00:03:32defense, energy, fisheries, maritime security and
00:03:36space. in 2024, the two countries signed a 10-year
00:03:39in defense and economic agreement, while turkey has also expanded
00:03:43oil and gas exploration and began construction
00:03:47of a space port in
00:03:48Somalia. on Friday, Somali President Hasan
00:03:52Sheikh Mahmoud praised Turkia support during
00:03:56of a ceremony for Georgia troops returning from training in Turkey.

00:04:03Turkey have developed
00:04:05a close and wide ranging partnership with cooperation
00:04:08extending from health care and education to
00:04:11security, infrastructure and humanitarian assistance.
00:04:15Over the past years, Turkey has significantly expanded its
00:04:19engagement in
00:04:20of Somalia becoming one
00:04:21of the country's key development and strategic partners in
00:04:24healthcare. Turkey supported institutions in Mudishu
00:04:28have provided medical treatment.
00:04:30of and special services to thousands of Somalis, including
00:04:34patients receiving essential care for chronic conditions such
00:04:38as kidney failure. Turkey has also invested heavily in
00:04:41education and
00:04:43of training, of foreign scholarships
00:04:45and supporting programs that provide Somali students and
00:04:48professionals with opportunities to study and develop new
00:04:52skills. Security is another major pillar
00:04:55of the relationship. Turkey
00:04:57has supported the training and development of Somali security. process as the
00:05:01country works to strengthen its national
00:05:02of institutions and take greater responsibility for its
00:05:06security, the partnership also covers
00:05:09infrastructure, humanitarian assistance and economic development
00:05:13with Turkish institutions and companies involved in
00:05:16projects aimed at supporting Somalia's long-term
00:05:19growth. The cooperation has also attracted
00:05:23public support in different parts the country. In
00:05:27bidor, residents gathered curring Somali and Turkish flags
00:05:31expressing their appreciation for the relationship and Turkia's
00:05:34assistance to Somalia. And now here's closer
00:05:38look at the ties between the two countries.
00:05:43In 2011, the then prime minister, Richard Taip
00:05:46Erdogan, visited Mogadishu during devastating drought and
00:05:50humanitarian crisis. Ancora subsequently expanded
00:05:54its humanitarian and development assistance while also
00:05:58deepening political and economic ties. Since
00:06:022013, Turkey has also played a facilitating
00:06:05role in talks between Somalia and the Somaliland
00:06:09administrations. Turkey supports the
00:06:12development of Somalia's security institutions through military
00:06:16training, capacity building and defense cooperation.
00:06:20The Turksom military training facility opened in September
00:06:242017, providing training to Somalia's armed
00:06:27forces. In February 2024, Turkey and
00:06:31Somalia signed defense and economic cooperation framework agreement,
00:06:35boosting bilateral cooperation in security and
00:06:38defense. Trade between Turkey and Somalia covers a
00:06:42wide range of products, including food, machinery, construction
00:06:46materials, pharmaceuticals and other manufactured goods.
00:06:50Turkish companies are also active in areas including
00:06:53construction, infrastructure, logistics and services.
00:06:57In March 2024, Turkey and Somalia signed agreements
00:07:00establishing a framework for cooperation in oil and natural
00:07:04gas. In 2024, Turkey
00:07:08petroleum and the Somali petroleum authority signed an agreement.
00:07:12offshore oil and gas exploration and production. The following
00:07:16year, hydrocarbon exploration and production onshore
00:07:20were added to the agreement. In January, Turkia and Somalia signed a
00:07:24protocol aimed at strengthening economic and commercial
00:07:27cooperation. And for further analysis, joining me
00:07:31now is Emlimliolu. She joins me live from the Turkish
00:07:34Capital Ankara. She's a professor at the Social Sciences University of
00:07:38Ankara in their African studies department. Professor, great to have you.
00:07:42here with us on TRT World, so as we saw in the report there that the two
00:07:46countries enjoy a very strong relationship,
00:07:50but help us understand why is
00:07:53Somalia important to Turkey?
00:07:56well, thank you for having me. Somalia is actually important to
00:08:00Turkia for several reasons of course, and you mentioned
00:08:04about how relations have evolved, especially in the last 15
00:08:07years, I must say that the in the
00:08:11initial period... "there was a huge humanitarian concern,
00:08:15because we always say that, yes, when president Erdogan first
00:08:19visited the country in 2011, the country was in desperate
00:08:23need of humanitarian assistance, because most the angels had left the
00:08:27country, they were having their operations abroad, especially from
00:08:30Nairobi, Kenya, and then this
00:08:34humanitarian assistance actually quickly evolved into the economic
00:08:37domain, and as you have also mentioned, the Turkish companies have
00:08:41increased their op'. because the country unfortunately at that
00:08:45time was also a war thorn country and it was in need of
00:08:49infrastructural development, there was a huge infrastructure gap and
00:08:53turkish companies was actually ready to fill this gap and then
00:08:57they operated somalia's port and
00:09:00airport activities and so through those
00:09:04two different domains turkey actually developed a deep
00:09:08relationship with Somalia since especially 2011 but what
00:09:11began with humanitarian assistance expanded into different domains
00:09:15including education, health, security, defense
00:09:19and even maritime cooperation, energy, and now we talk about
00:09:23space cooperation. Somalia is also important for
00:09:27Turkey for another reason, because
00:09:29of its very unique geographical position, because
00:09:32you know the country is exceptionally located at the intersection
00:09:36of horn of Africa, the Gulf
00:09:37of Fadan and the Indian Ocean, very close to the Red Sea and the Babel
00:09:41Mandep straight. some the world's major maritime roots,
00:09:45so the developments in the country and in the wider region have implications
00:09:49well beyond Somalia itself, but I think I can wrap up by
00:09:53saying that Somalia is important to Turkey,
00:09:57because Turkey is also important to Somalia. Right, and
00:10:00obviously we saw pictures today, people taking to the streets
00:10:04celebrating the ties between the two countries supporting
00:10:08Ankara, but obviously we have to talk about the future here
00:10:12as well right, when it comes to the future the ties
00:10:15between the two countries, where do you see
00:10:19cooperation heading towards? well, there are
00:10:22of course several promising areas and some of those areas actually
00:10:26are in the existing ones, for for example the
00:10:30energy sector, because Turkey is involvement in Somalias
00:10:34offshore oil and gas sector is quickly
00:10:37evolving through an important long-term relationship
00:10:41and I think it has an important
00:10:44potential of sustainable economic benefits
00:10:48for Somalia as well including employment, infrastructure
00:10:52and and revenues as well. Another one is maritime. operation as I
00:10:55mentioned before because we always say that Turkey is involved in
00:10:59Somalia security sector and is highly involved in security
00:11:03sector reform and trained Somalian armed
00:11:07forces, but with the defense and economic cooperation
00:11:10agreement signed between
00:11:11the two countries early 2024, Turkey has
00:11:15security cooperation expanded into naval naval domain as
00:11:19well, so Turkey will actually help modernize
00:11:23and beal Somalian naval... forces as well, so this is also
00:11:27related with the defense and security cooperation, and another area is
00:11:31the technology, because we always talk, we started to talk about space
00:11:35cooperation, so here
00:11:36it is particularly important because what started in the
00:11:39humanitarian domain we see is that now reaching to point
00:11:43where the two countries are discussing cooperation in in one
00:11:47the most technically advanced sectors, so I know it's not an
00:11:51easy question to answer so because we could not anticipate. that the
00:11:55relations could quickly evolve in such a short period of time, mean in
00:11:5915 years, started from the humanitarian domain, then into the
00:12:03economic domain, security cooperation, then quickly into the energy
00:12:07and space sector as well, but i see that it will become
00:12:10more diversified and more strategic.

