00:05:46we make it more democratic and effective and closer
00:05:50to its peoples. As is well known, in Cuba
00:05:54we are facing a multidimensional
00:05:57aggression from the United States government, a
00:06:01permanent, abusive and ruthless
00:06:04hostility that has lasted for almost seven
00:06:07decades. Since January 2026, this
00:06:11aggression has. and become more cruel and more
00:06:15dangerous with the imposition of an energy
00:06:18blockade that, by resorting to intimidation and
00:06:21coersion prevents any country from exporting fuel
00:06:25to Cuba, an equivalent to naval
00:06:29blockade which is classified under international
00:06:33law as an act of war.
00:06:37Through the adoption of successive measures, the government the
00:06:40United States has been. new prohibitions on all
00:06:44countries with regard to products and services that
00:06:48cannot be exported or transported to Cuba.
00:06:52more than 7 containers remain stranded
00:06:55in different ports, many them
00:06:59loaded with food stuffs, medicines and medical devices
00:07:03and some them have even been paid for by
00:07:07private cuban companies.
00:07:09it is an unusual and
00:07:14a superpower unilaterally deprives all
00:07:17states their right to export the
00:07:21commodities that they wish to the country that they
00:07:24wish to export them to, and continuously and
00:07:27comprehensively violates freedom of trade and
00:07:30navigation. added to this is the
00:07:34intimidation of entrepreneurs of different countries so that
00:07:38they abandon against their will, their investments and businesses.
00:07:42in Cuba, the obstacles and
00:07:46tricks to prevent the arrival in Cuba of
00:07:50absolutely legitimate commercial ships, shipments,
00:07:54the pressures to prevent the entry of visitors and tourists, and
00:07:58the efforts aimed at restricting as much as possible Cuba's
00:08:01legitimate access to financing, technology and
00:08:05markets.
00:08:09It's even gone as far as the United States.
00:08:12exerting uh unseen pressure on sovereign governments so that
00:08:16they renounce the medical services they requested from
00:08:20us for the benefit their respective populations and which
00:08:24are offered by Cuban professionals
00:08:27altruistically because the U.S. government
00:08:30is opposed to such cooperation, regardless
00:08:33the impact and harm that this may cause to those
00:08:37populations if they are deprived of free
00:08:40medical quality medical. care, that is to say,
00:08:44deprived of an elemental human
00:08:47right. last
00:08:49Thursday, the state department
00:08:52convened within this general
00:08:56assembly, humiliate humiliating meeting specifically with
00:09:00the states that are the recipients of this
00:09:03cooperation in order to apply pressure and make
00:09:06threats. according to the US secretary of
00:09:10state, the official policy... the United
00:09:14States is to shut down every relief valve from Cuba
00:09:18to block every possible way out and
00:09:21eliminate any form of survival for
00:09:24Cuba. The impact of such an iron clad and ruthless seige
00:09:28as human face. The economic warfare is aimed against the
00:09:31people. It harms the Cuban people as a whole. It takes a
00:09:35toll on human lives. It causes individual and
00:09:39collective pain. It causes anguish.
00:09:43It is not collateral damage, it is a
00:09:46policy deliberately designed to wound
00:09:50the deepest sensibilities of cuban families, disturb
00:09:54their well-being and hurt the dignity the
00:09:57people. It is an act of collective
00:10:01punishment, a crime also proscribed
00:10:05by international humanitarian law. The
00:10:08obvious short-term immediate goal pursued by such a...
00:10:12policy is induce humanitarian crisis in Cuba, which
00:10:16is also a crime. The government the United
00:10:20States and the US state department have been
00:10:24forced to. recognize the suffering inflict inflicted on the Cuban
00:10:27people, but they have the impudence and cynicism to insist
00:10:31in putting the blame on the government of Cuba.
