00:03:54electronic permits, and databases of
00:03:57five state institutions into a single monitoring system. You're watching

00:04:04and why it's important for the safety of all of us on the road, today
00:04:08I'm joined by Laura Bjondić, project manager at AKD,
00:04:11the company that implemented EADR, and
00:04:14Hrvoje Jerković, technical manager of the EADR project.
00:04:18Hello Laura, hello Hrvoje, welcome to the Tech Radar studio. To
00:04:21start Laura, for viewers who are hearing about EADR
00:04:24for the first time, what does this acronym mean, what does this project
00:04:28mean and why is it needed at all? Hello everyone, the project
00:04:32for monitoring the transport of dangerous goods in road traffic is being implemented as
00:04:36part of the national recovery and resilience plan and the European
00:04:39national digital transformation in road
00:04:41traffic. This project is being implemented because
00:04:45it digitizes the process of transporting dangerous goods. Among
00:04:49other things, it digitizes the process of issuing digital
00:04:52permits for transport of
00:04:55dangerous goods of classes one and seven, i.e., explosives and
00:04:59nuclear cargo. It also digitizes
00:05:02the process of training drivers in the process
00:05:05of transporting dangerous goods, and through tachograph data
00:05:09enables monitoring of the transport of dangerous goods. All this leads to
00:05:12administrative relief and simpler, safer
00:05:16monitoring of the entire process. The project is being implemented
00:05:20in partnership with the Ministry of Maritime Affairs, Transport and Infrastructure
00:05:23and AKD. What is the role of your company, i.e., AKD, in
00:05:27all this and why was AKD chosen as a partner
00:05:31on such a truly sensitive project? That's right, AKD
00:05:34participates in the project as a partner to the Ministry of Maritime Affairs, Transport and
00:05:37Infrastructure and together with the Ministry implements all
00:05:41project activities. Among other things, AKD develops
00:05:44IT solutions in the field of security and identity, as well as
00:05:48solutions for transforming business processes in the transport
00:05:52sector. All this means and guarantees
00:05:55users security and high quality of services.
00:05:58AKD and the Ministry of Maritime Affairs, Transport and Infrastructure have
00:06:02many years of cooperation and have carried out several projects together
00:06:05in the digitalization of transport,
00:06:08and that is why AKD was chosen as
00:06:12a project partner for this project. Hrvoje, let's
00:06:15now talk a little about how the system actually works, what are some of the
00:06:18main data sources that e ADR
00:06:20connects? Well, first of all, we have a carrier
00:06:24who on some portal has to fill in basic information
00:06:28related to the transport he wants to carry out. However,
00:06:31then we come to the permit module, so that's the first module that
00:06:35basically completely digitized the process that is currently done
00:06:38manually. So, it's about a series of
00:06:42various administrative actions, which
00:06:45checks the vehicle, driver, announcements,
00:06:48routes, and so on. These are some key things, where it would be
00:06:51possible to automatically fill in a lot of this data, for example
00:06:55data about the driver himself,
00:06:58which previously needed to be filled in in detail,
00:07:01can now be retrieved from another module, which is the training
00:07:04module, also implemented within this
00:07:07project. So, within the training module, driver
00:07:11training for EADR vehicles is
00:07:14carried out, which until now was done
00:07:17in a, let's say, semi-digital
00:07:19way, in the arrangement
00:07:22of individual schools that conducted the training. Now, this
00:07:26process is unified, meaning there are standardized
00:07:30plans, courses, organization of deadlines,
00:07:33exams for drivers who are interested in
00:07:36obtaining EADR certificates, and everything
00:07:40ends with a verified confirmation.
