00:08:44Assalam alaikum and welcome to Perspective. The question as far as
00:08:48Saudi Arabia, Pakistan, Turkey and the landmark macca mutual
00:08:52defense agreement. It doesn't look like it's simple strategic
00:08:56partnership, but the beginning of new regional
00:08:59security architecture. We'll be talking about the ramifications
00:09:03of this development as it resonates in the region. Of course Pakistan
00:09:06with its unique military experience Turkey with its
00:09:10defense capabilities and to expertise and Saudi
00:09:14Arabia with its enormous economic and strategic weight.
00:09:17What will the three countries together mean for the region and for the world? How
00:09:21will the world look at it and how does the region look at it? How
00:09:25formidable a front will this union present? All of that today on
00:09:29perspective. A little later on we'll also be talking about
00:09:32US-Israel relations and the growing strains that are
00:09:36becoming eminent in the week of all that, in the wake of all that is being
00:09:40said by key. does in the US
00:09:43administration and also what is happening as far as the
00:09:46relationship and its tendence for a while that seem to be
00:09:50unraveling. all of that today on perspective. i have
00:09:54with me our first segment sardar masod khan joining us and later
00:09:58on we'll have other guests during the course the program. sardar
00:10:02sab, as far as the makka mutual defense agreement is
00:10:06concerned, this development itself and what it
00:10:09means for the region and for the world. Uh, this
00:10:13defense pact evolving into broader
00:10:17and the potential for it to sort of,
00:10:19you know, move into a broader strategic and economic partnership. What are your
00:10:23thoughts on that?
00:10:37that it's a historic moment for the region and for the three
00:10:41countries. You recall that last September Pakistan and Saudi
00:10:44Arabia had signed strategic
00:10:48mutual defense agreement, and at that time this discussion
00:10:52had started that this would be expanded, that there would be... regionalization of
00:10:56this kind of collective security and that's happening
00:11:00now, you would also recall that
00:11:02there were many other countries who showed
00:11:06interest, for instance, I mean one heard that Qatar,
00:11:10addition to Turkey, Egypt and Kuwait, these
00:11:14countries were interested, but I think it has expanded
00:11:17and as you
00:11:19were rightly pointing it out, it would
00:11:21be, it would...
00:11:25kind of give new construct for defense and economic
00:11:29partnership between the three countries
00:11:32and this would have very positive impact on the
00:11:36region. sardar sab, as far
00:11:39as this alliance and its move towards a wider
00:11:43muslim alliance, there's a lot that is being said about that
00:11:47also. how do you look at that and you know other muslim
00:11:51countries moving in for closer cooperation? do you think that's?
00:11:55also a possibility? yes, it's a
00:11:58possibility, but let me first of all address
00:12:02two issues that are being discussed, one is that whether it is
00:12:06performative, that it's just symbolic, no, it is not, it is very
00:12:10substantive, and second is is it directed
00:12:14against any other country, one specific country
00:12:17or number of countries, and the answer is
00:12:20no, and this has been clarified by all the three
00:12:24signatories. through their statements and it's not also written
00:12:27into the into into the into the
00:12:31agreement. the other thing that has been said, I mean,
00:12:34particularly western commentators also in our region, people have been
00:12:38speculating whether it's a Muslim NATO, and I would say
00:12:42that it's a partnership in the making, it has
00:12:46yet to be curated and it has to be
00:12:49perfected, but I think that the links between the three countries
00:12:53already exist. now and they they can be
00:12:57developed further
00:12:58to deal with multiple
00:13:02situations. now what is happening right
00:13:06now is that the islamic ummah or the
00:13:10community at large, the are 56, 57 members
00:13:13the organization of Islamic cooperation, they
00:13:17by large feel that they are defenseless, that they
00:13:20can't deter aggression whenever they are
00:13:23attacked. "and they've been depending on certain
00:13:27security providers, but when the war
00:13:31start or aggression is committed against them, they can't defend
00:13:34themselves and so whether not you call
00:13:38it an Islamic NATO, it's an embryo,
00:13:41nucleus which has been put in place, and I think that
00:13:45in the years to come it could theoretically expand, already there is lot of
00:13:49interest amongst Muslim countries, I mean right now the focus
00:13:53is on the g'. but there are other significant
00:13:57countries like you have Malaysia and Indonesia and Bruney dar
00:14:00salam or some countries in Africa who may also like
00:14:04to join, my own assessment is
00:14:08that if it is a small group it would be
00:14:11effective, if it becomes a sprawling
00:14:14organization then of course it is overtaken by bureaucracies
00:14:18and it doesn't remain that effective. I think
00:14:22that first this experiment has to be
00:14:25perfected, when we look
00:14:29at beyond military cooperation, its effects as on
00:14:33the diplomatic front, do you think that
00:14:35you know those may outway the former considering that
00:14:39you know what this can mean and the way that the the perception of
00:14:42it, the weight of it together, how it's going to be
00:14:46looked at diplomatically and the weight that it's going to add to
00:14:50each individual country, how do you look at that?