00:10:35The executioner is blaming the
00:10:37victim. They are following the formula
00:10:41recommended by the state department since 1960
00:10:45in the infamous mallary memorandum,
00:10:48which established as an official policy, and it's in force up
00:10:52until today, the overthrowing the Cuban. government through the
00:10:56economic suffocation and the extreme suffering the
00:11:00Cuban people out of material shortages, hunger and
00:11:04desperation. The President the United
00:11:08States declared in this room a few days ago that
00:11:11Cuba is a failed state. Well, if that were the
00:11:15case, why did they have to impose a
00:11:19fuel bloccade? Why did they impose secondary
00:11:23sanctions? Why? to they have to threaten,
00:11:26persecute and exert pressures on all
00:11:30other states on the planet. The President the United
00:11:34States also recognized that his government is
00:11:38putting on Cuba the biggest pressure ever
00:11:41applied. And few months before he said, and I
00:11:45quote, all that is left is to go in and destroy
00:11:48everything. The threat the use of
00:11:52military force against Cuba persists.
00:11:55This behavior is violation of international law
00:11:59and a serious infringement the San
00:12:02Francisco charter. Should it
00:12:06materialize, it would be major
00:12:09crime. It would cause the death
00:12:12of cuban and American youths as well as
00:12:16huge destruction. Let's hope that this
00:12:20never happens. Cuba will exercise
00:12:23with full resolve and energy its legitimate
00:12:27right to defend itself. This aggression
00:12:31is being accompanied by a brutal media and
00:12:35cognitive warfare aimed again not just against the
00:12:39Cuban people, but also against the citizens the
00:12:43United States and the inter and international public opinion. It
00:12:47is characterized by its gross and brazen attempts to
00:12:51interfere in the internal affairs of Cuba, which is another...
00:12:55also another international
00:12:57crime. We are often
00:13:01asked, well, what is the US pursuing with such an aggressive with such
00:13:05aggressive behavior? And the question usually surprises
00:13:08us, because the representatives of this
00:13:12government have outrightly declared their purpose
00:13:16to take Cuba to control the country and
00:13:20to dominate its economy. In other words, to
00:13:24nullify. through aggression or economic suffocation, the
00:13:27national sovereignty which several generations of
00:13:31Cubans have struggled for since the 19th century, first to
00:13:35achieve it, and later
00:13:37after conquering full freedom in
00:13:411959 to tenaciously
00:13:45defend it against the biggest risks, including that
00:13:48of a holocaust. the US
00:13:51behavior relies on the
00:13:55fallacy proclaimed early on this year that
00:13:59Cuba is an unusual and extraordinary threat to
00:14:02the national security and the foreign policy the United
00:14:06States. A nonsense,
00:14:10shamelessly repeated by that government, a
00:14:14futile attempt to substantiate such
00:14:18assertion, the US government then indundates its huge
00:14:22communication platforms with false claims
00:14:26using the spokespersons and publications it hires, taking advantage
00:14:29the increasing control exercised by its governments
00:14:33over them. the US president
00:14:36himself repeated it few, this
00:14:40lie few days ago in this chamber.
00:14:44any minimally informed observer
00:14:48would understand the unrealistic and
00:14:52barbarous intention to... tray a
00:14:55relatively small and developing nation such as Cuba
00:14:59with a modest economic performance as a threat to the
00:15:03biggest nuclear, military, technological and
00:15:07economic power on the
00:15:08planet. This
00:15:12organization and its member states have abundant
00:15:15evidence the fact that we are a peace-loving
00:15:18country the efforts of Cuba in favor
00:15:22of international cooperation, understanding, and the peaceful settlement
00:15:26of disputes as well as the active role that we have
00:15:30played, always played in support the
00:15:34United Nations. Cuba is not a
00:15:37threat: what is is the
00:15:40bloccade? Cuba is not a
00:15:43threat, the blockade, yes, is a
00:15:46threat.