00:07:42Including the process of issuing AKD
00:07:45cards, i.e., ADR
00:07:48cards, which also confirms
00:07:51in a physical form, what already exists in digital form in the
00:07:55EADR system. Okay, how does that look in practice? For example,
00:07:58I have a truck with a tank with the cargo we heard about,
00:08:02which is leaving, for example, Rijeka for
00:08:05Zagreb, uh, what happens with its data at that
00:08:09moment? Okay, let's start from , say, the day before, when the
00:08:12module was created through the permit module, a permit was created
00:08:16which basically confirms that the company has the right
00:08:19to have a driver, has
00:08:22a certain vehicle, has a tank, and so on. The permit module
00:08:26automatically checks whether all these, all these items
00:08:29are indeed correct. For example, uh,
00:08:32a check is performed regarding the means of transport if it is
00:08:36a truck, uh, at our initiative
00:08:39during this project, in cooperation with the Ministry... and the Croatian Vehicle Center,
00:08:43a special application interface was created
00:08:45through which, through this project,
00:08:49it is checked whether there is a valid
00:08:52certificate for the vehicle in question that is
00:08:56registered in the permit for transport. And now when that
00:08:59vehicle has all that permit received the next day, if it
00:09:02goes on a trip, it goes on a trip, that's right, the vehicle
00:09:05basically when it arrives at the customs office or at
00:09:09the supervisory inspectorate, if it is stopped, in previous
00:09:13variants, i.e., the supervisory inspector had to
00:09:16review a considerable amount of paper
00:09:20documents, right, including the consignment note itself, which is now
00:09:23digitized in this process, uh,
00:09:27it's about being able to easily review
00:09:30vehicle, driver, routes, announcements, and all other information, meaning
00:09:34that, for example, it lights up green on some interface where he can view
00:09:38and with much greater certainty he can know
00:09:42that... What is marked green really means that there are
00:09:46valid documents behind it, he doesn't have to go into the depth of those
00:09:49things, I understand, good, the system must communicate with at least five different state
00:09:52bodies, we said there are the Ministry of Interior, the State Inspectorate, the Croatian Vehicle Center
00:09:56and so on, how did you technically solve
00:09:59the data exchange between so many different institutions? Well,
00:10:03as I gave an example regarding the Croatian Vehicle Center,
00:10:06a secure application interface was
00:10:10created through which an automated service, only from the
00:10:14ADR, can access, can retrieve adequate
00:10:17summaries of only those data that are specifically needed,
00:10:21so all other laws regarding GDPR security
00:10:25of the project at the EU level were absolutely respected during
00:10:28the implementation and development of such specifications. Similarly,
00:10:31other data are processed when we talk about
00:10:34tachograph data, so I haven't yet reached
00:10:38a situation where the supervisory inspector can basically after
00:10:41a certain time get an enriched record regarding
00:10:45all locations where that truck has been in the past seven days,
00:10:48whether the driver respected driving and resting times, and
00:10:52even... We even have speed measurement
00:10:55and similar items, so all these indicators
00:10:59and summaries of key indicators of whether a violation has occurred
00:11:01can be clearly presented to
00:11:04the supervisory inspector. Good, let's look a little
00:11:07at the technical seriousness behind all that, what specific
00:11:11technologies are behind the system, what is the
00:11:14system architecture, what is the level of automation in processing
00:11:17all that data? Okay, so, it is planned
00:11:21that the production variant works with a disaster recovery
00:11:25variant, so we have two active-active locations,
00:11:28and in principle, the rule of synchronous operation is respected, because it must
00:11:32be a high availability system. So, at any
00:11:35moment, if a geographical accident occurs with one location,
00:11:39and it becomes completely unavailable, there are
00:11:42standard procedures by which traffic is simply redirected
00:11:46to the other location via a load balancer.
00:11:49The same applies, so I have given an example of the most difficult
00:11:53disaster recovery scenario. Okay, however, in case of a failure
00:11:56of one application server at one location, we have another one, so
00:12:00we also have a high availability pool that can promptly
00:12:04respond to any such situations, with the most
00:12:07demanding situation regarding databases that work in a synchronous
00:12:10mode, meaning they are continuously replicated, which is technically
00:12:14quite difficult to implement, however,
00:12:17it allows that in case of any database failure, another
00:12:20one can take over. If both are unavailable, then
00:12:24I say, traffic is redirected to the other location.
