00:42:04life, property, navigation, and environmental safety in the region.
00:42:07Unfortunately, in these attacks, our Turkish and Azerbaijani

00:42:20to their families. The spread of the
00:42:24war to the Black Sea and its threat to the lives of our citizens

00:45:30instructions to the Ministry of Transport on this matter,

00:45:50Therefore, a train coming from
00:45:52Azerbaijan will have the opportunity

00:46:00This will be an important logistical
00:46:04opportunity for us,
00:46:06but our work on this continues. We are working

00:47:3295%, and the implementation of the
00:47:35railway is approximately 75%. Both projects
00:47:38are planned to be completed in the main part of Azerbaijan
00:47:42in the first half of 2027. At the same
00:47:45time, if we are talking about
00:47:49the 190 km railway connection in the territory
00:47:52of the Nakhchivan Autonomous Republic as the second
00:47:55part, you know that this railway existed since
00:47:59the Soviet era, but it has been almost
00:48:02unused for more than 30 years. Therefore,
00:48:06it is important to carry out reconstruction
00:48:09works in that area again, and currently
00:48:13work has also started there.
00:48:16And finally, there is a missing
00:48:19link here. We mentioned the main part of Turkey
00:48:23and the Nakhchivan part. This
00:48:27area of approximately 42 kilometers is
00:48:30over Armenia. And as you know, one of
00:48:34the agreements reached at the Washington Summit
00:48:37last year, one of the important agreements, is the TRIP
00:48:41project, which specifically reflects the construction
00:48:44of transport infrastructure in this 42-kilometer
00:48:47area, which is part of the Zangazur Corridor.
00:48:51Negotiations are directly carried out with the
00:48:54United States and Armenia, but our partners from
00:48:57America regularly inform us about the
00:49:01progress of the work. I repeat, this area
00:49:04refers to communications within Armenian territory,
00:49:08but both its entry and exit points are
00:49:11Azerbaijani territory, the Azerbaijani border,
00:49:14and
00:49:16this corridor can
00:49:18only operate in this form.
00:49:21And the latest information given
00:49:25to us is that currently
00:49:27design works and company establishment
00:49:31works are continuing, and they must be completed
00:49:34within this year. The start of physical
00:49:37works is planned for the beginning
00:49:40of 2027. This is the latest
00:49:44information. In general, we believe that after
00:49:47physical works begin, it is possible to complete
00:49:51this section in a relatively short period, because
00:49:55the area itself is not large. We are talking
00:49:59about a distance of a little over 40 kilometers. It is

00:50:09connection between the main part of Azerbaijan and

00:50:27from Europe via Turkey

00:51:28should not have escalated, a war that should stop immediately.
00:51:31In this regard, we have made various
00:51:35initiatives to implement the will shown by our President
00:51:38diplomatically on the field. As you know, over
00:51:41the years, by using our relations with both
00:51:44sides in the best and most sincere way,

00:52:38there was a request for an understanding
00:52:41between the parties regarding the targeting of energy
00:52:45infrastructures, for a moratorium to be declared or an exception to be made.
00:52:49Why am I saying this? The United Nations, the United
00:52:52States, us, and a few other states
00:52:55are sincerely doing their best. Turkey is the
00:52:59only actor among these actors that has adopted this stance
00:53:02from the very beginning. It is still continuing. Dear friends,
00:53:06we are carrying out these issues behind the scenes without
00:53:09reflecting them to the public, and we can only
00:53:12share them with the public as they mature.
00:53:15At the moment, our efforts,
00:53:18especially those prioritizing the Black Sea, are continuing.
00:53:22We have discussions with the parties on this matter, we have
00:53:26proposals, the parties have their answers to us, and we are working
00:53:28to bring these answers into a state where an understanding
00:53:32can be built upon them. As you know, the war itself
00:53:36has truly transformed from a war of attrition
00:53:40to a war of annihilation in the last year. There is no
00:53:44place that is not being targeted anymore. Apart from the deliberate
00:53:48targeting of civilian settlements, all commercial areas, infrastructure,
00:53:51and superstructure areas are being targeted. We are also seeing
00:53:54a steady increase in civilian casualties.
00:53:58Unfortunately, as a nation that knows how to wage war,
00:54:01we stated from the beginning that this would escalate
00:54:05geographically, methodically, and in terms of targets.
00:54:08Unfortunately, that is the point we have reached.
00:54:12To prevent further widespread and greater
00:54:15disaster,
00:54:17it needs to stop. I believe the parties,
00:54:21after fighting for 4.5 years,
00:54:25are now psychologically and intellectually
00:54:28closer to this point. And it is precisely
00:54:32at this point that mediators like
00:54:36us need to find appropriate magical
00:54:39formulas, phrases, and methods to persuade the parties to reach
00:54:42an agreement at some point. As I mentioned,
00:54:45otherwise, we can also see the risk of the war
00:54:49spreading further on energy prices, food security,
00:54:53and more importantly, the environment.
00:54:56Sometimes, not only in the Black Sea,
00:54:59but also in other
00:55:03European countries,
