00:06:19happen again. The host country must honor its
00:06:23obligation. The conference must protect the
00:06:26integrity of its process. Anything less
00:06:30set a dangerous precedent for all
00:06:33members. Multilateralism cannot function if
00:06:37these practices prevail. Selective access
00:06:40contradicts the spirit. the agency and the letter
00:06:44the headquarter agreement, it contradicts
00:06:48basic norms of diplomatic practice, it remains
00:06:52committed, Iran remains committed to the IA mandate
00:06:55and to the work of this conference, but commitment
00:06:59cannot replace capacity. We do not intend to
00:07:03delay its proceedings or to abstract is
00:07:06work. Mr. President, finally, the
00:07:10denial of access of head of delegation. to the
00:07:13conference constitutes clear abuse of
00:07:16power and process by the host country, it
00:07:20further undermine Austria's overall standing as
00:07:24host of international organizations an
00:07:27impartial and professional manner and accordingly
00:07:31affect the views and positions of member state
00:07:35with regard to the host country, this situation
00:07:38regretably a consequence the host country's failure.

00:09:44warfare, an unequal battle between a conventional
00:09:47army, one the largest military forces in the
00:09:50region, and the resistance movement. Despite what it
00:09:54endured in 2024, the resistance has regrouped, and drawing on the
00:09:58developments that followed the war on Iran in 2026, has begune redefining
00:10:02both its political role and its role as a resistance and military
00:10:05force. has become one the starting points for that
00:10:09redefinition. It reflects a shift in the resistances military.

00:11:20reshape the military reality on the ground and the broader security
00:11:23environment a way that according. to its strategic calculations could
00:11:27ultimately influence Lebanon's political reality. Zionist Israel believes that
00:11:31there are political forces and points of leverage within Lebanon on which it can
00:11:34rely. Yet, from its perspective, these internal
00:11:38political factors have so far failed to alter Lebanon's political balance in favor
00:11:42the American Israeli entity camp. This is why the political and negotiating
00:11:46avenues it had hoped for have not produced the desired outcome. As
00:11:50result,
00:11:50it is now increasing pressure and an effort to create a more hostile internal environment in
00:11:54Lebanon. one directed against the resistance and aimed at pushing forward the issue
00:11:58of disarming it. This is the broader context in which the potential scenarios
00:12:02ahead should be understood. In my assessment, there are two possible scenarios
00:12:06for southern Lebanon. The first is that the Israeli enemy continues along the path
00:12:10it has already begun following its declaration of operational control over
00:12:13Ali Tahir. It may attempt as much as possible to establish
00:12:17operational control over additional areas through intelligence dominance, aerial
00:12:21fire control, the extensive use of technology and sustained. on the
00:12:25strategically commanding hilltops and geographical axes the region.
00:12:29one possible and in my view plausible scenario is an expansion
00:12:33towards the strategic highlands around sujud
00:12:36and rihan. this area includes a network of commanding elevations and strategic
00:12:39terrain, including jabal safi, jabal sujud,
00:12:43rihan,
00:12:45jabal rafish, and other dominant hilltops that form part of a wider geographical
00:12:49spine. these elevations are connected to another network of
00:12:53strategically commanding terrain. extending through areas including south the
00:12:56litani
00:12:57region,
00:13:02from zionist Israel's perspective, controlling or dominating this geographical access
00:13:06could create a strategic corridor linking these areas toward the western bqa and
00:13:09potentially a later stage towards. this
00:13:13remains one possible scenario. it cannot be stated with certainty that
00:13:17it will happen, but it is a plausible and potential trajectory. the
00:13:21second scenario concerns what zionist Israel is already doing through its bombardment.

00:13:34with developments on the political level, zionist Israel has spoken about pushing
00:13:38its security reach deeper towards what is being described as a gray zone
00:13:42extending between the yellow line and the blue line. The apparent objective in this
00:13:46scenario would

00:13:50to maintain constant military
00:13:52pressure. from distance and
00:13:56thereby deny the resistance Israel views as its second line of
00:14:00defense. In other words, the effort to take control of
00:14:04strategically commanding hilltops and maintain sustained pressure on the surrounding
00:14:07areas is not simply a military objective. It is also
00:14:11intended to produce political consequences. By reshaping the military
00:14:15and security reality on the ground, Israel would seek to increase political
00:14:19pressure inside Lebanon and create conditions in which the Lebanese army could be
00:14:23compelled by the political authorities to...
