00:11:08رسیږي.
00:11:11What needs to be done to reach the 100 million dollar goal
00:11:14between Afghanistan and Iran? Is the 10
00:11:18million dollar trade goal between Afghanistan and Iran
00:11:21economic?
00:11:56Wa alaikum assalam. The presence of Afghanistan here and the strengthening
00:12:00of trade, economic, and investment matters
00:12:04are of strategic importance because,
00:12:08as you know, Afghanistan is a landlocked
00:12:12country, and in order
00:12:15to expand trade and develop
00:12:18transportation and transit, we need
00:12:22to use the water ports of one of our two neighboring
00:12:25countries to access the open seas
00:12:29of the world. And trade
00:12:32by ship and trade
00:12:34by sea
00:12:36is a very cheap form of transportation
00:12:40and transit, especially in
00:12:43landlocked countries like Afghanistan.
00:12:46Transportation and transit costs and the price
00:12:50of transportation and transit are very important,
00:12:54meaning they play a major role in determining
00:12:56the final price of goods
00:12:59in the country's market.
00:13:02Therefore, strengthening our bilateral economic,
00:13:05political, and investment relations with the Islamic
00:13:08Republic of Iran can help us,
00:13:12after our political and economic interactions
00:13:16with our neighboring country Pakistan were suspended, to still
00:13:19have access to the market,
00:13:23to the water ports of the Republic.
00:13:44Afghanistan has a cheap
00:13:47way of trade by ship to Afghanistan, which can
00:13:50have strategic benefits in the first
00:13:54place. And as we mentioned
00:13:56at the beginning of the program, the Ambassador of the Islamic Republic
00:14:00said that we intend or plan
00:14:04to increase the trade volume between the two neighboring
00:14:07countries to 10 billion dollars. This shows
00:14:10that in the current year
00:14:14and in 2025, the World
00:14:16Bank has recorded
00:14:19Afghanistan's trade and import-export
00:14:23transactions at around 13 billion dollars.
00:14:26The Islamic
00:14:31Republic of Iran has done this with other countries
00:14:34in the region. And if we can
00:14:37increase Afghanistan's trade volume with the Islamic Republic of Iran
00:14:41to 10 billion dollars, it means
00:14:44that the majority, or 90% or 85% of Afghanistan's
00:14:48total trade and Afghanistan's economic
00:14:52interactions, have this capacity.
00:15:25With Afghanistan's easy access to the open seas
00:15:28and its water ports,
00:15:30it's a strategic opportunity for Afghanistan, both
00:15:34as a landlocked country and as a consumer
00:15:37import country. Yes, as I mentioned
00:15:40to you, the issue of transportation
00:15:44and transit costs is very important
00:15:47in Afghanistan. The more we
00:15:51incur high transportation
00:15:54and transit costs, the more
00:15:57these costs are added to the final price of goods
00:16:00in the country's markets. Yes, and the price of goods
00:16:04goes up. Yes, and with the increase
00:16:07in the price of goods, the people of Afghanistan
00:16:11have to pay that cost or that difference
00:16:14that arises from transportation costs imposed on the price
00:16:18of goods. Therefore, having easy access to the open seas
00:16:21and water ports is of strategic
00:16:25importance for Afghanistan and is a strategic opportunity.
00:16:29And during this period, after the suspension of our interactions with Pakistan, it was proven
00:16:32that the Islamic Republic of Iran stood
00:16:36by Afghanistan and made its water ports
00:16:40available for Afghanistan's trade, transportation, and transit.
00:16:44And in addition to that, the pressure that was supposed
00:16:47to be felt by the Afghan markets due to the blockage
00:16:51or disconnection of our access
00:16:54to Karachi Port and Gwadar or the shock that the Afghan
00:16:57markets were supposed to experience after the suspension of our interactions
00:17:01with Pakistan, that shock
00:17:04or that pressure was compensated by Bandar Abbas
00:17:08and Chabahar Port. And this compensation
00:17:11and cooperation and our closeness and access to Chabahar
00:17:15and Bandar Abbas caused that the shock
00:17:18that was supposed to enter the Afghan markets from Karachi
00:17:21Port, we did not witness
00:17:24such a big and huge shock in the markets and in the prices
00:17:28of goods inside Afghanistan, in the Afghan market.
