00:11:51Last week, the world got a new picture of its students' knowledge, but Bosnia and
00:11:55Herzegovina didn't. While other countries analyze results and plan
00:11:58reforms, we again remain without data that would show where
00:12:02we are today and what should be changed in education. Bosnia and Herzegovina did not
00:12:06participate in the PISA research this time either, the largest international
00:12:09testing that assesses how ready fifteen-year-olds
00:12:12are to apply knowledge in real life. Thus,
00:12:16the last internationally comparable data on the achievements of our
00:12:19students are the only ones left from 2018.
00:12:22Why didn't Bosnia and Herzegovina participate in this
00:12:25research? What do we lose when we don't have a clear picture of the quality
00:12:29of education? Can serious reforms be carried out without reliable
00:12:32data? I am discussing this in the continuation with Benjamin Hedžić,
00:12:35advisor in the Federal Ministry of Education and Science, and Namir
00:12:39Ibrahimović from the Step by Step Center for Educational Initiatives. Good morning and welcome.

00:12:46Mr. Ibrahimović, there is often talk about results, or rather the lack of such
00:12:50results, but let's first start by what PISA actually measures and why it is important
00:12:54to participate. So, it measures functional
00:12:57literacy in three areas, the areas of reading, natural sciences
00:13:00and mathematics, so primarily, plus
00:13:04some other things are added to each of these cycles, because
00:13:07OECD - tries to see how the
00:13:10economy, i.e. how the world will move in the future, then they actually
00:13:14assess how some peers do it, what they actually do,
00:13:17students have two parts, right? Two
00:13:20questionnaires, two, one is a test that always focuses on one of the
00:13:24literacies. "In this case, 2025 focused on natural
00:13:27sciences. If they work for an hour, for example, half
00:13:30an hour or half of that, half of the test is dedicated to the
00:13:34research that is in focus, and an additional half for other, other
00:13:37two literacies. In addition, students complete a questionnaire that further
00:13:41helps to better understand the
00:13:45results, right? What students did, to connect it with other circumstances
00:13:48in which students live and work, is it the school
00:13:51institution itself, is it their home life, are these some other..." habits,
00:13:55of course, and these surveys are also conducted by school
00:13:58principals, meaning other educational authorities who help
00:14:01to create a serious report for a particular country that
00:14:05will talk about what the strengths and weaknesses of each educational
00:14:08system are, what the causes of such results are, what could be done through
00:14:12recommendations to make it happen somewhere, at the same time they participate in this
00:14:15global picture of where we say, "aha, fifteen-year-olds from
00:14:19this country, from this region, in relation to the average, in
00:14:22relation to the best, in relation to the worst." That's it, and that's
00:14:26what's important somewhere, so
00:14:29in this sense, to conclude, it measures the ability of students to
00:14:33after having, right, passed 14 years
00:14:36of this mandatory basic part of education. They are positioned differently
00:14:40in different countries, it is not
00:14:44like here where it is always looked at with students, fifteen-year-olds
00:14:47usually finished elementary school and started high school, some
00:14:51of course are still in their elementary school years, but mostly they are in the first grade of high
00:14:55school when testing is done. In some other countries it is different, but it is
00:14:59actually said that a sufficient number of years in the
00:15:02education system is enough to be able to assess
00:15:06what the education system has done, how it has
00:15:09helped or hindered students to
00:15:12show their level of literacy. Each of these tests has
00:15:16six levels, so for someone to be considered functionally literate, they
00:15:20must perform tasks at the second level, meaning they must cross this
00:15:23basic threshold. Of course, for the special ones,
00:15:26the level of tasks is at the fifth and sixth level, where
00:15:30serious reflections and different
00:15:34things are really required in one and in the other within the framework of Bosnia and Herzegovina. In
00:15:372018, the situation was bad, half of the students did not
00:15:41achieve the basic level of functional literacy, and only
00:15:440.1% of students completed tasks at the fifth and
00:15:47sixth level, which was actually a very clear
00:15:51picture of what education in Bosnia and Herzegovina is, but we apparently no longer needed
00:15:55such research, or rather such tests for our students, or we did,
00:15:58but we, as a country, did not provide it. Why didn't
00:16:02our students participate in the PISA
00:16:05research, or rather testing, this time either? Yes, I think
00:16:08that we definitely need those results, we need
00:16:11them at multiple levels, however, as always in Bosnia
00:16:14and Herzegovina, if we don't have a political agreement at the state level,
00:16:18we cannot participate anywhere outside Bosnia and Herzegovina. That was also the case with
00:16:22PISA. We participated for the last and only time in
00:16:252018 under great pressure from the international
00:16:29community, funds were found for Bosnia and Herzegovina to participate in
00:16:32PISA testing. We got very indicative
00:16:36results that we should have worked on in the past period,
00:16:39however after that there was no more
00:16:43political interest, I think we don't want
00:16:46to see that mirror that someone gives us to
00:16:49recognize our mistakes and work on those mistakes. And why, Mr. Heddžić,
00:16:53you say that in 2018, under great pressure from the international community,
00:16:57it became possible to reach an agreement, so at the
00:17:00state level,
00:17:04uh, why couldn't you later? Well, I believe that this is largely related to
00:17:08the policy of the Republic of Srpska, which does not want to
00:17:11make any compromises at the state
00:17:15level. They believe that they have their own education system,
00:17:18Bosnia and Herzegovina does not have jurisdiction over
00:17:22education from the perspective of their policy, and I think that is
00:17:24crucial, we don't need to talk around it at all. As for
00:17:28the Federation, here I represent the Federal Ministry of Education, we would
00:17:32wholeheartedly accept and very gladly support Bosnia and Herzegovina's participation in
00:17:35future PISA tests. Are you in communication with the Ministry in
00:17:39the Republic of Srpska, are there any discussions or agreements on
00:17:43that matter at all? Very little,
00:17:46however, this is the responsibility of Bosnia and Herzegovina, it should
00:17:50be done by the Ministry of Civil Affairs with agencies,
00:17:53so this
00:17:55uh coordination between
00:17:59lower levels of government and lower
00:18:03ministries is lagging. Yes. But when we look at the results
00:18:06of our students, Mr. Ibrahimović, there have never been more excellent students,
00:18:10there have never been more students with all fives in our schools either, maybe
00:18:14that's considering the fact that the situation is the same in the Republic of Srpska,
00:18:18maybe that's an indicator for them in the Republic of Srpska that such
00:18:21tests are not needed, because we have never had better successes, or rather achievements
00:18:25of students, let's try to answer
00:18:28it like this, unfortunately in Bosnia and Herzegovina we do not have
00:18:32a serious strategic decision on what we want for society.

