00:06:46day to you and the viewers of your television. I must say that we invited representatives
00:06:50of the Labour Party to this show for this level of government, but as of this moment, they have not
00:06:54sent their candidate, which will not prevent us, or rather you,
00:06:58from presenting your plan and program of work in the next four years
00:07:01if you receive a mandate in the Parliamentary Assembly of Bosnia and Herzegovina. So, in short, in

00:07:28as you announced, together for a European Bosnia and
00:07:31Herzegovina. The basic premise for
00:07:35forming this coalition was a common view on the
00:07:38situation, the political situation in Bosnia and Herzegovina, and the desire
00:07:41of our leaders, if I may say so, the presidents of the parties, Mr.
00:07:45Nermin Ogrešević, Mr. Šemsudin Mehmedović, and
00:07:48Ms. Elzina, to create a common political
00:07:52bloc that will offer citizens an alternative
00:07:57some accumulated problems that have been accumulating
00:08:01for decades and years in Bosnia and
00:08:04Herzegovina, which we have witnessed. Our
00:08:07next activity is, after the elections, if
00:08:10we win power, we will get... we get significant support from citizens
00:08:14and we become part of those
00:08:17to whom citizens have given more significant
00:08:20trust, that we will strive to make Bosnia
00:08:24and Herzegovina a functional state, that is, a state that
00:08:28finishes the job, not just starts it, but also finishes
00:08:31the job. The basic prerequisites for such a thing
00:08:34are that we have a quality
00:08:37program for the period 26-30
00:08:40years, a program in which... we will strengthen the economy, have
00:08:44a better economy, better jobs,
00:08:48in which Bosnia and Herzegovina, led by
00:08:51these political forces that have united in this
00:08:55coalition, would in a certain way improve
00:08:58the situation in the economy, education, healthcare, in those
00:09:01segments of society whose results,
00:09:05we can say, citizens can measure and
00:09:08consume. Well, now you have opened, with your
00:09:12answer, numerous questions, so we will try to break it down
00:09:15by
00:09:18that we are witnessing that most citizens in our country
00:09:22live, so to speak, on the verge of poverty. Today the consumer basket for
00:09:26August was published, which amounts to 3,810 convertible marks,
00:09:29and actually, such a situation forces
00:09:32the population, entire families, young people from our
00:09:36country. Somehow that impression has
00:09:38been created and such a cult has been made, actually.
00:09:42That if you don't have, uh, a party
00:09:46card, you actually can't even find
00:09:49an adequate job. What does this coalition, party, National
00:09:52European Alliance, from which you come, plan to
00:09:55undertake in that regard? Well,
00:09:58you see, NES, short for National European
00:10:01Alliance, as a political party, has certain
00:10:05results behind it that could serve as a model
00:10:08for the wider area of Bosnia and
00:10:10Herzegovina. I will specifically state that in
00:10:14the Una-Sana Canton, where NES has significant
00:10:17support from citizens since the last elections in 2020, and
00:10:21I would say earlier in the local elections in one
00:10:25once small local community, now the city of
00:10:28Cazin, NES has shown that
00:10:31a small, relatively underdeveloped
00:10:34area can be transformed into a city with a very serious
00:10:38perspective. The city of Cazin, led by
00:10:40the mayor of Cazin
00:10:43and the majority NES council,
00:10:47so our mayor and president of Knes, Nermin Ogrešević,
00:10:51has shown with his associates, with our
00:10:53state representative, or rather, MP Jasmin Emrić and
00:10:56Jelvis Hodžić, who together with the president
00:11:00of the Forward party, form a club at the level of the Parliamentary
00:11:04Assembly of Bosnia and Herzegovina, which has been very active in recent
00:11:07years. We are confident that the policy advocated
00:11:11by this coalition, led by the National European
00:11:14Alliance, can make a breakthrough in improving
00:11:18the living standards of citizens. We have, for example, that
00:11:22Cazin is a city where factory capacities
00:11:25are being developed, built,
00:11:28which opens up new jobs, opens up quality jobs. We
