00:08:50morning till night, it has become almost
00:08:53normal. Do you agree with that, and if you do, how
00:08:57did that boiled frog get cooked in the end? Mm, many
00:09:01factors are at play, I agree with my colleague Professor Kišićek.
00:09:05Uh, I think we live in an attention economy and
00:09:09everything is formatted that way on the one hand, social networks
00:09:12that reward cheap emotions and anger, on the other hand
00:09:15politicians who clearly cannot enter the media space
00:09:19without quips, without images and metaphors that often go
00:09:23too far, and the third factor in my opinion are the media that failed
00:09:26to be that kind of protector of public space
00:09:30enough, but decided to play the game of social networks precisely
00:09:33because of that spread, they did not manage well enough to preserve that
00:09:37educational moment and let these things into the space,
00:09:40now it is difficult to bring those standards
00:09:43back because not a single one actually if we keep the economic
00:09:46logic that because look at for example the Parliament, I unfortunately
00:09:49watched most of the Parliament sessions, especially around Gospić and
00:09:53so on, those 20-30% of people who really prepare
00:09:57have very substantive and formatted discussions that
00:10:01concern those people who are not personal relationships, animosities or
00:10:04similar, often unfortunately go under the radar, because they were late
00:10:08asking when the media had already done all the preparations for some of their
00:10:11news cycle. Or because they are not attractive enough to get through, and
00:10:15realistically they are substantive. That's the game of all these stakeholders
00:10:19in that ecosystem, of which someone has to start taking responsibility.
00:10:23I think the media have the strongest role here.
00:10:25Because they can very quickly bring about a paradigm shift. If
00:10:28we expect that from Big Tech and social networks, it won't happen. They live off
00:10:32that. If we expect that from politicians, then we are mistaken, because for the
00:10:36last 10 years it has been shown that we cannot trust them on that matter, although
00:10:39not all are the same. So, in my opinion, the media should take
00:10:43a much stronger role in filtering such things, because
00:10:46then there will simply be no more interest, mm, but then, besides
00:10:50public media financed by our money, the question of that
00:10:53economic logic arises, which again returns, it is very similar to
00:10:56that of social media, yes, that is
00:11:00unfortunately, that is unfortunately the reality and there
00:11:03is no model that has proven phenomenal and successful in this
00:11:07short period of humanity, to return
00:11:10to some of those settings or
00:11:13communication in the public space, so that is a topic that
00:11:16definitely needs to be discussed more, setting some new rules, new
00:11:20standards, because otherwise we actually have a very negative trend,
00:11:23mm, regarding this... "how all that changed over the last
00:11:2710 years, let's say about ten years,
00:11:30mm, how did that happen, well I think, is it
00:11:33besides these social networks and everything, is it part of the political culture that is
00:11:37observed abroad, certainly, certainly, certainly, is it actually
00:11:41that easier path, but that easier path also has great consequences, because if
00:11:45the top of those whom we elected to lead the country communicates in
00:11:49this way, then everything that comes down, why would we care, absolutely,
00:11:52why would some local sheriff or some regional..." governor or some
00:11:55councilor respect the rules and norms of social
00:11:59communication, if, for example, the prime minister, president, or whatever,
00:12:02simply why then that social
00:12:05decency? I agree, that is indeed a big problem and
00:12:09I think we are making society much more toxic than it should be because of it. Substantive
00:12:12debate has actually fallen into the background. We are dealing with cheap emotions.
00:12:16Populism has greatly contributed to this. Extreme views have greatly
00:12:19predominated because the problems in our society are actually more
00:12:22complex than ever, and constantly...
