00:13:28reasons. Experiences from the previous period should be the basis for
00:13:32a different approach to the new development plan. It is a key,
00:13:36horizontal, multi-sectoral document
00:13:39that determines social consensus and development priorities
00:13:43in the next planning period.

00:14:49activities so that through the formation of an expert group we can come
00:14:53up with a draft strategy.
00:14:55At the conference, representatives of academia, business, and civil
00:14:58society spoke about projects and priorities for the next planning
00:15:02period. Among them are investment in science, the development of artificial
00:15:05intelligence, digitalization, and green transition. However,
00:15:08the experience of the previous strategy also raises the question of whether new priorities

00:17:48they say there are a solid number of doctors, but there is a shortage of specialists. One

00:17:55completing their specialization, can leave the institution that enabled and

00:18:23for them to have such conditions, primarily
00:18:26material and in some part working, so that they can be completely satisfied and
00:18:30not need to seek another alternative. An additional problem is
00:18:33the large difference in doctors' salaries among cantons, according to data
00:18:37from the Federation of Professional Unions of Doctors of Medicine and Dentistry, currently
00:18:41doctors in Sarajevo Canton, Tuzla, and Zenica-Doboj are among the best paid,
00:18:44while the earnings of their colleagues in other cantons are up to
00:18:4830% lower. Such differences, they warn, do not only
00:18:52lead to departures abroad, but to the migration of doctors within
00:18:55the Federation, where conditions and earnings are more favorable.

00:19:29circumstances? There are many questions that influence
00:19:33the final opinion on
00:19:36the eventual departure of our doctors. Such a system
00:19:39is unsustainable in the long run, says the president of the government. She claims that
00:19:42reorganization is needed, as well as finding new sources of funding. Without such
00:19:46changes, she says, it will be increasingly difficult to ensure the stable functioning
00:19:50of healthcare institutions and retain existing staff. When we add
00:19:54the national-political context, which is the reality of this
00:19:57canton, we are aware that difficult decisions await us in
00:20:01the future, but we will have to reorganize,
00:20:05we will have to find new sources of funding, because it is more
00:20:08than evident today that with these sources of funding, we cannot
00:20:12meet the needs of the healthcare system we have
00:20:15built. The shortage of skilled staff remains a problem in a large part
00:20:19of the country, which already has one of the lowest numbers of doctors in Europe relative to
00:20:23its population. If this trend continues, the question will no longer
00:20:26be just how to retain them, but who will treat those for whom
00:20:38Problems of employees at the Clinical Center of the University of Sarajevo
00:20:41were once again highlighted: overtime work, redistribution
00:20:45of duties, lack of staff, diminishing employee rights are just
00:20:48some of the problems that healthcare workers mentioned.
