00:09:04Arabia, Pakistan, Turkey and the landmark Makka mutual defense
00:09:08agreement, it doesn't look like it's simple strategic
00:09:11partnership, but the... beginning of new regional
00:09:14security architecture, we'll be talking about the ramifications
00:09:18of this development as it resonates in the region. of course Pakistan with
00:09:22its unique military experience, Turkey with its
00:09:25defense capabilities and NATO expertise, and Saudi
00:09:29Arabia with its enormous economic and strategic weight,
00:09:33what will the three countries together mean for the region and for the world,
00:09:36how will the world look at it and how does the region look at it? how
00:09:40formidable affront will this union present all of that today on
00:09:44perspective, a little later on we'll also be talking about
00:09:48US-Israel relations and the growing strains that are
00:09:51becoming eminent in the week of all that, in the wake of all that is being
00:09:55said by key figures in the US
00:09:58administration and also what is happening as far as the
00:10:01relationship and its tendence for a while that seem to be
00:10:05unraveling, all of that today on perspective, i have
00:10:09with our first segment sardar masod khan, joining us and later
00:10:13on wel have other guests during the course the
00:10:15program as far as the
00:10:18makka mutual defense agreement is concerned this
00:10:22development itself and what it means for the
00:10:26region and
00:10:27for the world, this defense pact evolving
00:10:30into broader and the potential for it to sort
00:10:34of move into a broader strategic and economic partnership,
00:10:38what are your thoughts on
00:10:39that?
00:10:52I said that it's a historic moment for the... region and
00:10:55for the three countries, you would recall that last September Pakistan and
00:10:59Saudi Arabia had signed strategic
00:11:03mutual defense agreement and at that time this discussion
00:11:07had started that this would be expanded, that there would be regionalization of this
00:11:11kind of collective security and that's happening
00:11:15now. you would also recall that there
00:11:18were many other countries who showed interest, for instance, I
00:11:22mean one heard that Qatar... addition to
00:11:26Turkey, Egypt and Kuwait, these countries were
00:11:29interested, but I think it has
00:11:32expanded and as
00:11:34you were rightly pointing it out, it
00:11:36would be, it
00:11:39would kind of give new construct for
00:11:43defense and economic partnership between
00:11:46the three countries, and this would
00:11:49have very positive impact on the
00:11:51region, sir, far is
00:11:55this alliance and its move towards a wider
00:11:59muslim alliance, there's a lot that is being said about that
00:12:02also, how do you look at that and you know other muslim
00:12:06countries moving in for closer cooperation? do you think
00:12:09that's also a possibility?
00:12:13yes, it's a possibility, but let me first of all
00:12:17address two issues that are being discussed, one is that
00:12:21whether it is performative, that it's just symbolic, no, it is not. is
00:12:25very substantive and second is is it
00:12:28directed against any other country, one specific country
00:12:32or number of countries, and the answer is
00:12:36no, and this has been clarified by all the three
00:12:39signatories through their statements and it's not also written
00:12:43into the into into the into the
00:12:46agreement. the other thing that is being said, mean
00:12:50particularly western commentators also in our region, people have been
00:12:53speculating whether it's a... NATO and I would
00:12:57say that it's a partnership in the making, it
00:13:01has yet to be curated and it has to be
00:13:04perfected, but I think that the links between the three countries
00:13:08already exist, now and they they can be
00:13:12developed further
00:13:13to deal with
00:13:17multiple situations, now what is happening right
00:13:21now is that the Islamic Ummah.
