00:09:50transnational crime, illegal fishing and narcotics
00:09:53trafficking. if confirmed, it will work to deepen our
00:09:56security efforts in support of these areas of mutual
00:10:00concern. finally, i would be remissed not
00:10:03to mention that Cabo Verde made its first ever appearance at the FIFA World Cup
00:10:07this year, and became the smallest country ever to make it to the knockout
00:10:11round of the tournament. It was moment of tremendous national pride
00:10:15for Cabo Verdans and brought this small nation into the American
00:10:18consciousness. I hope to build on this momentum to bring our two
00:10:22countries even closer together. If
00:10:25confirmed, I will work every day to to
00:10:44with uh uh, Miss. I'm,
00:10:48I'm the senior Republican on the intelligence committee as well as being here, and we
00:10:52hear a lot, I mean a lot about the... artic uh in the
00:10:56intelligence committee. um, I'm always impressed with the fact,
00:11:00and not in a good way, how little it gets covered in in the
00:11:03media, and uh, particularly with the issues that are there, so
00:11:07this gives us an opportunity to highlight some of those
00:11:10issues, so I'm going to give you a minute if you'd like to talk about some of the
00:11:14challenges and maybe drill down into an example or two
00:11:18as to why the artic is important
00:11:21and uh why we should take it as such.

00:11:29to really try to explain. I think you're exactly right, there's there's
00:11:33a a little bit of lack of understanding and
00:11:38the Arctic and and what this role would would encompass.
00:11:42Um, as as I said earlier in my remarks, the the ice is melting
00:11:46in certain parts of the Arctic, it is opening the navigation
00:11:49seaways, we're seeing increased traffic of Russian and
00:11:53Chinese ships, there's "there's quite a bit of vulnerabilities and gaps
00:11:57up in the high north, we rely very heavily on our
00:12:00our fisheries, on on the salmon industry up in the Alaska
00:12:03region, there's a lot of national security,
00:12:07economic security concerns when it when it comes to the high
00:12:11north, and being able to explain, I i'd say, especially from a
00:12:14public topomacy standpoint will be, I think quite critical for this role
00:12:18and and this and this opportunity to serve um to really be able
00:12:22to explain that strategic." when it
00:12:25comes to also countering the milign influence of China and
00:12:29Russia that that are in the region, opening
00:12:32opportunities to see what kind of access we have when it comes to critical minerals
00:12:35and energy resources and then finally
00:12:39building those coalitions and those partnerships with our
00:12:43arctic nations across the board and not just with the arctic council but
00:12:46beyond that as well, we have lot of arctic observer states
00:12:50including Japan,
00:12:53Korea, and for example, so it is a
00:12:57global issue uh, when we think about what's happening in the world today, everyone focuses
00:13:01on certain choke points in the middle east and so forth, where where
00:13:04this the arctic can be truly new frontier um if we put the
00:13:08right focus and capabilities behind it. thank you. well thank
00:13:12you, i think you've got that just right uh, it's going to
00:13:15continue to grow in importance, particularly is uh as the
00:13:19use in the navigation gets uh uh
00:13:22gets uh more use up there uh Mr. Gellen,
00:13:25um, as I noted, I i participated in that meeting at the
00:13:29at the request of the president with
00:13:32the C5 plus one, and I have to tell you, I was
00:13:36uh, I was incredibly impressed, I see
00:13:39people from all over the world from the 200 countries,
00:13:42and never saw much of the C5 plus
00:13:45one, but when um, when the war
00:13:49started, they they came to see me and wanted to underscore the
00:13:53fact that uh, the they did... have anything to do with this and they didn't want to
00:13:57participate in that, even though uh the Russians had uh
00:14:00strongly uh urged them to do so,
00:14:04but uh, in any event, I was impressed when we had that meeting with
00:14:07them, and I think saying that they have an interest in
00:14:11engaging with us is an understatement. I was, I was
00:14:14really surprised at their
00:14:17relationship with us uh, economically and
00:14:21and every other way, so um, your thoughts on that?
00:14:28Thank you, Mr. Chairman, and um for that for
00:14:31that question, but also thank you for your support and participation in
00:14:35the C5+1 summit. Truth be told is throughout the my foreign
00:14:38service career, the most effective moments we had when when
00:14:42engaging partners and influencing those who were teetering
00:14:45back and forth between us and maybe other powers throughout the world was
00:14:48when there were the the legislative branch and the executive
00:14:52branch put up a united front and they saw... there was no daylight between
00:14:56constitutional branches and so where American policy
00:15:00was heading, so thank you so much for President Trump's efforts to
00:15:03press forward and reinvigurate and and to
00:15:06maximize
00:15:08uh Kurga's republic's participation in the C5 format. It
00:15:12is a difficult strategic context for the Kirige
00:15:17their economy is dependent on remittances from
00:15:19Russia and upwards of 90% and some estimates out

