00:04:15now Prime Minister Mohammad Shahbar Sharif has concluded his visit to Saudi Arabia and
00:04:19departed for Pakistan from Madina. Governor of Madina, Prince Salman
00:04:23bin Sultan bin Abdul Aziz Alsaud bin farewell to the prime
00:04:27of minister and the accompanying Pakistan delegation at airport, key
00:04:31development during the visit was the signing
00:04:33of the Makka joint defense agreement by Prime Minister Shahbar Sharif, Saudi
00:04:37Crown Prince Mohammed bin Salman bin Abdul Aziz al Saud and Turkish
00:04:40President Rajab Tayyab Erdovan. The agreement is expected to open new
00:04:44avenues for defense cooperation and further strengthen the close and brotherly

00:05:55interest. The agreement strengthens collective deterrance

00:06:49Kazmi. Turkish
00:06:53president has said that the Makka joint defense agreement between
00:06:56Turkey, Saudi Arabia and Pakistan targets no country. He added that
00:07:00agreement remains open to participation of other friendly nations seeking peace,
00:07:04prosperity and stability in the region. In a post on Turkish
00:07:08social platform, Nosocial, Ardan said the agreement
00:07:12based. on the principle of collective deterance with strengthen security and
00:07:16defense cooperation, joint defense industry projects and counter terrorism
00:07:20efforts. he said that turkey would maintain its principal stance in
00:07:23favor of resolving conflicts and crisis through dialogue and diplomacy
00:07:27based on respect for international
00:07:29law.
00:07:34secretary general the organization of Islamic cooperation, hussan brahim
00:07:38taha has welcomed the Makka agreement on joint defense cooperation between
00:07:42Pakistan, Saudi Arabia and Turkey. He described the agreement as a
00:07:46significant step towards strengthening security cooperation, solidarity and collective
00:07:50efforts among the member states the Islamic
00:07:53world.
00:08:00Iranian president Masud Pazishkian has said Tehran is ready for dialogue with
00:08:04the US and Europe, but will not accept demands that compromise Iran's
00:08:08sovereignty or defense capabilities. Speaking in comments carried by
00:08:13Irib broadcasteran defended his government's
00:08:16decision to pursue negotiations saying the move is aimed at
00:08:20protecting national interest and avoiding unnecessary
00:08:22conflict. He rejected claims that his administration had
00:08:26pressured Iran's leadership into talks saying major decisions were made in
00:08:30coordination with the country leadership and armed forces.
00:08:33Peseshiyan also criticized European countries saying Tehran had reached
00:08:37understandings with European representatives during diplomatic efforts, but that

00:10:57Assalam alaikum and welcome to perspective tonight we begin with the landmark development
00:11:01and national security when
00:11:03we look at the uh regional security and cooperation
00:11:07as Pakistan, Saudi Arabia and Turkey take their strategic
00:11:10partnership to new level. We talk about of
00:11:14course the Macca summit for joint defense, the three countries
00:11:17signing the Macca joint defense agreement reaffirming their commitment to
00:11:21collective security, deterence and peace and stability. "the
00:11:25agreement establishes a significant new framework of cooperation,
00:11:29including the principle that an armed attacked against anyone
00:11:33will mean an attack against all three. will be exploring
00:11:37what this defense agreement actually does and the
00:11:40way that it brings together three important
00:11:44regional powers like perhaps never before. of course we're looking
00:11:48a long standing historical, political and
00:11:50strategic ties of course developing.
00:11:55and reaching a new level, what this will mean for the region
00:11:58itself, for its deterents capabilities, its
00:12:02enhancement of of course defense capabilities when we
00:12:06look at all three countries coming together in this way
00:12:09before. we'll be talking about that in particular, and of course Pakistan
00:12:13and Saudi Arabia in particular, the opportunity that now
00:12:16extends beyond traditional and political
00:12:20corporations. both countries are working to transform the
00:12:23decades old. strategic relationship relationship into
00:12:27a long-term economic and of
00:12:30course we are looking at defense
00:12:34enhancement capabilities. we have with us
00:12:38today Dr. Jamil M, also Dr.
00:12:42Wakar Ahmed joining us, Dr. Jamil Ahmed former ambassador and Dr.
00:12:45Wakar Ahmed who is economist for this segment. We
00:12:49also have with us Emray Diner who is a journalist and foreign
00:12:53policy expert for this.
