00:01:07watch.
00:01:13Record News continues its series of interviews with candidates
00:01:16for the Senate, now we present the participation
00:01:19of representatives from the state of Rio de Janeiro. All candidates were invited,
00:01:23whose party or federation had a minimum of five
00:01:27federal deputies elected in June of... of
00:01:302024. The dates were defined by
00:01:33drawing lots in a meeting with the advisors of each of the
00:01:36following candidates: Carlos Jordi from PL, Carlos
00:01:40Portinho also from PL, Marcelo Crivella from
00:01:42Republicans, Marcos Dias from Podemos, Mônica
00:01:46Benício from PSOL, Pedro Paulo from PSD and Vaguinho
00:01:49from Republicans. Benedita da Silva's team
00:01:53from PT chose not to participate. Today
00:01:57we welcome the candidate.
00:02:00Hello candidate, thank you for your presence, it's an honor to be
00:02:04with you, to speak to this powerful communication network, to
00:02:07this qualified audience. This interview will last 20
00:02:11minutes, which will start being counted from
00:02:14now. Candidate, you are a councilman here in Rio de
00:02:18Janeiro and have run in other elections for positions in the
00:02:21state and federal legislature throughout your political
00:02:24career. How have these experiences helped to
00:02:28going to Brasília to talk to build your vision of the main problems of the state and,
00:02:32continuing, what do you intend to bring from this experience to the
00:02:34Senate? Good question, uh, but before I
00:02:38ran in the election, the first election, I already come from a
00:02:41trajectory in politics since I was a very young boy, at 12 years old I was introduced
00:02:44to politics and from there the political-party
00:02:48activism in political party movements was always very
00:02:51intense and I understand that through politics we have the
00:02:55tool for transforming
00:02:57but prepare for the society, the responsibility in voting
00:03:00is what will determine the future of our nation, of our state. What
00:03:04we have seen over the years is that
00:03:06because the population is not
00:03:10well-informed, perhaps, or well-
00:03:12oriented, the policies are having these damaging
00:03:16consequences. We are electing men
00:03:19without commitment to really with life. What we
00:03:23have seen there, people with speeches, with very
00:03:26beautiful, very pretty narratives, with wonderful advertisements. at the time of the
00:03:32related to Banco Master, the election, but then the deliveries do not happen, so it is time for society to be attentive, once again
00:03:35we are on the eve of the election and not all
00:03:38that glitters is gold. Now, in your specific case, what do you
00:03:42intend to bring from this experience to the Senate, really? Uh, I
00:03:46usually say the following: I have a capitalist heart
00:03:50with a socialist yearning, I understand that
00:03:53capital and social must go together, we need
00:03:56to imprint, right, through politics, it's the...
00:04:00the economy is a chaos in our country and this generates
00:04:03unemployment and generates instability for those who employ
00:04:06and the consequence will be at the end with society and through
00:04:10serious public policy made by committed men that we will rescue
00:04:14the country, bring back dignity to our people, our
00:04:17people are an orderly people, a blessed people, a nation
00:04:20where everything we plant we harvest, so it is
00:04:24really policies and tightening the economy, the
00:04:27public debt is very large, there is a drain
00:04:31where all the money, all the resources are going down the drain, so if
00:04:35we don't have policies that stop this evil and are actually
00:04:39applied in society, there will be no
00:04:41way, that's why it's a time of great responsibility to understand
00:04:45who has the best proposals in truth and look back
00:04:49at those who had the opportunity and did not do it, this is the moment for this
00:04:52reflection and a change of position, speaking
00:04:56about public safety which appears as one of the main banners. of
00:05:00your campaign, inclusive, Rio de Janeiro lives with the advance of
00:05:03factions, of territorial disputes also
00:05:06with the growth of criminality in various
00:05:09regions of the state. In your assessment, what should be the role of the federal
00:05:13government and Congress in confronting the factions and
00:05:16militias that operate here in Rio de Janeiro? It is up to the
00:05:20National Congress and the
00:05:23federal executive to
00:05:26toughen criminal laws, this
00:05:29is fundamental, because today what happens? Police
00:05:33arrest, justice releases, so the revision of
00:05:36criminal laws, the integration between intelligence
00:05:40forces, between the... union, state and
00:05:43municipality, all of this has to be coupled, if there is no
00:05:46joint action between the three powers, the three
00:05:50units of municipal, state and federal power, there will be no
00:05:53real solution, it's no use, you have to work in an integrated way
00:05:57and you know, we have in the communities where I go
00:06:01a lot in the communities, I'm a pastor, so we have a lot of access to the
00:06:04communities, most of the people who are there are good people, people who want
00:06:08to go out to work and go back to their homes they can't they...
