00:13:31intelligence behind them is getting better and better which is where this where this
00:13:35concern is coming from that's that's the risk that that people are talking about
00:13:39yes um the technologies is intrinsically
00:13:42unreliable it occasionally invents things it does things
00:13:45wrong it's inconsistent so
00:13:48when when you give it enormous capabilities and it comes up with novel
00:13:51solutions um there's risk and that that risk is what everybody
00:13:55focused on, not not necessarily what's available now uh, but
00:13:58what where it might be in a few years time, if it continues to be more intelligent
00:14:02and continues to be more capable. that's that's certainly what they're thinking about, but
00:14:06they're also talking about the unforeseen risk.
00:14:09um, we don't know where this technology will be in a few years time. we
00:14:12also don't know uh what superintelligence looks like, the human
00:14:16race has been uh human races experience of intelligence is other
00:14:20humans, that's it, we've we've never seen systems that are massively more
00:14:24intelligent than us. um, we don't know what effect that will have on the world, what,
00:14:28what, what things they will come up with, so part of the concern is
00:14:31the is the unforeseen risk, you know, of the unknown, you know, it's not that that
00:14:35we've got some calculation that shows that this is likely or what the exact percentage is, we
00:14:39just don't know uh, so people are expressing their gut feeling
00:14:42um, that there is some risk there and it's real and it should be taken seriously. i think

00:14:49labs are working on safety, they care about safety, but it's fundamentally
00:14:53a technology problem uh, make these systems safe
00:14:56requires requires layers of new technology integrated with
00:15:00these with these agents, um, the raw technology that's advancing
00:15:03AI is unreliable, if if that's the thing that's doing the reasoning, if
00:15:07that's the thing that's fully in control, then that's that's where a lot of the risk comes

00:15:28button that that shuts down the production line, but the production line is not safe
00:15:32because of that big button, it's safe because of all sorts of rules and all sorts of
00:15:36care that's gone into the building. production line, um, that's the
00:15:39same with AI, being able to shut it down is is sensible
00:15:43precaution, um, but it's definitely not a substitute for
00:15:47for sort of full safety policy, so there is a
00:15:50global race to develop superintelligence,
00:15:54um, and that will bring all sorts of benefits as well, there
00:15:58is risk, but it will also potentially bring all sorts of benefits to humanity,
00:16:01solving problems, advancing science, solving
00:16:04medicine, so it's right to want to
00:16:07advance AI and any regulation that slows
00:16:11down AI that's only limited to one part of the world
00:16:14risks the other parts of the world advancing ahead so it's a
00:16:17legitimate uh problem and the only way
00:16:20past that is international collaboration so the US and China need to
00:16:24agree uh what what precautions need to be taken and it needs to be
00:16:28applied globally it can't really work if only one country is doing it
00:16:32I well let's see um I you
00:16:34know the the AI systems of today are not a threat. to humanity, the
00:16:38concern is about what will happen, particularly
00:16:41with advancing in AI and particularly with AI advancing
00:16:45itself, so this is also one of the concerns is that AI is now
00:16:49getting good enough that it can self-improve. um, so the
00:16:52concern is if if if that happens and that starts to accelerate, we may
00:16:56see very big acceleration in artificial intelligence capability quite
00:16:59quickly, so it it's right that we should be worrying about it now, and it's
00:17:03right right that we should be working very hard to find solutions right now.
00:17:07um, but the the solutions that are here right now, uh, the AI systems that are here
00:17:11right now are not a huge threat. I don't, I don't think it's practical to
00:17:15slow, slow things down, I, but I think that does need to be
00:17:19very substantial investment in AI safety in parallel. Um,
00:17:23and by the way, the labs have huge incentive to to solve
00:17:26these technology problems, the the the same problems that make
00:17:30AI unreliable, and and and raise these safety concerns are
