00:05:52the makka joint defense agreement marks new chapter in

00:06:04Kazmi. now
00:06:07we have been joined by Dr. Jameil Ahmad Khan, former ambassador to discuss
00:06:11the Mackay. defense agreement, welcome to Pakistan TV set and I would
00:06:15like you to comment on the contours the Makka joint
00:06:18agreement and how it would be for the strengthening
00:06:22the deterence between these countries?
00:06:26well indeed it's the basic
00:06:30purposes to stabilize have the stabilization this in this
00:06:33region, this region was getting destabilized and was
00:06:37destabilized from various
00:06:40standpoints, but after this... accord and
00:06:44the efforts which Pakistan, Turkey and Saudi Arabia
00:06:48all have made, but initially Pakistan was the
00:06:51country which really started the mediation, the country
00:06:55which was keeping in contact with all these three countries
00:06:59and beyond, because it's on the on the face of it,
00:07:03these are the three countries, but in the back drop of it
00:07:07obviously Pakistan and even
00:07:10Turkey and Saudi Arabia. "we are
00:07:13keeping and I'm sure we are keeping our friends in the loop like
00:07:17China and Russia and other countries the gulf
00:07:21countries, they are already in the loop, such an record
00:07:25was needed and such an accord was needed because this
00:07:29region and particularly
00:07:33we the muslim as a minister
00:07:35of defense mentioned yesterday would really
00:07:39find themselves to be more cohesive." and
00:07:43to be more coordinative in terms
00:07:45of having a joint efforts and
00:07:49keep the keeping
00:07:50the the peace and tranquiality in this region and then the international
00:07:54aspect of this accord is that
00:07:58I'm hearing some the some the criticism also
00:08:02from certain corners and certain part the worlds
00:08:06world and the analys but basically if we examine it from
00:08:09international law point of view. "this record is
00:08:13absolutely in accordance with the United Nations
00:08:16charter, chapter eight, because chapter eight is the
00:08:20one where such alliances can be made by the
00:08:23regional countries and regional states and also
00:08:27a unique thing in this accord macaccord
00:08:31is that tack any the
00:08:35countries would be taken as an attack on all, but
00:08:39that is basically the the countries and it has been..." already
00:08:43mentioned that it is
00:08:46article 51 the United Nations Charter, if some attack is
00:08:50directed to any these countries, those countries would have the right to
00:08:54defend, and just to elaborate that article 51 the United Nations
00:08:58charter, the United Nations charter gives that much of
00:09:02leave to the country which is attacked that they should
00:09:05immediately respond in self defense, so basically this accord
00:09:09is defensive nature, self defense and
00:09:13immediately report to the security council about the
00:09:16violation, so that is the international aspect, but
00:09:19obviously this is going
00:09:22to really bring some kind
00:09:26of a balance a way that the the spoilers
00:09:30are even those groups which are taking
00:09:34the international law in their own hands, they would also
00:09:37find it difficult to really stair, difficult
00:09:41to really go. with their individual or their
00:09:45groups given principles or the
00:09:49given goals so and and then this is going to lead
00:09:52to more cohesion among the countries and you might have
00:09:56noticed your viewers might have noticed that
00:10:00Pakistan is considering the opening the trade route for
00:10:04Afghanistan and Afghanistan now would have better
00:10:08I would say sense in
00:10:12- that these Saudi Arabia has its own
00:10:15linkage, Turkey has its own linkage with Afghanistan and
00:10:19Afghan Taliban government, all together they
00:10:22definitely and then in this accord they... have also mentioned about the
00:10:26counter terrorism and Pakistan is victim of terrorism and Pakistan
00:10:30knows that the its fit
00:10:34basically it says sponsored and is sponsored by the neighboring
00:10:37country so that neighboring country would also now think 10
00:10:40times of sponsoring such now previously we've been
00:10:44furnishing it's good that you it's
00:10:48good that you've mentioned the neighboring country because when we talk about the region of course
00:10:51this agreement is to ensure peace and it is to and strengthen
00:10:55deterference, but when that is being said, when we talk about Pakistan, we of course
00:10:59talk about the neighbor India, so with this pact now
00:11:03in place, how is this alarm bell for India,
00:11:07considering that the their officials have been stating that operation Sindhu
00:11:11is ongoing, obviously
00:11:15they just cannot think of such an adventure now, particularly
00:11:19these three countries, they have these three
00:11:22states all together have about 20 million troops
00:11:26with them, 20 million force all together and they
00:11:30we all understand that Pakistan
00:11:34has its own uniqueness of its strength
00:11:37and there are 34 submarines
00:11:39all together and there are about 700 tanks
00:11:42and four million square
00:11:46kilometers the total area so this and and of course
00:11:49turkey has f35 with that and those
00:11:53are 35. "according to this record could be
00:11:57utilized if there is some aggression director directed to any the
00:12:00members, but having said so India would have better sense now, they
00:12:04understand it quite well, what their interest in Saudi
00:12:08Arabia and other gulf
00:12:11countries lie, and these gulf countries
00:12:15all together, they have about five million Indians working in those
00:12:19gulf countries and more importantly Saudi Arabia alone,
00:12:22India has about almost 2.5 the million people, so they
00:12:26would not really like that they would do any kind
00:12:29of kind of adventure or
00:12:33operation sandur as they are saying, then in that case
00:12:36obviously there would be legal binding on all these two
