01:08:01that directly targeted the pockets of citizens,
01:08:04involving an individual or individuals. It's very important. It really
01:08:08affects people the most in daily life... We're talking
01:08:11about an event that affects their daily lives, and as you know,
01:08:15we are all victims of this, because as you just stated,
01:08:18the producer puts in a certain amount of effort, produces
01:08:22the product, and the person who produces the product
01:08:25sets a certain price when selling it, and within that price framework,
01:08:29what do they do? They either produce more the next year or give up
01:08:33production. Yes, that happens.
01:08:36If you exploit the producer here,
01:08:39if you act in a way that harms the producer as much as possible,
01:08:43then what will happen? If you remember, there are many
01:08:46news reports that are reflected in the public, where producers
01:08:50give up production. Why? Either the product is left in their hands,
01:08:54or we see that there is an organization that tries to buy the product
01:08:57at a very low price. Well, when we look at it,
01:09:01under normal circumstances, we as a country had previously
01:09:05introduced a rule. It was said that you would write the price
01:09:09you bought from the producer, you would write the selling price,
01:09:12and for every product, when we entered the market,
01:09:16we would see those small white square papers. There, we were supposed to see
01:09:20a price scale regarding who the producer was,
01:09:23where it was bought from, how much it was bought for, and how much it was sold for.
01:09:27However, unfortunately, some individuals or some
01:09:30people, and we see this in this operation, by making multiple
01:09:34transfers between different companies
01:09:37with the price taken from the producer, present
01:09:40a completely different price scale at the end.
01:09:43What does this mean? The fact that 1029
01:09:47producers were listened to, that farmers' statements
01:09:50were sought, whether the price there
01:09:53was a real price or not, how many carriers there were
01:09:57in between, whether these things were further increased
01:10:01with fake invoices, with fake companies,
01:10:04is being investigated within this investigation, Rasim Bey.
01:10:08Well, while this is being investigated, is it enough
01:10:12for the crime of price manipulation, as defined in Article
01:10:15237 of the Turkish Penal Code, that prices are merely high?
01:10:18No, we have a situation called the prohibition of competition.
01:10:22In terms of competition, anyone can sell their product
01:10:26at any price they want, but if you do this
01:10:29within an organizational framework, as an organized
01:10:32structure, by manipulating
01:10:36the labels of the product you bought from the farmer there,
01:10:39or by producing false news, or by holding it back,
01:10:43or by trying to introduce a different price to the market,
01:10:47or trying to design all companies in the market,
01:10:51then we can talk about this crime here. For example,
01:10:54consider a workplace. A workplace can sell
01:10:57its own product expensively, but if there is one distributor
01:11:00in a market, and that distributor
01:11:04does this, then let's give the example
01:11:08of Istanbul, since we experienced it in Istanbul. If a product
01:11:11that comes to the Istanbul market starts to be sold expensively
01:11:15in the market, then it has to be sold expensively throughout Istanbul.

01:11:23there is actually an operation aimed at the source of the problem
01:11:27regarding whether there is a real price scale? Aimed at the source of the problem.

01:12:19forgery in documents, it can be a private document,
01:12:22it can be an official document. This is a matter that will be followed

01:12:53to limit this success to studies conducted
01:12:56in periods like 1 or 2 years.

01:13:02First of all, we need to see what is measured
01:13:05in such programs, in such international
01:13:09rating mechanisms,
01:13:12and we need to analyze what is lacking in the education system
01:13:16in Turkey.
01:13:20In 2001, when the Justice and
01:13:23Development Party was founded,
01:13:26our President made suggestions.
01:13:30He says that Turkish youth, Turkish children
01:13:33do not deserve to receive education
01:13:36in such crowded classrooms,
01:13:39in such poor physical conditions.