00:13:25the community at large, they are 56, 57 members
00:13:28the organization of Islamic Cooperation,
00:13:32they byen large feel that they are defenseless, that they can't
00:13:36deter aggression whenever they are
00:13:39attacked, and they've been depending on certain
00:13:43security providers, but when the war
00:13:46start or aggression is committed against them, they can't defend
00:13:50themselves and so whether not you call
00:13:53it an Islamic... It's an embryo,
00:13:56nucleus which has been put in place, and I think that
00:14:00in the years to come it could theoretically expand, already there is lot
00:14:04of interest amongst Muslim countries. I mean, right now the
00:14:08focus is on the Gulf, but there
00:14:11are other significant countries like you have Malaysia and Indonesia and Brunei,
00:14:15Darus Salam, or some countries in Africa who may also
00:14:19like to join, my own assessment is
00:14:23that if it is a small group, it would be
00:14:26effective, if it becomes a sprawling
00:14:30organization, then of course it is overtaken by bureaucracies
00:14:33and it doesn't remain that effective. i think
00:14:37that first this experiment has to be
00:14:40perfected. so that when we look
00:14:43at beyond military cooperation, its
00:14:47effects as on the diplomatic front, do you think that
00:14:50you know those may outway the former considering that
00:14:54you know what? can mean and the way that
00:14:56the the perception of it, the weight of it
00:14:59together, how it's going to be looked at diplomatically and the
00:15:03weight that it's going to add to each individual country, how do you look at
00:15:07that? well, I would say
00:15:10that you
00:15:12know,
00:15:14this is this agreement is very
00:15:18momentous, everybody is looking at it, it's prospects
00:15:21and so I think that the first... have to
00:15:25look at the military dimension, it's very significant because
00:15:29you have three military forces combining
00:15:32their strengths and their assets, you have
00:15:35Turkey which is the second l just armed forces
00:15:39in NATO. Pakistan is the largest, I mean there are about
00:15:4370000 troops. Turkey should be
00:15:46about 40000, Saudi Arabia,
00:15:49225000 troops
00:15:52combined, it's a big force of 1.2
00:15:56million soldiers, and if you add to them
00:15:59the reserves or paramilitary
00:16:03forces, then the number in fact grows to
00:16:062.2 million. so it's a it's a formidable force,
00:16:10second is that the population
00:16:14is more more
00:16:17than nearly 400 million
00:16:38This is this is and the combined
00:16:41GDP these countries would be about
00:16:453.4 trillion dollars which would make them
00:16:49the seventh largest economy of a block economy in the
00:16:53world so and what they
00:16:57have decided to do right now we have to understand that first that
00:17:01they have said
00:17:01that this is not an access against any other country they have said that they are not going to
00:17:05accelerate arms race in the... region
00:17:08that they are focusing on joint
00:17:12defense production, technology transfer, military
00:17:16exercises, training, and also it would be
00:17:20underpinned by economic partnerships between these
00:17:24three countries, it is being compared to NATO and it
00:17:28is being perceived or misperceived because of this language that has been
00:17:32using used in the agreement that attack
00:17:35on one is attack on so this this of
00:17:39course this has been borrowed, this is similar to the NATO
00:17:43agreement, the article 5,
00:17:47but let me also remind you that article 5 was has
00:17:51been invoked only once in NATO's history and that
00:17:54was after 911, so we'll
00:17:58have to see how
00:17:59it is used, but since I mentioned these
00:18:03factors that is not merely - security partnership, it
00:18:07is basically security
00:18:10synergy, mean it is strategic synergy the three
00:18:13countries and their primary
00:18:16objective is to deter aggression so that when they are
00:18:20attacked any the three countries is attacked they can
00:18:24colus their strengths, they can mobilize their forces
00:18:28and deter
00:18:30aggression, but but in terms of
00:18:33diplomatic leverage again, do you think that that?
00:18:37me matter more ultimately than than troops or
00:18:40weapons for each country and and how this
00:18:44looks to the world in terms of capabilities, because of course,
00:18:48like you said, the coming together of each country's
00:18:51strength,
00:18:52as I also mentioned, do you think that that will add a lot of
00:18:56diplomatic leverage each
00:18:57country?