00:17:31Yes, this issue caused this
00:17:34cooperation, our political closeness
00:17:38with Iran, and this economic cooperation of Iran, in terms
00:17:41of geopolitical, geographical, and trade, to keep
00:17:45the Afghan markets stable and not to witness
00:17:49anarchy and, in other words, chaos
00:17:52and a crazy increase in prices in the market.
00:17:55In addition to that, as I mentioned
00:17:59to you, we are a landlocked country, a consumer
00:18:01country. We desperately need
00:18:05to interact with the region,
00:18:07not confront the region. If we confront
00:18:11Pakistan, we will also confront Iran. You
00:18:15can change Afghanistan's trade to Central
00:18:18Asia, which can lead to higher prices because,
00:18:22as I told you, shipping is the cheapest
00:18:25way. For example, if you transport
00:18:29one ton of goods by ship from
00:18:32Afghanistan or from China to
00:18:35Bandar Abbas.
00:18:46The destination, which is China, can be entered into Afghanistan by rail and via Hairatan port and land route. The transportation cost of one ton of goods is 500 dollars. This is a practical example that I gave so that our dear people understand the importance of closeness and having an ideal political relationship with the Islamic Republic of Iran. How important it is, how much it affects the prices of goods, the daily goods that people consume. Our interaction with Iran can have a positive impact. This trade, as the Iranian ambassador said in his speech, will reach 10 billion dollars. What do you think, who will benefit the most from this 10 billion dollar trade that will increase? Afghanistan or Iran? I ask this question because Afghanistan is mostly an importing country. Well, both sides benefit. I mentioned the market shock. I mentioned the entry of anarchy into the Afghan market. If our access to Karachi port was suspended, a shock would enter the Afghan market in terms of prices, anarchy would enter the market, monopoly and speculation would enter the market. Well, the Afghan people would suffer the most. Yes, but we did not witness such negative situations occurring in the Afghan market. We did not witness monopoly, nor did we witness speculation, nor did we witness anarchy. Therefore, it is true that Afghanistan has had a trade deficit in the past, not now. I mean, as far as I study the economic history of Afghanistan, this country has had a trade deficit for almost a century now. Yes, and it has always been an importing country, it has imported. Its production infrastructure has been weak and, in other words, mostly. the cost of transportation
00:18:50for one ton of goods is 500 dollars. This is a real-world
00:18:53example I gave so that our dear people
00:18:56understand the importance of closeness
00:19:00and having an ideal good political relationship
00:19:03with the Islamic Republic of Iran. How important
00:19:06it is, how much it affects the price of daily goods
00:19:10that people consume. Our interaction with Iran
00:19:14can have a positive impact. This trade, as the Iranian
00:19:17ambassador said in his speech,
00:19:20will reportedly reach 10 billion dollars. What do you think,
00:19:23who will be the main beneficiary of this 10 billion dollar
00:19:27trade increase? Afghanistan or Iran? I
00:19:31ask this question because Afghanistan is mostly
00:19:34an importing country. Well,
00:19:37both sides benefit. I mentioned the market
00:19:40shock to you. I mentioned the entry of anarchy
00:19:44into the Afghan market to you. If
00:19:46our access to Karachi Port was blocked,
00:19:50a shock would enter the Afghan market in terms of prices,
00:19:54anarchy would enter the market, monopoly and speculation would enter
00:19:57the market. Well, the Afghan people would suffer
00:20:01the most harm and damage. Yes,
00:20:05but we did not witness such negative situations
00:20:08in the Afghan market. We did not witness
00:20:12monopoly, nor did we witness speculation, nor
00:20:15anarchy. Therefore, it is true that Afghanistan
00:20:18has had a trade deficit since the past, not
00:20:22now. I mean, as far as I study the economic
00:20:26history of Afghanistan, for almost a century, this country has had a trade deficit.
00:20:29Yes, and it has always
00:20:33been an importer. Its production bases have been weak,
00:21:21Unfortunately, with land trade,
00:21:24prices rise sharply. Yes,
00:21:28with land trade, if we have Central Asia
00:21:31as an option, and if we move towards
00:21:34production and alternative production,
00:21:38meaning investing in the production
00:21:42of what we import, this will take
00:21:45years. It will take years
00:21:48until we reach
00:21:52mass production that can meet
00:21:56domestic needs, and then we can
00:21:59export the surplus, like China, perhaps
00:22:0340 to 45 million. This is an interesting
00:22:06point. This is an interesting point. In China, when the communist
00:22:10leader of China decided
00:22:13to implement a kind of economic
00:22:16reform, a communist brain drain.