00:12:57um, Dr. Wakar, when we look at what this
00:13:00alliance means in particular for all three
00:13:03countries, and the way that of course it keeps in mind not just
00:13:07defense, but also economic realities that envelop
00:13:11the region at this time, and the way that it looks at the three
00:13:14countries coming together to sort of sustain this
00:13:18relationship and bring it to new level. How do you look at it first of
00:13:22all? Thank you very much. "I
00:13:26think it's a huge development, not just for Pakistan
00:13:30and three countries involved, but brings us
00:13:33closer as region to the kind of
00:13:36stability that region has been trying to
00:13:39seek a defense and strategic
00:13:43level, but also if I may say the kind of turmoil
00:13:46that the economies in the region are witnessing
00:13:50since recent past, I believe such an
00:13:54alliance..." would not only intertwine the markets in the
00:13:58region, but bring that much needed stability as
00:14:01well. when we look at the way that it is going to be
00:14:04perceived in terms of sustaining
00:14:08economies and of course in particular of course Pakistan's economy and
00:14:12how it looks to sort of give it that kind of
00:14:15cover, you insulated. of course we're looking a lot happening around
00:14:19the world which is having its own effects on economies. do you think the think that that is
00:14:23also significant? you think it's going to give it that kind of insolation,
00:14:27perhaps? Absolutely. I think
00:14:31the economic sentiment, rather the
00:14:34favorable sentiment that this creates for the
00:14:37economy, needs to be cashed now, and I
00:14:41think Pakistan has been working very hard towards this, and
00:14:45this is now the time that momentum needs to be
00:14:48created so that this trilateral partnership is
00:14:52not limited to strategic. objectives only, but
00:14:56also lends economic gains as well, and I think from
00:15:00Pakistan's point of view, three things should really happen
00:15:03quickly. One is to now
00:15:06institutionalize today's arrangement into into what
00:15:10I call economic follow through, so while defense
00:15:14pact creates political trust, but trust alone doesn't
00:15:18move goods or capital, dedicated trilateral
00:15:21economic coordination mechanism, needs to be
00:15:25put in place, it can be modeled on
00:15:29the lines that SIFC has been suggesting in the past as
00:15:33well for countries in the region, second that has to
00:15:37happen. is to de-risk the investment corridors,
00:15:40so the defense framework can provide the political
00:15:43umbrella for protected investment corridors, government to
00:15:47government capital flows into ring fenced sectors like
00:15:51infrastructure, mining, energy transition and
00:15:54logistics, if I may say, and sovereign capital from Gulf
00:15:58and Turkia can be challenged through this
00:16:01vehicle. My final point on this question would be
00:16:05that we can also use the defense.
00:16:07interoperability to build industrial
00:16:10complementarity, so join defense production, for
00:16:14example, turkish drones in Pakistan is one
00:16:17example, all all of this can create supply chain
00:16:21linkages that can be expanded into civilian
00:16:24manufacturing, automotive and technology
00:16:27sectors. Dr. Wak, we've spoken
00:16:31about investment from time to time, when we look at
00:16:34this, this new turn. of how
00:16:38this alliance is shaped and what it envisages, do you think it's also
00:16:42going to bring in investment opportunities under its
00:16:45umbrella? i think the
00:16:49invest the potential of investment is
00:16:53huge, and really the biggest question would
00:16:56be how fast we can move towards
00:16:59it. the three countries have been talking each other
00:17:03bilaterally, however still they haven't reached the...
00:17:07potential trade and investment estimates
00:17:11that are out there, current trade is far below
00:17:15potential, i can tell you about Pakistan and
00:17:18Turkia, the bilateral trade stood at around
00:17:211.2 billion last year, but both
00:17:25countries have placed a target of five billion dollars, so we are really far from that
00:17:29target, even in case
00:17:33of Saudi Arabia and Turkey
00:17:37the... trade currently is around 9 billion dollars,
00:17:40whereas the potential estimates suggest that there is a potential of
00:17:4430 billion dollars between the two economies, so so the
00:17:48way forward really is trilateral value
00:17:52chains move beyond the bilateral trade to joint
00:17:55production, joint trade and investment value chains, pakistan can
00:17:59supply intermediate goods to turkey for higher
00:18:03value added processing and re-export to Saudi Arabia and
00:18:07Gulf. markets, we can leverage the geographic
00:18:10complementarity, so Saudi capital plus Turkish
00:18:13technology plus Pakistani labor and market access and
00:18:17given the Pakistan's large population, fifth
00:18:20largest consumer market in the world, I think we are very
00:18:24strategically located in this trilateral
00:18:28setting. What about technology transfer in particular, I know
00:18:32you mentioned a little bit, but there's there's a lot of room