00:12:27Okay, it's clearly about some critical
00:12:30infrastructure, security and protection are key here, uh,
00:12:34what if there's a system crash for the whole thing,
00:12:38power goes out, well I just explained that, so
00:12:41geographical, geographical disaster, that's what you're talking about,
00:12:44I mean, I'm covering more than just power, clear, so if there's
00:12:48a fire at the location, which is much more critical than just a power
00:12:51outage, a power outage can still be compensated for through..." for
00:12:55various standard situations, generators are installed and so
00:12:59on, AKD has top-notch certified data centers
00:13:02that cover all such situations, so the only
00:13:05situation where the system would really become unavailable is if
00:13:09there was some geographical uh, calamity at both places, let's say,
00:13:13I'm not just talking about, I'm talking about an earthquake, a fire at the
00:13:16location and this Savska at the Kerestinec location where the
00:13:20second data center is located, good Laura. The project also includes
00:13:24the digitalization and training of
00:13:26drivers and safety advisors, what exactly changes in
00:13:29that process and what are the benefits for the involved
00:13:33participants? Well, by digitizing the process
00:13:36of driver training, the administrative burden is certainly reduced,
00:13:39and the entire process becomes simpler, more efficient, and more transparent.
00:13:43Specifically for the drivers themselves, this means that the exam application,
00:13:47the application in general for the courses
00:13:50they take, taking the exam, and
00:13:53finally the issuance, i.e., the request for
00:13:56issuance of the ADR certificate, is done digitally, which is a
00:14:00concrete advantage for them. It also reduces administration for them
00:14:05for the training centers that conduct courses for
00:14:09training candidates for EADR, i.e.,
00:14:12drivers, it also reduces administration for them because the
00:14:15entire process of applying for and taking
00:14:18the exam is done digitally, ultimately leading to a more
00:14:22transparent process. reducing the possibility of human
00:14:25error, let's talk a little about carriers, will the system
00:14:29speed up their daily operations, what administrative
00:14:33steps do they skip thanks to electronic permits?
00:14:36It will certainly reduce their administrative burden and
00:14:39speed up daily operations, because that is one of the goals
00:14:42of this system. Specifically, when issuing
00:14:46electronic permits, everything is done through the system, documentation is
00:14:49uploaded through the system, in... "If there's a need to supplement
00:14:53documentation, carriers receive information through the system, there's no
00:14:56sending emails or delivering data by mail.
00:15:00They also track the status of their submitted
00:15:03request, whether it's approved. If a
00:15:06solution for transporting dangerous goods has been issued, it's always
00:15:10available to them through the system. The entire process
00:15:13is relieved of administrative burden. How
00:15:17challenging was it to develop a solution that has to be
00:15:20compliant with Croatian laws and with some
00:15:23European regulations like the EFTA, which is the regulation on
00:15:26European Transport Information Systems, if I
00:15:30understood that correctly? That's right, well, despite
00:15:34the fact that the transport of dangerous goods, considering
00:15:37its safety, or rather the
00:15:40danger that the transport of dangerous goods brings, is extremely
00:15:43well-regulated by law, it was certainly challenging to develop
00:15:47a system that complies with and satisfies
00:15:50both European standards and national regulations.
00:15:54During the development
00:15:57of the system and
00:16:00during the implementation of the project, the legal
00:16:03framework, both Croatian and European, was thoroughly
00:16:06analyzed, and all security norms and
00:16:10rules were taken into account during the development
00:16:14of the system. How many of you worked on that project, it sounds really
00:16:16demanding? Well, quite a few of us worked on it,
00:16:20it's a large, large interdisciplinary team,
00:16:23both at AKD, and Hrvoje
00:16:26is part of the external team we have, so a lot of us worked on it,
00:16:30yes, it's necessary to have a lot of experience, not just in these
00:16:33administrative matters where you have to be very careful, but of course also in these technical
00:16:37details that are mentioned, clear, clear, but perhaps the biggest
00:16:41challenge is precisely to translate all the rules
00:16:44for administrative domains, legal,
00:16:47administrative, currently all processes that are done manually
00:16:51and successfully digitize them without just
00:16:54copying the processes, but to improve the processes, what you are talking about,
00:16:57how to offer people a better interface and
00:17:01in the whole process. Laura, for citizens who have no direct connection with
00:17:04the transport business, with the transport industry, why
00:17:08should they even care about this project and how does this
00:17:12project affect the daily lives of us who don't have our
00:17:15own trucks? Well, despite the fact that we don't have our own trucks nor are
00:17:19we transporters of dangerous goods, uh, dangerous goods are
00:17:22transported on roads every day near schools, homes,
00:17:25workplaces, where all of us move, and it is in everyone's interest that this
00:17:29entire process be as safe as possible.