01:13:42Starting from the idea that we have to offer
01:13:46much better,
01:13:48in the party program of 2001
01:13:51and the government program of 2002,
01:13:55it was committed that education would be brought
01:13:59to the desired level in terms of physical capacity
01:14:02according to international indicators. Well, how can you do this,
01:14:05or why didn't your predecessors do it, why couldn't they do it?
01:14:09Now, I am a political scientist. In the international
01:14:12arena, a country's position in terms of democratic
01:14:16indicators, in terms of democratization
01:14:19trend is measured by
01:14:22the country's financial resources, that is, which areas
01:14:25are allocated more resources from the general budget.
01:14:29That is one of these parameters. For example, in the 2012,
01:14:32I mean 2002 budget, the Ministry of National Education
01:14:36was in 4th place. More resources were allocated
01:14:39to other areas,
01:14:42but during both our President's
01:14:45premiership and presidency,
01:14:48in all budgets,
01:14:50the largest share from the general budget was allocated to national education.
01:14:54So, we were always first. Let me put it this way, the share allocated
01:14:58from the general budget increased from 7% to 15%.
01:15:01This is now an important indicator for us, and with this,
01:15:05during AK Party
01:15:09governments, first of all, the school needs of our children,
01:15:13that is, in terms of the number of students per classroom,
01:15:16necessary steps were taken
01:15:19for the construction of a healthy education environment
01:15:23in our schools. Look, we have given these figures
01:15:27in other broadcasts as well. In 2002,
01:15:30in Turkey, approximately
01:15:33our students have 357 thousand classrooms,
01:15:37we have 357 thousand classrooms.
01:15:39Let's look at it this way,
01:15:43this 357,000. Turkey is a country
01:15:45where natural disasters are frequent, especially earthquakes.
01:15:49When we consider the schools destroyed by earthquakes,
01:15:52the classrooms we lost
01:15:55due to other natural disasters,
01:15:59and the classrooms we demolished
01:16:01and rebuilt because they had completed
01:16:05their economic life, let's assume that about
01:16:08half of these 357 thousand classrooms were lost in this way.
01:16:11We have about 150-200 thousand
01:16:15classrooms remaining from before. Now,
01:16:19in line with the parameter I just mentioned,
01:16:22the first thing we did was to increase the number of classrooms
01:16:25and create prosperous environments where our children
01:16:29do not sit 3 or 4 people in a row,
01:16:32but can comfortably take notes and listen to their teachers.
01:16:36Currently, we have nearly 760 thousand classrooms.
01:16:40Now, we need to look at it this way, Mr. Şenol,
01:16:42we assumed it dropped to 200,000
01:16:46earlier from 357,000 classrooms. Today, we have increased
01:16:49it to 760,000.
01:16:53That means we have added approximately 500,000
01:16:56additional classrooms. This is very important.
01:16:59This is an important
01:17:01parameter.
01:17:04Second, there were problems with access to education.
01:17:08I'm talking about those dates, our children did not have
01:17:11a mechanism to continue to middle school
01:17:14after finishing primary school. They couldn't come from their village
01:17:17to the district center, or similar problems were experienced.
01:17:21Now, steps were taken to overcome problems
01:17:24with access to education. What did we do?
01:17:28We introduced a transportation system.
01:17:31That is, for our students who want to continue
01:17:34their education but have transportation problems,
01:17:38we put in place a transportation system, we increased the dormitory
01:17:42capacity of our schools. Therefore, in this sense,
01:17:44we have brought
01:17:46Turkey up to international indicators in terms of access to education.
01:17:50For example, in 2002, the rate of continuation to secondary education
01:17:53was around 50%, now it is over
01:17:5690%. Access to pre-school education,
01:17:59which was 11% in 2002,
01:18:02is over 80% today. These are very
01:18:06important parameters. We have seriously solved
01:18:09this issue in terms of access to education. Another important issue
01:18:13in terms of the quality of education
01:18:16is the number of teachers. That is, if the number of students
01:18:20per teacher is expressed in numbers like
01:18:2330, 40, then that teacher
01:18:26friend has no chance of establishing
01:18:29that relationship with students in that class.