00:12:25cheap and quick solutions are offered that are not realistic, which may sound good at
00:12:28first, but realistically have no substance underneath. Yes, but on the other hand,
00:12:32for example, elections are now, I think, in seven EU member
00:12:35states next year, in France
00:12:39and uh, Germany, certain trends are already visible. AfD has
00:12:43achieved an excellent result in the province, um,
00:12:47many, even educated people, vote for and consider Marine
00:12:50Le Pen. These are all those who offer precisely such solutions, because if you look at
00:12:53their content, what they say they will do
00:12:56is A, the question is whether it is possible, B, the question
00:13:00is what is the price? I mean, Meloni was like that too, if we take a
00:13:04European example, she reformed as soon as she came to power. That needs to be taken into
00:13:07account, and one needs to be realistic about it. On the other
00:13:10hand, this comes as a consequence of bad governance, bad
00:13:13communication of all these years by mainstream parties. We have to be honest, people are simply
00:13:17disappointed with the way things function. On the other hand,
00:13:20it has never been harder to be a politician, honestly, and
00:13:24actually that's now... that interplay of all those stakeholders, as I said,
00:13:27Le Pen is not from yesterday, it's a wave that comes in multiple
00:13:30times, it was defeated and AfD was also postponed
00:13:34actually, but since nothing has changed much in the meantime,
00:13:37those same people are coming back, and the problems have remained the same, or
00:13:41grown. Let's go back to communication in Croatia, the Gospić case, from
00:13:44a communication perspective, how it was communicated from the position
00:13:48of the government, from the position of the initiative Gospić is our home,
00:13:52the opposition, well actually that's a phenomenon. An informal case study
00:13:57communication that I am sure will be taught in faculties
00:14:01across the country and maybe even wider because it had very big
00:14:05consequences not only on the government's rating, similar relations within
00:14:08the coalition, but on various micro-environments that
00:14:11now, as Professor Bagić said, have the so-called Nimby effect, not in my
00:14:15backyard, so they don't want to take on the remediation
00:14:18of the political damage of the ruling coalition in their backyards.
00:14:22Some communicate this publicly, if so. Uh, in the end,
00:14:26members of HDZ or members of coalition parties
00:14:29in their local communities, so uh,
00:14:33if we add to that the initiative which communicated very well, turned
00:14:37a local problem into a national issue par excellence, after
00:14:40two years of disciplined effort then it's actually a very, very
00:14:44interesting case study from a sociological but also communication
00:14:48perspective, we'll see how it all plays out, but it was precisely with your
00:14:51colleague Hanan that I was a couple of weeks ago when there was an extraordinary
00:14:55session, I warned that the biggest risk for the government and
00:14:58HDZ was the so-called snowball effect, if another ball of events
00:15:02starts rolling, if the process gets out of control, as it
00:15:06obviously did, much
00:15:08earlier than those prime minister's press conferences, to be honest,
00:15:11then that thing, that story becomes uncontrollable, it can start
00:15:15causing great damage, now it is actually still the number one topic for a month
00:15:19now, how communication changed, I remember very well
00:15:22a couple of months ago, maybe even more
00:15:25than that, the co-ruling parties somehow,
00:15:29even those parliamentary questions, they were from earlier, Mrs. Rešković
00:15:33or Mr. Troskot, you know, that was, don't bother us with
00:15:36that. "Then it was, no, we are
00:15:40here, what are you talking about? So, a kind of minimization,
00:15:43de-dramatization of the situation, then all that changes, now we are
00:15:47slowly hearing, I heard Minister Vučković yesterday, how timidly, but
00:15:51surely, she is already slowly admitting that the ministry
00:15:55could have done better. Branko Bačić did that, the new
00:15:58chief state inspector, whom we finally have, did that.
