00:03:37Delhi brought together some
00:03:38of the world's biggest emerging
00:03:40of powers of a time of growing
00:03:41in global uncertainty. With the war in Iran dividing members,
00:03:45leaders managed to agree a joint declaration calling for maximum
00:03:49restraint and
00:03:50a diplomatic solution to end the conflict. This largely
00:03:54reflects India's own position. New Delhi has called for calm
00:03:57and dialogue while trying to maintain. ties with Iran, Israel
00:04:01and its Gulf partners. India is taking a similar
00:04:05independent approach to Ukraine. Prime Minister Narendra
00:04:08Modi recently told Vladimir Putin the war must end for
00:04:12humanity sake. Throughout the conflict, India is maintained close
00:04:16economic ties with Moscow and remains a major buyer of
00:04:19Russian oil. But another regional shift is being watched more
00:04:23cautious. Turkia, Saudi Arabia and India's rival
00:04:27Pakistan have formed the Mecca Defense Alliance. New Delhi
00:04:31says it's examining the Pact's implications for its national
00:04:34security, as conflicts reshape old alliances and new
00:04:38centers of power emerge, how will India navigate
00:04:41increasingly multipolar world? Formore, joining me
00:04:45now from Washington DC is Amatav Acharya. He's a
00:04:48distinguished professor of international relations at the American
00:04:52University in Washington DC. Professor, good to have you back.
00:04:56It's been quite a while and lots happened, so there's a lot to talk about.
00:05:00but
00:05:00a I want
00:05:01of to start off with the bricks summit being held in New
00:05:04Delhi, when you look at the comments coming out from the
00:05:07summit, what catches your eye, what's interesting, what should we
00:05:11be following? the mean if i can summit
00:05:15up in one
00:05:16sentence that
00:05:20moderation the bricks bricks position is much more
00:05:24moderate thanks to India's leadership
00:05:28than what many people expected so slightly
00:05:31elaborate this many people take the look at the
00:05:35bricks in extreme some people
00:05:39think some analys think it's kind of anti
00:05:42western alliance and it is going to challenge the
00:05:46current world order, others see
00:05:49bricks as important, powerless, too much, too much
00:05:53division within the
00:05:55breaks, and
00:05:58when the summit was going to happen
00:06:01in India, before that, if you look at the commentary, there was kind of very polarized
00:06:04view the bricks, but what happened is
00:06:08actually that it turned out to be somewhere in the middle,
00:06:12"the bricks of course did not make anything, did not
00:06:16propose anything, that
00:06:17is really going to be immediately consequential, on the
00:06:21other hand, they reached a consensus, there was a brick
00:06:25declaration and it tells the world that despite the
00:06:28diversity is possible for the emerging
00:06:32powers to reach broad consensus on the broad
00:06:35goals and it's not totally therefore a talk
00:06:39shop either and we will see" " how this
00:06:43pants out in the long term, there were interesting proposals from
00:06:47China about AI and the AI
00:06:51governance which could become very consequential and there were
00:06:54also from the Indian side
00:06:58to mediation, the ability to produce a
00:07:01consensus with Iran and
00:07:04UAE and India, that was
00:07:07consequential and also the without naming the
00:07:11United States. "the
00:07:13statement talked
00:07:16about unilateral sanctions
00:07:19and unilateralism in
00:07:23rejecting basically unilateral sanctions and and
00:07:26also trade restrictions, rejecting
00:07:30it outright, that that's also very
00:07:33important, because that's means that they are not tandering
00:07:37to the US position without putting the US on the spot,
00:07:41so I think it was kind of a..." generally
00:07:44moderate bricks summit and
00:07:48rather than falling into either extreme of bricks being
00:07:51ineffective and inconsequential or bricks becoming the most
00:07:55powerful force in
00:07:57the in the world order and changing everything. when we look at the
00:08:00build up to these brick summits, always feel like there's
00:08:04this expectation that a groundbreaking decision or
00:08:08major step is going to be taken and the...
00:08:13bricks doesn't seem to deliver that groundbreaking step. I mean, for
00:08:16example, talk of a bricks currency or a
00:08:20real viable financial system in place
00:08:24for money transfers. I
00:08:25i know we have some other alternative systems, but nothing
00:08:29that can be considered reserved currency or a direct
00:08:33competitor to swift or or something
00:08:37where you have this unified approach to pushing back against
00:08:41American tariffs or what? not, why are we not
00:08:44seeing that one massive step being taken by
00:08:48the bricks? are they still intimidated by the US? is the us still the
00:08:52unipolar power? are we still a unipolar world or
00:08:56what's that missing
00:08:57ingredient? so first of
00:09:01all, did not have great expectations of
00:09:05bricks. what you might have heard at rate is lot
00:09:08of luge talk and...
00:09:12"you know people, I'm not just talking about the media, I'm talking
00:09:16about also analysts who just go by
00:09:20the moment and think of bricks
00:09:23either very powerful or totally useless and I
00:09:27didn't have lot of expectations, I
00:09:31actually thought bricks will come out someher in the middle,
00:09:35there was some there was no expectation, there was some kind
00:09:39of reduced expectation at least of reconciliation.
