00:06:32In the name of God, the Most Gracious, the Most Merciful. Greetings to all viewers
00:06:36of Sudan TV in this first episode
00:06:40of the program "Economy on
00:06:43the Spot." This important episode
00:06:45in which there will be a space
00:06:48for discussion on economic issues
00:06:50and their links to the regional
00:06:54and global economy. In this space, we are pleased to
00:06:57host the Minister of Finance, Dr.
00:07:01Jibril Ibrahim. And it is certain that the national television
00:07:05gives great attention to these files.
00:07:08And the livelihood of the people is considered one of the priorities in
00:07:11light of the current circumstances. And this
00:07:16is its first episode, will, God willing, host a very large number of
00:07:22at the government level or the private sector, as well as
00:07:25experts, researchers, and university professors.
00:07:29And it will address
00:07:34In the beginning, we will start, God willing, with a report, and then we will return
00:07:38again.
00:07:44Despite the economic conditions facing
00:07:47the country, the markets of White Nile State
00:07:50are witnessing an abundance of strategic
00:07:53goods in the state's various markets.
00:07:56The television camera, during
00:07:59its tour of the market in the city of Rabak, surveyed
00:08:02a number of citizens who called on the state
00:08:05to intervene urgently to alleviate
00:08:07suffering, emphasizing the necessity
00:08:11of combating
00:08:33The most important thing for us
00:08:36is security and peace in our country. And there is
00:08:39a very, very big conspiracy being plotted against Sudan.
00:08:43And by God, we are with our government, standing with it, victorious and غالبًا,
00:08:47and we support it with everything, God willing, we are standing with it
00:08:50despite the pressures and despite the people. And we believe that the economic
00:08:54crisis happening now is an artificial crisis created by weak-
00:08:57willed people, some weak- willed people are the ones
00:09:01who carried out this operation. And we demand from here
00:09:04that the state strike with an iron hand all who tamper
00:09:08with the citizen's rights and the citizen's security. The Committee
00:09:11for the Flow of Goods at the Ministry of Finance confirmed
00:09:14that the state is witnessing
00:09:17strategic goods, medicines,
00:09:19and fuel. And praise be to God, the state now
00:09:23enjoys abundant quantities, according to reports from
00:09:27the General Administration of Transport and Petroleum, and from Economic
00:09:30Security regarding goods, and from the Minister of Health regarding
00:09:34medicines,
00:09:34as well as
00:09:40provision.
00:09:44The state government has taken many measures
00:09:48to curb prices. Those
00:09:51measures included directing localities to open
00:09:54discounted sales markets and combat smuggling
00:09:59prices. And praise be to God, we
00:10:03the Military Cooperative
00:10:07Institution are with us, God willing, and they will be with us to open discounted
00:10:11sales outlets for basic commodities.
00:10:14And we praise God that we, in White Nile State,
00:10:17have factories
00:10:20and products for all basic
00:10:23commodities that the citizen needs.
00:10:27And praise be to God, White Nile State
00:10:30is now considered first in livestock. So the exorbitant
00:10:34prices
00:10:38commodities for the citizen were
00:10:41a concern for us in the government of this state.
00:10:45But, God willing, with this meeting, God
00:10:48willing, we will come up
00:10:50with beautiful outcomes to open incentive
00:10:55sales for citizens, God willing,
00:10:57and at discounted prices.
00:10:59The tour of the
00:11:03program's camera revealed the availability of strategic
00:11:06commodities in the markets of White Nile State,
00:11:10but the citizen hopes for urgent interventions
00:11:13from the state to Muhasin Ibrahim Hammad, Sudan TV, White Nile
00:11:17السودان ولايه النيل
00:11:19State.
00:11:21We welcome the Minister of Finance, Dr. Jibril Ibrahim,
00:11:25and greetings to the viewers on Sudan TV.
