00:00:23report it. Yes, here in Bosnia and Herzegovina, where failures were clearly indicated,
00:00:27these four female victims were killed. In Serbia,
00:00:31we don't have data, at least as far as I have seen,
00:00:34that cases were reported earlier. There are isolated cases, and
00:00:38I might be wrong, but according to what I've read, there isn't such clear
00:00:42institutional failure uh, so in that sense, we cannot
00:00:46determine in this way who else
00:00:50should be held accountable. In any case, that is not
00:00:53a relief or an alleviating circumstance.

00:11:14a very problematic and sad topic: femicide in the countries of the region. In the
00:11:17first part of the show, we talked a lot about the legal procedure,
00:11:20so let's touch upon some recent data
00:11:24from research. And victims, those who are
00:11:27perpetrators of this criminal act. When it comes
00:11:30to Serbia, Vanja, we have some data for 13 years,
00:11:34430 women were killed, uh,
00:11:3761% are current or former partners, the rest are sons
00:11:40or grandsons. So the essence is that only
00:11:43about 4% or 5%
00:11:47are unknown perpetrators. So most often they are emotional
00:11:50partners, former or current, but sons or
00:11:54grandsons. Most often, around 78% in an apartment or
00:11:57house. Here, 5% of the violence
00:12:00was previously reported. We talked a bit during the break about reporting
00:12:04violence. These four murders occurred in smaller places, so they were probably difficult
00:12:08to report. So, how
00:12:11do you comment on these
00:12:14data? Well, that leads to the sentence that
00:12:18always accompanies this topic, it's something that is often repeated,
00:12:21but I have to say it, which is that a woman is least safe in her own home. "Mhm.
00:12:25And that is precisely supported by these data. That is something that can be seen in media
00:12:28analyses. I participated in monitoring within the group
00:12:32of journalists against violence against women for
00:12:352024. Yes, 2025
00:12:38should be, I hope it will actually be done, and you simply
00:12:42see, therefore, in most cases the perpetrators are their former
00:12:45current partners or family members.
00:12:49Now, when we look at how the media
00:12:52treated this, that's important. And
00:12:56I'm relying on the previous part of the story, so how much we participate
00:12:59in creating awareness and encouraging women to report and
00:13:02perceiving partner violence in general
00:13:06in the wider community. That's why it's important, and that's why we do it, and that's why
00:13:09we observe how the media writes about this topic, and
00:13:13among other things, that's why colleagues hold
00:13:15workshops and work with certain media, especially those
00:13:19we characterize as tabloids, and who we already know somehow gather
00:13:22cheap clicks with these topics,
00:13:25unfortunately, mhm, now we also see that the situation has slightly
00:13:29changed and I must say improved, which somehow,
00:13:32well, I will attribute this success to the efforts
00:13:36of colleagues from the group "Journalists Against Violence Against Women" and those
00:13:40trainings, because we see, for example, that tabloids
00:13:42no longer report in such a
00:13:45sensationalist way as before.
00:13:48For example, the problem remains with headlines, slightly more than
00:13:5250%, I think 56%.
00:13:55of headlines still violate the ethical code,
00:13:58and I'm talking not only about tabloids, but simply all observed media, and
00:14:02we monitored everything, meaning TV and online
00:14:05radio reports for the entire past year. So,
00:14:09we have this situation. Now, how do we interpret this? It's very
00:14:12likely that what's happening is that they simply won't give up on the headline's
00:14:16sensationalism and clickbait
00:14:19in the headlines, but then they respect some
00:14:23ethical principles in the text itself. What is noticeable
00:14:27and what is happening, and what I think is very, very important, and what somehow slightly
00:14:31separates us from that cultural
00:14:34code of ours and something that was very prevalent before,
00:14:38is that it's happening less and less, or now we see a shift where
00:14:41less blame is placed on the victim. So,
00:14:45no excuses are sought
00:14:47in terms of,
00:14:51that's right, or it's no longer sought, blame is no longer placed on...
00:14:55for example, alcoholism, poverty, he had problems with alcohol, so he
00:14:58resorted to some weapon and killed
00:15:02his partner. And there is less and less disbelief in women, which I think
00:15:06is very important in our context and which is
00:15:09a very big step forward, because when you see that in the media, it
00:15:13will be a different story. That's why I mentioned earlier this case when we
00:15:16watched the report from Sarajevo, how important it is that we no longer have such
00:15:20statements, like "she planned to leave him and he got angry and that's
00:15:23why" or "he was a good neighbor, we didn't believe it." That's right, so, he
00:15:27greeted us, he greeted us in the hallway. Yes,
00:15:30did you want to ask something else? Yes, I wanted, I just wanted to add
00:15:34that when we talk about that
00:15:37educational role, that is, about reporting on the phenomenon of violence,
00:15:41we see a moment of progress,
00:15:44then a regression, so to speak, and
00:15:50that together, all of us who participate in creating
00:15:53media content. For example, in 2019, there were
00:15:5717% of such texts, in 2021,
00:16:0023%, then in 2024,
00:16:03a smaller percentage, only 20% of such texts, and they are very
00:16:07important, and it is very important to talk about the phenomenon, to talk about
00:16:11prevention, to constantly send a message to women to empower themselves, to
00:16:15empower themselves to report, that they are not alone, that there are solutions regardless of the fact that maybe
00:16:19this system doesn't believe that when it comes to Croatia, there are also some
00:16:22researches. The last one I saw was done from 2016 to
00:16:262024, 130 women killed, 50%
00:16:29of perpetrators have a history of violent behavior, which is not
00:16:33negligible. So maybe it can still be prevented.
