00:07:08at the beginning of the parliamentary year 2026/2027
00:07:10for us at Telaruba Tai.
00:07:182025-2026, during a public meeting held yesterday,
00:07:22Mr. Marlon Schneider was elected as president for the next parliamentary
00:07:26year. The vice-presidency will change for the next parliamentary
00:07:29year, where Mr.
00:07:31Ruddly as
00:07:34vice-president
00:07:37abandons the role of vice-president at the end of the
00:07:40previous term. Also, at the beginning of the solemn meeting, the
00:07:44first delivery of the "Hala di Choco" Parliament
00:07:48of Aruba Award takes place. It is not yet in
00:07:50agreement
00:07:57that the meeting will
00:07:59begin here.
00:11:12You present here are honored guests for the
00:11:16opening of the parliamentary year
00:11:172026-27.
00:11:20Today we meet in this hall to fulfill a
00:11:24tradition, a constitutional
00:11:28and one of the most important in our the new parliamentary
00:11:32year. But this solemn act represents much more than
00:11:35the formal opening of a
00:11:39legislative period. It is a moment of national
00:11:42reflection, a moment in which we sincerely
00:11:46reflect on where we stand as a
00:11:49people, where we want to go as a country, and how
00:11:53together we build.
00:12:02Each generation faces its own
00:12:05challenges. There are generations that built Aruba, there are
00:12:08generations that fought for autonomy, there are
00:12:12generations that overcame economic crises,
00:12:15there are generations that faced pandemics, global
00:12:19uncertainty. Today it is our turn, our generation that must
00:12:23make decisions that will determine how Aruba will
00:12:27live in the next 10, 20,
00:12:3030 years. History will always judge a
00:12:33people not only for the challenges they have
00:12:36faced, but for the decisions they
00:12:40had the courage to make.
00:12:43Parliament consists of democratically elected
00:12:46members by the people and who work
00:12:50for the benefit of the people and the country.
00:12:53Democracy is not a gift that we can
00:12:57consider guaranteed forever. Democracy is a
00:13:00daily commitment. It
00:13:03flourishes only when there is respect for the law, for
00:13:06institutions, for freedom of expression, for different
00:13:10opinions, and above all for human
00:13:13dignity. Parliament is the most direct expression of the
00:13:17will of the people. In this chamber,
00:13:21different thoughts,
00:13:24and different visions of development meet. But despite
00:13:27our differences, we share a single
00:13:30mandate: to serve Aruba. This is the
00:13:34essence of our work, not to win a
00:13:36debate, not to seek popularity, but to
00:13:39strengthen the people's confidence in
00:13:42democracy. Confidence is the greatest capital that
00:13:46a country can possess. Without
00:13:49confidence, investment does not flourish. Without
00:13:52confidence, the economy does not grow.
00:13:57lose legitimacy, and without
00:14:00confidence, social councils
00:14:03weaken. Therefore, Parliament must serve as an
00:14:08expect expect
00:14:13hope that every word pronounced in this
00:14:17hall
00:14:20is a sincere desire to
00:14:24serve the general interest through management and laws
00:14:27that serve to face challenges, but
00:14:31also to cultivate broad opportunities for the benefit
00:14:34of our Aruban community.
00:14:37Parliament must be an institution that
00:14:41serves as an example of resilience and commitment to
00:14:44the progress of our country. After
00:14:47this preamble, I would like to extend a
00:14:50welcome to the Prime Minister of Aruba, Mr. Mike
00:14:54Eman, and his fellow Ministers of the AVP
00:14:58Future Cabinet, members of Parliament present in
00:15:00the chamber, Secretaries of Ministers,
00:15:03representatives of the Advisory Council, representatives of the
00:15:07General Audit Chamber, the Joint Court of Justice,