00:18:36for that kind of potential. collaboration under, what is
00:18:40being envisaged, isn't that
00:18:41correct? absolutely,
00:18:45so so so I believe all three
00:18:48countries get to gain if technology
00:18:51transfer remains a considered part of
00:18:55this pact, not just a defense level, but later if you
00:18:59translate this into a sepa, what we call comprehensive
00:19:02economic partnership agreement, and the three countries
00:19:06can neg. iate with each other the kind of techn
00:19:10technological comparative advantages they want in case of
00:19:13defense joint ventures, R&D and
00:19:17leveraging even the engineering talent pool that the three
00:19:21countries have, and there is a
00:19:24massive defense industrial base with both Pakistan and
00:19:28Turkey which can act as an economic
00:19:31multiplier. When we look at the perception of
00:19:35things, I know that they are important. from economic
00:19:39perspective also,
00:19:41you know, and of course the way that we are looking at the markets reacting to what is happening
00:19:45at this time the conflicts around the world, how do you
00:19:48perceive reaction or the kind of
00:19:51reaction to to this this agreement and
00:19:55you know the way that
00:19:56it is structured, the way that
00:19:57it is designed to move forward between the three
00:20:00countries? yes, so
00:20:04my own considered opinion is that this wasn't is
00:20:07surprise for the region, the three countries
00:20:11involved had been
00:20:13working - tirelessly towards
00:20:17this since past so many days, there had
00:20:20been meetings both bilaterally as well as
00:20:24of course in the background, so this shouldn't come
00:20:28as a surprise that as if
00:20:32countries who are not part of this
00:20:35alliance should see as if "this defense pact
00:20:39is against them or against somebody else's
00:20:43stability or role or position in the region. Having
00:20:46said this, your question is very well positioned. "there
00:20:50will be response, which of
00:20:54course we will have to look into, response
00:20:57as in of course at intellectual level, you have already
00:21:01seen some blog posts which are seeing
00:21:04this as anti some the countries in the region,
00:21:08at least I don't see that given that there had been talks
00:21:12about such an agreement for the past two
00:21:15months, as far as I'm concerned,
00:21:18but but the way that
00:21:19it is" to be perceived in terms of strengthening
00:21:23um Pakistan, it's its ties, it's
00:21:26perception, the way that
00:21:28it is being, like I said, perceived around the world, in terms of
00:21:31becoming stronger as far as the region is concerned,
00:21:35you know, we've seen steps by steps
00:21:38Pakistanceding to a stronger position, this is
00:21:41also position to sort of reaffirm that, isn't that
00:21:45correct? Oh, absolutely, I think
00:21:49Pakistan is... well positioned, not just
00:21:52as a peace broker, as as a provider of stability
00:21:56in the region, and this particular pact
00:22:00reaffirms the role as well as the
00:22:04capability of Pakistan and the
00:22:07kind of stabilizer quotient that it can
00:22:10provide to the region. I believe that countries which are
00:22:14not part of this pact really should focus and
00:22:18see this compared. advantage of Pakistan
00:22:22which can only be strengthened or the
00:22:26region can benefit from it if more countries
00:22:30become part of such arrangement which has been spare
00:22:33headed by Pakistan. Do you envisage
00:22:37that you think that that more countries may follow
00:22:40suit? Well, I think that for the
00:22:43Arabs, this is an opportunity,
00:22:47given the kind of...
00:22:50instability that their economies,
00:22:54various economic sectors, their workforce, given
00:22:58the kind of instability that they are facing, I think it will be
00:23:02very sane to consider becoming part of this very
00:23:06strong alliance. Dr. Vakar, coming back
00:23:09to the domestic front, do you think that this can also
00:23:13open doors for us,
00:23:15you know, in terms of employment, in terms
00:23:17of exports for example. and also
00:23:21economic growth we spoke about a little bit, but
00:23:24particularly employment, which remains a
00:23:27concern for for economies like ours of
00:23:29course. I think from the employment
00:23:33perspective, it is hartening
00:23:36to see that Pakistan already is doing government to
00:23:40government as well as B2B, business to business
00:23:44arrangements with both these economies, Saudi Arabia and
00:23:47Turkey and four stand out
00:23:51where Saudi companies and Turkey
00:23:54companies are active, as we know that these
00:23:58sectors include energy and petrochemicals, mining and
00:24:02minerals, defense manufacturing and infrastructure
00:24:06and logistics, all four these sectors
00:24:09really bring
00:24:11up lot of opportunity for Pakistan's
00:24:14youth, which is not only trained in these sectors, we have
00:24:18large university. pool which helps
00:24:22us to graduate the youth in these sectors, so this
00:24:26this is this is an opportunity going forward for
00:24:30Pakistan. Right, thank you so much for being with us, thank you for your very
00:24:34valuable input, Dr. Wakar, thank you for to move to Dr.