00:15:50We have always been and will always be prepared for dialogue with
00:15:54the government the United States in order to try
00:15:58to find solutions to the various bilateral differences that we
00:16:02have on the basis of seriousness,
00:16:05respect, uh sovereign equality and
00:16:09respect for international law without any interference in
00:16:13domestic affairs and without preconditions. We
00:16:17are prepared for trade, commercial
00:16:20relations with US corporations, as we
00:16:24would be with any other
00:16:26country.
00:16:30We are aware the immense challenge that our country
00:16:34faces in terms of its security.
00:16:37survival, the well-being of its people and the
00:16:41destiny the nation. We are not facing this
00:16:45challenge passively. We are doing it firmly and with
00:16:49dignity. And on this basis we are
00:16:52moving forward a process of changes that would
00:16:56lead to profound transformations the economic and
00:17:00social model
00:17:01the country based on our historical
00:17:03experience. Last 30th of July
00:17:07during. closing ceremony the seventh session the national people's
00:17:11power assembly,
00:17:12president,
00:17:17given the complex situation I've described,
00:17:20referred to how we can continue to grow socialism, how can we
00:17:24find the financial and material resources needed to
00:17:27preserve the social achievements attained by the
00:17:31revolution, and as on former occasions when we
00:17:35were faced with particularly complex.
00:17:37situations such as under the
00:17:41guidance the first commander in chief and later the
00:17:45army, general castro, the economic model was transformed to
00:17:48adapt it to the challenging foreign circumstances demanded
00:17:52by the times and in the current situation we promised to
00:17:56take the changes that are needed for the
00:18:00moment under the leadership the party a collective and democratic
00:18:03way in consultation with the people without
00:18:07compromising the independence, national sovereignty or the social
00:18:11achievements the revolution, end of
00:18:14quotation.
00:18:18the national people's power assembly at that meeting adopted
00:18:22new program with new practices,
00:18:25actors and economic concepts. all of that is being done
00:18:29in accordance with the constitution in force, which was adopted
00:18:33through a free and universal referendum, and
00:19:07have been able to build the potential of our human resources
00:19:11and the determination to respond to the needs
00:19:15the people with the greatest possible social
00:19:18justice, without ceasing in our efforts to
00:19:21defend with the utmost riger and resolve the
00:19:25sovereignty and the right to
00:19:27self-determination.
00:19:31We know that we can count on the support the international community
00:19:35and the solidarity. of millions of
00:19:39people, amongst them increasingly United States
00:19:42citizens. They
00:19:46have repeatedly shown in various demonstrations their support for
00:19:50Cuba and their rejection of this aggression and
00:19:54have provided solidarity and aid to our
00:19:57peoples to try to mitigate the enormous damage that is being
00:20:01made to Cuban society and its economy. This spirit
00:20:05of empathy and solidarity is also... expressed particularly
00:20:09strongly amongst the Cubans who live
00:20:12permanently or temporarily outside of
00:20:16Cuba's borders and their descendants, and
00:20:19particularly those living here in the United
00:20:22States. Mr.
00:20:24President, we reject the
00:20:28Monro doctrine, as we repudiate
00:20:31any attempt to for
00:20:34military intervention or domination. in Latin America
00:20:38and the Caribbean proclaimed as a zone of peace in
00:20:422014 where in Havana,
00:20:46as a small island developing state we stand in.
00:20:50solidarity with our brothers and sisters who share
00:20:53similar circumstances and we warn against the
00:20:57worrying and inexterable advance of climate
00:21:00change. what we need to do is to
00:21:04promote governance that is more
00:21:06inclusive in the use the new
00:21:09ICTs and telecommunications,
00:21:12particularly the disruptive technologies such as
00:21:16artificial intelligence. we reject.