00:06:12are uh suffocated by parallel power, but
00:06:16the great barons of violence, the great barons of
00:06:19criminality, they are not living in the community, they are in the south
00:06:23zone, they are in the large luxury condominiums, they are in the
00:06:26judiciary, they are in politics, and
00:06:30that's what needs to be identified, it's through
00:06:32responsibility and suffocating the financial
00:06:36arm of criminality, because you go there and see that guy who
00:06:40is committing crimes with a gun in his hand. But he's just the
00:06:43tip, because in reality the big ones are not there in the community, they are
00:06:46hidden in mansions, in luxury
00:06:49cars, uh, in big
00:06:52facades, so there has to be integration, identify
00:06:55where the money is going, because the moment you suffocate the
00:06:58money, they won't survive. Uh, you mentioned
00:07:02the toughening of laws against criminals,
00:07:06a firmer action by the state in confronting organized crime, now
00:07:09in practice, how would this work? In
00:07:13practice, it is really to make what is already
00:07:16provided for in law happen, you need to put it into practice, let's go,
00:07:20effective security actions,
00:07:23uh, it won't work while governors
00:07:26are indicating to command police battalions or
00:07:29police stations the indication of a
00:07:32deputy, this has to stop, this management has to
00:07:36really be from the executive, the governor has to be empowered,
00:07:39empowered to say, look, who will be, who will command... in
00:07:43security is the security secretary, it is the general commander of the military
00:07:46police, it is the secretary of the civil police, empower
00:07:50the security forces, uh, the
00:07:52authorities are there to fulfill their duty, we have our
00:07:56well-qualified security force, prison police, civil police, federal
00:07:59police, state police, they are all very
00:08:03qualified for combat, but if there is no
00:08:06effective control, if there is that thing that oh, the
00:08:10battalion commander is there to do politics. for so-and-so
00:08:13and so-and-so, this will not work the same thing in the federal
00:08:17government, today we are seeing there that this federal
00:08:20misgovernment, it is placing federal police with very
00:08:24clear political positions, that is, they
00:08:27will combat what interests them to combat, but criminality itself is
00:08:30loose, so this politicization of the system has to
00:08:33end, there have to be rules, uh, in fact the rules already
00:08:37exist, they have to be put into practice this, it's management, management
00:08:40concerned with the future of... our Brazil, Raquel, I had a
00:08:44brother who died with a shot in the head, 13 years ago, my
00:08:48brother was going to church and got shot in the head, and this
00:08:51pain is in our hearts to this day, my
00:08:55mother, my siblings all feel this pain to this
00:08:58day, and this escalation, after 13 years we see every
00:09:02day people dying, today you can't
00:09:05talk on your phone there on the corner here in the south zone because
00:09:08someone on a bicycle passes by and steals your phone or someone
00:09:12armed passes by, robs you, kills you for a phone, this is an
00:09:15absurdity, but why does this happen? Investigative police don't
00:09:19know where they are, don't know who the receiver is, so
00:09:22intelligence linked with efficiency, but we
00:09:25can't forget that the whole process of criminality also needs to be
00:09:29treated at its core, which is education, we need to
00:09:33have a decent daycare, a qualified
00:09:36professionals so that, as Darci
00:09:39Ribeiro dreamed and preached, education
00:09:42transforms joint actions, effective action in the present, we need to
00:09:46take care of the present, but without thinking about the transformation that will
00:09:50take 15, 16 years. Perfect candidate, another issue you
00:09:53highlight is the fight against sexual violence against children and
00:09:56adolescents, you advocate for stricter punishments for this type of
00:10:00crime, now how would these measures work and
00:10:04what other prevention and victim
00:10:06assistance policies do you intend to advocate for, if elected?