00:16:36Also, most often, it's in an enclosed space, similar to the situation in Serbia.
00:16:4094% know the victim and the attacker, so these are similar
00:16:44data. In Croatia, it says the most vulnerable are women
00:16:4765 plus, although these data from Serbia that I mentioned were
00:16:50older women, and often it's not just partners but
00:16:54sons and grandsons. Now, you recently presented data
00:16:58that there has been an increase in
00:17:01emotional partner relationships
00:17:05over the past year compared to the year before, if I understood correctly.
00:17:09Uh, yes, uh, it's intensified, so,
00:17:13we are seeing an increase,
00:17:15exceptionally high when it comes to intimate partners, so,
00:17:21a current relationship or it was recently
00:17:24terminated, uh,
00:17:27so that is something we are witnessing and what actually
00:17:30concerns us, uh, we
00:17:34do this analysis every year. This analysis that you
00:17:37read, it was compiled by the Ministry of Interior
00:17:39in collaboration with members of our working group, so our
00:17:43femicide prevention group, and precisely a synergistic approach, I would say,
00:17:46and the need to conduct some
00:17:50analysis of perpetrators,
00:17:52victims, to see if it was
00:17:56about some risky
00:17:59factors that could have been seen or assessed
00:18:02in advance, and we see that many of them
00:18:06were. A high percentage indicated that these
00:18:09relationships, whether involving young people or
00:18:13older individuals, involved an announced
00:18:16breakup of the relationship or that the relationship had already ended.
00:18:19It was even looked at in terms of seven days, so either
00:18:23from the announcement or from the termination of the relationship until the violence occurred.
00:18:27We are witnessing a high percentage of
00:18:31impaired mental health,
00:18:34about twenty something percent.
00:18:3726% suffered from some form
00:18:41of mental illness, 21% were addicted to
00:18:44narcotics, 12% were addicted to
00:18:48alcohol. We are talking about perpetrators, so
00:18:51this is something that we must consider from
00:18:55a sociological and societal
00:18:58phenomenon that we should address, because I would say
00:19:02after COVID, after online classes,
00:19:06after online communication, after the closed system that
00:19:10we had, there has been impaired health of citizens, both men and
00:19:13women, there has been increased violence,
00:19:16peer violence, suicide attempts
00:19:19and so on. Yes, those are the data for suicidal thoughts,
00:19:22that is, there is a large percentage of those who commit violence,
00:19:26only 75% increase in suicide
00:19:29among girls compared to boys. When we talk
00:19:33about weapons, it's perhaps important to emphasize - we are nearing the end of the show, excuse me for
00:19:36rushing you.
00:19:3935% of them were committed with firearms,
00:19:43of which 80% were illegal. So that is
00:19:47something that law enforcement agencies must pay
00:19:50attention to, both in assessment and also with
00:19:54knives. Also, knives are quite often used, for which there are no
00:19:57estimates, for which there are no such protective measures.
00:20:01So, we started with Bosnia and Herzegovina, thank you for this data regarding Serbia and
00:20:05Croatia. We started with Bosnia and Herzegovina. To
00:20:07conclude, in this case, as we have already established,
00:20:11that series of omissions is very obvious. We found a dose of optimism
00:20:14in a way, even though the topic is terrible, of course, from Serbia and
00:20:18Croatia. Can we still end the show in such a way
00:20:22that we at least empower people, women who
00:20:26are, how to say, suffering violence, are afraid to report,
00:20:30to still trust, despite everything,
00:20:32the institutions.
00:20:35However pessimistic the data and all
00:20:39the reasons we point out may sound, we must somewhere say that
00:20:42by pointing out these problems, we are actually
00:20:45telling the system that it must adequately protect women and we are telling
00:20:49women that they should report violence, that
00:20:53we must all fight against it together as a society, mm, our
00:20:57contribution as media, our contribution as members of society is to actually
00:21:01to prevent comments in which, as my colleague stated,
00:21:05that it was most often the case in Serbia, also in Bosnia and Herzegovina, it justified
00:21:09in some way the act of murder, that women
00:21:12were labeled, that they were to blame for certain things. That unfortunately happened
00:21:15in the last case, because
00:21:18other reasons were questioned and it was questioned whether the perpetrator,
00:21:22that is, the murderer in this case, had a violent nature, whether he had been violent before,
00:21:26where even a lawyer in that case uttered such a sentence
00:21:29and that later led to an avalanche of other comments in the media, and we
00:21:33actually, with such reactions and an attempt to prevent such media
00:21:37appearances, want to tell the victims that society is indeed on
00:21:40their side, that we will clearly fight against social violence
00:21:44against them, and then also against, yes, femicide, the murder of women
00:21:47in that way, we must
00:21:51also show the correlation between domestic violence and the murder of women, where we have proven
00:21:55in some research we have conducted through analyses of judgments for
00:21:58domestic violence, that there is a clear link between committed
00:22:02domestic violence and subsequent murder, which we can actually
00:22:05send as a message to the system, to the institutions of the system, that if
00:22:09adequately, yes, we can prevent it. Thank you