01:18:32So what did we do? Approximately 80%
01:18:36of our teacher friends
01:18:39currently registered in the system were appointed during AK Party governments.
01:18:43While we had around 500,000 teachers back then, 540,000 teachers
01:18:46in 2002, today we have 1,260,000 teachers, including
01:18:50teachers in private schools. Now, these figures are very
01:18:54important figures. That is, the number of teachers increased,
01:18:57the infrastructure improved, and this
01:19:00reflected positively on PISA scores. It's not just
01:19:04these, I'm continuing with a few more things. Let's move on from this question
01:19:07if you allow, because this is important.
01:19:11I mean, I'm not in such a megalomania
01:19:14that I say we fixed this in the last
01:19:18one or two years. I'm not in that.
01:19:21These steps taken
01:19:23since 2001, look what else we did,
01:19:27regarding teacher qualifications, in 2014-2015,
01:19:31we did a very comprehensive study on teacher competencies,
01:19:34in a way compatible with international indicators.
01:19:38This is another very important point. Now,
01:19:42in terms of the main philosophy of education,
01:19:44what do we do in school, what should we do?
01:19:48In the 1980s and 1990s, you are young,
01:19:51you don't remember, we had no
01:19:55mechanism to access information other than
01:19:58school and textbooks.
01:20:00That is, there was no internet, television, mobile phones,
01:20:04these kinds of things. "Where can we give information
01:20:08to children? Only at school.
01:20:11Therefore, our curriculum in school was entirely
01:20:15information-oriented. Now, after I started
01:20:18as undersecretary in 2013, we attended international
01:20:21meetings. In all international meetings
01:20:25we attended, the most important criticism directed at us was that
01:20:29yes, you have made very positive developments
01:20:32and covered distances
01:20:35in terms of physical capacity and human resources
01:20:39in your education system, but you still have a problem
01:20:42in your education philosophy. The problem is that
01:20:46you still focus on giving information to children.
01:20:49What does this bring with it? We have put everything
01:20:53we can think of into the curriculum, because in the same periods,
01:20:56in the 80s and 90s, access to education was also limited,
01:21:00so a limited number of students could continue
01:21:03to both secondary and higher education,
01:21:07so our curricula became bloated with the idea that our children
01:21:10should learn everything here, in middle school, in primary school.
01:21:14Now, what happens when it's bloated? Let's say you have 3 hours of lessons
01:21:17per week, you teach a 3-hour lesson, but we have filled
01:21:21your curriculum with a curriculum that you can teach
01:21:24if you allocate 6 or 7 hours per week,
01:21:27because everything we can think of, traffic accidents are increasing,
01:21:31let's put this in, something about health happens, let's put this in the curriculum too,
01:21:35and our curriculum became bloated. When this happens,
01:21:38when we limit our teacher to teaching a lesson
01:21:42that we should give 6 or 7 hours per week to 3 hours
01:21:46per week, our teacher goes fast to catch up with the curriculum,
01:21:50because on one hand, they have to catch up with the curriculum.
01:21:53When they do this, students
01:21:56cannot receive the education
01:22:00they should receive healthily. The student is unsuccessful,
01:22:03the teacher is unsuccessful, the school is unsuccessful, the education system is unsuccessful.
01:22:08Now, since access to education has increased, then the curriculum also needs
01:22:11to be structured accordingly and some things need to be shifted
01:22:15to higher education levels for the system to be successful.