00:15:16Commerce and various important associations of
00:15:19our country, Aruba, former presidents of
00:15:23Parliament, representatives of the Netherlands here in Aruba, representatives
00:15:27of the Marine Corps Barracks, heads of our government
00:15:30departments, welcome all today to
00:15:34our Parliament chamber. In
00:15:36the context of "In commemoration of 40 years of Aruba Status Aparte,"
00:15:39last year, the parliamentary faction considered
00:15:43that starting the parliamentary term 2025-
00:15:472026, the "Hala di Choco" Parliament
00:15:50Award would be awarded annually. The "Hala di Choco" Parliament
00:15:54of Aruba Award symbolizes youth with
00:15:57wisdom, ambition, and leadership. The goal
00:16:01of the "Hala di Choco" Award is to
00:16:04honor a young person in Aruba who is a good example for youth and
00:16:08who contributes positively to our community and our
00:16:12country. We welcome the winner of
00:16:15the first "Hala di Choco", which was
00:16:19the parliamentary year
00:16:222025-26, Mr. Richard
00:16:25Rangelo, Edward Trump, as

00:25:34Let us explain a little what a parliamentary year is. A parliamentary year is the
00:25:37official period during which Parliament, the legislative
00:25:41power, executes its main work,
00:25:44debates and official meetings take place
00:25:47here in the Parliament chamber. In Aruba,
00:25:50according to the Statute and Rules of Order, the new parliamentary year
00:25:54begins on September 2nd and
00:25:57on the 12th of September the closing of the parliamentary
00:26:01year takes place. The current composition of the Parliament of Aruba
00:26:04consists of 9 members of the AVP Party with the faction
00:26:08leader
00:26:09Jeniferias, with the faction
00:26:12leader and three members
00:26:15of the Futuro Party.
00:26:32Mr. Ruddlin Lendort as the vice-president
00:26:36of Parliament in the new parliamentary year
00:26:38here. 21 parliamentarians conclude with one member of
00:26:42the PPA Party, Mr. Edward Peters, who also functions as the faction
00:26:46leader at the same time. The parliamentary year has very important structural
00:26:50functions for the democracy and governance of our country. In
00:26:53this, the presentation of the budget takes place, that is, the
00:26:56budgeting. The most important function
00:26:59at the beginning of a parliamentary year is the president's information of the general budget
00:27:03of Aruba for the following year, which took place on the first of September
00:27:07last year. The governor opens the parliamentary year with a speech
00:27:11in a solemn meeting.
00:27:14Parliament has a structural function of studying, debating,
00:27:17approving or disapproving the budget to
00:27:21ensure that public money is properly spent.
00:27:24Another function is the legislative function, that is, to
00:27:28make laws. During the parliamentary year, parliamentarians come together in meetings.
00:27:42their own initiative to change or structure matters
00:27:46in our community. Another function is the function of
00:27:50control over the government itself. Parliament's task is to control whether
00:27:53the Minister, the executive power, is doing its
00:27:57job properly and within the framework of the law. This control
00:28:01takes place through questions. Parliamentarians, where parliamentarians
00:28:04send written questions to
00:28:08last year, which shows the number of questions presented,
00:28:11interpellation meetings to demand direct explanations from a
00:28:14minister on a perhaps urgent topic, motions
00:28:18to present resolutions or even motions of no confidence, if
00:28:22they do not agree with a minister's management. Representation of the
00:28:26people, Parliament is the platform where 21 parliamentarians
00:28:29represent the voice of the people and debate publicly on
00:28:33social, economic, labor and infrastructure topics.
00:28:37Infrastructure, a very important topic,
00:28:40also came up during the past year. It guarantees that
00:28:44the most important decisions for the country are made with transparency
00:28:47open to the public. At the end of the parliamentary year
00:28:512025-2026, there was also a report of what Parliament
00:28:55had done during the past parliamentary year. This
00:28:58period ran from September 9, 2025
00:29:02until yesterday, September 7, 2026. According to the report,

00:29:13closed-door encounters, 21 Central Committee meetings,
00:29:16five Senate Convention meetings, and
00:29:20two question hours took place. Parliament consists
00:29:24of various committees and in this context, different meetings also took place.
00:29:27A lot of the main work of Parliament is to direct questions to
00:29:31the government of our country. Out of a total of
00:29:334,595
00:29:36questions sent to the government, the government
00:29:40answered 1,979 questions, so a
00:29:43total of 2,616 questions were not
00:29:46answered. This percentage reflects
00:29:5043% answered, of which
00:29:5357% were not answered. At the same time,
00:29:57parliamentarians are also part of committees abroad, such as