00:19:00you know, diplomacy is the preferred course of action for
00:19:04Pakistan, Saudi Arabia and Turkey, which
00:19:07has been... demonstrated by this recent war when it
00:19:11started by the attacks, when it was started by the attacks the
00:19:15United States and Israel against
00:19:18Iran, so what is the course of action that these three
00:19:22countries have taken? of course, I mean Pakistan took into confidence
00:19:26Saudi Arabia and Turkey and Egypt and built
00:19:29regional consensus, and then we got the backing
00:19:32the the of China,
00:19:36and so with this... bind mandate, we
00:19:39invested Saudi Arabia and Pakistan and Turkey invested in
00:19:43diplomacy, so if they
00:19:46have entered into this agreement doesn't mean that they are
00:19:50excluding recourse to diplomacy, in fact
00:19:54diplomacy would be their preferred tool so that
00:19:58the aggression doesn't take place at
00:20:01all, so I think that diplomacy
00:20:05would be an essential. pincer
00:20:08of this agreement and this
00:20:12new block, if you can call it, fair
00:20:16enough, in terms of,
00:20:18you know, what Turkey will gain in terms of
00:20:21balancing, as far as we are looking at of course Saudi
00:20:25Arabia's enormous of course, the
00:20:28economics as far as each country is concerned, what they h hope
00:20:32to gain as far as military is concerned, and when we look at Pakistan in that regard
00:20:36of course and also... nuclear capabilities that it brings
00:20:40to this alliance in terms of moving forward, do you
00:20:44think it also will balance sort of powers in
00:20:48the region? Well yes, one thing that I
00:20:52want to highlight and I said it in so many words
00:20:56while responding to your early questions, it is
00:21:00not the entire agreement is
00:21:03not directed against any one
00:21:07country, so it's not a sunni block so to say, now you were
00:21:10talking about the relative strengths these countries and if they
00:21:14are combined,
00:21:15you know Turkey and what they are looking for as matter of turkey
00:21:19was
00:21:23designated by the next enemy by some the politicians in Israel, I
00:21:27mean after Iran and so it is vulnerable, it is rising but
00:21:31is vulnerable, it's one the most successful muslim
00:21:33countries, so but their
00:21:37strength is their defense
00:21:40industrial base and Pakistan is connected with the Turkey, I mean they
00:21:44are manufacturing many defense
00:21:48platforms already in Pakistan. and we have very close defense
00:21:51cooperation between the two countries, similarly in Saudi Arabia
00:21:55is oil rich and it has
00:21:58convenient power, it is of course the custodian the holy
00:22:02places and so and Pakistan is nuclear
00:22:06weapon state,
00:22:08it its conventional forces are also formidable,
00:22:11so what if you combine these strengths, what
00:22:15these countries are looking for is collective security
00:22:18and influence, this would have... enhance their influence in the
00:22:22region and beyond, I was listening
00:22:26to the reactions and I think that there was
00:22:30one reaction from Iran, I mean the
00:22:33one member the
00:22:37the National Security Committee their parliament who said that this will do
00:22:41no good to Saudi Arabia, but again
00:22:45I want to highlight that this agreement is not directed against
00:22:49any one country. "and it doesn't
00:22:51rule
00:22:53out inclusion of other countries,
00:22:56Islamic countries, I mean it doesn't exclude even the possibility
00:23:00the inclusion of of
00:23:04Iran, because I
00:23:06mean if you look at the memorandum of understanding is
00:23:10language, the memorandum that was brokered by
00:23:13Pakistan, it in fact
00:23:16envisages a framework whereby..."
00:23:20'Iran and the Gulf states would became become
00:23:23interdependent and stakeholders in
00:23:26reconstruction the region and also kind
00:23:30of I mean an economic partnerships between Iran and the Gulf
00:23:34countries can lead to a joint
00:23:38security architecture for the region post
00:23:55this agreement as far as Pakistan, Saudi Arabia and Turkey, you
00:23:59we talking about what they bring each, each
00:24:03country brings to the table with regard to this defense
00:24:07agreement, and the fact that it seems to be a
00:24:10start, and and
00:24:11you know lot of critics are calling it is just start
00:24:15to what can happen as far as this alliance is concerned and the potential
00:24:19of it. to increase into so much more? do you
00:24:23agree with
00:24:23that?