00:14:53well, I would... say that
00:14:56you know this
00:14:59is this agreement is very momentuus,
00:15:03everybody is looking at it, it's prospects and
00:15:07so I think that first you have to look at the military dimension,
00:15:11it's very significant because you have three
00:15:15military forces combining their strengths and
00:15:19their assets, you have Turkey which is the second largest
00:15:22armed forces in... Pakistan is the
00:15:26largest, I mean they about 70000 troops,
00:15:29Turkey should be about 4000,
00:15:33Saudi Arabia, 225000 troops.
00:15:37mind, it's a big force of 1.2
00:15:41million soldiers, and if you add to them
00:15:44the reserves or paramilitary
00:15:47forces, then the number in fact grows to
00:15:512.2 million, so it's a it's a formidable force.
00:15:55second is that the
00:15:58population is more more
00:16:02than nearly 400 million dollars.
00:16:06mean, pardon me for, i was being
00:16:10interrupted by some calls, so i just misspoke,
00:16:13but to be precise,
00:16:17382 million
00:16:20people, so this is this
00:16:23is and the combined GDP
00:16:27these countries would be about the
00:16:30point four trillion dollars, which would make them the
00:16:34seventh largest economy of a block economy. in the
00:16:37world, so and what they
00:16:41have decided to do right now, we have to understand that first,
00:16:45that they have said that this is not an access against any other country, they have said that they
00:16:49are not going to accelerate arms race in the region,
00:16:53that they are focusing on joint
00:16:57defense production, technology transfer, military
00:17:01exercises, training, and also it would be
00:17:05underpinned by economic partnerships. between these
00:17:08three countries, it is being compared to NATO and it
00:17:12is being perceived or misperceived because of this language that has
00:17:16been using used in the agreement that attack
00:17:20on one is attack on all, so this this of
00:17:24course this has been borrowed, this is similar to the
00:17:28NATO agreement, the article
00:17:315, but let me also remind you that
00:17:34article 5 was has been invoked only one in NATO's
00:17:38history and that was after 9/11,
00:17:42so we'll have to see how
00:17:44it is used, but since I mentioned these
00:17:48factors that is not merely our security partnership, it
00:17:51is basically security
00:17:55synergy, I mean it is strategic synergy the three
00:17:58countries and their primary
00:18:01objective is to deter aggression so that when they
00:18:05are attacked any the three countries is... fact, they can
00:18:09call us their strengths, they can mobilize their forces
00:18:13and deter aggression,
00:18:17but but in terms of diplomatic leverage again, do you
00:18:21think that that may matter more ultimately then then
00:18:25troops or weapons for each country, and
00:18:28and how this looks to the world in terms of capabilities, because of course,
00:18:32like you said, the coming together of each country's
00:18:35strength, as i also mentioned, do you think that that
00:18:39will add a lot of diplomatic leverage each
00:18:42country?
