00:10:45for ethical reasons, precisely because they know that in
00:10:47the 21st century it is completely inappropriate to
00:10:50deliberately deprive an animal of its
00:10:54freedom. To breed a wild animal in captivity
00:10:57to be a slave, to be an exhibit, whatever,
00:11:01so, the money of all citizens goes to
00:11:04this kind of game, to this cruel
00:11:07game, actually the arrival of new
00:11:10individuals, we believe that the city of Zagreb should
00:11:13now make a concrete move, which is
00:11:16definitely stopping the breeding and bringing
00:11:20of new wild animals into the zoo, so

00:11:30educational institution, where actually

00:12:08lion is doing in the city of Zagreb, well that's not just
00:12:11far from its climate, it's not even on its continent,
00:12:15so let's just be realistic and say

00:12:21them in the wild, let's not exploit them for our
00:12:25entertainment, because there's nothing else here but exactly one

00:14:35because we can only educate children in zoos to
00:14:39show them that it's okay to imprison animals for our
00:14:42entertainment, then we wonder when they want to have
00:14:46an exotic animal at home, I mean, there's no difference, an animal
00:14:50suffers in captivity, wild, exotic, and just as individuals shouldn't
00:14:53have them, neither should cities, and I repeat, with common money
00:14:57financing all of it, so
00:15:01there's no education here, except bad education, there's no
00:15:03preservation of animal species, but precisely this
00:15:07deception, I repeat, people are no longer uh so
00:15:11foolish, if I may put it that way, to think that
00:15:14a lion who will spend its entire life
00:15:17in captivity behind bars in the city of Zagreb
00:15:20uh will do anything for the well-being
00:15:24of lions. somewhere on another continent where they are endangered,
00:15:27I mean, that's the reality, Mr.
00:15:31Oman, not so long ago a case of severe
00:15:33neglect of animals shocked
00:15:37Croatia, a case in which all
00:15:40institutions actually knew, although they claimed that they didn't
00:15:44really know that it was difficult to uh

00:15:54in Dvor, dozens of dogs, some
00:15:57alive and some dead, and other animals were found, you are demanding