00:13:23of vision that's to regional outlook, increases
00:13:27connectivity, supports economic development and is open to international
00:13:31cooperation, the partnerships developed in many fields, from the
00:13:35transcaspian middle corridor to energy and transportation, from trade
00:13:38integration to the digital economy, are concrete indicators the
00:13:42great world. potential

00:14:11Anti-EU farmers in Romania have clashed with

00:14:31The anger is over an unresolved crisis in the country's
00:14:34livestock sector over restrictions on animal
00:14:38exports. Politicians should not longer be allowed
00:14:41to pass, we want to block the traffic to make them come and talk to
00:14:45us. In just two years, Romania has gone from
00:14:49being the European Union's largest exporter of live
00:14:52sheep to facing a complete. on exports to both
00:14:56EU member states and non EU markets. It comes
00:15:00after virus had been circulated undetected in
00:15:03Romania's livestock and sufficient guarantees for
00:15:07disease control were not provided. That's when the
00:15:11culling began. Number one, stop
00:15:15killing animals. They apply tests on six or seven sheep and then they
00:15:18kill thousands. Number two, reopen the exports. This
00:15:22is very important. This government should go away.
00:15:37to find a workable solution to allow exports to resume as soon
00:15:41as possible, but every day that goes by is
00:15:45another financial hit to farmers. we have
00:15:49very high expenses for taking care of animals. winter is
00:15:53coming, they need corn and hay, we can't sell
00:15:56anymore. how do we get earn money for
00:15:59living? we can no longer sell.
00:16:02it is very difficult, there is terrible drought and we are feeding now the
00:16:05animals with the food that we should. been saving over the
00:16:08winter, it's a disaster, there is severe drought and we
00:16:12don't have enough food for the animals, things are going from
00:16:16bad to worse, this summer the agricultural sector
00:16:20faced huge losses from severe and prolonged drout due