00:18:45you know, diplomacy is the preferred course of action for
00:18:49Pakistan, Saudi Arabia and Turkey, which has been demonstrated
00:18:53by this recent war, when it
00:18:55started by the attacks, when it was started by the attacks the
00:18:59United States and Israel against
00:19:03Iran, so what is the course of action that these three
00:19:06countries have? and of course I mean Pakistan took into confidence
00:19:10Saudi Arabia and Turkey and Egypt and built
00:19:14regional consensus and then we got the backing
00:19:17the the of China
00:19:20and so with this combined mandate
00:19:24we invested Saudi Arabia and Pakistan and Turkey invested in
00:19:28diplomacy so if they
00:19:31have entered into this agreement doesn't mean that they are
00:19:35excluding records. to diplomacy, in fact
00:19:39diplomacy would be their preferred tool so that
00:19:42the aggression doesn't take place at
00:19:46all, so I think that diplomacy would
00:19:50be an essential pincer
00:19:53of this agreement and this
00:19:57new block, if you can call it, fair enough,
00:20:01in terms of, you know, what
00:20:04Turkey will gain in terms of balancing? as far as we are
00:20:08looking at of course Saudi Arabias enormous
00:20:10of course uh the economics as far as
00:20:14each country's concerned, what they h hope to gain as far as
00:20:18military is concerned and when we look at Pakistan in that regard of course and
00:20:22also nuclear capabilities that it brings
00:20:25to this alliance in terms of moving forward, do you
00:20:29think it also will balance sort of powers in
00:20:33the region? well yes,
00:20:36one thing that I to highlight and I said it in so many
00:20:40words while responding to your early
00:20:42questions, it is not the
00:20:46entire agreement is not "
00:20:50directed against any one country, so it's not a sunni block so to
00:20:54say. now you were talking about the relative strengths
00:20:57these countries and if they are combined,
00:21:00you know, turkey and what they are looking for, as matter of turkey
00:21:04was
00:21:06designated by the next enemy
00:21:09by some the politicians in Israel, mean after Iran, and so it
00:21:13is vulnerable, it is rising, but is vulnerable, it's one the
00:21:17most successful muslim countries. so
00:21:20but their strength is
00:21:24their defense industrial base and Pakistan is
00:21:28connected with the Turkey, I mean they are
00:21:31manufacturing many defense platforms already in Pakistan and we have very
00:21:35close defense cooperation between the two countries, similarly
00:21:39in Saudi Arabia is oil rich
00:21:42and it has convenient power, it is of
00:21:45course the custodian the holy places and so...
00:21:50"and Pakistan is nuclear weapon state,
00:21:53it its conventional forces are also formidable,
00:21:56so what if you combine these strengths, what
00:21:59these countries are looking for is collective security
00:22:03and influence, this would of course enhance their influence in the
00:22:07region and beyond. I was listening
00:22:11to the reactions and I think that there was
00:22:14one reaction from Iran, I mean the
00:22:18one" member the
00:22:22the National Security Committee their parliament who said that this will do
00:22:26no good to Saudi Arabia, but again
00:22:29I want to highlight that this agreement is not directed against
00:22:33any one country and it doesn't rule out
00:22:37inclusion of other countries,
00:22:41Islamic countries, I mean it doesn't exclude even the possibility
00:22:45the inclusion of of
00:22:49Iran. because even if you look at
00:22:52the memorandum of understanding is language, the
00:22:56memorandum that was brokered by Pakistan, it in
00:23:00fact envisages a framework
00:23:03whereby Iran and the Gulf states would became
00:23:07become interdependent and stakeholders
00:23:10in reconstruction the region and
00:23:13also kind of economic partnerships
00:23:17between Iran and the Gulf countries can't lead tom
00:23:21a joint security architecture for the
00:23:25region post war. right, thank you so much

00:23:40j sir, this agreement as far as Pakistan, Saudi Arabia and Turkey,
00:23:44we we talking about what they bring each, you each
00:23:48country brings to the table. with regard to this defense
00:23:51agreement and the fact that it seems to be a
00:23:55start and and
00:23:56you know lot of critics are calling it a just start
00:24:00to what can happen as far as this alliance is concerned and the
00:24:03potential of it to increase into so much
00:24:07more. do you agree with
00:24:08that?
00:24:13it's begin by understanding why this agreement was made
00:24:17frankly, why i understanding? basically is
00:24:20that the GCC countries which so far
00:24:24dependent on United States of America and they had their bases and
00:24:28everything, they found that the bases the Americans could not defend
00:24:32themselves, how could they defend those countries
00:24:36where they were located? and secondly, they
00:24:40also realize increasingly, and this is
00:24:42not happing today,
00:24:46this happen over the years that the... countries
00:24:50have realized in this region that outside
00:24:54anybody outside, whether is
00:24:57America, anybody else, they
00:24:59are not here for our benefit, they are there for their own
00:25:06these three countries they have laid the basis including of
00:25:10course pakistan agreement with that, they
00:25:14laid the basis
00:25:16to a mutual.