00:16:02That process is changing, it is changing because, in my opinion, the mistake was in
00:16:05the beginning in understanding the choice. of the problem, that was attributed to
00:16:09opposition activity, the opposition realistically latched onto social
00:16:12initiatives, that is, the initiative Gospić is our home. This was
00:16:16a crucial communication mistake, because
00:16:19the source, but they started dealing with some political context, and that
00:16:23further motivated people to come out in large numbers to protest, mm,
00:16:27how much damage can there be if the avalanche continues, for example,
00:16:30today Gospić will be discussed in the European Parliament indirectly,
00:16:34but it will. Then the people of Gospić are going. "to
00:16:38Brussels, as far as I know, it seems that this story continues. The story
00:16:42continues, the damage actually depends on how, among other things, the
00:16:45government will approach all other steps. Will this scientific
00:16:49council contribute to informing the public or will it be something completely different and
00:16:52play some political role? What do you even think about the idea of a scientific council, which also
00:16:56caused a whole series of reactions, because of
00:16:59the appointment of Kruno Capak, but realistically, I have no problem with having much
00:17:02more informal views, much more scientific facts discussed in the media,
00:17:06and some things explained." That moment where Dorch releases
00:17:10the findings for the first time, which were actually the
00:17:13key trigger for this whole story, and then he doesn't allow
00:17:16the experts who worked on it to explain them publicly,
00:17:20opens up a lot of space for reinterpretations, for misinformation,
00:17:23and eventually even for false political point-scoring. One
00:17:27also has to be honest here. Now we have a whole
00:17:30communication chaos which we will see how it unfolds in the ratings,
00:17:34and we will see how much the government's actions will be able to follow the
00:17:37process. What about Našice and Istria,
00:17:41or Raša? There are a lot of events there. Istria is a bit
00:17:44more "brave" in quotation marks. Našice is preparing some informal protests, as far as I saw, on
00:17:47Saturday, but there is this civic resistance, and there are also political
00:17:51repercussions. Yes, actually it is now spreading capillarily to those
00:17:55locations. First, HDZ mayors refused to take part in
00:17:58the remediation due to their own problems, both in Zaprešić and in Bjelovar,
00:18:02Hrebak, and in Karlovac and so on. Now we have many such locations
00:18:06that are becoming new hotspots. The second thing is that
00:18:09the media discover, and citizens report, various
00:18:13dumps across Croatia. This also fuels the story further. If
00:18:16we now return to Istria and Našice, these are perhaps the most egregious examples because
00:18:20300 tons of that waste ends up there,
00:18:24divided between two cement factories. Uh, in
00:18:27Istria it had a serious effect. At 3:30 on Tuesday there was a protest
00:18:30in Raša. That's a strange time, but it managed to gather between 500 and
00:18:34700 people, which is no small thing. If the time had been different, "the turnout
00:18:38would surely have been higher. After all, it's not a big place either,
00:18:41it's not a big place, but okay, Labin is also close, there are now a lot
00:18:45of interested people in Labinština and Barbanština, and among
00:18:48other things, I am personally interested in the municipality of Raša, because it is very
00:18:52important to me, uh, from some of my personal reasons,
00:18:55and actually we have a good thing, and how do the
00:18:58citizens feel when you already know them? They are very dissatisfied, very dissatisfied because they have
00:19:02the feeling that they are actually, I mean, generally, there is much more
00:19:05than just some kind of relationships, problems, and projects dragging on in
00:19:09that local community, and this was actually the drop that spilled the beans,
00:19:13the cup, excuse me. The protest was, it can be beans, it can be beans,
00:19:17uh, not only was the protest strong
00:19:21that this tremor continues in Istria, an extraordinary session
00:19:24of the Istria County Assembly was convened, meaning it has consequences
00:19:28on political relations within the county, so it will be
00:19:31very interesting to watch all these dynamics. We'll see what happens in Našice on Saturday,
00:19:35and what citizens say is that they simply don't want that to happen
00:19:38there anymore. Actually, I think the common denominator is distrust,
00:19:41distrust, even rational citizens whom I saw in
00:19:44Vox Populi and read comments,
00:19:47uh, simply no longer have trust in those institutions that tell them
00:19:50what to do with that waste. On the other hand, there is no
00:19:54communication or openness from Holcim to calm
00:19:57this situation, to present studies, to hold a town
00:20:01hall meeting like in America or Great Britain, where you actually answer
00:20:04those concerns at a public forum. And everyone has somehow retreated
00:20:08into a defensive posture, leaving an empty space for reinterpretations of everything,
00:20:12and the growth of worries and fears. No one is addressing that, which is, in my opinion,
00:20:16a key communication problem. What about the relations between HDZ and IDS?