01:22:18Therefore, the second issue we have been working on
01:22:21since 2013 is this. Gradually,
01:22:25step by step, we entered
01:22:28the process of streamlining the curriculum, and
01:22:30rather than the curriculum being information-oriented,
01:22:34it became compatible with the systematic
01:22:38measured by international mechanisms, and
01:22:41in an era where access to information is so easy
01:22:45for our children, it is necessary to transform
01:22:49the information they access into something they can use
01:22:53in their daily lives and social lives. Now, we started working on this
01:22:56back then. We said that we need to revise
01:23:00this curriculum accordingly. Therefore, the Türkiye Yüzyılı Maarif
01:23:03model, which we implemented in 2024, was very important
01:23:07in terms of these two parameters. I said this in our broadcasts
01:23:11back then. I said, look, when we change this,
01:23:13when our children
01:23:17are no longer just information burdens,
01:23:20instead of just giving information and making them memorize it,
01:23:23if we make them able to analytically evaluate the information given to them
01:23:26and transform it into daily life skills,
01:23:30then we will be successful in our education system.
01:23:33Along with this, if we can reduce
01:23:37the information load within our education system
01:23:40in the curriculum, our teachers will also be successful,
01:23:44and the system will be successful. We have also discussed
01:23:47these in great detail.
01:23:50is this. Therefore,
01:23:52one of the important steps regarding these PISA scores
01:23:57This is also important. Another issue is this:
01:24:00In 2013,
01:24:03when making these evaluations, who follows this
01:24:06in the Ministry of National Education? That is, is there a unit
01:24:09that evaluates our measurement and evaluation
01:24:12system by comparing it with
01:24:15international indicators, what is measured there,
01:24:18and what we provide?
01:24:20Is there such a unit in our Ministry of National Education? No. So we said,
01:24:23Yok. O zaman dedik ki,
01:24:26then, to our Minister Nabi Hoca, whom we worked with at the time,
01:24:30"Sir, we need to establish such a unit." We established a general directorate
01:24:33named Measurement, Evaluation and Examination Services.
01:24:36And one of the important functions of this general directorate
01:24:39is to conduct monitoring and evaluation at both national
01:24:42and international levels. At the same time,
01:24:46we started to conduct measurement mechanisms
01:24:50through this as well. What did this bring with it?
01:24:53It created a very important area for us where we can mutually
01:24:56analyze the compatibility between
01:24:59our Ministry's curriculum and structures like OECD
01:25:01and PISA, and the compatibility
01:25:04between what is measured there and our system.
01:25:07I think this is also very vital. Because
01:25:10we did this back then, PISA, TIMSS,
01:25:14şöyle yaptık o zaman Pizza, teams,
01:25:17these were done in three-year periods, in cycles,
01:25:20um, we said that we would do a
01:25:24third one ourselves, called ABİDE,
01:25:27the monitoring and evaluation of academic skills, we created a new evaluation system
01:25:31specific to us, so we didn't have any gaps
01:25:35in these three-year periods, we had the capacity to
01:25:38conduct monitoring and evaluation every year. Now, these
01:25:42are coming to an end, and TIMSS will come. TIMSS was announced last year,
01:25:46the year before. So ABİDE will come. We are
01:25:50doing it now, yes. Now it's ABİDE's turn, ABİDE evaluation. Now, this is
01:25:53also important, another important thing, since all of these are very important
01:25:57and since this is the broadcast after my first
01:26:00participation in PISA, you said you hoped
01:26:04the PISA results would be good. Yes, I
01:26:07did, because we implemented all the parameters
01:26:10rationally. Now, when this comes out negatively, it becomes
01:26:14a big topic. Yes, this time it came out very positively,
01:26:17but it didn't get as much attention. I guess. It did
01:26:20actually, um, this issue got more attention abroad,
01:26:23especially in Germany and France,
01:26:27about why we declined and why Turkey progressed.
01:26:30A lot of media content was produced about it.
01:26:34True. How is this
01:26:36system measured? Can you explain that a bit? I will explain, but now I've come to a very important
01:26:40point, I have to mention that too,
01:26:43um, because these parts are very critical. Now,
01:26:46about 15 days before the PISA scores were announced,
01:26:50we had an online meeting with the PISA management.
01:26:53In the meeting, um,
01:26:56the Chairman of the PISA Board, um,
01:27:00if I remember correctly, Andreas,
01:27:03a Portuguese, asked us for something.