00:10:10Well, when we talk about chemical castration, it's the
00:10:14climax of the problem, there was already a victim who
00:10:17died, or was raped and had a
00:10:20conviction, so it's the final
00:10:24point of everything, then I have to... go back to education, our children, our
00:10:27boys, our, our families need to be re-educated,
00:10:32respect women in their entirety, respect children, the
00:10:36word that is the core of this problem is respect,
00:10:39society lost respect, lost love for others, so
00:10:43these consequences are all happening at the end, when we talk about
00:10:47castration it's that marginal who has already
00:10:50been convicted and there's no way, that when
00:10:53he comes back to the street he will... all statistics in the world
00:10:57show that recidivism is very high, they come back to practice,
00:11:00recently here in Brazil a convicted person of over a hundred years,
00:11:04got out because of these loopholes that the law
00:11:07has, he got out, committed the same crime and went back to
00:11:11prison, so uh uh education will be guiding all
00:11:15this, but effective actions at the end, the rigor in
00:11:18toughening up, he's condemned, he's going to pay a high penalty,
00:11:21you understand? We are in favor of tremendous rigor in penalties. Good.
00:11:25Speaking now about the relationship between the powers, the Federal Supreme
00:11:28Court, you have also made public defenses of
00:11:32changes in the relationship between the Senate and the STF, including
00:11:36on topics such as fixed terms for ministers of the
00:11:39Court. In your view, is the balance between the
00:11:42powers working today, candidate? No, it is not.
00:11:46We have seen in the last hours, right, two, three
00:11:49days ago, what is happening,
00:11:52the STF is lost. It
00:11:56is a mess and you know what happens? It's the fault of the federal
00:12:00senate that is being negligent, glass roof,
00:12:03would it be? What fear does the federal senator have today
00:12:07of arbitrating, supervising and
00:12:10moderating the actions of the STF, why? They have
00:12:13a lot of debt at the notary's office and that's why they cannot
00:12:16take a stand? All this needs to be reviewed and no one
00:12:20is above the law, above the constitution, not even the president of the
00:12:24republic, no ruler and no minister,
00:12:28whoever owes must pay, it is clear that always uh the full
00:12:32right to defense, there is no such radicalism, you will never hear
00:12:35Marcos Dias swearing at ministers, offending ministers, but they must
00:12:39be held accountable, we have seen ministers there with strong
00:12:43indications of contamination of
00:12:46corruption, so this must be investigated, must be
00:12:49removed, isn't that what they do with a politician who is in
00:12:53charge of a state or a...
00:12:55when there is suspicion, isn't he removed? Why does a minister have to continue with
00:12:59all this? Is he a demigod or does he feel like God
00:13:02himself? No, that's not it, the constitution is to be
00:13:05respected by all and another big problem we have is
00:13:09in the composition of the Supreme Court,
00:13:13it's action among friends, right? This has to end, when I say it has to be
00:13:17an 8-year term, it's to oxygenate the system, we
00:13:20have a range of professionals in the judicial
00:13:23area. capable of oxygenating the
00:13:27system, so I am in favor of an 8-year term, yes,
00:13:30why not? And another thing, the choice cannot be
00:13:34like action among friends, we have seen this misgovernment
00:13:37already two or more times he chose the one who was
00:13:41a lawyer, a party colleague who became a minister, the other was
00:13:45a lawyer in a reversal that we are
00:13:48totally uh repugnant to what
00:13:51happened and became a STF minister who... what
00:13:55impartiality will this minister have? So I advocate that
00:13:59they be career judges with a vast experience, with a resume
00:14:02and within the judicial system they be
00:14:05voted, then yes it is a triple list for the decision of the president of the
00:14:09republic, but people with background, with
00:14:12capacity to actually enforce justice in Brazil.
00:14:16Candidate, speaking about economy, job creation, a super important topic
00:14:20for the people of Rio, Rio de Janeiro faces historical challenges in
00:14:23job creation, attracting investments, at the same
00:14:27time seeking to reduce dependence on specific
00:14:30sectors of our economy. What
00:14:33proposals do you advocate to stimulate the economic
00:14:37development of the state and how can the Senate help Rio
00:14:40to grow again in a sustainable
00:14:42way? It's institutional security,
00:14:46security,
00:14:50uh, tranquility so that the entrepreneur can
00:14:52produce. The entrepreneur does not. insecurity, legal
00:14:56security that he today comes and sets up his company and
00:15:00tomorrow the rules of the game change, this
00:15:03instability generates distrust and when it generates distrust
00:15:06the one who knows how to produce will not risk his
00:15:10money, he will invest abroad, he will make other investments, he will stay in the
00:15:14speculative market, because when you don't prestige
00:15:17the one who generates the income, they will not
00:15:21put the money at risk, so there has to be responsibility.