00:22:35one country must go through transitional phases. That is, the Chinese lost 45 million people in a transitional phase of hunger, and today they are an economic power in the world. So, if we move towards domestic infrastructure, that will also take years. Yes, what are Iran's strategies for Afghanistan? How should Afghanistan change from an importing country to an exporting country, and how should we benefit more from this trade with Iran that is increasing in size? Well, look, Mr. Beigdeli is one of the ambassadors of the Islamic Republic who has greatly increased the interactions of the Islamic Republic in economic, political, and social terms with Afghanistan. Recently, you have witnessed numerous meetings with officials in Afghanistan, with the Ministry of Mines, with the railway administration, to expand the railway project, the railway projects that are supposed to jointly connect Afghanistan and Iran to Uzbekistan. Meetings with the private sector, with industrialists, with traders, that is, a kind of closeness has been created between Iranian industrialists and investors and Afghanistan, which in the past, these two groups did not have the familiarity, knowledge, and, so to speak, closeness that they have today. And this interaction has been created by Mr. Beigdeli as an active ambassador in Afghanistan, and he is in close contact with the masses of people in Afghanistan. That is, in history, the Iranian embassy has never been in such close contact with the masses of people in Afghanistan and did not feel close to them. It always, so to speak, carried out official affairs through diplomatic channels or the Ministry of Foreign Affairs. But today, you see that the embassy of the Islamic Republic in Kabul meets with all segments of the people closely, especially with economic activists, with investors, various groups of Iranian investors have traveled to Afghanistan during this period to an extent that they had not done in any other government. They must endure. China
00:22:38lost 45 million in a state of transition from hunger to becoming
00:22:42an economic power in the world. That is, if we go towards
00:22:45domestic foundations, that will also take years.
00:22:49Yes, what are Iran's strategies for Afghanistan?
00:22:51How should Afghanistan change from
00:22:54an importing country to an exporting
00:22:58country? With this statement by Mr.
00:23:02Beigdeli, how should we
00:23:05benefit more from this trade
00:23:08with Iran that is increasing in size? Well,
00:23:11look, Mr. Beigdeli is one of the ambassadors
00:23:15of the Islamic Republic who has greatly
00:23:17increased the interactions of the Islamic Republic
00:23:21in economic, political, and social terms
00:23:24with Afghanistan. Recently, you have witnessed
00:23:28numerous meetings with officials in
00:23:31Afghanistan, with the Ministry of Mines, with the railway
00:23:34administration to expand the railway project, the railway
00:23:38projects that are supposed to jointly connect Afghanistan
00:23:42and Iran to Uzbekistan. Meetings with the private
00:23:45sector, with industrialists, with traders, that is, a kind
00:23:49of closeness has been created between
00:23:52Iranian industrialists and investors and Afghanistan,
00:23:55which in the past, these two groups
00:23:59did not have the familiarity, knowledge, and, so
00:24:03to speak, closeness that they have today in the past. And this interaction
00:24:05has been created by Mr. Beigdeli as an active
00:24:09ambassador in Afghanistan and is in close contact
00:24:13with the masses of people
00:24:15in Afghanistan. That is, in history, the Iranian embassy
00:24:19has never been in such close contact with the masses of people
00:24:22in Afghanistan and did not
00:24:25feel close to them. It always, so to speak, carried out
00:24:28official affairs through diplomatic channels or the Ministry of Foreign
00:24:32Affairs. But today, you see that the embassy of the Islamic Republic
00:24:36in Kabul meets with all segments of the people closely,
00:24:39especially with economic activists, with investors, various groups
00:24:42of Iranian investors have traveled to Afghanistan
00:24:46during this period to an extent that they had not done in any other government.