00:11:28In the name of God, the Most Gracious, the Most Merciful. Praise be to God, the Lord of the Worlds, and prayers and peace be upon
00:11:32the Messenger, the trustworthy one. We mourn on this occasion
00:11:36the passing of Professor Tijani Abdul Qadir
00:11:40Hamid, who passed away on Friday. May God have mercy
00:11:44on him. He was one of the best scholars of Sudan
00:11:48and he contributed significantly
00:11:51the scientific field in this country. We pray for mercy
00:11:55for him and for the souls of the martyrs and all those who preceded us to
00:11:59the afterlife. Happy with this meeting, may God have mercy on him
00:12:03and forgive him and for the experience and knowledge he provided in the field
00:12:06of economics, which benefited the country greatly. We welcome
00:12:10you again, Jibril, from within the national
00:12:13capital, and from its throbbing heart, the city of
00:12:16Omdurman. And this happened several
00:12:23expect in the near future. But by the grace of God Almighty
00:12:26and the efforts of the armed forces and other security agencies,
00:12:30and the joint and supporting forces for the battle of dignity,
00:12:33this has become a reality. And now we are discussing on Sudan
00:12:37TV from within Khartoum State, and from the heart
00:12:41of Omdurman, the throbbing heart of the capital.
00:12:44We will start,
00:12:48the spot, so there will be transparency and clarity in this discussion
00:12:51to a large extent. And we hope that we can answer
00:12:57discussion. We start at the beginning of the
00:13:00rebellion of the Rapid Support Militia on April 15,
00:13:042023, and the transition to Madani
00:13:08city, then Port Sudan, the temporary administrative capital, and then the return to
00:13:11the capital, Khartoum State. We want this matter as an introduction
00:13:15briefly, of course, the topics are long, as they are about more than three
00:13:18years, but briefly, we want the stages of consolidating
00:13:22the pillars of the state. And I am speaking from a perspective, I mean, we will not talk
00:13:26about consolidating the pillars of the state as a whole, but from an economic perspective. This is an introduction,
00:13:30God willing, at the beginning of the program. Thank you, Dr.
00:13:33twelfth day of the beginning
00:13:36of the war, we decided
00:13:39Khartoum because we felt that we
00:13:44Khartoum, other than contacting the leadership
00:13:47various locations, transferring some information that we obtain.
00:13:51So we found that our presence in the capital was not
00:13:55serving anything. We moved to
00:13:59Hissa, then to Sennar, where
00:14:02we were preceded to Sennar by Brother Miniyar Kamnawi
00:14:05منياركمناوي
00:14:08and Brother El Toum Hajo. And I was
00:14:12with Brother Malik Agar. We were together,
00:14:15and we met there. Then
00:14:18I decided to meet
00:14:23the neighboring states. In the city of Madani,
00:14:27and this was the first official meeting of the government
00:14:31at the national level, including all governors. No, it did not
00:14:35include all governors. About nine governors attended
00:14:38the meeting, including the governor of the Blue Nile.
00:14:42We met and discussed three basic issues.
00:14:45The first issue is that the
00:14:49country is in a state of war, and we should
00:14:52not combine war and famine.
00:14:55And the summer
00:14:58approaching. So we decided
00:15:01meeting headed by the then governor
00:15:05of Gadarif state, and to move towards providing
00:15:08agricultural inputs for the summer season to ensure
00:15:14the first decision. The second decision, after
00:15:17electronic collection was disrupted,
00:15:20we decided to take a decision for paper
00:15:23collection. We announced this to all
00:15:27states, and the third decision was
00:15:30to try to alleviate the burden on citizens by opening discounted
00:15:34sales markets. And we even passed by the markets
00:15:38in Madani and asked the other
00:15:41governors to follow the governor
00:15:44in Madani and open discounted
00:15:47the burden on people. In addition to that,
00:15:52exaggerate rents
00:15:55Khartoum. When they arrived in Madani, a room was
00:15:5912,000 per night. A single room at that time was
00:16:0212,000, a very large amount. So we also
00:16:06said that prices must be monitored and controlled so that
00:16:10the citizen can
00:16:12find what they need. These are the basic issues that
00:16:15we discussed, and then we moved to Port Sudan from there.