00:15:25Today in the state of Rio de Janeiro we suffer an evasion of
00:15:29companies, they all left because
00:15:31of cargo and cargo theft, it's an
00:15:35absurdity, kidnapping. All this is
00:15:38driving away these entrepreneurs, they are going to
00:15:41other states, they are going to São Paulo, Paraná, they are going outside
00:15:45Brazil, then there is already a national policy, because today you see
00:15:48well, look at the absurdity that it is, I am, let it be
00:15:52well registered, I am not against social programs, but I was in a city in the
00:15:56interior now last Saturday
00:15:59and 16,600 something
00:16:02people depend on federal government grants,
00:16:05while 8,500... people work with formal
00:16:08contracts, what kind of serious country is this, where are we
00:16:12going? Because today the guarantees
00:16:15uh, it's much more comfortable for people to be accommodated
00:16:19in these programs, right, which I think are good as long as they have a
00:16:23short period of existence, not continuous in the way they are,
00:16:27requalifying,
00:16:29uh, stimulating entrepreneurship so that this warms up
00:16:32the economy, so the actions are first the responsibility that the government must have with
00:16:36institutional security. and with security of stability for
00:16:39entrepreneurs, speaking specifically of the Senate, how can the Senate help
00:16:43Rio grow, the Senate is there precisely to moderate
00:16:47the actions of the federal government, today the federal government's debt is
00:16:50absurd, if there is no control over
00:16:54spending, the country that is already
00:16:56broken will go bankrupt totally, misery is there, the
00:17:00message seen on television, a lying message, because people are
00:17:04really in need, there's no picanha, there's
00:17:07no... nothing, only sharp talk and if there is
00:17:10no by the Federal Senate that uh that instance
00:17:14of effective supervision so
00:17:16that there are for entrepreneurs the necessary guarantees to
00:17:20undertake and that there are also for employees
00:17:23and collaborators the due guarantees respecting the
00:17:26employer-employee relationship and it is the
00:17:29Senate through direct actions supervising,
00:17:33promoting laws, I think even the issue of promoting laws is very fragile.
00:17:37Because we already have good laws, what needs to be put
00:17:40into practice, we need to demand from the executive real practice,
00:17:44supervision, but to do that, the senator
00:17:47needs to have courage and disposition, if he goes
00:17:50there dependent with a begging bowl in his hand of what the federal government will do
00:17:54for him personally, for his mandate, he will not succeed,
00:17:57now candidate, you are in your first term as councilman and now
00:18:01you are running for an 8-year term in the federal senate,
00:18:05why did you decide to take this step? At this moment
00:18:08it is precisely because I perceive that the political
00:18:12actors who are there, who had the opportunity, they are
00:18:15outdated, we see most of them all with all with
00:18:19many mandates, with many stories and little
00:18:22effectiveness, so politics has to be renewed, in my case
00:18:26even, I'm 54 years old, I'm in my first term as
00:18:30councilman and I intend to continue for a while,
00:18:35legacy for those who are more... with new
00:18:38blood to offer the best for the nation, if this
00:18:41cycle of many mandates remains, I am against it, I am not
00:18:45in favor of it, I think we need to oxygenate politics, because the system
00:18:48you see no one wants to leave and it's getting harder and harder
00:18:52for new people, because these electoral rules that are in place are
00:18:55cowardly, 45 days of campaign, it's the electoral
00:18:59fund that I am totally against the electoral fund, I am in favor of
00:19:03private financing, it's an absurdity, look, do you know how much we
00:19:07cost? Now in the elections R$ 5 billion
00:19:10reais then you add only R$ 61 billion in
00:19:13amendments per year, 5 billion is the cost of the Senate and
00:19:179 billion is the cost of the Federal Chamber and another 5
00:19:20billion of electoral
00:19:22fund,
00:19:24this is wrong, then you come here and talk about administrative reform
00:19:28affecting workers, affecting public servants,
00:19:32it's not like that, I even think there should be administrative reform to
00:19:36attack uh... those big salaries, those absurd salaries, they
00:19:40need to be reviewed, there needs to be this look, yes,
00:19:43but the example has to start with those who make the laws, how am I going to
00:19:47propose administrative reform if it doesn't start with the
00:19:50parliamentarian who makes them? That's wrong, 61
00:19:54billion in amendments, where is this money going, how is it being
00:19:58applied, how is it being used? So be sure, I
00:20:01would be there in the Senate defending the balance of this, stopping
00:20:05this cowardly bleeding that...