00:16:13that's right and with full justification, namely, this case was known
00:16:17for years earlier, not only
00:16:20did citizens report
00:16:22shocking footage was released in the media, uh, but
00:16:26it was clear that the inspection uh in some
00:16:29way legalized it, meaning it ordered, I don't know, vaccination,
00:16:32microchipping, then it allowed it to develop further without any
00:16:36control, of course..." The result that happened is unfortunately not
00:16:40the only case that showed that our system for controlling the
00:16:43animal protection law is completely non-
00:16:47functional, citizens who report it really
00:16:50know that, it's constantly a blame game
00:16:54and constant justification from the veterinary inspection that they now have
00:16:58a problem with, I don't know, swine flu or something, they can't
00:17:01deal with animal protection similarly and we truly saw that it's...
00:17:05a systemic problem where the animal protection
00:17:07law, when it came into force,
00:17:11simply needed, needed an institution to enforce it, but
00:17:15that unfortunately did not happen, instead of creating
00:17:18an animal protection inspection, so
00:17:21uh that these would be inspectors who exclusively
00:17:25deal with the animal protection law, it was transferred to the veterinary inspection.
00:17:29The veterinary inspection primarily acts according to the veterinary law,
00:17:33the health law and other laws that are related
00:17:36to... to health - then
00:17:39animal welfare simply did not have a place
00:17:42and still doesn't today, and that's why we believe that a
00:17:46serious reform of the system is needed so that such
00:17:49cases simply do not happen again, all of this could have
00:17:52been prevented, everyone knew about it, institutions knew
00:17:56about it, but unfortunately everything that could have been done
00:18:00was simply not done, mm, we can now
00:18:05the dead man mm who... is the owner of
00:18:08those dogs, but let's be realistic, the competent institutions
00:18:12should take responsibility, so, as much as that
00:18:15man is to blame, certainly those who were
00:18:19supposed to control all of it are to blame, they knew about
00:18:22that case, unfortunately they did not do their job properly,
00:18:25I repeat, throughout Croatia the situation
00:18:29simply does not work, it's really
00:18:31alarming, that's why we held this protest with a clear
00:18:34demand that we want reform of the veterinary inspection,
00:18:38we want simply a system that will not play games with citizens, but that
00:18:42will act according to the animal protection law and punish all
00:18:45those who do not adhere to the basic rules of the animal protection law,
00:18:49regardless of whether they are citizens, whether they are
00:18:52associations, whether they are veterinarians, whether they are mayors
00:18:56or heads of municipalities, the law applies equally to everyone and where we have
00:19:00order, there everything simply works, so we
00:19:03don't have problems with the animals themselves but with the people
00:19:07who keep them outside the law, keep
00:19:10them improperly, keep them inhumanely and of course then create
00:19:14problems for animals, as well as for other people and
00:19:18the entire community, so we need law
00:19:21enforcement very simply, the statistic I read somewhere is
00:19:25startling, it says that approximately
00:19:2810,000 animals mm
00:19:32are abandoned during the summer months, so
00:19:36your campaign, family to the sea, dog to
00:19:39the street, which is always active during these summer
00:19:42months, in order to actually raise awareness among all those who
00:19:46have decided to take on the responsibility for a living being to
00:19:49stick to it until the end, a dog is not something that lasts six months
00:19:53as long as you like.
00:19:56Exactly, that's the main message, people often
00:19:59carelessly acquire pets, in this case
00:20:03a dog, which often turns out to be, I don't know, a present for an argument, which
00:20:07we... always say no, a big no,
00:20:10in any case, we believe that animals should not be gifts at all, they should not
00:20:14be objects of purchase,
00:20:17trade, but people should, if they already have the conditions,
00:20:21first, the whole family should consider whether for the next
00:20:2415 years they will have enough money,
00:20:28time, desire, will for that, the whole family, then they go to
00:20:31a shelter for a dog, it's really tragic that in Croatia
00:20:35we have such a large number of abandoned animals, that, that is,
00:20:39that's actually our shame, it shows how we
00:20:42treat animals, of course, it's a
00:20:45minority, a large minority of people, but look how much trouble can
00:20:49a minority create, so it's really about
00:20:5210,000 abandoned
00:20:55animals, or rather dogs, where are the cats and other
00:20:59animals that are abandoned, so in just
00:21:02one year, shelters are full and now imagine in that situation someone
00:21:06is looking through classifieds and looking at how many hundreds
00:21:10or thousands of euros they will pay for a dog, in that way
00:21:14they leave an animal in the shelter, not just that
00:21:17animal, but they also leave
00:21:20an empty space for an animal when it can finally come to its place, so when
00:21:24we adopt an animal, we directly save the animal we
00:21:27adopt, but we also free up space in the shelter for
00:21:31those who still, well, don't even have the opportunity to be advertised
00:21:34for adoption, and the third thing, we do not participate in that
00:21:38cruel pet industry, so
00:21:41simply because we did not give money to that
00:21:44cruel business, it simply does not, at least
00:21:47not with the help of our own... money, there
00:21:51is great suffering on all sides and we can stop it
00:21:54by thinking about the fact that an animal
00:21:58needs castration, we often forget that, unfortunately
00:22:01in Europe we are lagging behind in the number of dog
00:22:05and cat castrations, uh,
00:22:08we simply realize that it is the main legal obligation, it
00:22:12is prescribed, so the control of pet breeding
00:22:15is clearly prescribed by law as
00:22:18an obligation, precisely castration is where... we can help
00:22:21dogs and cats more so that they have an easier coexistence with us and, most importantly,