00:17:32By digitizing that process, the supervision of the
00:17:35entire process of transporting dangerous goods is accelerated
00:17:39and simplified, among other things, which ultimately
00:17:43directly affects the safety of both the environment and
00:17:46people and infrastructure, which I think is in
00:17:49all our interests and goals to be as safe as possible. Clearly, to
00:17:53conclude, you will still tell me, first Laura, perhaps whether the system is already in
00:17:57full operation and what awaits us next, what are the next steps?
00:18:00The deadline for the project implementation is July 31st,
00:18:032026, so the system is almost
00:18:07in full operation, mm, with the development of this system,
00:18:11prerequisites have been created for further, for further
00:18:14mm modernization of the entire process,
00:18:17and the system is subject to various
00:18:20upgrades, which potentially
00:18:23due to changes in the legal framework or the needs of the users
00:18:27themselves, that's what awaits us next, great Hrvoje, about
00:18:30those upgrades, will it be as difficult as
00:18:34this or do we already have a good foundation for d, we have a good foundation.
00:18:37"Absolutely, and now it's a solid and decent state
00:18:41service that can actively respond to these queries regarding all
00:18:44those things that were previously done manually, right?
00:18:48As for upgrades, for example, Croatian motorways have
00:18:51implemented this car processing using
00:18:54various cameras that detect
00:18:58all sorts of things. Now, in principle, our system can very easily be integrated
00:19:01into such a story in some further iterations, also
00:19:05meaning where which vehicle based on a simple table and check
00:19:09gets full information from the system. Great. Laura

00:21:34day, because it was an ordinary family trip to the beach? yeah, yeah,
00:21:38she she was enjoying herself, having lots of fun and we were going to go
00:21:41for a walk on the evening, and um,
00:21:45previously in the day we'd done the same... walk along the seafront
00:21:49along the path um and that's where she trod in
00:21:52that uh the the water from the combined sewage overflow, we
00:21:56carried on the day, she played on the beach, did normal
00:21:59things, but then in the evening when we went for our evening
00:22:03walk uh she started she suddenly became unwell
00:22:07um and and became quite distressed uh
00:22:11so we got her back to the chalet
00:22:14and did what any parent would do and go you got a bit sickness and diarrhea
00:22:17he have anything eat or drink, you'll be better soon,
00:22:21don't worry about it, I'll stay with you, dad and Suzanne will
00:22:24go out, um, but she she
00:22:27didn't, she wasn't getting better, um,
00:22:31so we took it to the chemist, chemist prescribed the harry,
00:22:34you know, sickness and diarrhea same, you know, every every parent's journey with a
00:22:38child that's got you know sickness and diarrhea
00:22:42um, but then as things progress she started to
00:22:45bleed and that's when we went back to the doctors and that's when we were... the
00:22:48casualty um and everything you saw in dirty
00:22:52business is what happened um which is the the channel 4
00:22:55series yeah based on your
00:22:59family's experience and exploring the state of the
00:23:02UK waters and the the industry involved in it
00:23:05southwest water carried out investigations at the
00:23:09time um despite formal investigations no cause for the outbreak was
00:23:12identified um the inquest documentation confirming that no
00:23:15definitive source of infection was established. the circumstances southwest
00:23:19water say of waste water infrastructure regulation the late
00:23:231990s is very different from today and since then there has
00:23:26been significant investment, however, can I just say
00:23:30something? yeah, you can at the time it took
00:23:33them 30 days to take samples from the water in
00:23:37the area, and we're always told that if there's a sewage spillage
00:23:41into the sea, 48 hours waiting to you to see, but
00:23:44they did not, they assumed at the time they completely... assumed it