00:20:07has been affecting our society, there's no need to take money from sports, from
00:20:11education, from health to feed this cowardly system
00:20:14that is against the population. So, speaking of a potential mandate,
00:20:18what mark would you like to leave?
00:20:21Respect, respect and truly
00:20:24value dignity. Our country, as I said here,
00:20:28is a country with a vocation for success, our land
00:20:31we plant, it flourishes and bears fruit. Our,
00:20:34our agribusiness is a powerhouse. We are
00:20:38a blessed nation, but it is a nation that is sick, it is sick why?
00:20:42Because the men who have governed, have governed without
00:20:46love, without respect, I always say, Raquel, that if we...
00:20:50don't have God's mercy, understand well, okay, I'm not being
00:20:53selective with any faith, I'm talking about God, I'm not talking about
00:20:57religion, if God doesn't interfere in the
00:21:00next mandates of the men who are in charge, if there isn't
00:21:04a cry from the nation for mercy, you can change,
00:21:07you can put the best executive, the best parliamentarian, it can
00:21:11be anyone, including Marcos Dias, if it's
00:21:14not mercy, if there isn't the recognition that
00:21:18God can heal.
00:21:20We will have difficulties, candidate, we are reaching the end of the interview, you have
00:21:24one minute for final considerations, I want to thank you for this
00:21:27opportunity, to democratically speak to this
00:21:30qualified audience, my name is Marcos Dias and
00:21:33I am seeking a mandate in the Senate to represent you
00:21:37with responsibility and with dignity, it is a
00:21:41very difficult battle, I need my challenge is to become known
00:21:44through your help I can get there and be
00:21:48known, my number is... 200, I am seeking your vote and if
00:21:52you already have an option, I can be your second vote. God bless
00:21:55you, your home, let's go forward, because Brazil has
00:21:58a way. Okay, candidate, thank you very much for your
00:22:02participation, you still have 20 seconds, really? Blessed is the nation whose
00:22:06God is the Lord, that's the message I want to tell you, nothing
00:22:09happens without God's permission, nothing, He is the owner of
00:22:13all things, I am prepared to represent you, remembering that God has
00:22:16control of my life and everything. Okay, okay, thank you very much. For your
00:22:20participation, candidate Marcos Dias, thank you, Raquel.

00:28:33details. Good evening,

00:28:40Good evening, Gustavo, Renata. Good evening to everyone following Record
00:28:44News. Well, this would be the first
00:28:47statement, the first public speech by Moraes, since
00:28:51this crisis was installed in the Supreme Federal Court and
00:28:54those exchanges of messages between him and
00:28:58Vorcaro came to light. The statement was
00:29:01announced by the minister's office for 11 AM,
00:29:05but shortly after it was canceled. The crisis
00:29:08began last week, after Minister
00:29:12André, André Mendonça had lifted the secrecy of the
00:29:15report, which revealed
00:29:19this alleged exchange of messages between the
00:29:22former banker Daniel Vorcaro and the STF minister
00:29:25Alexandre de Moraes. In the message, the former banker
00:29:29would ask for the minister's help in matters
00:29:34disclosure of the report led Moraes to ask the president
00:29:38of the STF, Edson Faquim, to open an investigation
00:29:41against Mendonça for alleged abuse of
00:29:44authority. Yesterday, Faquim even suspended
00:29:48the decision of Minister André Mendonça that removed the general director
00:29:52of the Federal Police, Andrei Rodrigues, and also suspended
00:29:55the order of Flávio Dino who had reinstated
00:29:58him to the position. Faquim also removed from Alexandre de Moraes
00:30:02the... rapporteurship of the fake news inquiry. Also
00:30:05yesterday, the president of the STF, Minister Edson Faquim,
00:30:09convened a plenary session for next
00:30:12Tuesday, the 15th, to discuss this Federal Police
00:30:15report that pointed to this
00:30:19Moraes and Vorcaro. The president of the STF should only
00:30:22decide on the rapporteurship of the
00:30:26cases, after the deadlines for the
00:30:29statements of the PGR, the federal
00:30:32police and also the ministers involved, to fully
00:30:36assume the rapporteurship, Faquim would need to submit the decision
00:30:39to the plenary, since the internal rules prohibit the
00:30:43president of the STF from taking processes
00:30:45distributed to another minister. The presidency of the
00:30:49STF also canceled the judgment
00:30:52session scheduled for this Thursday, it was the
00:30:55third cancellation of the week's sessions.
00:30:59sessions.