00:21:20the implementation of unilateral coersive
00:21:23measures. We express our support to and
00:21:26solidarity with the each and every
00:21:30nation that is victim them. We once again
00:21:34state our solidarity with the government of national reconciliation and
00:21:38unity of Nicaragua. We reiterate our
00:21:41support to the for the inalinable right the people of
00:21:45Puerto Rico to self-determination and
00:21:48independence. The sister nations of Africa and the
00:21:52Caribbean deserve fair and differentiated
00:21:56treatment as well as reparations for the horrors of
00:21:59colonialism and the transatlantic slave
00:22:03trade. We are reaffirm our
00:22:07solidarity with the saharan people and their right
00:22:11to self-determination. We once again
00:22:14state our support the One China
00:22:18principle. We strong. believe that the
00:22:21current trend of international
00:22:23relations of disrespect for
00:22:27international law and the united
00:22:30nations, and the imposition the unilateral will
00:22:34the might over other countries by means of
00:22:37intimidation and coersion, we believe that this is dangerous
00:22:41and
00:22:44jungle it is unsustainable. the law the cannot be the future of
00:22:47humanity. to prevent the... practices,
00:22:51addition to promoting peace and justice, the
00:22:54preceeding generations founded the United
00:22:58nations, and for decades they
00:23:01developed and enriched its activity. Let
00:23:05us recover its role today, when we are
00:23:09perhaps still in time to do so, before the
00:23:12organization goes down in history as an
00:23:15unrealized dream of great
00:23:18promises. In the year of
00:23:22his centennial,
00:23:25we believe as Fidel Castro Ruiz, the historic leader the
00:23:29Cuban Revolution, said that let us be confident that if we
00:23:33struggle with resolve, better world is possible, homeland or
00:23:36death we shall
00:23:37overcome.

00:24:15Mr. President, Excellencies, ladies and
00:24:18gentlemen. the last few days, over the last
00:24:22week, from this rostromen in the corridors the general assembly, the
00:24:26following idea was heard many times: there
00:24:29is, there are tectonic shifts underway in global
00:24:32politics, a fairer multi-polar world order is
00:24:36emerging before our very eyes, the countries the global south and
00:24:39east are asserting themselves as sovereign centers of development, they're
00:24:43taking responsibility for ensuring security in their own regions, they're
00:24:47demonstrating a commitment to international law. they're refuting external
00:24:51pressure, they're showing interest in the prosperity of all states,
00:24:54not just select few. such a constructive
00:24:58philosophy is also the basis for Russia's foreign policy,
00:25:02and it is supported by our countless
00:25:05friends, it is the bedrock of a cooperation at
00:25:08the CIS, the Shanghai cooperation organization, the bricks
00:25:12and in other global majority
00:25:15fora, yet this is not everyone's liking, the
00:25:18western minority. which dominated for
00:25:22500 years thanks to others resources,
00:25:26continues to try to maintain its privileges and to impose its own rules
00:25:30on everyone else. the west continues to use brute force,
00:25:34to act unpredictably, to engage in all sorts of ventures,
00:25:37putting at risk the life and prosperity of millions if not billions of people on our
00:25:41planet. as president Putin said, the dictatorship of
00:25:45one hegemon is spiraling out of control.