00:12:40remaining two countries to really take a united actions and
00:12:44india i think have that much of sense and they would be sinner
00:12:48enough not to do that, so this basically is defensive
00:12:52nature, this accord by itself. brings a
00:12:55deterence to the to the countries like
00:12:59our neighboring country and detarance to the
00:13:03group which is operating on the on behest the neighboring country or anyone
00:13:07else for that matter i'm referring to the ttp now
00:13:11the TDP has to be controlled for two reasons one the
00:13:15funding of raw directed towards the
00:13:19terrorist groups using Afghanistan
00:13:21soil once the dossier like 100%
00:13:2551 pages,
00:13:28some time
00:13:29back,
00:13:36we
00:13:36had given right, right, right, thank you so much, Dr. Jamil Ahmed Khan,
00:13:40former ambassador for your valuable time and insights on Pakistan TV, now moving on
00:13:44earlier professor Umut Ozer, professor of International Relations,
00:13:48Istanbul, technical university spoke to Pakistan TV to discuss the Makka
00:13:51joint defense agreement, let's say him out here. "we have three
00:13:55important Muslim countries that have
00:13:59signed a collective defense agreement
00:14:03so to speak, the importance of deterrance is specifically
00:14:06mentioned in the agreement, and further
00:14:09more, it is described by certain American media as a
00:14:13NATO style agreement, maybe that's a bit farfetched, but having said
00:14:17that the attack on one or any the
00:14:21countries is considered to be attack on all them, it's
00:14:25resembles very much NATO's article 5, so they
00:14:29could have put it a different way, they could have expressed this a different way, but
00:14:32the fact that they almost defined it similar to
00:14:36NATO's article 5, attack on one
00:14:38is attack on all makes it quite significant and we already have
00:14:42significant cooperation between Pakistan and and Saudi
00:14:45Arabia due to the agreement signed last year but even
00:14:49going back years and now together with Saudi Arabia's
00:14:53economy and military
00:14:56provinces and and Turkey's activism in militarism and
00:15:00diplomacy in in military affairs and diplomacy as well as membership in
00:15:03NATO makes makes this very very
00:15:06important, I think collective
00:15:10military agreement, deterrance agreement, deterrance agreement,
00:15:14and I think the main issue here is that there's a threat
00:15:18perception on the part of Saudi Arabia coming from Iran, whereas
00:15:22Turkiy has better relations with Iran, so we have a... very important
00:15:26development, I think in regional affairs, focusing on military, but it
00:15:30can have spillover effects in economy and diplomatic relations as
00:15:33well. Earlier geopolitical analyst.
00:15:37symbol spoke to pakistan tv from Beijing to discuss the significance the
00:15:41Makka joint defense agreement. Let's say him out as well. I think
00:15:45yes that is a quite historic milestone into the relation between the Saudi
00:15:49Arabia, Pakistan and Turkia. And I think that
00:15:53that is something that was needed according to the changing
00:15:55dynamics, changing dynamics and the political and
00:15:59the geopolitical shift in the Middle East, so how much it could be the practical and
00:16:03the pragmatic? I think that will the time will tell, because uh... such
00:16:07kind of mean strategical partnerships with quite heavyweight
00:16:11militarily mean that the countries like Pakistan and
00:16:15Turkey because the Saudi Reliance and more
00:16:18dependence of defense was on the United States so but the
00:16:22recent episode and the the war between the United States
00:16:26and Iran has quite changed the dynamics
00:16:30in the middle east and the Saudi's reliance on
00:16:34the other countries especially on Pakistan and the Turkia I think that is quite...
00:16:37meaningful at this time, but if we can go to the historical
00:16:41context, so I think that the Turkey and the Saudi
00:16:44Arabia, their past if we go, if we go, if we
00:16:48go towards the Ottoman Empire, so I think that that is quite a big
00:16:51change, and the the compliance
00:16:55and especially the the compatibility of such kind the relations
00:16:59are quite changing, but we can see also the other side that Iran quite
00:17:03downplay and also Iran said that such kind the
00:17:07deals. will not protect Saudi Arabia, so it's mean
00:17:10that the Iran existence in the middle east will increase
00:17:14and especially the Iran proxies that could be a posing
00:17:18a quite serious threat to Saudies, I think that is also
00:17:22something that could be considerable into the near
00:17:25future. Prime Minister of Pakistan
00:17:29Shabash Sharif described the signing the Makka joint defense agreement
00:17:32alongside Saudi crown prince Mohammad bin Salman and Turkish President

00:18:45seeking peace, prosperity and stability
00:18:47in the region. In a post on the Turkish social platform,

00:18:55of collective deterrance would strengthen security and defense
00:18:58cooperation, joint defense industry projects and counter terrorism
00:19:02efforts. He added that Turkey would maintain its part principle stance
00:19:06in favor of resolving. and crisis through dialogue and diplomacy
00:19:10based on respect for international
00:19:12law.
00:19:16the joint defense agreement asures a new framework for collective
00:19:20security among Pakistan, Saudi Arabia and Turkey. the agreement strengthens
00:19:24collective deterence by presenting the combined strategic weight of
00:19:28all three states as a single defensive front. more in this report by our
00:19:32correspondent Rana Abdullah. the
00:19:35historic Makka joint def. Agreement is here, well

00:20:38its core message is clear, an armed attack against
00:20:42any one the three states will be regarded as an
00:20:46attack against all three. In practical terms.
00:20:50Pakistan, Saudi Arabia and Turkey will not be standing alone
00:20:53now, but together as iron wall. Any potential
00:20:57aggressor must consider the combined strategic weight