00:22:25that they do not breed uncontrollably mm
00:22:28then where is microchipping treatment food
00:22:31and what is also important, spending time with the
00:22:34animal itself, so dogs and cats are social beings and
00:22:38need our presence, we cannot use them in a way that, well, now they are
00:22:42interesting because, well, the children are small children, the puppies are small, now they
00:22:45are playing, then when we get bored of them, we will put them away like objects and
00:22:50behind the house on a chain to die, for example, now in this
00:22:53heat, can we imagine that suffering which is physical, but also
00:22:57psychological for a dog that cannot understand why it is
00:23:00now put on a chain, why its pack, its
00:23:04family abandoned it and so on, those are sad moments,
00:23:08those are, those are simply scenes that tourists should not
00:23:11see in our country,
00:23:15we certainly believe that abandoning animals is fully justified
00:23:19to be punished with imprisonment for up to two
00:23:22years, but we believe that the implementation of these measures
00:23:26of castration, microchipping needs to be much more strictly controlled,
00:23:30because the goal is to actually prevent rather than
00:23:33treat human irresponsibility, of course
00:23:37we can help a lot by not buying animals, but by
00:23:41adopting them, by volunteering in shelters, by simply promoting
00:23:44adoption as a noble act, which it truly
00:23:48is. Which countries, in your opinion, have well resolved
00:23:51the issue of animal welfare, we touched upon
00:23:55Croatian shortcomings or deficiencies in Croatian
00:23:58law, which countries do you think are leaders in
00:24:01some way in that area?
00:24:04Well, look, there are many European countries that have simply
00:24:08solved the problem, they solved the problem of course with strict laws,
00:24:12education that was systematic, meaning that it was not
00:24:16solved by associations, but precisely by local,
00:24:18regional at the national level, and their
00:24:22shelters are simply half-empty, their shelters serve precisely
00:24:26for when an animal is in distress, not
00:24:29like with us when shelters are actually services for citizens' irresponsibility
00:24:33and that everyone thinks that when they no longer like
00:24:36how an animal behaves, that they can simply throw it on the street, someone
00:24:40will pick it up and put it in a shelter, it cannot function like that and
00:24:44it is sad that we have managed to solve the problem with cars, that we
00:24:48cannot park it anywhere, we know...
00:24:50we will get a fine, we will not even complain because we have no reason to,
00:24:53we will pay that fine, then for example, that's how we treat
00:24:57living beings for whom we are not obliged to care, so
00:25:01everyone decides, it's their choice whether they will care for
00:25:05a dog or a cat and certainly if they don't have
00:25:07the conditions then it's better not to care for them,
00:25:11not to keep them, they are a greater friend of animals, than if they
00:25:15he actually takes it and then neglects it, keeps
00:25:18everything on a chain, lets them roam around
00:25:22not caring if they will be hit by a car or similar. So
00:25:25such things are terrible and actually speak about us
00:25:29humans. Animals are exclusively victims, and
00:25:32we have good examples abroad where we can
00:25:36simply see how we can apply this
00:25:39here, although I must say that
00:25:43unlike abroad, we must have much stricter laws
00:25:46and of course the prescription of penalties. For example, I will tell you...
00:25:50microchipping, which when it came out abroad was the same as when it came to us,
00:25:54people accepted it themselves without any laws, and some
00:25:57countries have an incredibly higher percentage of total
00:26:01microchipped dogs. Than us where it is mandatory and where
00:26:05penalties are prescribed. So we simply have a different
00:26:08mentality and here people enforce the law not when
00:26:12it is prescribed, but when they see if it will really be enforced, if
00:26:15it will really be punished. So let's punish, I think that is
00:26:19the best form of education. I think that if microchipping, for example,
00:26:23has been mandatory since 2004 for
00:26:26puppies, and then 2006 for everyone, I think in today's time
00:26:29to be, how shall I say, warning someone? Instead of
00:26:32punishing, I don't think it makes sense, especially since microchipping
00:26:36is the smallest item that will need to be done
00:26:40for their dog. So if they are not able to stand behind
00:26:43that responsibility with their full name, I really
00:26:46see no other way but to strictly punish, and
00:26:50local communities have a duty to control. So every city and municipality
00:26:54should visit every household
00:26:57to verify if all dogs are microchipped.
00:27:00Now, we come to the point that cities and municipalities are extremely important in

00:27:25so that they simply think that it is cheaper to
00:27:28pay, even for some irresponsible person, for
00:27:31castration. Their dogs and cats, that it is still cheaper than taking care
00:27:35of, for example, a female dog with six puppies or
00:27:38a cat with seven kittens. So simply castration is
00:27:42definitely a humane means,
00:27:45effective, which helps both animals and
00:27:48people who have applied it in many countries to get rid
00:27:52of these unwanted offspring,
00:27:55meaning to get rid of human
00:27:57irresponsibility. I mean, we know the tools, I think we know what needs
00:28:00to be done, it just... it needs to be dealt with equally
00:28:04across the entire area. Currently, we have a situation where, for example, in one
00:28:07county we always have good examples, two or three
00:28:11municipalities or cities truly do everything according to the law, including education, castration,
00:28:14microchipping. But unfortunately, 10 or more local
00:28:18communities haven't even done the basic things according to the Animal Protection Act,
00:28:22what will happen, of course, the enforcement of the law
00:28:25falls, and the burden goes precisely to these good examples, because
00:28:29of course, not everyone knows about borders and a stray dog will simply arrive
00:28:33in a municipality where it will be cared for. That is not fair
00:28:36and it is clear that this needs to
