that document, yes, so it was not, it was not put to a vote.
00:26:32Of the city council, the regulatory plan for quadrant C,
00:26:36what does that mean in practice? In practice,
00:26:38it means it was not even considered at the city council session. The mayor withdrew that
00:26:42document. Will it be built? At the
00:26:45moment, according to the current regulatory plan, it can be
00:26:48built, if a new regulatory one is adopted, it will be possible to build again.
00:26:51The regulatory plan defines
00:26:54the number of floors of buildings in that area.
00:26:57The urban plan has a slightly broader picture and it
00:27:01defines mm... rules for construction in a certain
00:27:04locality, so what it needs to be
00:27:07social, social
00:27:09property, what needs to be residential,
00:27:12business, what are the construction coefficients and so on, so
00:27:16the urban plan has mm a broader picture
00:27:19of a location, it doesn't go so much into microlocation, mm,
00:27:23after the urban plan, regulatory plans are adopted which
00:27:26define whether something is 21 meters or
00:27:2928 meters or and so on and so forth. We will also talk about
00:27:33the demands of the municipalities towards the Sarajevo
00:27:36Canton and their objections, but what
00:27:40you are also being reproached for is that this document is trying to
00:27:43legalize disputed buildings,
00:27:46projects that so far have not, have not had legal coverage, is there
00:27:50any truth in that, no, so everything we have talked about so far
00:27:53are these insinuations of people who probably have not read
00:27:57the document, people who do not have the knowledge to
00:28:01talk about this document, I don't know now.
00:28:03To mention the regulatory plan quadrant C and the number of floors and to connect
00:28:07it with the UP, so there is no connection
00:28:10there, the regulatory, or rather the urban plan is a plan
00:28:13that foresees a vision, you say that the urban plan
00:28:17that you adopted has nothing to do with the construction of quadrant
00:28:21C? It does, it does have to do with it, but in this specific case, something was at
00:28:24the city council in July or June, so that has nothing to do with this document,
00:28:28with this document that was adopted by the government seven days ago and that will be at the assembly
00:28:31next time. So, these are two documents that mm have no
00:28:35connection with each other, this document has
00:28:38a broader picture, this document defines the development of our
00:28:42city, it defines new
00:28:44park areas that will happen in our city, we will have a
00:28:48beautiful park, probably the most beautiful that will happen
00:28:52at the confluence in our confluence in the northwest
00:28:55part of our city where 500,000
00:28:58trees will be planted for every inhabitant,
00:29:01there will be a green mm... transversal that will connect
00:29:05that park, it will connect with the park forest
00:29:08Sedrenik, Žuć and Hum, so we are talking only about that
00:29:12green part, it is planned to plant 65 km
00:29:16of double-sided tree-lined streets in Sarajevo Canton mm
00:29:19plant, new park areas are planned in
00:29:22the grass area currently, when the grass is moved, a park goes there
00:29:26in Vasomiskin black
00:29:28part will be a park, there will be a park in
00:29:32as part of the campus in Marin Dvor, so we are talking about those green
00:29:36areas that are much larger than what the previous
00:29:39regulatory urban plan covered, this
00:29:43urban plan covers the development of our traffic, there are
00:29:47two new lines, one towards Dobrinja, the other goes towards Azići and
00:29:50Dobroševići, a trolleybus line towards mm
00:29:53Dobroševići and Azići, a railway line
00:29:57that will extend after the main railway
00:30:00station through Hum. further towards Vogošća,
00:30:04also a railway line that goes along the eastern side of the airport
00:30:07towards Brdo Moji, so that is the concept of the urban plan that
00:30:11represents the vision of this city, it does not enter a little bit about
00:30:15the promenade along Miljacka, the profession
00:30:18says that it was not really observed