00:24:37Jamil Khan, who is the former ambassador now joining
00:24:41us. Dr. Jamil, when we look at Pakistan's
00:24:44particularly longstanding security concerns, how
00:24:48important are regional? partnerships with countries of
00:24:52course of the like of Turkey and Saudi
00:24:55Arabia in overall sort of
00:24:59you insulating us and giving us the kind of
00:25:03national security, the kind of perhaps
00:25:07boost one can say, of course Pakistan is also ranked as you
00:25:11know among those economies that
00:25:15among those countries that have some the best deterrance capabilities
00:25:19also in... terms of that collaboration, how do you look at
00:25:22it? well, it's a win-win game for
00:25:25the regional countries as well as these three countries who have gone
00:25:29into this very unique alliance, in fact there are very few
00:25:33countries in this world who
00:25:37would have trilateral alliance like this nature,
00:25:40trilateral alliances are there and they are there for the
00:25:44last several decades, but at the same time such as the
00:25:48New Zealand, Australia, and US or
00:25:52Japan, US, or for
00:25:55that matter, the other countries, there are few more
00:25:59examples of that nature and basically
00:26:03those alliances do not have
00:26:06such robust
00:26:09mutual defense
00:26:12strategic agreement which is almost you
00:26:16know like article five the
00:26:19NATO component like I was mentioning that
00:26:23US, Japan and South Korea, that is another trilateral
00:26:27agreement and they are by far with
00:26:30similar kind of a spread, but again in that
00:26:34they have to really have the the
00:26:37constitutional review before going into
00:26:41those mutual defense, but in this very
00:26:45agreement, it is embedded as a natural
00:26:48feature that attack on one country would be taken as
00:26:52attack on all, so yes that's one feature and
00:26:56secondly yes regional alliance is going
00:26:58to to benefit the entire region, in fact the more st
00:27:02in this region, the
00:27:04more benefits, the mutual
00:27:08benefits to this, not only this region and beyond, because
00:27:11imagine if one the examples if i one of
00:27:15going to interject, i understand you,
00:27:20one of course you were just saying example, the examples, but in terms of particularly the
00:27:23region, you know the perception at this time,
00:27:27i want to know your thoughts particularly on the fact how it's going to be
00:27:31perceived because it's means
00:27:33you know Pakistan in that sense going from strength to
00:27:36strength, correct me if I'm wrong, because we are looking at you know of course
00:27:40our diplomatic efforts, our relationships with countries where we
00:27:43are you know spear heading so many other uh important
00:27:47efforts around the world if I can say that, do you think this also
00:27:51underscores Pakistan's sort of you
00:27:55know standing as as as it's being looked
00:27:59at and how it's going to be perceived in the world.
00:28:03Well it's the same Pakistan, it's the same Pakistan Army and it's
00:28:07the same members the Pakistan Army, it's the same
00:28:11cabinet, but then after Mark
00:28:14everything attaind a very high trajectory, it started
00:28:18attaining
00:28:19a very high trajectory, and because of that
00:28:22trajectory, because what
00:28:25happened Mark, we had field marshall, we had
00:28:28a commander and chief who could lead the force.
00:28:32'who could give the vision to the force or who could provide umbrella
00:28:36the leadership which could really lead to or which had led
00:28:40to that kind of success and since that
00:28:44success ever since we attained that success
00:28:47against much bigger force
00:28:51against some much bigger country, the world
00:28:54started bringing us in spotlight, the world
00:28:58is started considering us that yes we are the'.
00:29:02force to be reckoned with and from there we attain better
00:29:06trajectory and h with the traditional
00:29:08diplomacy and the military diplomacy both
00:29:12combined together the way we navigated ourselves from
00:29:16that time onward with the same military and with the
00:29:19same apparatus we were able to
00:29:23raise our profile much
00:29:27higher and it went from strength to strength as you
00:29:30saying so obviously that had attracted that had
00:29:33attracted not only the entire world, not only the United States, not
00:29:37only Iran, but all the countries around the world,
00:29:41they have now realized that Pakistan in this region
00:29:45is not only the stabilizer, but now it has become a
00:29:49net security provider and that's why it has been
00:29:51included
00:29:55or it has now become part of this
00:29:58trilateral defense
00:30:01agreement. and then this
00:30:03agreement is very unique as I was saying and it comes
00:30:07under the chapter eight the United Nations charter where it
00:30:11is allowed that the regional alliance alliance can be made
00:30:15and within that United Nations charter it has been made
00:30:19about the skepticism about any other country I guess it's a win
00:30:23win game all these countries particularly the gulf
00:30:26countries the Saudi Arabia in particular
00:30:30Turkey even Pakistan. Pakistan is a unique
00:30:34feature of its military and the traditional
00:30:37diplomacy where Pakistan is
00:30:41accepted by all incendry, particularly United States, we
00:30:45have a good relation with United States and equally good relation with
00:30:48China, likewise Turkey has very good
00:30:52relation, of course is member the NATO and very important member
00:30:56the nato second biggest force in terms of