00:18:56so on, they have set some long-term period of how they would actually
00:19:00achieve it, of course there are no international researches as an additional
00:19:03tool that would help to do some strategic things.
00:19:07And as for the question, I will now answer the question related to that part, but somewhere it is important
00:19:11that Bosnia and Herzegovina in the meantime, besides PISA 2018
00:19:14and TIMSS 2019, when students from
00:19:18all over Bosnia and Herzegovina participated, conducted the TIMSS
00:19:212023 research and ICLS achievements, digital
00:19:24achievements of students in 2023. Students from the Republic of Srpska did not participate in that
00:19:28research, nor did students from the
00:19:30West Herzegovina Canton participate, so nine cantons from the Federation of Bosnia and
00:19:34Herzegovina participated, Brčko District participated, so somewhere in... how much

00:19:41ways to ensure that at least regions of Bosnia and Herzegovina that would like

00:19:56which show that education in Bosnia and Herzegovina
00:19:59is not of good quality at all levels in all parts and so

00:20:062024, that we got for example the latest results from TIMSS
00:20:0923 and ICLS 23, we
00:20:12did nothing to
00:20:15utilize the results of international research for
00:20:18changes within education, whereas a large number of cantons
00:20:21in the Federation of Bosnia and Herzegovina are implementing curricular
00:20:25reform, I haven't seen the connection between what
00:20:29the recommendations are, national reports
00:20:32conducted by the Agency for Preschool, Primary and Secondary Education at the level of Bosnia and
00:20:35Herzegovina actually,
00:20:38used as advocacy for serious fundamental changes
00:20:41in education. The second, the second problem that arises here is that we actually
00:20:45are not an educational
00:20:48culture that nurtures research as evidence, meaning we
00:20:52seriously research what is happening in schools, this level
00:20:55of grades that we give and we think that it is serious
00:20:58feedback to children, parents and educational
00:21:02authorities, it actually isn't, so
00:21:06of course we know that the complete illusion
00:21:08of the average of general students, the average of schools, the average
00:21:12of students in different cantons, different levels, it says nothing, but we
00:21:16actually have very little, I would say almost none,
00:21:20research that talks about how educational
00:21:23institutions help young people to
00:21:26mature into serious, mature people, not just to
00:21:29have, I don't know, a certain amount of knowledge, but what they do with that
00:21:32knowledge, how they position themselves in society, how
00:21:36they participate or grow in something called a democratic
00:21:39society that should nurture responsible,
00:21:42educated, active citizens who care
00:21:46about what their environment will be like, what their
00:21:50community will be like, how they can help someone who needs help, how they can
00:21:53use their knowledge to, in some way, build
00:21:57space with other colleagues. A school cannot do
00:22:00everything, a school can do one part of it, and unfortunately,
00:22:04looking at these pre-election programs
00:22:08of political parties before the general
00:22:12elections in 2026, for example, I don't think
00:22:15any political party, I haven't been able to check in detail, mentions
00:22:18international research as an important factor
00:22:22in the development of education for the next four years,
00:22:25so absolutely, we still have this whole series of commonplaces,
00:22:29dual education, adaptation to the labor market, blah blah
00:22:33blah, so there is no serious political
00:22:37advocacy for fundamental changes in schools, because this
00:22:41kind of school we have now in Bosnia and Herzegovina doesn't
00:22:43function, doesn't work, for example, the data from PISA
00:22:462025, neighboring country Serbia, one third of students
00:22:51said that being in school is a waste of time.

00:25:02of education, that is, that the school, even if
00:25:05the ministries decide to go into reform
00:25:08processes, schools must create a space where these
00:25:12reform processes can be implemented and if you
00:25:15say, yes, we will want, we want to work on some outcomes
00:25:19now and we want... to show functional knowledge, if the school does not have
00:25:22the possibility for that to
00:25:26paper, we are turning in that vicious circle where we
00:25:29adorn ourselves with some decisions, some papers,
00:25:32some guidelines, but they do
00:25:35not function in practice, then you are wasting
00:25:39money if that money does not have functionality in
00:25:42the direction it should be, that is the
00:25:46vicious circle of the federal ministry, because we, and everything is vicious with us.