00:16:58alarm that AI is getting out of control and could gamble with our

00:18:2625% cut the revenue he's calling the
00:18:29safety warnings a hoax saying the development of AI

00:18:41researcher quit and then posted viral
00:18:44warning that AI could wipe out humanity within the
00:18:48next decade. we really are on the cusp of recursive self-improvement as it's called
00:18:52in AI where AI is used to train new AI cutting the
00:18:56human out entirely like robot doesn't have to kick in your door and shoot you,
00:19:00it has to simply destroy the systems that keep us alive in modern
00:19:03society. so imagine that all of those systems go down simultaneous.
00:19:08right, that's a mass casualty event, some hollywood movies such as
00:19:12irobot and the terminator show machines turning
00:19:16against us humans, come with me if you want to live, of
00:19:19course that's cinematic fiction, but it
00:19:23raises very real questions, will AI safety
00:19:26and regulations be enough to avert the risk it
00:19:30already poses to
00:19:38joins me now live from Salford in the United Kingdom, he is the chair of science communication

00:19:45have you here with us on theity world so you right before the show I asked chat GPT, cloud
00:19:49and Grock whether or not they think AI needs a kill
00:19:53switch and it seems there's consensus among these three apps
00:19:57that yes there should be some sort of shutdown
00:20:00capability, so my question to you Andy is if there is
00:20:04already consensus among the AI community.
00:20:08that uh this sort of capability needs to be introduced,
00:20:11why not do it already? why do we wait for a
00:20:15policy? well first thanks for having me on, i think it's a really
00:20:19complicated subject, but certainly one the challenges is what does the kill switch look
00:20:22like, and always with these questions is who has oversight on it, who has the
00:20:26capability to actually press that button, so it's really a conversation about
00:20:30global govern governance, coordination, collaboration, and that's the bit that
00:20:34we haven't quite figured out yet, yes there's a desire for... forms of
00:20:38technology to try to find ways to limit them if they become to dangerous, but what we
00:20:41haven't worked out yet is how to do that well, and what do you make of
00:20:45president Donald Trump trying to basically say
00:20:49that? that all of this is hoax? well, the first
00:20:53thing I would say is that we should always listen to employees working on
00:20:56technology and understand the perspective,
00:20:59and I think in this case, whilst it's important to take head, we don't have a systematic view
00:21:03of understanding that breadth of perspective, so we don't really know what employees think about the
00:21:07technology, other than these moments where somebody comes out and says something quite bold, so
00:21:11I think we do need to take into account these views, we need to understand them, I think
00:21:15the hoax is in not really clarifying what the risks are, so people imagine the risk
00:21:18is that somehow the... technology will run out of control and have some kind of
00:21:22independent will that would lead to humanity destruction. I think the more likely
00:21:26scenarios are humans using AI a way that can be destructive, so there are
00:21:30different levels of risks associated with it requiring different kinds of
00:21:33responses. Andy, how concerned are you about the future of
00:21:36AI? I'm very concerned. I think the the
00:21:40positive consequence of all this discussion is actually the governments around the world may find a
00:21:44way to make this AI's climate change moment where we recognize that
00:21:48it needs coordination, it needs. collaboration, it needs a global governance system, the
00:21:52risks are significant, I'm not worried about human extinction, I think the
00:21:56scientific community isn't worried about that, so independent scientists don't think that's
00:22:00a plausible scenario any stretch the imagination, but they do recognize
00:22:04the need for global coordination, and that's the bit that isn't helped by
00:22:07saying that somebody wins AI, the way we win AI is by having that
00:22:11global consensus around how to regulate it, and that's where we need to go.
00:22:15Right, and Andy, very quickly, before I let you go, so we have seen this
00:22:19debate. taking place about regulating AI in fact there is support within
00:22:23the community to do something of that sort, but
00:22:26i failed to understand how would regulations on AI look
00:22:30like? can you give us some examples? yeah, so one
00:22:34these suggestions is to have employee level monitoring, independent monitoring taking
00:22:38place within the company so that we understand actually what's taking place. at
00:22:42the moment, however, the real challenge is that there is still it is still being treated as a
00:22:45competition, so we talk about race taking place a bit like the space race the
00:22:4960s. "we talk about this as being still a competitive situation when in fact
00:22:53we need to see it collaboratively, so making sure that there are independent
00:22:57authorities that are monitoring progress and regulation is critical
00:23:01to that, but so to is that individual capability to understand how
00:23:05to use it, and that's for a big priority is that people need to understand these
00:23:08potentials. fascinating insights and mia, thanks very much for joining us here on