01:27:06Look, this is very important from my perspective.
01:27:09He said, "Um,
01:27:12in your speech on September 8th,
01:27:14there's something that caught our
01:27:17attention.
01:27:20We want you to tell other countries about it. Turkey is showing
01:27:24an extraordinary success bar.
01:27:27But there's something interesting. This bar
01:27:30has been rising since 2015.
01:27:33Now, everything I've told you so far
01:27:36is before 2015, meaning this
01:27:39physical capacity and similar things.
01:27:42So now, according to a foreign observer,
01:27:45an educator,
01:27:48who made this analysis, something important must have
01:27:51happened in our country in 2015.
01:27:55So what happened in 2015?
01:27:582015 is very important for us at
01:28:02this point. When we enacted the private tutoring law
01:28:06in 2014, our most
01:28:08important claim regarding private tutoring centers
01:28:12was this: these structures we call private tutoring centers
01:28:16are a tutelage mechanism over the Ministry of National Education's textbooks,
01:28:20curricula, schools, and teachers. In other words, no matter
01:28:24what you teach at school, a perception has formed in the market,
01:28:27there is a sector, FETÖ's tutelage.
01:28:30This tutelage says that the teachers of national education
01:28:34are useless, the textbooks of national education are useless,
01:28:37the schools of national education are useless. You study
01:28:40for 12 years there for nothing. Come to our private tutoring center for 3 months,
01:28:44come to our private tutoring center for 6 months, you will be successful. Now, as long as
01:28:47there is such a perception, as long as your education
01:28:51system is not rid of this tutelage,
01:28:54there is no chance of success. I used
01:28:57this a lot internally, within Turkey,
01:29:01but the fact that the chairman of the PISA board
01:29:05identified this through the scores
01:29:08is a very important point for me,
01:29:11and in Turkey, perhaps at the point
01:29:14of these scores we are discussing today, because with that date,
01:29:18we imposed a condition on the institutions
01:29:22we established in place of private tutoring centers,
01:29:25the institutions we call private education courses. We said
01:29:28that your programs' curricula must
01:29:33be approved by the Board of Education and must be
01:29:36compatible with the Ministry of National Education's curriculum.
01:29:40Now, we have transformed this tutelage into
01:29:42a reciprocal relationship, a complementary relationship, and I think
01:29:46this was a very important step.
01:29:50So you're talking about this as the fourth pillar: the removal of FETÖ's tutelage,
01:29:54the renewal of the curriculum, physical capacity, increasing
01:29:57the number of teachers, and infrastructure classroom numbers."
01:30:01Can we say it was successful? Yes,
01:30:07I can list other reasons,
01:30:11but you're bored. I will enumerate
01:30:14reasons, because I have many. No, four fundamental
01:30:18reasons are also convincing, Mr. Minister. For example,
01:30:21in 2014, we started something
01:30:24called DYK courses in our schools. We said
01:30:27that if a child of our citizens has
01:30:31any deficiencies in any subject, in any topic,
01:30:35we should open free courses for these
01:30:38children in our schools so they can make up for their deficiencies there.
01:30:42I presented this to the then Prime Minister, our President, the Prime Minister.
01:30:46In a sense, they started receiving the service they would have received
01:30:50from private tutoring centers for free at schools.
01:30:53This is also very important. Similarly,
01:30:56the Fatih Project, which began
01:30:59the process of using technological innovations in the education system.
01:31:02Likewise, for example, there's something
01:31:06we did recently. To bridge the gap
01:31:10between the relevant departments of the OECD and the ministry,
01:31:13we opened an education attaché office within the OECD. We assigned a colleague
01:31:17there. So we established
01:31:20these dialogue mechanisms healthily
01:31:23and reached this point. Now, let me get to the question
01:31:27you asked, without prolonging this.
01:31:30Now, um, dear friends...