00:25:20cooperation
00:25:22architecture, that is how
00:25:25I look at it, and when you talk about what they bring to the
00:25:29table, I mean you see the power house,
00:25:33turkey is emerging as one the
00:25:36leading countries in terms of
00:25:39difference technologies, so Arabia of course
00:25:43is the
00:25:47oil power house, financial power. house and
00:25:51Pakistan together with its geographical location,
00:25:55let's not forget that, the geography the
00:25:58whole thing must also be
00:26:02captain. interview brings to the table kind
00:26:05of strength that actually when i said that less
00:26:09the basis for what can happen in the future what should happen in the
00:26:13future that is i think very very
00:26:15critical number two i have been
00:26:19hearing jee please continue

00:26:26have been reading and i have been listening to different
00:26:29people and the kind of color that is
00:26:32being given to this agreement,
00:26:36these three trilateral agreement, it's a NATO, Islamic
00:26:40NATO and Islamic
00:26:42what, without understanding
00:26:46NATO had different environment, different situation, different
00:26:49thing, they were opposed to and they
00:26:53were fearing a war
00:26:56with, is this in your opinion the beginning
00:27:00of a more autonomous? regional security
00:27:04architecture in your opinion where you of course middle eastern states can
00:27:07then
00:27:08you know be more independent rather than relying
00:27:11on perhaps you know external security guarantees do do you
00:27:15think that you that's what it's targeted to do one of one the
00:27:19reasons
00:27:28is going to be looked at how it's going to be
00:27:37the question. When I said that it has laid the foundation of mutual
00:27:40cooperation, it does not
00:27:43exclude any country. Number one, number two, it is
00:27:47not directed against any country. I
00:27:50just read the tweet from Iran's foreign
00:27:54minister, he has not only welcomed it, but he has said that this is how
00:27:58it should be actually the Muslims getting together to
00:28:02fight. against any aggression from outside, number two
00:28:05development that can take place when all the Muslim
00:28:09countries of this region get together,
00:28:12put together these countries and I
00:28:16am sure and I have no doubts about it that these three
00:28:20countries, Pakistan, Saudi Arabia and Turkey, they have not
00:28:24only this in mind, but I think there some kind of context already be
00:28:28made, at some point Iran will join this, because
00:28:32Iran joins this
00:28:35architecture and then it becomes kind
00:28:39of
00:28:39a pillar around which you will find other countries
00:28:43also coming around. now are interested people
00:28:47here, you which have runs
00:28:49china, through Pakistan to Iran to Saudi
00:28:52Arabia and Turkey, then we have Soviet
00:28:56Union, sorry, Russia, which again
00:29:00has relationship with Turkey with the area with
00:29:03Pakistan and obviously
00:29:06China, but this is how the whole
00:29:10thing is
00:29:10to be looked at, does it not particularly
00:29:14you know strengthen deterrence and and you perhaps makes
00:29:18conflict less likely is
00:29:21at least you know that seems the
00:29:23to be one reasons when we look at the conflicts around the world
00:29:27and certainly it's worth applaading when we look at you know the coming
00:29:31together these countries. and what it means deterrance wise
00:29:34particularly,
00:29:39mean we have to be clear who is the enemy against whom we have, we
00:29:42are calling this as terrance, unless we define that, unless we define the
00:29:46threat perception at least
00:29:48these th
00:29:52confusion in this regard, however having said
00:29:55that, these countries when
00:29:58mutually start cooperating with each other,
00:30:02"the tension between the countries number one will start going
00:30:05down, number two, any misunderstandings will
00:30:09start disappearing, number three each other
00:30:12resources will come and help each other out, and
00:30:16finally when it matures into that area, that is when it will
00:30:20become a deterrance, deter against what, this
00:30:24agreement has killed abraham accord, this agreement has
00:30:28killed the chances of what we call greater
00:30:30Israel, agreement less the foundation
00:30:34for the withdraw of United States of America from this region,
00:30:38they are not needed here, if we are we can cooperate and look after
00:30:42each other, why are they, why is America here?
00:30:46because they think they have been selling this idea of Iran
00:30:49threatening everybody around, that is changing, that
00:30:53has changed in fact, Iran's foreign ministers,
00:30:57tweet have already quoted and