00:23:56seek to put greater pressure on Serbia to sever its ties
00:23:59with Russia, so that it can support it stated
00:24:03interest in pursuing EU
00:24:05membership.
00:24:08Senator, thank you so much, that's a difficult but
00:24:11important, very important question, I think there are number of
00:24:15ways in which one turns to enlighten
00:24:18Serbia about the... disadvantages of deeper
00:24:21cooperation with Russia and the advantages of cooperation with the
00:24:25United States and I think there are number of variables
00:24:29in there that you want to address including helping them develop
00:24:32energy reduce their energy independence or their
00:24:36dependency on Russia, I think is an important element of
00:24:39that. Number two, I think is to
00:24:43work to urge the Serbians to
00:24:46create a environment that allow.
00:24:50american companies to compete fairly and to become
00:24:55the economic ecosystem of Serbia. I
00:24:58think also deepening our
00:25:01conversations over military cooperation become an
00:25:05important element as well, so those are all
00:25:08things that need to be done, the more to be sure, but certainly
00:25:31Mr. Johnson, we passed um, last
00:25:35year, the Western Balkans democracy and
00:25:38prosperity Act, which requires the administration
00:25:42to sanction within 90 days any actors who
00:25:46are responsible for undermining peace, stability or territorial."

00:25:55still not imposed any sanctions despite what
00:25:59appears to be clear sanctionable conduct.

00:27:21now, again we're in the political climate and rhetoric is on
00:27:25all sides uh is before next month's elections
00:27:29in Bosnia and Herzegovia, but I can assure you senator,
00:27:32confirmed that I'll be a strong advocate
00:27:35for what was stated in the NDA and be able
00:27:39to uh provide
00:27:42uh our country uh accurate portrayal of exactly what

00:27:49make recommendations about how you think we should respond to what's going
00:28:08academia, and that you've also got have lot of experience
00:28:11in practice, in your previous government service
00:28:14involves international religious freedom, one of your
00:28:18previous ambassadorial roles involved that in particular, you see
00:28:21any particular aspect of your
00:28:23service uh in Serbia that will benefit from that, and what do you
00:28:27think of some of the religious freedom issues you might confront
00:28:30there uh sen thank you for that
00:28:33question and recognition of the importance of that
00:28:36issue. Serbia is of
00:28:40course predominantly a serbian
00:28:42orthodox and strongly support uh the
00:28:46capacity of people in that context to worship freely in whatever
00:28:50way they think appropriate. At the same
00:28:53time there are other religions as well, there's certainly adherents
00:28:57to Islam, there are other Christian faiths there as
00:29:00well, and if confirmed.
00:29:02"I would certainly strongly urge the Serbian government to uh
00:29:06ensure that everybody have that capacity as they are
00:29:10obligated under the UN treaties to
00:29:13preserve uh freedom of thought, conscience and belief as
00:29:17well as freedom of a simbly uh in all of its
00:29:34the energy and natural resources committee, I'm always interested in energy issues around
00:29:38the world, anything there of interest to you on
00:29:42the energy front? I think the yes, senator,
00:29:46the energy front is very important at the moment, while on with
00:29:49respect to electrical energy, they are largely self-sufficient with about
00:29:5370% produced by coal and about 30% by
00:29:56hydroelectric, but over 80% of their liquid
00:30:00natural gas natural gas is imported from
00:30:03Russia uh and they also have
00:30:07Russian ownership of their major energy company
00:30:10those those issues need to be addressed and if confirmed I
00:30:14will certainly continue to urge that NIS
00:30:18be there be a change in ownership and
00:30:21control from Russian ownership and control to something else which is under
00:30:25negotiation as I understand it in addition I think looking
00:30:29at completion of pipelines uh from the west. that allow
00:30:33them to get energy sources become very important in terms of their
00:30:37capacity uh to engage the