01:31:33"Regarding this exam,
01:31:35there are statistical data and information
01:31:39related to Turkey that we have identified and
01:31:42provided to the PISA management of the OECD.
01:31:46What are these? Of course, the OECD doesn't only get information from us;
01:31:50it also receives reports prepared by TÜİK
01:31:52on provinces' and regional
01:31:56development indices. We provided them with
01:32:00the list of our schools in Turkey, province by province,
01:32:03district by district, and the number
01:32:05of students. They created a sample from this.
01:32:08They said, 'There are this many science
01:32:12high schools in Turkey, and there are this many
01:32:15students in these science high schools. Therefore, we will take
01:32:19this many students as a percentage from science high schools.'
01:32:22They determined these completely based on this sampling.
01:32:26There are this many Anatolian High Schools,
01:32:30and the number of students here is this much.
01:32:33So, they divided PISA by your student quota
01:32:36of 7,060 students
01:32:39statistically. How many vocational and technical
01:32:42Anatolian High Schools do we have, and how many
01:32:45students? They ratioed it to this number of students. They found
01:32:49the student numbers this way. We don't interfere with this part;
01:32:52they determine this sample and provide
01:32:56it to us. Then, based on
01:33:00the data they received from TÜİK at the OECD,
01:33:03to identify advantaged and disadvantaged students
01:33:06of countries, in terms of development
01:33:09levels, they also took our provinces
01:33:12and regions in terms of those indicators, and
01:33:16by matching these two samples, they
01:33:19extracted a total sample. In this sample they extracted,
01:33:22our Anatolian high schools, science high schools,
01:33:26social sciences high schools, vocational high schools,
01:33:29Imam Hatip high schools, this...
01:33:32in accordance with the sample, and also in a way
01:33:35that is consistent with regional development indices. For example,
01:33:38the definition of disadvantaged student includes
01:33:42recent disasters, and they are evaluated.
01:33:46Schools from the disaster-stricken earthquake region were included
01:33:49purely with this parameter.
01:33:51Therefore, they determine this sample. Since we also
01:33:55provide them with the student list in this sample,
01:33:59they also identify the students, um,
01:34:02they identify them themselves and inform us, and
01:34:05until the exam is administered,
01:34:09we have no knowledge. We don't know, we only know the schools,
01:34:12the identified schools.
01:34:15Um, here we have such
01:34:18a problem.
01:34:20"Put yourself
01:34:23in the shoes of these students. An exam that will
01:34:27have no effect on your report card grade, your class
01:34:30progress grade. You need something to motivate you,
01:34:33that is, we need
01:34:35to motivate you, the schools, because
01:34:39the total duration of this exam is approximately

01:34:48of that age group focused in front of a screen
01:34:51for 3.5 hours without their concentration
01:34:54being distracted, countries are implementing
01:34:57school-based motivation programs.
01:35:01Um, they only allow this, and
01:35:04this is also under PISA's
01:35:07control. We neither identified
01:35:11the schools nor identified the students.
01:35:15We just took the necessary measures for the exams
01:35:18to be administered in a completely sterile environment identified
01:35:22by them, and at the end of the day, such a result emerged.
01:35:25Now European countries are debating what the problem is with us.
01:35:29One of the biggest reasons is digitalization and
01:35:33students heavily consuming cell phones,
01:35:36social media, and digital content
01:35:39in schools during the education process.
01:35:43Have you evaluated this? What kind of
01:35:47practice is there in Turkey? Well,
01:35:50actually, we have been addressing
01:35:54this issue for a long time. I was appointed as minister
01:35:58in June 2023 and started my duty.
01:36:02Since that year, every
01:36:04summer, um, we have made it a tradition
01:36:08to issue a circular to remind
01:36:10our teachers and our schools and the public
01:36:14and our parents about our general practices
01:36:17for that academic year. In our circular
01:36:20of 2023, um, the main
01:36:24topic we emphasized was this:
01:36:27We said that we all need to manage
01:36:30a process that can overcome our children's digital