00:25:49it's for everyone else, at the start of this year in
00:25:53contvention of all norms, including moral norms, the US
00:25:57invade Venezuela, resulting in the abduction of President Maduro and his
00:26:01spouse, a american prison without trial, and this
00:26:05despite the fact that international law clearly states that the highest
00:26:08ranking public officials of any state should enjoy
00:26:12immunities. we insist that
00:26:16the Venezuelan leader and his spouse be liberated immediately
00:26:19and that such excesses do not come to be repeated. it is
00:26:23unacceptable the fact that force was used to kill the supreme leader
00:26:27of Iran, Ayatollah Ali Khamenei, and members of his
00:26:31family, members of the military and political leadership the Islamic Republic of
00:26:35Iran, we're particularly disquited by the fact that the US
00:26:39and Israeli aggression, which began in June of last
00:26:42year, also seeks to target the civilian
00:26:46infrastructure in Iran and civilian nuclear
00:26:49infrastructure under IEA safeguards. This dealt
00:26:53an reversible blow to the authority the agency and the entire
00:26:57nuclear non-proliferation system. Repeated
00:27:01armed confrontations. the Persian gulf and the homostrate are ongoing
00:27:05despite the fact that this is dealing a blow to
00:27:08global navigation and trade. We
00:27:12need the prerequisite for the settlement of this crisis. We need
00:27:15trust in the relationships between the Gulf states, the
00:27:19Arab States and Iran. We need stable
00:27:23regional architecture. This is what drives our concept for collective
00:27:27security in the Persian Gulf. Russia together with other
00:27:31responsible states. stands ready to constructively contribute to stabilizing
00:27:34this strategically important region. we stand convinced that it's time to resolve the main
00:27:38issue in the middle east, ensuring palestinian statehood on the basis
00:27:42of countless UN decisions. almost a year
00:27:46ago, the security council
00:27:50approved the peace plan for the Gaza strip,
00:27:54but peace does not reign there. older
00:27:57persons, women and children continue to perish, their humanitarian situation is
00:28:01critical. "the situation in the west bank continues to
00:28:04deteriorate where Israel is stepping up its settlement
00:28:08activities. if the situation continues, it won't be possible to set up a Palestinian
00:28:12state, there won't be any room. But in if that were to be the case,
00:28:15Israel's security would also be constantly under threat. experts
00:28:19understand this full well, the UN and all its member
00:28:23states absolutely need to think outside the box so as
00:28:27to buck these unfavorable trends in the middle east and
00:28:31nearby areas. I'm not just..." referring to Palestine, Lebanon,
00:28:34Syria, Yemen, Iraq, Sudan, Somalia, South Sudan
00:28:38and other countries in Africa with conflicts range uh rage, we
00:28:42need urgent measures to be taken to address the terrible
00:28:46humanitarian situation in Cuba which is under
00:28:49extreme unprecedented pressure on the part of its northern
00:28:53neighbor. We standard solidarity with the Cuban people and its
00:28:57government. We insist that the US lift its
00:29:01siege on the island of. and lift all restrictions on trade with
00:29:04Cuba, striking it off the list of that
00:29:08viol list, list of state sponsors of terrorism. this is a
00:29:12stark example which requires the attention the international
00:29:16community, but there are many other issues as
00:29:18well. the use of force and double
00:29:22standards by the west are destabilizing the
00:29:25situation all over the map. in the balcans, the EU
00:29:29is flagrantly ignoring UN Security Council resolution.
00:29:321244, compelling Serbia to accept the fact that
00:29:36it has lost Kosovo, part of its history, and
00:29:40Belgrade is basically being forced to impose sanctions
00:29:44against Russia in exchange
00:29:47for nebulous prospects of your integration, there are attempts
00:29:51for Bosnia and Herzegovina to be unitarized, the
00:29:55serbs to be unitarized and forced to give up their
00:29:58constitutional powers which were guaranteed by the Dayton Agreement.
00:30:02together with the security council,
00:30:06in this spirit of running rushot international law and security,
00:30:10there are reckless actions being taken in Ukraine in
00:30:14order to supposedly constrain Russia, the US has
00:30:17destroyed the European security system and created a
00:30:21rusophobic regime in Kieve. Understanding how vain this
00:30:25is, Europe is doing everything it can to thort
00:30:28peace talks in which the Trump, the Trump administration.
00:30:32interested, the west is pumping the Ukrainian regime full of weapons, helping
00:30:36Kiev to target drones and missiles to target them
00:30:40at civilians and civilian infrastructure. The west aspires to inflict
00:30:44strategic defeat on Russia, but these aspirations will
00:30:47result in the warmungers being led into a strategic dead
00:30:51end colleagues. A year ago we marked the 80th anniversary
00:30:55the victory over German Narzism and Japanese Japanese
00:30:59military.