00:11:32will, in the future, precisely for the sake of the citizens of this
00:11:36country, in our program for 20, from 26 to
00:11:3930 years, we have created, we will include, in inverted commas,
00:11:43an investment radar, and what does that
00:11:46mean? We will reach investors,
00:11:49we will create an atlas of development zones in Bosnia and
00:11:52Herzegovina, which already exists in some parts... I was
00:11:56in Cazin last year for Cazin City Day on August 6th, and I saw that
00:11:59six factories were under construction at the same time,
00:12:03one has already opened. That automatically
00:12:06means that the population of that area will be employed
00:12:10in those factories, first of all, and that
00:12:13the population will have a better standard of living. We have one
00:12:16serious problem that you mentioned in the announcement, that entire families
00:12:20are leaving this country, and the problem is due to political
00:12:23insecurity. Political insecurity, economic
00:12:27uncertainty, these two factors are the focus of the activities
00:12:30of the National European Alliance coalition, and we believe
00:12:34that if we gain trust, we will expand the model from the Una-Sana
00:12:38Canton to Bosnia and Herzegovina. I wanted to ask, have you
00:12:42analyzed the situation in other cantons and how you could act there? Yes,
00:12:45of course, well, you see, we have for example, the Una-Sana
00:12:48Canton, which is literally almost cut off from the rest of the country with
00:12:52bad roads. You have to travel for
00:12:56hours to reach Krajina. Our idea is that by strengthening
00:13:00infrastructure, primarily road connections with
00:13:03Una-Sana Canton, with Tuzla Canton, with
00:13:06Herzegovina-Neretva Canton, with
00:13:09uh, Goražde Canton,
00:13:12we will first create better communication. Better communication
00:13:16means easier flow of goods, better
00:13:19opportunities for investment and so on. What we have
00:13:22observed as a party
00:13:26in the period up to now through participation at the level of the legislative
00:13:29branch of government at the state level of Bosnia and Herzegovina is
00:13:33that there has been insufficient investment, insufficient
00:13:36support for the citizens of this country, that the
00:13:39social programs offered by this country to its
00:13:42citizens are quite poor. We don't even have enough support for those
00:13:46families whose uh, let's say,
00:13:49members died defending Bosnia and Herzegovina. We only have
00:13:53partially resolved the issue of veterans'
00:13:56families, i.e., families of fallen soldiers and martyr
00:13:59families. What they receive from the state is not enough
00:14:03for them to live on, because what
00:14:06our citizens expect from the state is not
00:14:10to wait in lines for examinations or for some
00:14:13scans in clinical centers in Bosnia and Herzegovina, at
00:14:16the clinical center. All of what you listed has been the cancer of Bosnian-Herzegovinian
00:14:20society for many years, and now you announce that these social categories
00:14:23need to be resolved. But, when you
00:14:26look at what the current government has done and,
00:14:30for almost an entire term, we're talking about how much this government has indebted itself, especially in
00:14:33the Federation of Bosnia and Herzegovina, what
00:14:36awaits a future government if this current one doesn't
00:14:40win power again at the state level and at the level
00:14:43of the Federation? Uh, how to repay those debts, because they have
00:14:47indebted generations and generations
00:14:49for years to come. There are only two models for the population
00:14:53to survive: one is to borrow, which is the worse,
00:14:56a bad option, and the other is to
00:14:59strengthen the economy, to have a better economy, to have
00:15:03better jobs, to have new jobs, to
00:15:06employ the population of this country, so that through
00:15:10investments that would come to Bosnia and
00:15:13Herzegovina, we would secure this country
00:15:16with money from its own production, so that in that way
00:15:20we reduce the need for borrowing. That
00:15:24is the only way, so in Bosnia and Herzegovina, the economy
00:15:28must have greater value, we must
00:15:31have quality jobs, we must have
00:15:34investments, we must know where
00:15:37to invest. Citizens must know about public
