00:22:42consider it necessary to consider. Obviously, the option of sending
00:22:45it to landfills abroad, to the former
00:22:49salt mine, and then the most expensive option, sending it to
00:22:53incinerators, also outside Croatia, is being pursued. Before choosing, the
00:22:56minister says, they will listen to the requests of citizens and will present all
00:23:00options at a joint meeting. Ivan Hrstić,

00:23:07So, the question is no longer whether there is a problem, but how long it will last
00:23:11and how that problem will be solved. We will discuss
00:23:15remediation models and deadlines with
00:23:19Mirko Budiša, Deputy Director of the Environmental Protection and Energy
00:23:21Efficiency Fund. We are live, welcome to the
00:23:25program. My first question is, can I get a clear answer
00:23:28from you today about which remediation model will be implemented, when
00:23:32it will start, and by when the hazardous waste will be, when
00:23:36it will be removed from Gospić.
00:23:39First of all, good day and thank you for the invitation. I will try to answer
00:23:43your question as concretely as possible.
00:23:46Approximately 40 tons
00:23:49of various waste, from hazardous to non-hazardous, are currently
00:23:52located at the site according to our estimates. It was disposed of in different parts
00:23:56of the site, and that is why we divided the remediation itself into three
00:24:00phases: the first phase refers to the
00:24:03remediation of a part of plastic waste in the amount of
00:24:074,500 tons located in the central location around
00:24:10the Silos. An open public procurement procedure is
00:24:13underway, the opening of bids is
00:24:15on August 25th,
00:24:17so very soon, the value of this procurement is 4.7 million euros
00:24:21without VAT, and we hope that we will get an interested
00:24:25economic entity that will remove
00:24:28this waste, I would like to remind you that another
00:24:31open public procurement procedure is underway for part
00:24:35of phase two, these are these big bag sacks that we are currently
00:24:38watching, it is about 650 tons
00:24:41of non-hazardous waste, the procurement value is 400,000 euros without
00:24:45VAT and also the opening of bids is August 25th,
00:24:49what... what is really complex
00:24:52and what will be a challenge is the waste
00:24:55inside these closed halls, so, for
00:24:59which we are in the process of preparing a remediation plan, we estimate that there are
00:25:03approximately 6,000 tons, mostly
00:25:06non-hazardous, but we cannot rule out that there is hazardous waste inside.
00:25:09Phase three is this part buried in the amount of
00:25:1337,000 tons, here we are analyzing more
00:25:17technical-technological options. So,
00:25:21without prioritizing which one it will be, the point is that the waste
00:25:25at the site itself can be encapsulated, meaning
00:25:28enclosed with a waterproof cover layer to prevent
00:25:31the infiltration of precipitation into such waste, and thus prevent
00:25:34contamination of groundwater and aquifers.
00:25:38The second option is the excavation of that waste and transport to a hazardous waste
00:25:41landfill. Unfortunately, in Croatia, we do not have such
00:25:45a landfill, but we have sent inquiries to about ten
00:25:48addresses across the European Union to see
00:25:52what the possibilities are for disposing of that waste outside
00:25:55Croatia. The third option is related to
00:25:58the incineration of that waste and the fourth and last option that
00:26:02we are considering is so-called stabilization, meaning that
00:26:06non-hazardous waste is actually converted from hazardous to non-hazardous waste
00:26:09through physical-chemical, technological processes
00:26:13and disposed of as such. We will consider
00:26:16all these variants, we will have a multi-criteria
00:26:19analysis and thus we will choose the variant that
00:26:22we consider to be technically, economically, of course,
00:26:25and ecologically the most suitable. We will present this
00:26:29at the end of September to representatives of the public from
00:26:33the area of the city of Gospić, mhm, I hear a lot of big numbers here,
00:26:364,500 tons, 6,000 tons,
00:26:4037 tons, you say yourself, actually only
00:26:43on August 25th, these public tenders will be implemented,
00:26:47it will certainly take until the end of September, have you cooperated on this whole
00:26:51issue with the Croatian Institute of Public Health, and when we
00:26:55had the situation with construction waste in Zagreb, recommendations were immediately issued,
00:26:59here the situation is quite
00:27:01serious in Gospić, the Croatian Institute of Public
00:27:04Health says that when a request for assessment and recommendations
00:27:08arrives at their address, it expires, they told us that
00:27:11they were not aware of the case, it can somehow be
00:27:15inferred that they actually did not receive that request,
00:27:19how do you comment on that?
00:27:21Well, you should know that the fund only in July
00:27:25of last year, with the amendment of the national waste management plan,
00:27:28obtained the legal prerequisite to even be
00:27:31responsible for the... remediation, to co-finance this remediation,
00:27:35so the fund is not an institution that
00:27:38should, in this case, ask the Croatian Institute of Public
00:27:41Health what to do, the fund is responsible for the implementation
00:27:45of the remediation. We, of course, asked relevant institutions to provide us
00:27:48with data that are important to us for the remediation procedures, such as
00:27:52analyzes from the Andrija Štampar Institute or
00:27:55the data we obtained from Dorch as part of their
00:27:59investigation, mhm. Well, then we will refer to
00:28:03the civic initiative Gospić is our home, they claim that as early as
00:28:072023, they proposed temporary protection
00:28:10of the site to prevent, as you yourself mentioned,
00:28:14further infiltration into the soil, today's findings show that the
00:28:17contamination has spread in the meantime, in just
00:28:21a few months, if I'm not mistaken, from the first analysis
00:28:24this year, there was only a couple of months difference, is there
00:28:28any mistake here?