00:16:19And praise be to God, as soon as we arrived in Port Sudan,
00:16:22we invited the United Nations organizations, including
00:16:26the representative of the UN Secretary-General at the time,
00:16:29Volker. We gathered all
00:16:32the existing organizations and explained
00:16:35the country, the challenges that we face,
00:16:38and the necessity for them to
00:16:41rush to assist
00:16:44those who were forced to flee, and those who were in need
00:16:47of shelter, food, and so on. In addition, Port Sudan
00:16:51is a small city. The capacity
00:16:54of
00:16:56fresh water available is limited. Electricity
00:17:00production is limited. So we also asked them to cooperate with us in
00:17:03providing water and electricity as we enter the summer season.
00:17:07And it was a difficult season. Then the
00:17:10next day, we gathered all
00:17:13the ambassadors of the Arab countries
00:17:16who were present, and
00:17:19we also spoke with them about the country's need
00:17:23for rapid and urgent support. And by the grace of God Almighty,
00:17:26they did not hesitate. In fact, all Arab
00:17:28countries, starting with Oman,
00:17:32by the way,
00:17:34support began to arrive in waves by sea
00:17:37and by air. So the situation, by the grace of God Almighty,
00:17:41was good. And you worked with about 25% of the workforce
00:17:44in the public sector or in civil service, less than
00:17:48that. I mean, in most we started by
00:17:51looking for housing for the ministers themselves.
00:17:55We found at the Investment
00:17:59and Social Security Authority
00:18:02a building with hotel apartments
00:18:04that had been closed since 2016. So we decided
00:18:08to open this building and renovate
00:18:12the rooms. And we started to receive the ministers and
00:18:15their assistants, all the brothers, the minister
00:18:18and his companions. And praise be to God, we were able to find housing. And we also found
00:18:22offices in the same building. We started working
00:18:25for the government from there. Praise be to God. And I left everything you did for the Red Sea State.
00:18:29And this was an addition that made us very
00:18:32happy. We were able to leave something for the Red Sea State. And we were
00:18:35hoping to leave a positive impact. That's right.
00:18:51the Sudanese economy. And is what the Sudanese citizen
00:18:55and the Sudanese economy are suffering from currently due to the internal war,
00:18:59or are there regional and international repercussions
00:19:01such as the complexity of supply chains in the Strait of Hormuz and
00:19:05later Bab al-Mandeb and the existing tension
00:19:08specifically in the Gulf region? Dr. Al-Nayer, you are the most
00:19:11knowledgeable. In economic
00:19:14circumstances, usually production stops in
00:19:17parts, all parts affected
00:19:20by the war. Exports
00:19:23decline.
00:19:28production
00:19:30abroad. Capital
00:19:36and looks for new
00:19:39havens that are more
00:19:43secure. The war itself, all its inputs are ultimately
00:19:46in foreign currencies, and therefore, it requires
00:19:48large spending to obtain these
00:19:51inputs. Everything is imported,
00:19:54and everything we used to produce domestically has stopped.
00:19:58According to the International Monetary
00:20:02Fund's
00:20:04statistics, our economy has shrunk
00:20:07more. But it began to gradually
00:20:11differ. Yes, this beginning. We are in our resources
00:20:15revenues, of course, we started with less than
00:20:1820% of the revenue that we had obtained
00:20:22before the war. So the situation was difficult.
00:20:25We took the first decision not to
00:20:29recall all government employees
00:20:32because we did not have their salaries or even offices.
00:20:36Therefore, we said that each ministry should operate with the minimum
00:20:40staff. Ministries operated with 12 people
00:20:43and came and went. So the effort was
00:20:46small. We also looked
00:20:50living.
00:20:53housing so that they can carry out their work from
00:20:56the city. They have no homes there and nothing there.
00:20:59And praise be to God, we succeeded in that. Praise be to God.
00:21:03You spoke a little while ago, and your speech at the beginning
00:21:06of the war was that the state's public revenues decreased by
00:21:0980%. This means that you started with revenues equivalent to 20%
00:21:13of what they were before the war. Has this
00:21:16percentage improved now? A very large percentage, of course.