00:24:28just begin by understanding why this agreement was made
00:24:32frankly, why i understanding? basically is
00:24:36that the GCC countries which so far
00:24:39dependent on United States of America and they had their basis in
00:24:43everything, they found that the basis the Americans could not
00:24:47defend themselves, how could they defend? those
00:24:51countries where they were located and secondly
00:24:55they also realize increasingly and this is
00:24:57noting
00:25:01today, this happen over the years that
00:25:05the countries have realize in this region that
00:25:08outside any money outside whether
00:25:12is america anybody else, they are not here
00:25:16for our benefit, they are there for their own good fine.
00:25:20Okay, therefore these three countries, they have laid the
00:25:24basis including of course, pakistan has so
00:25:27agreement with that, they laid the basis
00:25:31to
00:25:34mutual cooperation
00:25:37architecture, that is how
00:25:41I look at it, and when you talk about what they bring to the
00:25:45table, I mean you see the power house,
00:25:48Turkey is emerging. as one the
00:25:51leading countries in terms of
00:25:54difference technologies. Saudi Arabia, of course
00:25:58is the in terms of
00:26:02oil power house, financial power house and
00:26:06Pakistan together with its geographical
00:26:09location, let's not
00:26:11forget that, the geography the
00:26:13whole thing must also be
00:26:17kept in the view, brings to the table kind
00:26:20of strength that actually when I said that less
00:26:24the basis for what can happen in the future, what should happen in the
00:26:28future, that is I think very very critical.

00:27:05thing, they were opposed to and
00:27:08they were fearing a war
00:27:11with, is this in your opinion the beginning
00:27:15of a more autonomous regional security
00:27:19architecture in your opinion, where you know of course middle eastern states can
00:27:23then
00:27:23you know be more independent rather than relying
00:27:27on perhaps you know external security guarantees, do do you
00:27:31think that
00:27:31you know that's what is targeted to do one of one the
00:27:34reasons
00:27:43going to be looked at, how it's going to be
00:27:52the question, when I said
00:27:53that has laid the foundation of mutual
00:27:55cooperation, it does not
00:27:58exclude any country, number one, number two. It is
00:28:02not directed against any country. I

00:28:43made, at some point Iran will join this, because

00:28:50architecture and then it becomes kind
00:28:54of a pillar around which you will find other
00:28:58countries also coming around, now interested people
00:29:01here. you have China which runs through
00:29:05Pakistan to Iran to Saudi Arabia
00:29:09and Turkey, then we have Soviet Union,
00:29:12sorry, Russia, which again has relationship with
00:29:16Turkey, with Saudi Arabia, with Pakistan and
00:29:20obviously China, but this
00:29:24is how the whole thing needs to be looked at,
00:29:28particularly
00:29:29you know strengthen deterrence and and... perhaps
00:29:33makes conflict less likely, at least
00:29:36you know that seems to be one the reasons when we look
00:29:40at the conflicts around the world and certainly it's worth
00:29:44applading when we look at you know the coming together these countries
00:29:48and what it means deterrance wise
00:29:49particularly?
00:29:54mean we have to be clear who is the enemy against whom we have, we are
00:29:57calling this as a terrorist, unless we define that, unless we define the
00:30:01threat perception. at least these
00:30:04three
00:30:07confusion in this regard, however, having said
00:30:10that, these countries when
00:30:13mutually start cooperating with each
00:30:16other, the tension between the countries, number one will start
00:30:20going down, number two, any misunderstandings will
00:30:24start disappearing, number three each other
00:30:28resources will come and help each other out and
00:30:31finally it matures into that area, that is when it will
00:30:35become a deterrance, deter against what, this
00:30:39agreement has killed abraham accord, this agreement has
00:30:43killed the chances of what we call greater israel,
00:30:47this agreement less the foundation for withdrawal of
00:30:51united states of america from this region, they are not needed
00:30:54here, if we are we can cooperate and look after each other,