00:15:40money, and about the money we get
00:15:43through borrowing, what was done with that
00:15:46money, it must be precisely known for every
00:15:49project, what that project, then,
00:15:53will bring to Bosnia and Herzegovina in its setup in the
00:15:57project. We actually want to be a factory
00:16:00of projects as a coalition, we want
00:16:03to create projects, find investors with them, realize
00:16:07projects, and finish the job. When
00:16:11it's not enough just to plan, it's not enough to promise. Are you already
00:16:14establishing contacts with potential investors, do you happen
00:16:17to have contacts with our
00:16:21diaspora and people who are willing and eager to invest in Bosnia and
00:16:24Herzegovina? Of course, uh, I just gave
00:16:28you the example of the city of Cazin. I haven't moved
00:16:32away from that example since I saw it. You know, when you see that in
00:16:35one place, in one business zone,
00:16:39six factory capacities
00:16:42are being built at the same time,
00:16:44that opens up a brighter future for that area. We want
00:16:48it to be like that in other parts of Bosnia and Herzegovina, to be in Sarajevo, in its
00:16:52surroundings, to be in Herzegovina-Neretva Canton, to be in
00:16:56Bosnian-Podrinje Canton in Goražde. You know, we
00:16:59have potential. Bosnia is not a country without
00:17:03chances. Bosnia is not a country without smart and
00:17:06educated people. Bosnia is not a country without
00:17:09initiative. But in Bosnia and Herzegovina, we are
00:17:13missing the completion of what's planned. Things are often
00:17:16promised, often something is started and not finished.
00:17:19As a state, we are now
00:17:23forced, forced to make
00:17:26a radical turn in our approach
00:17:29to ourselves. We cannot only
00:17:32rely on debts, on borrowing. We cannot
00:17:35see a way out in that. We cannot ... before elections
00:17:38borrow to show something to the citizens, and
00:17:42after the elections, struggle with debts. You know that
00:17:45for the implementation of certain projects, the consent
00:17:49of all parties, so to speak, is required
00:17:52when we talk about that state level.
00:17:55And here, a few days ago in Sarajevo, a
00:17:59new political bloc, as I said, was presented, for a European Bosnia and Herzegovina Together, which
00:18:03consists of, as you said, the Forward party, the National European Alliance, and
00:18:06PDA. And on that occasion, actually, at that
00:18:10gathering, it was highlighted that this coalition is an answer to
00:18:13political divisions and an attempt to gather political forces that want
00:18:17to work for Bosnia and Herzegovina. And precisely
00:18:20that, when we look at the current balance of power in the current government,
00:18:24how do you plan that? Because, as I said, there are always blockades from one
00:18:28or another or a third side so that a project can be implemented.
00:18:31You see, citizens in the territory of Bosnia and
00:18:34Herzegovina, in both entities, in 10
00:18:38cantons or municipalities, in all
00:18:41cities, want to have a better
00:18:44standard of living, to live better. Dialogue is an unavoidable form
00:18:48of communication, including the
00:18:51culture of political communication. Neither this country
00:18:54nor these citizens can be pulled out of
00:18:57crisis by constantly blaming each
00:19:00other, that the other is to blame. We
00:19:04finally have to realize that the European Union, which is the strategic
00:19:07goal of our coalition for
00:19:11a European Bosnia and Herzegovina Together, we have formed such a
00:19:14coalition. Our aspiration to become an equal
00:19:18member of the European Union is not
00:19:22accidental. That is the way out of these crises. You know, when you
00:19:25become a member of the European Union, a country that
00:19:29becomes a member of the European Union opens up many
00:19:32opportunities to access European funds, which we still
00:19:36don't have. "Our strategic goal is to be
00:19:39under the NATO umbrella, to be a member of
00:19:42the NATO alliance. Those two goals solve many
00:19:46problems. The NATO alliance solves the issue of security in this country and
00:19:50political security. There are fewer
00:19:52chances for our neighbors to threaten us by arming themselves,
00:19:56if we are under the NATO alliance or part of that pact.