00:23:48was from food and when they drew a
00:23:52blank that's when they started looking at the environment. when you think about it, you know,
00:23:56Heather died back in 1999 and water
00:23:59company say you're in a very different place to to where
00:24:02we were in the 1990s, but are
00:24:05we then? well that's the thing, I mean you went
00:24:09to Westminster with surface against sewage
00:24:12last week with some very stark statistics
00:24:16from the summer period. um also with
00:24:20personal stories from families, this summer there was a young girl called
00:24:23Kieva, eight years old, she became seriously after swimming at
00:24:27Aven Beach in Dorset again, designated bathing
00:24:31water site awarded excellent, she swallowed
00:24:34seawater while swimming at her local beach and was
00:24:37hospitalized afterwards, what is it like for you to see
00:24:41this happening up and down the country
00:24:45repeatedly, what is it like for you
00:24:47as family? have lost a daughter,
00:24:50it it's a mixture, there anger,
00:24:54real anger, but also there's a
00:24:58deep sadness, because when I had
00:25:01my meeting with the secretary of state and the secretary for water,
00:25:05the minister for water, sorry, I said to them really
00:25:09clearly, I am not going to stop
00:25:12until something changes, because I cannot
00:25:15allow this to happen to another child. and another
00:25:19family, I can't, because it's
00:25:22horrific, and you can't, you can't ignore the
00:25:25fact that this is a public health crisis, the the
00:25:29suwage system, its primary function is to
00:25:32protect public health, and it's not
00:25:35doing that, and so I just cannot understand
00:25:39why there are all these people in power, all these
00:25:42people that have the
00:25:45authority, they must have children, they must have
00:25:48families, they must...
00:25:51feel, they must understand, and yet they continue
00:25:55to do the same things over and over again,
00:25:59such as discharging sewage into bathing water. why would
00:26:03you do that? why would you run the risk on your
00:26:06watch, the possibility of another death?
00:26:10why would you do that? final question, julie, um, water safety
00:26:14became a mandatory part of the curriculum in the UK in
00:26:17schools to do with water safety. we had an unprecedented number of deaths this year
00:26:21from people getting into difficulty open water
00:26:24swimming. it didn't include water quality. we know
00:26:27that that does get taught as part of geography
00:26:31lessons. "but in your case you've actually brought out a guide with the
00:26:35charity service against sewage to make people aware, because that's the
00:26:39thing, people go to the seaside, and they don't
00:26:42always have an app to check what the quality of water is like, but
00:26:46you want to educate young people, because while they're
00:26:49perhaps not being looked after by the state or water companies, they need to look after themselves.
00:26:53what do you want to see in schools? well, the people that are taking
00:26:57them on the trips doing the risk assessments, doing a full risk assessment, looking
00:27:01at water quality." including that in the risk assessment and also
00:27:04making children aware. I mean, how many? I mean, I know, I because
00:27:08I used to work in education, if kids got dirty, just rinse your hands in the water when you're
00:27:12on an outdoor ed, just give your hands and it's like, now that's not
00:27:16the case, that is not a safe place to actually make sure you're
00:27:19clean, you know, use some wet wipes, use antibact, use
00:27:23something, don't touch your you, all that kind of
00:27:26basic stuff, don't touch yours, wash your hands before
00:27:29eating, hygiene, think of the water. as
00:27:32potentially contaminated, don't assume it's
00:27:36not, cuz we can't assume that the water
00:27:39companies, the environmental agency, the government are
00:27:43looking after us at the moment, they aren't,
00:27:46so we have to protect ourselves and that's my big
00:27:49message at the moment is don't assume, take
00:27:52care, look after your children, keep them safe,
00:27:56the water isn't
00:27:56safe.