00:21:20If we tell you the story
00:21:23of the first
00:21:26revenue in June 2023. The total
00:21:29amount we received was
00:21:3225 million Sudanese pounds.
00:21:3625 million, not a billion, million Sudanese pounds.
00:21:40Now, in August,
00:21:44we received from taxes alone
00:21:47803 billion Sudanese pounds. Okay.
00:21:50Yes. You are
00:21:53close to a trillion. Customs,
00:21:55revenues
00:21:59have multiplied several times, thank God. But also
00:22:02spending has multiplied even more.
00:22:06Well, Mr. Minister, the media is the fourth estate, and there is no doubt
00:22:09about that. And it is the most effective means
00:22:12of communication between the government and citizens to deliver
00:22:16the message clearly and transparently. And your presence
00:22:19in this studio, this meeting, is part of this
00:22:22system through the media to deliver the message
00:22:25to citizens and answer
00:22:29the media, information has been missing for several years. I,
00:22:33I mean, I don't say with the start of the war, but since
00:22:36the beginning of the transitional period, information has been missing
00:22:39about budget figures, the size of revenues, the size
00:22:44deficit, borrowing from the banking system. All this
00:22:47information has made the only source now
00:22:51the Central Bank of Sudan's reports, which are issued annually
00:22:54after a year-long interruption, I mean, the last annual report was issued
00:22:58in 2024. And there are quarterly reports on the economic situation
00:23:02and the statistical summary of foreign trade. What are the
00:23:06reasons? I would say not the war. Perhaps if we exclude the war period
00:23:08for reasons you might mention now. Why, before that, since
00:23:12the beginning of the transitional period, has all the information that enables
00:23:15analysts and citizens to know all the details been absent from
00:23:19the media? Well, before I move on to
00:23:24finished answering the first question. The Sudanese economy is not
00:23:27isolated from what is happening around it.
00:23:30Therefore,
00:23:33the inflation that we are experiencing is imported
00:23:36inflation, meaning
00:23:40the Gulf have led to a rise in the prices of petroleum
00:23:43derivatives. Petroleum derivatives
00:23:46are used in most of
00:23:50the production process. In addition to that, it has led to an
00:23:53increase in transportation costs and
00:23:57insurance costs. All of that ultimately affected
00:24:00the prices of goods that arrive in
00:24:04the country, which are the majority. Therefore, prices have risen
00:24:08significantly. Oil prices have doubled. The prices of all
00:24:11imported goods have been affected by the situation
00:24:14we are living in and by the surrounding events,
00:24:18in addition to the situation.
00:24:20In addition to our being affected by the war,
00:24:242022, we decided
00:24:27to create a citizen's budget and published the citizen's
00:24:30budget in detail. I mean, I came to
00:24:33the Ministry of Finance in February 2021, and in 2022,
00:24:37we published the citizen's budget, and in 2023,
00:24:40we also published the citizen's budget in detail.
00:24:44It usually includes
00:24:47quarterly reports also.
00:25:04With inflation rates,
00:25:07prices in general. In addition to
00:25:10the bulletins issued by the Central Bank,
00:25:14but I believe I agree with you that we need to be
00:25:18closer to the citizen. We need to provide more
00:25:22information for them to judge their reality based on the information
00:25:25they receive. I think this is a very important matter
00:25:29because going out and addressing citizens through
00:25:32the media, clarifying all the facts, I think it leads
00:25:35to great relief. And the Sudanese people all supported the war
00:25:39of dignity and stood behind the army and the armed forces.
00:25:42And praise be to God, the victories now, I mean, there is great
00:25:45progress, we can say, on an hourly basis. I mean,
00:25:50the economy, there was a few days ago, on an hourly basis,
00:25:55the military situation on an hourly basis. And this is a blessing from God
00:26:00the military field in a good
00:26:04the reasons that led to the deterioration of the national currency's value, is
00:26:08borrowing from the banking system one of
00:26:10the factors? Is the increase in the volume
00:26:14of imports compared to the scarcity of exports? I mean, I was reviewing a
00:26:18report and found that in the first half of 2026,
00:26:21almost imports
00:26:23of oil derivatives were equivalent to the entire year
00:26:272015. I mean, there are three basic commodities, which are 2.2
00:26:30billion dollars, which are petroleum derivatives,
00:26:34wheat and flour, and sugar. And sugar now
00:26:37has reached about 6650 million dollars last year
00:26:41and reached in the first half about 500 million dollars.