00:20:00And that, we can freely say, our
00:20:03strategic goal, the aspiration towards the European Union and..."
00:20:07NATO alliance are for us serious
00:20:11obligations. We cannot be there, excuse me, just one sentence, we cannot
00:20:15be accepted there if we only base
00:20:19our development on borrowing. We can be accepted there
00:20:23if we have a vision and strategy for the development of the state of Bosnia and
00:20:26Herzegovina, if we have a political dialogue between our
00:20:30political entities, and if those
00:20:33who can agree among themselves want to join
00:20:36the European Union, be under the NATO alliance, these are
00:20:40the basic prerequisites. Without these prerequisites,
00:20:43it is very difficult for Bosnia and Herzegovina to keep pace
00:20:46with developed European countries. And we are a small country.
00:20:50And it takes a little unity to rise from the
00:20:53ashes. When you opened the question of the NATO alliance and the European Union, we see
00:20:57how things currently stand on that issue. Who in the current
00:21:00government is actually blocking the NATO path, the European path? So, specifically, the NATO
00:21:04path. If you become part of the government, how
00:21:07will you find a compromise with the other side, whoever it may be at this
00:21:11moment from Republika Srpska? We know that the positions of both the current government and
00:21:14the opposition in Republika Srpska are clear when it comes to
00:21:17the NATO alliance: cooperation, yes; membership, no.
00:21:20"How can we even reconcile all these sides to move in
00:21:24a common direction, that is, the NATO umbrella?" You see, that is
00:21:27a complex question.
00:21:31I would be unserious if I, on behalf of a coalition that
00:21:34I represent, which I am honored to do today, were to say
00:21:38that we will solve it simply. It is a complex
00:21:40question. However, coming out of the crisis in
00:21:44Bosnia and Herzegovina and rapprochement with the NATO
00:21:47alliance truly entails serious political dialogue and
00:21:51discussion without certain
00:21:55revanchist or rigid attitudes from one
00:21:59towards the other. An effort must be made for the citizens
00:22:02of both entities, the Federation of Bosnia and Herzegovina and the entity
00:22:06Republika Srpska, to understand that
00:22:10membership in the European Union and membership in the NATO Alliance are for
00:22:14their good. I am not sure, I am not
00:22:17sure that that rhetoric has been used
00:22:20so far. So far, the rhetoric has been, we
00:22:23do not recognize Bosnia and Herzegovina from one entity as it
00:22:27is, we do not want to live in such a Bosnia and
00:22:30Herzegovina. On the other hand, we had
00:22:34uh, that we who say that, we speak against them,
00:22:38then we have a completely two separate tracks
00:22:41we are on. How to solve that? I think that in the Federation,
00:22:45as an entity, the political forces in the last elections
00:22:48did not achieve the result. "Not enough dialogue was achieved among
00:22:51themselves. It seems that the dialogue started in the right
00:22:55direction, then the coalition fell apart. At that moment,
00:22:59it happened that two things happened because of which
00:23:02NES did not enter power after the elections
00:23:05in 2020. One of those things is
00:23:08that we, as a political party, did not believe
00:23:11at that time that
00:23:14government with Mr. Milorad
00:23:17Dodik was possible until certain
00:23:21preliminary agreements were reached precisely regarding what you are
00:23:24asking, how we will approach Europe and NATO. And those in power
00:23:28said they had succeeded in agreeing before that, but they said they were
00:23:32deceived at some point. Yes, but they also said it was a different
00:23:36political figure, and so on. How to trust, well, look,
00:23:39how to trust a potential coalition partner if they have already deceived once when it comes to
00:23:43trust? It is based on political strength.
00:23:46Why was a much better and
00:23:50stronger, we can say, political
00:23:54alliance not formed in the Federation of Bosnia and Herzegovina?