00:20:20That's also interesting, because we all know
00:20:23that the IDS split between two representatives, Dalibor Paus was
00:20:26removed from the position of parliamentary club president because of his views
00:20:30on Gospić, so we will see how
00:20:33that party behaves, which is obviously still divided since the
00:20:37local elections between a faction that would cooperate more with
00:20:40HDZ and a faction that does not see cooperation with HDZ as a good thing for
00:20:44related to that civic participation, if I may put it that way,
00:20:47to translate what you said regarding the vocal
00:20:51culture, we are missing that, it seems, well, it was missing
00:20:55there in Gospić itself when people, let's put aside the opposition and
00:20:58the ruling party, citizens wanted to ask some questions, uh,
00:21:02it seems that this distrust between citizens
00:21:06and stakeholders of power is growing, regardless of the party, regardless of the party
00:21:09affiliation. Did we fail to build
00:21:12in the meantime, when something happens, that those we pay at
00:21:15the state or local level sit down and answer questions directly, not necessarily
00:21:19through the media, uh, I agree that we have not
00:21:23sufficiently, especially politicians have not sufficiently built those bridges and
00:21:27immediate communication methods, except before elections, they are unpleasant, but they
00:21:30are unpleasant, but that is the point of democracy, to listen,
00:21:34communicate, and most importantly, participate, but here we all have to
00:21:38take responsibility for ourselves, if we do not participate in democracy,
00:21:41democracy will be nothing, from the fight for one's own
00:21:45park, from the fight for one's municipality, to the fight for
00:21:48some local national issues, as the initiative Gospić is our
00:21:52home did, that's how you participate in democracy, that's how some
00:21:56things that are important to people at the local level are resolved,
00:21:59and that's why I truly commend, I hope that
00:22:03all others who get involved in political processes will be much
00:22:07more engaged and look at how things can actually move from a dead
00:22:10end. Do you agree with some of your colleagues who claim that there is
00:22:14nervousness within the ruling party precisely because of
00:22:18this case that we are now discussing, because not everyone is satisfied
00:22:22with the way things are handled? Well, I think there's no dilemma there, because the off-the-record
00:22:25briefings in various portals with various views on
00:22:29the political situation are the same: "we have a problem,
00:22:32we must solve it." So, acknowledgments are open. On the other hand, Branko
00:22:36Bačić, and now Marija Vučković, have started to change their tone
00:22:40of communication. They have started to acknowledge citizens' concerns and
00:22:43the slow reaction throughout the process. So, I think
00:22:47that we all can learn something from this, especially
00:22:51the ruling coalition, addresses, they address in
00:22:54their communication the people who did that, but somehow it's never
00:22:58addressed whether the system is set up in a way
00:23:01that minimizes the very possibility of something like that happening,
00:23:05and that, it seems to me, is what is constantly swept under the
00:23:09table. The system definitely needs to be reformed, there's no doubt about that, from the State
00:23:12Inspectorate, which obviously needs to go through some internal procedures that need to be changed,
00:23:16because this level of corruption at the highest level
00:23:20should not be possible in some systemic solution for waste
00:23:23management, and I think there
00:23:27is shared responsibility here, and counties and cities have their role
00:23:30in that. Not everything can depend on communal wardens who will see something
00:23:34and not see something else on the ground. On the ground, what happens is that
00:23:38we all are, but no one is. When the system is
00:23:41set up like that, then it's a big problem, but that's
00:23:44actually what we are looking for, decentralization. On the other hand,
00:23:47then we have a problem in implementation, rather than knowing exactly who is
00:23:51responsible for what. Yes, but decentralization is, it's not, it's not
00:23:54that everything can come from the state, it's not. But decentralization requires
00:23:57money. Okay, that's now a political debate for politicians, it's
00:24:00like you give me a lot, you tell me here are your free hands, do whatever
00:24:04you want, with, I don't know, 10 euros, I mean

00:25:14The opposition, in your opinion, how did it go through this?
00:25:18Most seems to have... done well, considering that they indeed have
00:25:22that representative who pushed that story, and he comes here to
00:25:25me, we talked many times about Gospić when it definitely wasn't
00:25:29a national story. Uh, what about
00:25:32the others, what about SDP and Možemo? Well, if we look at
00:25:36the first snapshot of the rating situation, Most and Možemo got the most.
00:25:39SDP was even in a downward trend. Now we'll see, I think
00:25:43a much better measurement will be interesting, yes, a much better measurement will be, in my opinion, in
00:25:47the segment of next month when things calm down
00:25:50and people take even firmer stances, and then we'll see what the
00:25:54situation is and what the trends are. But I think
00:25:58the opposition did part of the story very well, and part