00:24:50The government of Afghanistan
00:24:52and also those who are in power
00:24:56and those who are investors in Afghanistan,
00:25:00how should they use this to transform Afghanistan from an importing
00:25:03country to an exporting country and to benefit
00:25:07more from trade with Iran? This issue
00:25:09that our trade capacity and economic
00:25:13interactions with the Islamic Republic are projected
00:25:16to reach 10 billion dollars, according to the ambassador's
00:25:20predictions, is not limited to bilateral trade.
00:25:24One of the key aspects that I have always mentioned
00:25:27in the media is that the current
00:25:29economy of Afghanistan needs the expansion
00:25:33of bilateral trade. That is, reaching
00:25:3610 billion dollars in trade between the two countries
00:25:40means that bilateral trade offers a very
00:25:44good opportunity for Afghanistan to expand its bilateral
00:25:48trade with the Islamic Republic. For example, currently,
00:25:52we import all essential, vital,
00:25:55and strategic goods from the Islamic Republic.
00:25:58That is, according to the World Bank report,
00:26:01more than 60 percent of Afghanistan's transportation
00:26:05and transit interactions have been or are being
00:26:09conducted through the Islamic Republic of Iran.
00:26:12For example, we import strategic goods like oil
00:26:16and gas from Iran, we import foodstuff,
00:26:19we import raw materials for some of the existing
00:26:23production bases in Afghanistan, which are not abundant enough
00:26:26to meet domestic needs. Some raw materials are supplied
00:26:30by Iran, and of course,
00:26:34as I mentioned, foodstuff, technology, and other
00:26:38things. Most importantly, Iran is
00:26:40the gateway to the open seas
00:26:44for Afghanistan. That is, if we lose
00:26:47Bandar Abbas, if we lose Chabahar,
00:26:51we are a country that does not have access
00:26:54to the open seas. We lose shipping trade. If we lose
00:26:58shipping trade, we lose the cheapest
00:27:15means of trade. Well, they have sanctioned
00:27:19the Islamic Republic, and during these 40
00:27:22years, instead of the Islamic Republic
00:27:25declining, you witness that it became stronger
00:27:29and more prominent.
00:27:31And in the recent war, America and England,
00:27:35forgive me, Israel, England, and their allies were defeated,
00:27:38not the Islamic Republic. Yes, therefore,
00:27:41Afghanistan, too, during these last
00:27:44two or three years, where most of its interactions have been with the Islamic
00:27:48Republic, shows that the two countries
00:27:52are not concerned about the oppressive US sanctions, and they cannot
00:27:55have any effect. And even if they do,
00:27:59just as the Islamic Republic reached a position
00:28:01where it is one of the powers in the region and the
00:28:05world today, and it has the first
00:28:08say in political and economic spheres, Afghanistan
00:28:12can also, with these oppressive
00:28:15sanctions, ultimately resist
00:28:19and fight. And finally, in this region,
00:28:23we can live alongside Iran, while America
00:28:26is on the other side of the world. Currently, as
00:28:29I am speaking to you, it is night
00:28:33there and day here. We cannot,
00:28:37so to speak, come to terms with that side
00:28:41of the world, with a country that is on the other side of the
00:28:44world. It is very far from us,
00:28:48but with the Islamic Republic of Iran, we can live
00:28:51together in the same region. We are in the same
00:28:54hegemonic region, and we are neighbors.
00:28:58Thank you. You also mentioned that trade
00:29:02and political relations with Iran are very important
00:29:06for Afghanistan. Now, the exact question is, Mr. Bashiri,
00:29:10which Afghan goods can have
00:29:13more sales in the market of this country,
00:29:17and on which goods should Afghan traders
00:29:21focus more so that Afghanistan
00:29:24benefits more? Yes, I mentioned
00:29:27a few items of our imports
00:29:31from Iran to you. In this discussion,
00:29:35regarding the increase or reaching the trade
00:29:39capacity between the two countries to 10 billion dollars,
00:29:42it is necessary to examine the relative advantages
00:29:45of both countries, especially Afghanistan,
00:29:48which suffers from a trade deficit.
00:29:51The relative advantages of the two countries mean that
00:29:55both countries, and especially Afghanistan,
00:29:59should focus on goods for which
00:30:19it has more potential. Currently, some of our exports
00:30:23to the Islamic Republic include carpets,
00:30:26medicinal plants, precious and semi-precious
00:30:30stones from Afghanistan, and mostly mineral resources.