00:23:57We had, for example, that
00:24:01many deputies remained from stronger parties
00:24:05in the coalition, in this opposition, I apologize,
00:24:08so that on that thin
00:24:11line, a quorum necessary for making certain
00:24:14decisions was formed. Also, the question of the
00:24:18constitution, on which constant changes to the constitution and the election
00:24:21law are made, these are all serious questions that Bosnia and
00:24:24Herzegovina, our official policies, have not
00:24:28even begun to seriously discuss. We have a Dayton
00:24:32constitutional framework in which we all live and work in this country,
00:24:35and the question is whether
00:24:39the Constitution of Bosnia and Herzegovina can
00:24:42truly be a sufficiently good framework for joining the European Union and NATO
00:24:46Alliance without certain amendments. However, these are questions for
00:24:50future parliaments, these are questions for serious
00:24:53political figures who must take these
00:24:57strategic issues to the table, put them before themselves,
00:25:01and start discussing them. We cannot
00:25:03just blame each other. The moment when citizens
00:25:07in both entities, in the entity of Republika
00:25:10Srpska and the entity of the Federation of Bosnia and
00:25:13Herzegovina, have a better
00:25:17standard of living, living
00:25:20from their work, when their children who graduate
00:25:23from universities have a guaranteed right to their first job,
00:25:27their first employment, they will not consider leaving
00:25:31this country. However, until that moment, while we
00:25:35are... we have a moratorium on
00:25:38employment and no one can be employed until the
00:25:42government or the minister gives consent, where
00:25:45the needs of public institutions, public enterprises,
00:25:48the real sector... "are not allowed to
00:25:52develop institutions, to create their development
00:25:56according to their business strategic plans, we cannot
00:26:00move forward as long as politics interferes." "In all possible spheres
00:26:03of life, look, many of these issues would be resolved
00:26:07by, well, the entry of Bosnia and Herzegovina into the European Union itself. When
00:26:11we look at all the events of the past four
00:26:13years, somehow all the parties in power
00:26:16were hypothetically and speaking
00:26:20were for that entry of Bosnia and Herzegovina into European, European integration,
00:26:23progress on that path, however, did
00:26:26you really see that sincerity in all, not current
00:26:30partners in power, no, Mr. Dodik
00:26:33has been openly saying for maybe two years
00:26:36that Bosnia and Herzegovina will not be part of the European Union, that they
00:26:40do not want the European Union, did you see this in other
00:26:43partners? Well, you see one thing, we
00:26:46had it in this current
00:26:50composition of politics, majority politics in the Federation, and
00:26:53in Bosnia and Herzegovina, we had it almost from the very
00:26:57beginning, it was important to form a government,
00:27:00supposedly what... "it is important,
00:27:04then certain polarizations
00:27:07and deviations from the basic concept on which the then leaders
00:27:10established power based on the
00:27:14agreement they reached partly
00:27:17in the Federation, partly with the SNSD partner
00:27:21from Republika Srpska and the parties that follow him,
00:27:24that concept that was established did not
00:27:27come to life for the simple reason that at the very
00:27:30moment due to..." personal interests on one
00:27:34side, I would say here, it is very rarely mentioned,
00:27:38it is an open secret that corruption and crime in this country have taken

00:27:49country, from the level of judicial

00:28:56the law on conflict of interest and we must
00:29:00apply it so that it is not possible
00:29:04to happen that there is a law on conflict of interest on paper,
00:29:07that conflict of interest exists in practice, and
00:29:11this last thing, the issue of corruption and
00:29:14crime must be put on the agenda
00:29:18and these processes that are destroying
00:29:21us as a state, destroying our institutions, leaving
00:29:24an ugly image before
00:29:28the international community, we must
00:29:31resolve this at the level of the parliament of Bosnia and Herzegovina, what is the responsibility
00:29:34of the state at the entity
00:29:38levels, what is the responsibility of the entities at the cantonal level and so
00:29:41on. Therefore, it is not possible to have an organized country, a member
00:29:44of the European Union under NATO alliance and to have these phenomena in society