00:26:44I think there are many factors. The issue of
00:26:48currency counterfeiting that is being talked about in the media
00:26:51extensively and its harm to the Sudanese economy. We want, Mr.
00:26:55Minister, you to clarify to us what are the actual reasons that led to
00:26:58the decline in the value of the national currency. We are talking about the beginning of the war when it was
00:27:02570. It declined in the first year to about 1500.
00:27:06It was natural. 2500 in the second year, 3500. We were saying that
00:27:10war conditions naturally cause any country suffering from wars to experience this. But what are the reasons
00:27:14for the recent decline, and specifically at this
00:27:17particular time? I tried to mention a set
00:27:21of reasons that make demand
00:27:25for foreign currency
00:27:28الاجنبيه
00:27:31constantly increase while
00:27:34obtaining foreign currency
00:27:38is limited. Our exports
00:27:41are few. In many states, at least eight
00:27:44states are completely out of production. Even
00:27:48the remaining states that have started production have not yet reached
00:27:51the export stage. Most of them are still
00:27:54preparing for export. Therefore,
00:27:57our exports have decreased significantly, while
00:28:01all our needs we started importing from abroad. We used to
00:28:04produce
00:28:0760% of our needs for petroleum derivatives from
00:28:09refineries. Now we produce zero
00:28:13and import all petroleum derivatives. Therefore, the demand
00:28:17for petroleum has increased significantly. Oil prices themselves
00:28:22the region. They have doubled.
00:28:24In addition to
00:28:27transportation and insurance, this has led to a very
00:28:31high demand for foreign currencies. Other goods
00:28:34have also been affected due to insurance and transportation,
00:28:37and due to
00:28:39supply chain disruptions. Yes, their
00:28:43prices have also risen, and you all follow the prices
00:28:46of the goods that we are talking about. All prices
00:28:49have risen significantly.
00:28:52the dollar or foreign currency to obtain these
00:28:56goods is rising,
00:28:59goods or currency
00:29:03is very limited. That's another reason,
00:29:07of course. Spending
00:29:11in Port Sudan is not the same as spending
00:29:14in Khartoum. Restoring life
00:29:17to Khartoum has cost us very
00:29:20large sums. For reconstruction,
00:29:24for maintenance of roads, electricity,
00:29:29ultimately involved additional funds spent.
00:29:32And therefore, it led to borrowing from
00:29:36the banking system, in addition to spending
00:29:39on the war itself. The war is still consuming
00:29:44available resources. And all of this ultimately
00:29:47injected local currency into the market
00:29:51against limited currency.
00:29:54recent days, in reality, is not all of this.
00:29:57It all had an impact. Even our
00:30:00purchase of gold directly. Gold, Mr.
00:30:04Minister, but let's go to another report and then we'll return to gold, God
00:30:07willing. The next gold. Yes,
00:30:11at a time when livelihood challenges
00:30:14are increasing,
00:30:17program's camera captured citizens' opinions about the economic
00:30:21situation and the availability of basic
00:30:24the markets. The economic war was imposed
00:30:27on us by the Emirates and by the militias
00:30:30from the militias. The support is from the UAE and other
00:30:34countries. So we, in the Blue Nile State, were not affected by
00:30:38anything, even though the road was closed to us before, and we
00:30:42were living in God's peace. And we received the displaced
00:30:45and sheltered them and housed them in our homes.
00:30:48And they were eating and drinking
00:30:52from the Blue Nile State. The Blue Nile State is rich in blessings
00:30:55such as agriculture, pasturage, vineyards, and gold. All of this is in
00:30:59the state.