00:09:43between say Iran or UAE to produce a
00:09:47actual agreement, but that was surprising that it came through, although the
00:09:50language is pretty broad and ambiguous, but
00:09:54I didn't think will
00:09:57produce alternative currency at least at this
00:10:01point of time, and
00:10:04also responding more directly to the
00:10:08question you ask whether bricks are
00:10:11intimidated. some them are, there's no
00:10:15question, and I think India has to take that into account, I don't call
00:10:19intimidation or calculation, that why antagonize the
00:10:22US, for what gain? "if there is a
00:10:26bricks currency, India is not going to be major player, it
00:10:30will be basically China, and Indian might, Indians might
00:10:34have calculated that creating something like that
00:10:37will make China more powerful, and that's what the intra
00:10:40brick rivalry comes into play, but
00:10:44also if there is going to be an alternative
00:10:46to the US dollar, it will start in a very diffuse way,
00:10:50meaning that a currency national and
00:10:54by" currency agreements and slowly building up to
00:10:58some regional exchange, regional currency
00:11:02system, some of that is already happening and
00:11:05also moving funds
00:11:09away from the US, the
00:11:12US dollar deposits trying to make
00:11:16payments for oil in other currencies which is already
00:11:19happening, so those things have to be in place to
00:11:23much great. better extent before we
00:11:27have
00:11:27a currency, so the
00:11:31dramatic step of creating a single currency in one act, it
00:11:35doesn't really happen in international relations, unless there is major war, total
00:11:39breakdown, we are not there yet, there are some expectations that the
00:11:43United States will get back to being bit of a more normal
00:11:47country after President Trump is out the scene
00:11:50and people are also hedging their bet, so...
00:11:55so that's that's what basically is happening, don't expect the
00:11:58bricks to change the world overnight, but there is
00:12:02also definitely a move towards
00:12:04creating alternative
00:12:08alternative paradigm to the US led world order over a period of
00:12:12time in evolutionary way. okay, so the summit season
00:12:16is almost over, mean in the past two months we've had the NATO
00:12:19summit, the G20, Shanghai cooperation
00:12:23organization, the brick. and culminating next week with
00:12:27everybody getting together at UNGA, when you look
00:12:31at G20 and NATO on one side, the
00:12:34traditional western uh get togethers let's
00:12:38say, and well that's the west, I guess we can call the other
00:12:41to the rest, the SCO and the Bricks, do you see a
00:12:45just position between what's being talked about, what's
00:12:49high on the agenda, the way member
00:12:52states uh from these alliances are... talking and having
00:12:56dialogue with each other, and if there is difference between
00:12:59them, what's driving that? well, first of all, let's start with the
00:13:03west, i think the west is unraveling, mean that's i've been writing
00:13:07about this in my recent articles in foreign
00:13:11policy and and other places, the west is
00:13:14unraveling, what is the west when us and Canada
00:13:18as a major trade war and psychological war
00:13:22and intimidation, canada is the founding mamer of.
00:13:25and is also the target of target of some the most hostile
00:13:29foreign policy by the United States, then there is Denmark,
00:13:33another founding member of NATO and is threatened
00:13:36with by the US by Trump to you
00:13:40take away Greenland,
00:13:44so the European leaders including Germany
00:13:48and the European commission leaders have already said the West
00:13:52is past, the idea the west doesn't exist.
00:13:55now I'm not saying it will disappear as a cultural
00:13:58force, but it was an artificial construct,
00:14:02the idea the west built during the cold war because the cold
00:14:06war, and now it's unraveling, so what happens to the
00:14:09institutions? I think you can make very brave face about
00:14:13NATO, but NATO is not going to be the same as it was
00:14:17before, and the Europeans and
00:14:19Americans are not going to be in sync about
00:14:23NATO's purpose, after Trump, it's not all going to
00:14:26disappear, it will take some effort to rebuild NATO, but whether
00:14:30it should be rebuild in a era where the world order is
00:14:34changing and power is diffusing, is open to question
00:14:38about G20, the G20 is a more of umbrella
00:14:42organization, so it's the one thing we have where the western
00:14:45countries and the non-western countries sit as
00:14:48equal. bricks is basically doesn't
00:14:52include any western countries, but it does include is friendly to the
00:14:55west, mean you can say that you know
00:14:59broadly speaking, the Indonesians, the Egyptians and
00:15:03not anti western, so but you
00:15:07have also the major western powers, the
00:15:11G20 and the bricks are in some ways, the
00:15:15G20 is a more inclusive organization, in some ways that that
00:15:19was a bigger hope for global governance, but bricks
00:15:22are more like a pressure group. a little more of club
00:15:26of non-western powers including Russia, and they
00:15:30may have a anti-western teams to it. I think both will
00:15:34stay, there will be no competition between them. "the
00:15:37brits will continue to act as a pressure group without really having
00:15:41a lot of consequence in the immediate term, in the long term they
00:15:45might. the G20 will continue because it's the one place
00:15:49where outside the UN, the
00:15:52innow western and non-western countries sit together, and then the UN
00:15:56is not going to disappear either, but the UN will have to is going to elect a new
00:16:00secretary general very soon or choose new secretary general and the
00:16:04event direction '
